1.      Convene Public Hearing - 7:30 P.M.


Mr. Hebert, Vice Chairman, called the Public Hearing to order at 7:32 p.m.

Mr. Hebert, Vice Chairman, read aloud the following Notice of the Public Hearing for the record:


NOTICE OF PUBLIC HEARING
Town Council
Town of Watertown
February 4, 2002


The Town Council of the Town of Watertown will hold a Public Hearing at the Polk School Library, 435 Buckingham Street in Oakville, Connecticut on Monday, February 4, 2002 at 7:30 p.m. to consider the following proposed ordinance:

AN ORDINANCE APPROPRIATING AN AGGREGATE $1,672,000 FOR A CROSS-TOWN WATER LINE TO CONNECT THE SCOVILLE WATER TOWER ON BUCKINGHAM STREET AND THE STRAITS TURNPIKE WATER TOWER AT GEORGETOWN DRIVE AND FOR THE EXTENSION OF SEWER MAINS TO SERVE THE GILBERT LANE, OAK STREET, ANDF LAKE STREET AREAS, AND AUTHORIZING THE ISSUE OF BONDS, NOTES, AND OTHER OBLIGATIONS TO FINANCE SAID APPROPRIATION.

Copies of the proposed ordinance is on file with the Town Clerk of the Town of Watertown.  Eligible voters will be heard at the Public Hearings concerning the proposed ordinances.

I HEREBY CERTIFY that on January 27, 2002 I caused a copy of the foregoing Notice of Public Hearing to be published in the Waterbury Republican American, which newspaper has a general and substantial circulation in the Town of Watertown; that I caused a copy of the foregoing Notice of Public Hearing to be posted on the public signposts in the Town of Watertown on January 28 2002, that all of such acts took place at least five days before the holding of said Public Hearing on February 4, 2002, and that such Notice has been filed with the Town Clerk in the records of the Town.

2.      Public Participation

        Robert LeBlanc, 78 Highland Avenue, Watertown, CT  06795

        Mr. LeBlanc:  I rise to hope that you consider that cross-town water line and also those water and sewer lines that go up to Gilbert Lane, Lake Street, and Oak Street.  These people are in need of that water line.  I lived there 20 years ago, for 17 years, and I had to move out because the children were coming too fast and the septic tank wasnt getting any bigger, so we moved.  Id also like to know, this cross-town line from Straits Turnpike to Buckingham Street, will that allow that tank to be torn down and replaced, the one up on Buckingham Street, will that allow the pressure line for the fire hydrants to be up to snuff or adequate?

        Mr. Hebert:  That line will tie both of the big tanks together so you can cycle both tanks, and then one will be taken out of service for maintenance, and then the other tank can be repaired.

        Mr. LeBlanc:  Very good, then Im in favor of it wholeheartedly, and I thank you people.

        Mr. Mickel:  I again rise in support of this cross-town main and the people on Oak Drive.  This is a long time coming, and its necessary for the maintenance of the tanks.  Thank you.

        Mr. Hebert:  Anyone else wish to speak?  Ill thank everybody for coming and declare this Public Hearing Closed.
