The Budget passed on July 2, 2013. The official millrate is 25.09 for the 2012 Grand List.
Most real estate tax bills for property located in Watertown were mailed out at the end of June with a July 1st due date. The following bills were mailed out at the end of July and are due the month of August. The final day to pay these taxes without interest will be September 3, 2013 by the close of the business day (5:00 pm) or with a US postmark dated on or before 09/03/2013.

Payments can be made in person at the Town Hall, M-F from 9 am - 4:45 pm. Due to limited parking at the Town Hall, payments can be mailed to 37 DeForest Street, Watertown, CT 06795. We no longer use a PO Box.
Tax Payments and Posting Dates
Payments are posted to taxpayers account as per postmark date per Connecticut General Statute 12-146.
In the event there is no postmark date (i.e., electronic banking checks), the payment will be posted as of the date the check is received. If you choose to use elecronic check payment, which we discourage because postmarks are not used, please allow ample time for mailing of electronic checks to avoid interest charges from becoming due.
Credit card payments are accepted in the office, or by calling 1-866-923-2190 or by visiting our website at www.watertownct.org. A drop box is located on the front of Town Hall for after hours payments.
I want to encourage anyone who has overdue tax bills to contact me. Partial payments are accepted and applied according to State Statute 12-146. Accounts have been turned over to a collection agency, State Marshals, constables, and the town attorney for collections. These actions may affect your credit rating for several years. Once collection proceedings have commenced, partial payments will not be an option. Also, the Department of Motor Vehicle has been notified of delinquencies and renewals will be denied until all taxes are paid in full.

As a matter of law, the taxpayer becomes liable to the Town for taxes on the due date. That liability is not created by nor dependant upon receipt of a tax bill. Therefore the failure to receive such a bill does not relieve the taxpayer of the requirement to pay statutorily required interest on the late payments. It is not to be assumed that if you do not received a tax bill, you do not owe taxes.
Real Estate: July 1st and January 1st, You have up to and including August 1st and February 1st to pay without penalty (if your bill is under $100, it is paid in only one installment in July). WHEN A BUDGET IS NOT OFFICIALLY IN PLACE IN JULY, TAXPAYERS ON THE HOMEOWNERS PROGRAM WILL NOT RECEIVE THEIR BILLS UNTIL A BUDGET IS IN PLACE AND AN OFFICIAL MILL RATE IS SET. THE SAME APPLIES TO REAL ESTATE BILLS UNDER $100.00.

CREDIT CARD PAYMENTS
Credit card payments can now be made online, by phone at 1-866-923-2190 and at the tax office window. The company that is handling the credit card transactions, Point and Pay, charges a convenience fee for using this service. The fee is 2 .50% or a minimum of 2.00 which is determined by the amount being charged. Visa Debit charge is $3.95. No part of this convenience fee is paid to the Town of Watertown. This fee will be charged to your credit card at the same time as your tax payment and will show on your credit card statement as a separate item. You will be advised of the fee prior to processing your payment and you will need to accept the fee prior to authorizing the charge.

The State of Connecticut General Statutes, Section 12-130 states: "failure to receive a bill does not invalidate the tax"
