PLANNING AND ZONING DEPARTMENT

The Planning and Zoning Department consists of a staff of three; Ruth Mulcahy, Land Use Administrator, Moosa Rafey, Assistant Zoning and Wetlands Enforcement Officer, Carol Allen, Planning and Zoning Office Secretary and Chuck Bezio, Planning and Zoning Office Secretary. The office acts as the staff for the Planning and Zoning Commission, Conservation Commission/Inland Wetland Agency and the Zoning Board of Appeals and provides needed technical assistance on land use proposals and enforces the land use regulations, i.e., Zoning, Subdivision, and the Inland Wetland and Watercourse Regulations of the Town of Watertown. Staff prepares meeting packets approximately three weeks out of each month for the three Land Use Agencies.

The Planning and Zoning, Conservation Commission/Inland Wetland Agency and the Zoning Board of Appeals each have one regularly scheduled meeting a month but depending on activity levels can meet several times a month at night meetings or on field trips to review properties which are the subject of an application. The office provides information and assistance to the public, Town Manager and other Town Commissions as requested. Staff has posted information on the Town Website as a convenience for citizens, appraisers and lawyers. All of the Land use regulations and documents are on the website.

The Planning and Zoning Office accepts and reviews applications for administrative zoning permits and reviews the applications for compliance with the Subdivision Regulations, Zoning Regulations and Inland Wetland and Watercourse Regulations. Applications for administrative permits can be a shed, a pool, a new home, a sign, a propane tank, an addition to an existing home, new exterior lighting on commercial or industrial buildings, etc.

Staff also is responsible to enforce all conditions of approval granted to applicants by the Planning and Zoning Commission, Conservation Commission/Inland Wetland Agency and the Zoning Board of Appeals.

Staff also schedules and coordinates pre-application conferences (development reviews) twice a month with persons wishing to develop property in Watertown. Representatives from the Department of Public Works, Fire Department, Police Department, Water and Sewer Authority, Health Department and Planning and Zoning Office review subdivision plans and site plans for commercial and industrial development with developers for compliance with local, state and federal regulations at these twice monthly meetings.
