A. Correspondence
Mr. Pawlak: I hope that everybody present, and= not, had a happy holiday and new year and hope that everybody does enjoy a happy= and healthy new year.
From my personal standpoint there are two important agenda items for the new yea= r, obviously the budget which is first and foremost. We're going to get into that offic= ially with a subcommittee meeting starting on March 6th, running through the 27th. I have asked that the T= own Manager, in his review, do what he can to try and keep our increases to somewhere in the 2% range, and that may sound stringent, but we have to have some sort of a target.\
Item #2 is a resolution of the Town Hall issue that we have with respect to find= ing space, finding a viable replacement for the situation we have with respect = to facilities and Town employees. This has = been going on for years, in fact decades, and hopefully there are several prospe= cts that we are considering and with any luck and resolution, we can bring thes= e to a point where we can make a presentation to the Town and get this thing sol= ved this year.
The third item I want to discuss is tax relief. We had a public hearing earlier th= is evening regarding the tax relief for veterans and the elderly and it's important to note that the tax relief for the elderly refers only to real estate property tax relief and not personal property tax relief. With respect to the veterans it does include both and also in our definition of veterans we are following the de= finition as put forth by the State which includes disabled veterans as well as those= who are fully physically capable.

In addition we have on-going contract negotiations with the dispatchers in the Police Department and our goal, as has been stated in the past, is a standardization with respect to the packages that are offered to all of our employees. There are 3 packag= es that we are offering and our goal also is to see that all of our employees = are participating with respect to the cost for these programs, or packages which are offered, with respect to the amounts that they contribute themselves, because there have been and there continue to be some organizations who don= 't have to contribute at all; with respect to the premiums, so we want to try = and get that completely standardized and that is our goal for all negotiations.=
As
you probably know we had an auditor's report and we're very, very pleased t=
hat
the Town is particularly fiscally sound this year. We have a glowing report from our
auditors regarding our financial, our fiscal status. I think at the last meeting our ge=
neral
fund is up about $900,000 over the previous year and both Frank and Chuck, I
believe, are going down to

= ; Mr. Pawlak: It's good to note= that a long standing case that the Town has been pursuing with respect to a blig= ht issue has been settled within the last several weeks and the issue has been resolved to our satisfaction and we have received payment for all of our attorney's or legal fees so that is done and we'll just continue to monitor= to make sure that that situation does not deteriorate.
Even though those of us, myself not included, who have skis and would like to go= out and ski and go cross country skiing, the weather has been very good to us w= ith respect to the lack of snow and ice and I suspect that our sand and salt accounts are very, very robust and our overtime accounts in the Street Determent and Park and Rec are also in good shape because we have not had to utilize overtime for any of that.

We thou= ght that we'd like to help out people that are in need and some of the most important ones that we feel need a little extra help would be the veterans and the elderly and we've come up with an ordinance that has different categories, = $0 to up to $45,000 where (inaudible), $0 at $14,400 would be $450, and $35,00= 0 to $45,000 would scale down to $50. That's for the elderly and the veterans. We hope they will be voted on tonight.

What the Fi= re Department's Facilities Committee did was seek a video system for the new department that would qualify for Homeland Security Funds. They interviewed several people an= d they thought at the time the best bet was the $21,000 which they did apply for t= he grant and did receive it. Sin= ce then they've shopped around further and have found equipment that is very similar in its duty service and it's coming in at $13,600, so the $7,500 remaining in that grant will now go to offset the cost of the phone system = that is coming out of the contingency fund.

I did check with Ar= om & Associates and that language is put there so we don't have to go through the process again if the bids come in favorably, but certainly the bids that do come in and are received on behalf of the Town will be presented to the Town Council first.

Arom & Associates presently administrates the cooperative fuel process for our motor oil and heating fu= el for the Town and the Board of Education, and the Board of Education is presently purchasing their electric through Arom & Associates so I thou= ght we would try to keep the process together by going with them. We’ll see what the bids come= in at.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; &= nbsp; I just want to make a personal observation with respect to some of the commen= ts that were made in the Public Hearing, my opinion is that when someone signs= up, in my day we were drafted, and if your number came up you went; today it's = an all volunteer army. You went = into the service, whichever branch it was, and where you served was simply, prob= ably 95% of the time, the luck of the draw, whether you were in a foxhole or Montgomery, Alabama and some supportive logistical area, so I think at least personally it doesn't make any difference to me where you served, you are a veteran, you served your country in some form or fashion, and further I thi= nk to try to define the service to the point where we figured out if somebody = did get in fact the combat infantry badge or served in the front lines would be= I think against the spirit with which we approach this process, and it's for = that reason that I hope that we pass this and include all veterans regardless of their branch of service or what their service was and whether it was in peacetime or in war.

&= nbsp; &nbs= p; &= nbsp; Discussion: Ms. Adams: In reading through this, I'm not o= pposed to helping out elderly, but I think two things I heard at the Public Hearin= g I think merits more consideration. One was what Mr. Fusco said about somebody who comes into Town brand new and me= ets the requirement would, it doesn't matter, if you're here 6 months you're on= the grand list, yes, you would be eligible for it, and I think that bothers me a little bit too, that somebody coming brand new into Town would be eligible = for something that they really haven't been here for a long time.
&= nbsp; &nbs= p; &= nbsp; &nbs= p; &= nbsp; Secondly, the other thing that's bothering me is that based on income, what if you do have assets that total a considerable sum, you may not have any income comi= ng off of them right now, but maybe we somehow have to look at the whole packa= ge versus just what you put on your income tax. I think that's troublesome also wi= th this. I think it's something = we need to look at, discuss, and think over.

I think if people com= e to our Town and want to invest in real property in our Town, and quite honestl= y they're not putting a burden on the school system or other services, I don't have a problem with that, but I would like clarification I guess, to Elaine's poin= t, about the income areas.
= ; &n= bsp; = ; &n= bsp; = ; Ms. Adams: Maybe it's not inc= ome, maybe it's assets we should be looking at, I don't know.
&= nbsp; &nbs= p; &= nbsp; &nbs= p; &= nbsp; Mr. Pawlak: When we discussed this, one of the concerns we wanted to address I believe is we wanted to try and make it as simple as possible without trying to get into too much details, and I understand what you're saying and obviously there is a concern. I think my overriding concern is at= this point that there may be some of those situations where people may have some= one, or some people may have a significant amount of assets but a relatively sma= ll amount of income. I'm not con= cerned quite frankly that that's going to be a large case or a large issue. I am desirous of having this ordina= nce put on the books because I think by far and away the majority of the people= who would benefit are those who truly need the relief and in the future, next y= ear, whoever serves on the Council can take a look at this and we can tweak it, = so that it does a better job of refining and honing in on those who truly need= it, but as I said, I don't think that the number of people who might benefit fr= om this, who perhaps may not need it is going to be that large, but those who truly do need it are in the vast majority of the cases.
&= nbsp; &nbs= p; &= nbsp; &nbs= p; &= nbsp; Ms. Adams: There's no problem with tweaking i= t in a year from now, cause it says something about the application is good for 2 years.
= ; &n= bsp; = ; &n= bsp; = ; Ms. Nadeau: It says the Counc= il opted to adopt it this year and then chose to revisit it next year, we would just pick up anew and start all over again, and the people who were ready to apply next year, actually we're only going to have half the people come in = this year, give the benefit to the other half based upon the last application (inaudible) so it wouldn't make any difference as far as the application go= es at all.
