Mr. Archer, Chairman Called the Meeting to Order at 8:05 p.m.

3.      Executive Session

        A.     Land Acquisition


               MOTION:        (Ms. Adams, sec. Mr. Hebert) to enter into Executive Session at 8:06 p.m. to discuss land acquisition.

        Mr. Archer, Chairman, Reconvened the Special Meeting at 8:15 p.m.


        Mr. Archer:  I wanted to comment first, for the benefit of the press and the citizens that are here, Id like to comment on the survey thats been going on for the past week.  Some of you may have received phone calls from a survey company who was trying to ascertain the support for the land acquisition thats been discussed.  It wasnt really clear who hired them and who was doing the survey and how it was being funded.  The survey was conducted for the benefit of the Watertown Oakville Coalition for Parks and Recreation, which is a group that has been working with the Trust For Public Land to move forward in acquiring this property.  The Coalition for the Parks and Recreation is a community based group of Town residents who have been working towards creating additional athletic fields, parks, and open pace in Town.  The Coalition conducted the survey and no Town funds have been spent to conductthat survey.  The Trust for Public Lands involvement in this is that they are assisting the Coalition with meeting coordination, funding and (inaudible) assistance on some of the things that they've been doing.  I just wanted to make that clear for the record, that survey was not paid for with any taxpayer money.

4.      Consider Introducing Bond Ordinance Re:  $2,000,000 Acquisition of the Sperry Property and a Portion of the Paparazzo Property for Open Space and Recreational Purposes, Including But Not Limited to Athletic Fields, and Site Planning, Design and Engineering Costs with Respect to the Development of the Parcels for Such Purposes


        MOTION:        (Ms. Adams, sec. Mr. Hebert) that the Town Council move forward with the Bonding Ordinance and Public Hearing for the $2,000,000 Acquisition of the Sperry Property and a Portion of the Paparazzo Property for Open Space and Recreational Purposes, Including But Not Limited to Athletic Fields, and Site Planning, Design and Engineering Costs with Respect to the Development of the Parcels for Such Purposes.

        Discussion:    Mr. Wick:  Just a comment for the record, that the Ordinance Subcommittee did meet and approved unanimously the recommendation to the Council to pass the Ordinance.

5.      Consider Scheduling Public Hearing Regarding the Above Proposed Bond Ordinance


        MOTION:        (Mr. Hebert, sec. Ms. Adams) that the Town Council hold a Public Hearing on Wednesday, April 17, 2002 at 7:00 p.m. in the Swift Middle School Auditorium, if available.  If that facility is not available, wed like it at the Polk School Library in Watertown, on the following proposed Bond Ordinance which is hereby introduced.

        Discussion:    None

6.      Consider Referral of Proposed Bond Ordinance to the Planning and Zoning Commission for Connecticut General Statutes 8-24 Approval for Conformance with Municipal Plan of Development


        MOTION:        (Mr. Hebert, sec. Ms. Adams) that the acquisition be referred to the Planning and Zoning Commission for a report pursuant to Section 8-24 of the Connecticut General Statutes.

        Discussion:    Ms. Adams:  They meet on the first Wednesday of the month, which puts them in May.  If we put our Public Hearing before that, is that potentially (inaudible) problems with that?

               Mr. Archer:  They may have to schedule a Special Meeting simply to consider this, I would think, based on the tight timeframe were on, yes.

7.      Consider Introducing Skateboard Ordinance


        MOTION:        (Mr. Wick, sec. Ms. Adams) that the Town Council adopt the proposed Skateboarding Ordinance recently considered and recommended by the Ordinance Subcommittee.

        Discussion:    None

        MOTION PASSED UNANIMOUSLY


8.      Consider Scheduling Public Hearing on Skateboard Ordinance


        MOTION:        (Mr. Hebert, sec. Ms. Adams) that the Town Council hold a Public Hearing on Monday, May 6, 2002 at 7:00 p.m. in the Polk School Library on the proposed Skateboard ordinance as presented and approved by the Ordinance Subcommittee.

        Discussion:    None

        MOTION PASSED UNANIMOUSLY

 

9.      Adjournment


MOTION: (Ms. Adams, sec. Mr. Hebert) to adjourn the Special Meeting at 8:20 p.m.
