SPECIAL MEETING
SWIFT MIDDLE SCHOOL AUDITORIUM
WEDNESDAY, APRIL 17, 2002
IMMEDIATELY FOLLOWING PUBLIC HEARING
SCHEDULED FOR 7:00 P.M.

1.      Convene Special Meeting


Mr. Archer, Chairman Called the Meeting to Order at 8:20 p.m.


2.      Roll Call


Ms. LaForme, Clerk, Executed the Roll Call.

Mr. Valenti:  For purposes of the record, Ms. King could not be here tonight because she had business out of the State of Connecticut.  She wanted to be here; she supported this initiative.


3.      Consider Adoption of Bond Ordinance Re:  $2,000,000 Acquisition of the Sperry Property and a Portion of the Paparazzo Property for Open Space and Recreational Purposes, Including But Not Limited to Athletic Fields, and Site Planning, Design and Engineering Costs with Respect to the Development of the Parcels for Such Purposes


        MOTION:        (Mr. Kane, sec. Mr. Hebert) that the Ordinance appropriating $2,000,000 for Acquisition of approximately 198.7 acres of land on Bunker Hill and Middlebury Roads for Open Space and Recreational Purposes, Including But Not Limited to Athletic Fields, and the Site Planning, Design and Engineering Costs for such purposes, and authorizing the issue of bonds and notes to finance the portion of the appropriation not defrayed from grants.

        Discussion:    Mr. Rinaldi:  Is this different than the (inaudible) ordinance?

               Mr. Archer:  Yes.

               Mr. Rinaldi:  So it should be a Roll Call Vote?

               Mr. Archer:  Yes.

               Ms. Adams:  I would just like to add to the record that the Minutes from the January 7, 2000 and March 25, 2002 meeting also be added onto these for anyone who wants to know the history of this and why we are moving ahead.

        MOTION PASSED UNANIMOUSLY


4.      Consider Resolution Setting Date, Time, Place and Question for the Approval or Disapproval at Referendum the Above Ordinance


        MOTION:        (Mr. Kane, sec. Mr. Hebert) that the Ordinance just adopted be submitted to the electors for approval or disapproval at Referendum to be held Tuesday, May 21, 2002 and shall be published in full within 10 days in a newspaper having circulation within the Town.  The Town Clerk shall publish notice of the Referendum.  The ballot heading shall read as follows:

               "Shall the Town of Watertown appropriate $2,000,000 for acquisition of approximately 198.7 acres of land on Bunker Hill and Middlebury Roads for Open Space and Recreational Purposes, Including But Not Limited to Athletic Fields, and the Site Planning, Design and Engineering Costs for such purposes, and authorize the issue of bonds and notes to finance the portion of the appropriation not defrayed from grants."

               The electors approving an ordinance shall vote "Yes" and those opposed to the ordinance shall vote "No".  Polls shall be open between the hours of 6:00 a.m. and 8:00 p.m.
