PA 00-60, 10/1/00: Changes subsection (a) of 29-263, C.G.S., to require the building official to obtain the name, business address and DCP registration number on the building permit application and to be presented with the certificate of home improvement contractor registration prior to the issuance of a building permit, when the home improvement contractor doing the work applies for the permit as the owner's agent. Note that this does not alter the fact that it is the owner's responsibility (and right) to obtain the permit; it simply requires that if the home improvement contractor applies for the permit as the agent, additional information must be obtained. PA 00-132, 5/8/00: Changes PA 99-246 to remove the "spec house "loophole for new home contractor registration; exempts anyone holding a professional or occupational license (and reimburses fee paid previously by these parties); changes registration application requirements for contractors; changes registration notice and reference requirements to consumer from last 15 jobs to last 12. PA 00-165, 10/1/00: Changes various statues regarding elevators to provide for a modification process to the elevator code with mods granted by SBI with appeal to the Commissioner of Public Safety; changes frequency of elevator inspections by Bureau of Elevators; exempts private residential elevators from renewal requirements; requires elevator plans and specifications in triplicate rather than duplicate, which will allow BOE to give an approved set of drawings and specs to the local building official. PA 00-169, 5/15/00: Changes subsection (h) of 14-253a, C.G.S. which specifies handicapped parking space size back to 15 feet wide with 3 feet of cross-hatch (which is the requirement currently in the State Building Code). Minimum Inspections Required For A Residential Certificate of Use and Occupancy
1. Soils and footing
2. Foundation, damp proofing / waterproofing and footing drains
3. Nailing of floor, wall and roof sheathing
4. Rough framing, electric, plumbing and HVAC
5. Required tests on plumbing and gas piping
6. Electrical service
7. Installation of roof covering
8. Insulation
9. Final
To obtain a Certificate of Occupancy for a new house, will require approval from the Town Zoning Departments and when needed the, Samarian, Fire Marshall and Water & Sewer Departments (back to top)
NOTICE - Roof Shingles
EFFECTIVE MAY 1, 1999
Per the 2004 IRC (One & Two Residential Code), all asphalt roof shingles for residential and commercial application must meet the requirements of one of the following standards: ASTM D 225 ASTM D 3462 In addition, 6 nails per shingle Might be required to meet code. It is the responsibility of the Permit holder to supply proof to the building department that the roof shingles meet one of these standards.
Notice For New and Existing Service Upgrades
Effective Immediately
Meter box will not be approved unless clear plastic cover is in place. Cardboard covers will NOT be allowed. Anyone replacing a meter without prior inspection and approval will be reported to northeast utilities and the department of consumer protection. Clear plastic covers are available from this office.
Attention New Home Builders
Please be advised that due to changes in the State Building Code Requirements, an energy report should be submitted with plans on all new homes and addition projects in the Town of Watertown and Oakville. This is in compliance with the 2003 Energy Conservation Code provisions portion of the Connecticut State Building Code. Additional information can be obtained through MECheck Computer Programs and is required as of May 1, 2000. It is our understanding that C.L.&P / Northeast Utilities can assist you, or provide you with the software, to meet these requirements
