Participation Mark Raimo, Mr. Raimo: I'm also a member of the Water=
town
Police Department, as most of you are aware. I just want to make some comments =
in
regards to the letters that were written in the Town times regarding the DA=
RE
Program. I really don't have =
an opinion
on whether the DARE Program is effective or not, but I'd like to share some=
of
my experiences with you so that you can understand from my perspective how
effective this program has been in our Town. The
DARE Program was implemented probably 12 years ago; mys=
elf
and Andy Shirk were the 2 officers who went and did the research and approa=
ched
the Chief to have his program implemented into the Town. During the 3 or 4 years that we we=
re
DARE instructors we had the opportunity to touch base with 250 to 300 stude=
nts
per year, so at one point in time the High School was filled with students =
that
we were able to interact with. Over
the years I've had numerous positive experience with the children, specific=
ally
when we were in 5th grade, because some of the things we do as DARE officer=
s is
we engage these children in physical activities outside during their Recess=
and
we sit and have lunches with them. <=
/span>This
is a building of a community and as role models in our community we really =
took
our jobs seriously and tried to build positive role models. The
way I look at the DARE Program is that it's an investment in our
community. These children who=
I had
the opportunity to instruct are now 21, 22, 23 years old, so I'm continuous=
ly
seeing them out socially throughout the Town or on calls, and there is alwa=
ys positive
feedback. These kids never ev=
er
fail to come up to me and say hey, do you remember me? I never remember their names, but I
always remember the face, and these children then turn around, who are now =
adults,
and share their growing up experiences.&nb=
sp;
Did I keep them off drugs? Couldn't tell you.&nb=
sp;
They have to make their own personal choices. Are they becoming positive role mo=
dels
in our community and positive citizens?&nb=
sp;
I think they are and I think that's as a result of the Town putting =
the
Police Department in the schools so we can interact and build positive
relationships. Just
as a final thought, and you're all in the same a=
ge
bracket as myself, if you remember when you were a child, what did your par=
ents
do to you when you came by a police officer? There's a cop; if you don't behave=
he's
going to come and take you away.
This is what parents are doing to teach their children that the Poli=
ce Department
is not approachable. The DARE
Program and its curriculum, the way it's based, gives us an opportunity for
these children to learn that we are approachable and really that's building=
the
community together. Again wha=
t was written in the letters are all valid points. I think that we just need to look =
at the
bigger picture and understand that there are other points that should be
considered if this will be brought into a decision whether to continue the =
DARE

the two part letter to the Editor was submitted by Councilman DiFederico
concerning the DARE Program. =
It is
my intention to address Part 1 and Part 2 of the letter. Please bear with me as I address
specific points of interest from each letter. Before I begin I would like to poi=
nt out
that at no time did Councilman DiFederico contact the Watertown Police
Department, myself, who runs the DARE Program, or
Connecticut State Trooper Ralph Morales, who is the Coordinator for the DARE
Program for the State of 1. =
Mr.
DiFederico "it seems clear that this is an emotional response often
tainted . . . . Ms. Adams: Excuse me, Fred, are you going=
to
make this personal, cause he put on, you never, =
he
never signed those letters Councilman DiFederico and it's not representativ=
e of
the Council. Mr. Sprano: I understand, but it's
representative of him. Ms. Adams: It's
representative of him, then it's personal. =
; Mr.
Sprano: Is he not part of=
our
Town? Does he not control or =
have
some influence about what the Town does, whether he's in his capacity here =
or
if he talks with somebody on the street and expresses his opinions? =
; Ms.
Adams: I have no problem =
with
you speaking to the program and I understand you are the DARE Officer, but =
I think
it has to remain, if you want to speak general to DARE, not personal. =
; Mr.
Sprano: Well I'll do my b=
est. =
; Ms.
Adams: Thank you. =
; Mr.
Sprano: I'm not the DARE
Officer, I'm the Supervisor right now, I don't do the DARE Program, Officer McDonald does.
I would like to make it clear that there is no financial self intere=
st
associated with the DARE Program.
DARE is funded in three ways:
first through the Town budget, the money appropriated for DARE in the
2007/2008 budget is $2,500. T=
he
DARE is also, a donation made by the Police Benevolent, which is a separate
non-profit organization, and the third is from money received from the Boar=
d of
Education when funds are available.
We do have donations from Town businesses for specific events. For example, DARE Day, which we sp=
onsor
a bowling party which is funded by the Rotary Club. DARE Day, an event where at this c=
urrent
time we have about 350 students from DARE.=
We invite their siblings and parents to attend the DARE Day organize=
d by
the Police Department, at Veteran's Park, where we would participate in a
cookout, games, and try to encourage good decisions, and obviously particip=
ate
in games and fun without any problems. Regular Meeting January 22, 2008 Page 4 #2,
Mr. DiFederico notes that our "police in our classrooms is not educational, it is political indoctrinization whereas =
this
country was founded on the premise that all people are created equal. DARE divides society into two clas=
ses,
those who are drug free and those who are bad people." It is at this time unfortunate tha=
t you
have a misconception that DARE divides society into two classes of people, =
drug
free and bad people. The DARE
Program that is instructed in our school works as a partnership, a partners=
hip
with family, the school, the community, and the police (inaudible) our prog=
ram
strives to help children build self confidence, evaluate, (inaudible) and
consider the consequences of their decisions. Yes, there are bad decision makers=
out
there, shown at an early age we need to recognize this, we and the partners=
hip
need to help children be familiar with their surroundings and make good
decisions. It
also quotes that "kids are told that if they smoke pot they will go on=
to
hard drugs, which can become a self fulfilling prophecy". I would like to make a correction
(inaudible) in a movie that is shown to the students in the DARE Program th=
ere
is a statement that smoking marijuana can lead to the use of harder drugs,
because (inaudible) that there can or will be isn't a self fulfilling proph=
ecy. #4,
"kids are not taught to discriminate between drugs, they are taught to
discriminate against certain people.
There are documented cases of DARE officers using the program to tea=
ch
children to spy on their own family, report parents and siblings to the pol=
ice." Do these documents and cases menti=
on the
Watertown Police Department? =
If you
had taken the time to learn the program that is instructed in our school
system, you would have learned that our program is about cooperation,
collaboration effort between parents, school, and the police. At no time do we discuss discrimination, at no time do we teach children to spy=
on
their families. The
second letter is quoted that "is the goal to have police student public
relations program". The =
goal
of the DARE Program is to be drug free.&nb=
sp;
This program is not in place to create police student public relatio=
ns
as a goal. The program does,
however, create a positive police/student relationship. As a Police Department we are a re=
source
for the entire student population.
It is important that the students understand that the police are the=
re
to help. The DARE Program wan=
ts to
help children learn to make good decisions in life, it's that simple. #6,
"having the Police Officer come to class to tell lies about drugs and =
urge
kids to have their friends and family arrested may not be the best public
relations tool, more likely it is one of the worst because it later leads to
distrust and disrespect". To
this statement I do take offense. I
do not lie. Sometimes being
arrested is part of a judicial process in order to get people help who need=

lastly "a lot of people are uncomfortable with this situation but it is
not easy to stand up against a program that hands out
tax breaks to businesses and candy to kids to buy their affection and
support". Again, I do ta=
ke offense
to this comment that was made here.
In no way does the DARE Program buy children's affection or
support. I have instructed DA=
RE to
the DARE program for about 9 years and supervisor over the last 4, so in the
approximate 13 years, Mr. DiFederico, you are the first and only individual=
who
seems uncomfortable with this situation, a situation that is not clear. DARE stands for Drug Abuse Resista=
nce
Education. It is to help kids
resist drugs and violence, not to discriminate, spy,
or tell on their family and friends.
We want students to care about themselves and each other. We want students to make good life
choices. The Watertown Police=
Department
Youth Division focuses on being a resource for all students and their famil=
ies
within the community. I hope =
that
families who have read your letters will contact us so that we can reinforce
what the DARE Program is all about.
We encourage children to talk about what they have learned with their
parents. The youth division w=
ill
continue to hold programs for parents to help make them aware of what is go=
ing
on in this world concerning drugs and violence. It can be a scary place for all of
us. There is strength in numb=
ers. Children should never be alone. Also,
I would like to say, Mr. DiFederico, you have offered on several occasions =
the
services of yourself and the hall at the V.F.W. personally to me and to help
fund and support the DARE Program. <=

now this change of heart? Thank you. Mary DiSisto, =

DiSisto: I am here as a c=
itizen
and I am here as the Tax Collector for the Town of Ms. Adams: Mary, as I said to Officer Sprano, =
we are
not going to make this personal. If
you want to talk to Mr. DiFederico after the meeting, would be fine. Ms. DiSisto: Okay, I would just like to address
something he said in the letter.

Adams: As far as through =
the
Chair, for him to answer, no, that would have to be done after. Ms. DiSisto: Okay, not a problem. As far as an individual and a citi=
zen of

of us know if the program works.
Speaking from a personal experience, my father was an alcoholic. He was abusive. I was 10 years old at the time and=
I
could not do anything about it.
Having the help of my police officers in the Town and some wonderful
teachers have helped me to develop into the person that I am today, so I th=
ink
that the DARE Program does work.
Maybe 40 years ago it was not called that, but they were there for us
and I think they are there for the children today. Thank you. Joe Pawlak, =

on Chair. The subject I would=
like
to address is the sale of Ms. Adams: We kind of picked up where, Rob Kane
resigned the day before and we just kind of picked up where his arrangement=
s he
had made so it was kind of we had to go with. =
; Mr.
Pawlak: That's fine, beyo=

that my questions are basically concerning the situation or the status of t=
hat
question before the Council. =
When
we left office we had two qualified bids which were accompanied with
checks. Subsequent to the ini=
tial
review of the first bid at, I believe it was our September 4th meeting, that
bid was the only recognized bid at $251,500. There days later on the 7th of Sep=
tember
we had a meeting in the Town Manager's office with the bidder and I believe=
Joe
Seacrist was there, and we reviewed the aspects of the bid and the requirem=
ents
as stated and agreed to by the Council and at the end of the meeting the bi=
dder
changed his mind and verbally upped his bid to $350,000. Northing was done from that point =
until
November. In the interim, som=
ewhere
in October, we received another bid from an individual who bid $450,000 with
the requisite $5,000 check accompanying it. As you recall we did nothing on th=
ose
bids at my final Council meeting on the 5th of November, because there were
some procedural questions which I felt uncomfortable with. In addition we had received, I bel=
ieve
that same day, if you'll bear me out on this one, Chuck, we received another
bid via email if I remember correctly, for $425,000, with no accompanying
check, so we were really looking at two bids at the time which met the crit=
eria
as established by the Council, a valid bid with an accompanying $5,000
check. I wanted to see what
happened as of this date, and I was looking forward to attending as I said =
that
subcommittee meeting. Now I k=
now you
had a subcommittee meeting. My
question to you at this point is when is this going to be on the agenda? Ms. Adams: =

Pawlak: Question #2, as I
indicated I knew that there were two valid bids. Do we have any more than that? =
; Mr.
Bernier: At this time we =
have 3
bids that we are reviewing, Joe. Mr. Pawlak: I assume they're all valid with

what those bids are, specifically dollar-wise? The bidding process is closed, so =

per say, it was offers made . . . Mr. Pawlak: (Inaudible) closed as of Decem=
ber
31st, I believe, right? You'r=
e not
accepting any more bids? What=
you
have is what you have? Mr. Bernier: Correct. =

ands,
can you share with us what those bids were? Mr. Bernier: Those bids were basically all right
around $450,000. We were hopi=
ng to
come forward tonight with a recommendation. I will report further there were a=
few
more procedural that we asked staff, we have not gotten that. We are looking to put this on the =
agenda
for the upcoming meeting. Mr. Pawlak: Okay, when you do that, through the
Chair, when you do put that on your agenda for consideration, will you in f=
act
include all of the successful bids and the names of those bidders? If they are successful, I mean if =
they
met the qualifications, I would think that there would be no reason why the
Town, the public would not know who the bidders were and what they bid on t=
he
property. Ms. Adams: Actually what I think as we're loo=
king
for Finance to make a recommendation to the Council on the who,
which one. Mr. Pawlak: But we could still know, I mean th=
ere's
no secret. Ms. Adams: The Council can debate it, right.<=

Mr. Pawlak: That's all I'm asking is that when =
it
comes before the Council, will the public be advised as to what the nature =
of
what those 3 specific bids were (inaudible)? =

lucky to have individuals that care so much about the students in this
community and the work they do in school. This

subcommittee did meet on the 16th and interviewed two architects, Schoenhar=

and Steve Bedford. We do have=

Buildings Tour =
I
invite all of you to a tour of the public buildings on Saturday, February 9,
2008. We will meet at the Tow=
n Hall
Annex at 8:00 a.m. if that's agreeable to everyone. I can either have the minibus or w=
e can
follow in cars, which might be a lot easier and certainly cheaper. I'd like to give each of you the
opportunity to walk through the buildings, see how they function, kind of k=
ick
the tires a little bit before budget time. &=

Chuck as to whether this date works or not? Some Council members have already =
seen
these buildings but others are very new to it. I've done that tour a couple of ti=
mes
and it's really interesting to see the condition of the buildings and the
positive things as well. =

was $1,425,000 for both tanks, for both the inside and the outside, and tha=

was asked at the last meeting to research the status of the request of a tax
consideration for the solar collectors that they will soon be installing on=
the
rooftop and I did meet with a Representative Williams, Carolyn Nadeau our T=

Assessor, Joe Seacrist, Frank Nardelli, and my appreciation does go out to =
Carolyn
Nadeau, she did a lot of research on this and in the end what was decided is
that Representative Williams will introduce some legislation to enhance the
already in place State Statute which exempts single family, multifamily hom=
es
for this type of green energy effort, so he will introduce that legislation=
to
expand that to industry as well, keeping this more out of the local forum a=
nd
more in the State forum. =
Ms. Adams: I spoke to Peter Baker who is
President of the Baker Grandchildren Trust of Crystal Rock and he was
appreciative of the Council looking into this. =

At
7:00 p.m. on Thursday, February 7th there will be a public information meet=
ing
in this room for the rehabilitation of the Bridge on Route 6 at the
intersection of =
Mr. Mancini: I have a question on Heritage,
do you think you can get them to do anything about fixing the road on =
Mr. Frigon: I'm sure we can. =
Mr. Mancini: People are swerving to avoid the bu=
mps

Mr. Primini: There are two items on tonight's <=

Frigon: We had some go out
today. =
Mr. Primini: I think we're getting closer to 70=
%, so
we're looking good on that so far.
One program I want to mention is that the Highway mechanics have sta=
rted
looking into, we are reviewing our vehicle
policy. Currently the larger =
trucks
are rotated every 10 years, and the mechanics have started a program where =
they
are keeping track of how much money is being spent on each vehicle, especia=
lly
as they start getting older, towards the end of their life cycle. We came across one vehicle last yea=
r, I
believe it was a 98 Ford Pickup Truck, there was
$9,800 that was cut to repair that truck in one year. We're saying if the vehicle was wo=
rth
maybe $12,000, it obviously wasn't worth spending $9,800 on that. We're looking to see if maybe we c=
an get
an extra year out of trucks, or when they start to go, on the recommendatio=
n of
the mechanic that they be replaced. =

item, we received complaints as far as the use of sand. In one weekend we found approximat=
ely 22
yards of sand went. We're kee=
ping
track of that. Signs are goin=
g to
be going up where (inaudible) 2 5 gallon pails. There is a camera that has been ad=
ded to
the building to monitor that, there is discussion with the Town Manager tha=
t it
might be added onto the Police Department, whatever is possible, but we're
keeping track of that if there is any other possibility of watching where i=
t's
going, but we're looking at every dime that is being spent in Public Works
right now. &=

&= nbsp; &nbs= p; Mr. Mirabito: The one recommendation that did com= e out of the study, because the access road to the site, because the average spee= d on Echo Lake is lose to 50 mph, the site lines that a trucker has when he's stopped at the site access road to turn onto Echo Lake and looking in both directions are inadequate. We looked at improving those site lines but it would require removal of a significant amount of trees on the property across the street, looking east= it would require the removal of trees as well as some rock outcropping the state forest and so it seems like an unlikely solution to the problem.<= span style=3D'mso-spacerun:yes'> It also (inaudible) 50 percentile = speed, so what we recommended was a 3 way stop, that is the D.O.T. standard recomm= endation. We looked at this just last week w= ith Chuck Berger and Roy Cavanaugh and Chief Gavallas and Ruth Mulcahy and they= 've asked us to consider alternate options, and we're doing that right now. Whether it is looking closer at im= proving the site lines or even a signalized intersections we'll continue working with Public Works and the Police Commission on a solution that is appropriate on that.
= ; &n= bsp; Mr. Primini: Would the potent= ial signalized intersection be monitored by your operation or . . . .
&= nbsp; &nbs= p; Mr. Mirabito: What was discussed at the time is something that would be triggered and activated signal, that it would typic= ally be green and only when a truck or a car was leaving the facility it would c= ause the light to go red.
= ; &n= bsp; Mr. Primini: But this would be maintained by your facility? = And the reason why I'm asking that is we don't own a single traffic light in To= wn, we don't own any traffic lights in town, and this would be a significant co= st to the Town if we had (inaudible) traffic light program.
&= nbsp; &nbs= p; Ms. Adams: Ray, this is one of the things, yes= , you do see traffic lights in the Town, but they are all owned and maintained by= the State. Ray and I and Paul hav= e been on Public Works Subcommittee for many years and that’s one thing that= is very expensive for us to do so we've always had the State do that, we've tr= ied to work other ways, whether it be traffic calming measures or different met= hods along those lines, so I don't think it's something we can afford to start to do.

chips, so once you get a certain distance from the plant it becomes cost

Rule of thumb is a 50 mile radius and so we're looking (inaudible) so
it's a 50 mile radius (inaudible) we'll actually have some areas from south=
ern
= ; &n= bsp; Mr. Mancini: Mark, didn't you= say you would have like collection stations, so that all of these little compan= ies won't be coming into Town here, they'll be going to the collection stations= ? Isn't that what you told Planning = and Zoning?
&= nbsp; &nbs= p; Mr. Mirabito: Ultimately when the fuel supply has matured, ideally they'll be a series of satellite (inaudible) located within that 50 mile radius where smaller suppliers of wood can come and deliver th= eir wood for (inaudible) wood stumps, or pole trees or brush, these satellite y= ards will be maintained, they'll either have permanent or mobile grinding equipm= ent that they can they use into whatever wood chips as needed to our facility.<= span style=3D'mso-spacerun:yes'> We also provide an area of supplem= ental storage in case there is, we only have enough wood on site for about 20 (inaudible) operation. If there is a significant storm and the loggers can't get out in the forest as often, we = can go to the satellite yards and draw on that inventory.
= ; &n= bsp; Mr. Carter: All of the wood a= rrives on the site in chip form in tractor trailers, it= 's not dump trucks and pickup trucks.
&= nbsp; &nbs= p; Mr. Primini: You mentioned, we talked about (ina= udible) development (inaudible) 40 to 50 trucks a day coming in, is that going to be spread out? Is there any peak= hours like Mr. Rinaldi alluded to, FedEx or UPS, their peak hour of leaving is fr= om 8:00 to 9:00. Should we be wo= rking with the other businesses in the area?
= ; &n= bsp; Mr. Carter: The truck drivers naturally spread out their deliveries.&nbs= p; They don't want to sit in queue, the more trips they make, they get = paid by the trip, not by the hour, so they do a pretty good job of spreading out= in other plants we operate, so they don't end up queued up. We may arrive in the morning at 7:= 00 to unlock the scales and find a few trucks sitting in line because somebody go= t (inaudible) the night before and he wants to be the first one in line to get back.

Can you addre= ss that?
= ; &n= bsp; Mr. Carter: I don’t wan= t to step on Mark's toes, but another person works from, runs the wood field business, the scenario you drew is not likely to occur, largely because whe= n you're chipping up wood, you don't put it on the ground and then load it into a bu= nch of trucks. You run the chipper where you blow it directly into the trailer and you wouldn't put more than = 1 or 2 chippers onto any site unless you were, you'd have to have a very large s= ite to be clear, so and it takes about a half hour to fill a truck, so if you h= ad something, and we won't say there won't ever be wood trucks coming through = town because it may be the easiest route, but it's going to be a scattered numbe= r of trucks, it's not going to be a barrage of trucks and it' s not likely to oc= cur every often. The 50 truck sce= nario is just not a possibility (inaudible).

p; Mr. Marotta: Even thinking less than 50, even if=
it
was 5, during peak hours down

= ; &n= bsp; Mr. Carter: We could have 2 a= t a time on the site. We'd like t= o think we could get a nice uniform, 3 trucks an hour on each dumper; it doesn't wo= rk that way.
&= nbsp; &nbs= p; Ms. Adams: No, in any kind of receiving busine= ss it never works that way, that would be too easy.
= ; &n= bsp; Mr. Marotta: I'm just thinkin= g of the logistics of it, how will you ensure that the wood chip material that c= omes into the station is clean wood? Is there going to be someone kind of watching these trucks? Being out in the real world, you s= ee a whole truck, you don't necessarily see underneath. Is there going to be someone looki= ng at it to ensure that they're kind of an inspector or something for Q.H.V.C. ty= pe?
&= nbsp; &nbs= p; Mr. Carter: Yes, and it’s not just at the plant, it's also at the source. It's not in our interest to have (inaudible) either.
= ; &n= bsp; Ms. Adams: Like a random samp= ling you do.
&= nbsp; &nbs= p; Mr. Carter: Well we'll do test samples to test = the wood, but you also want to check what might be buried in the wood. Things have shown up like large pi= eces of metal.

&= nbsp; &nbs= p; Mr. Mirabito: Another one of the benefits of these satellite concentration (inaudible) you can bett= er keep control because we won't be specifically owning and operating those facilities, but we'll have developed relationships with the owner/operators= and help them with the Q.C. programs.
= ; &n= bsp; Mr. Marotta: But your emission control devices that you have on the stacks, I assume you have scrubbers or= no?
&= nbsp; &nbs= p; Mr. Mirabito: Something like a scrubber. The exhaust gas after it leaves the boiling and generates steam, generates power, goes through a series of equipment that helps control emissions.&nb= sp; One is called a (Inaudible) Reactor which helps control nitrogen oxi= de that's exiting the flue gas and also goes through a bag house, which helps control particular, bag house is basically a large rectangular box with a series of essentially backing in the back and as the gas passes through it, particulates of certain size gets caught, periodically the bag gets (inaudi= ble) and (inaudible) of the box and gets conveyed into a container for off site disposal.
= ; &n= bsp; Mr. Rinaldi: This wood you bu= rn, right?
&= nbsp; &nbs= p; Mr. Mirabito: Correct.
= ; &n= bsp; Mr. Rinaldi: Energy, now when= you get done you must have a lot of ash left, no?
&= nbsp; &nbs= p; Mr. Mirabito: Not a significant amount. The technology we're using is call= ed (inaudible) day technology and basically that's your, you're combusting the wood chips, you're blowing air through the bottom of the reactor creating t= his kind of tumbling effect, there is also sand in the bottom of the reactor so there's abrasion that happens to break down the wood chips to make sure you= get complete combustion of any carbon (inaudible).
= ; &n= bsp; Mr. Rinaldi: So all the ash g= oes up the smoke pipe?
&= nbsp; &nbs= p; Mr. Mirabito: No. It goes out the boiler but it gets caught tin that back house, so it= 's about 1% to 2% of the weight.
= ; &n= bsp; Mr. Rinaldi: But you still ha= ve to get rid of that, right?
&= nbsp; &nbs= p; Mr. Mirabito: Yes, there will be a container of i= t (inaudible) and we will pursue if anything can be used from it, it can be used as fertilizer.

That's the same place you take out= large pieces of metal that don't get picked up or rocks and other debris so it co= mes out of the bottom of the boiler.

Subsequent to the Public Works Subcommittee meeting, after discussion they authorized me to present this to the entire Town Council for consideration and I went back to the old (inaud= ible) and is requested some type of budget numbers to take a look at the costs if= we did do the project, or if we broke the project down into several pieces, and these are the (inaudible) numbers what they came back with.

&= nbsp; &nbs= p; One of the things that came as a unpleasant surprise to me when they originally= put these numbers together, it was just the culvert portion of this project, I didn't realize approximately 1,000 feet of roadway would have to be razed a= nd rebuilt to put in the large box culvert that would be required to pass the = waters down there. So again (inaudible). So = we have to take a look at the project costs that are right now we are looking = at a total project cost of about $4,000,000, the impetus of the whole project was the intersection of Echo Lake Road and Falls Avenue and you may know that a= rea is subject to periodic flooding and there has been repetitive damage down t= here over a number of years. In fa= ct we received FEMA money for this area last year. So that was the original project.<= span style=3D'mso-spacerun:yes'> During the design of the project o= r the conception of the project the D.O.T. said it didn't (inaudible) parameters = to do that extra roadway, they said take a look at going all the way up to Buckingham Street and that's what increased significantly the original proj= ect cost and the complicated tractors in that.= We're trying to rebuild or reconstruct and establish roads in an established neighborhood to modern day standards and there are going to be inevitably some conflicts between design standards and the existing conditi= on down there, specifically access for driveways and (inaudible) sort of thing= .
&= nbsp; &nbs= p; So I've put together a (Tape #2, Side A ended - may= have missed some) took a look at how much it would cost approximately (inaudible) 100%. I took a look at the approximate cost if we funded it through the local bridge program, which wo= uld reimburse the town on a 31.79% of the total project costs and finally I too= k a look at submitting under the FEMA Emergency rather the FEMA (inaudible) Mitigation Grant Program which there are some indication on the total amoun= t of funds available right now, the project costs would exceed the $610,000. Any costs over $610,000 would in f= act be the share, the responsibility of the Town (inaudible). That's where we are at basically.<= span style=3D'mso-spacerun:yes'> We wanted to get a sense from the = Town Council whether or not we tell the Council of Governments whether or not we= in fact want to continue to proceed with this project or (inaudible).

Two of those num= bers would have a direct impact on this year's, that = we're in right now, fiscal year 2007. We would have to come with the design share of our funds, which there are moni= es available to fund our share of the design fund. We also have the Town's share of t= he right of way cost, about $83,000 which we would either have to find somewhere or appropriate. When I say find,= shift out of another line item. And= then knowing down the road a couple of years, whatever year it got funded, we'd = be on the hook for the other 10% of the construction costs. At that point your hands are kind = of tied because at that point if we decide no, we don't want to construct it a= nd the funds are available, the State does have the right to come back and say we've already spent all this money, we need the reimbursement, so I want to make you aware of all the facts.
&= nbsp; &nbs= p; Mr. Mancini: I understand, I'm just trying to s= ay it doesn't seem to make sense if we only want to do a portion of the project n= ow, cause we don't want to do the whole project cause we don't know if we're go= ing to get the money from whoever, but it would cost us over $1,000,000, but you can apply to a fund, do the design right away, that's only costing us $120,= 000 then another $280,000 when the construction is completed for a total of $400,000 in today's dollars, I understand that. So if we're going to do any part o= f it, we might as well do the whole thing. It will be cheaper.

Anything steeper than that would b= e inaccessible and they'd be looking at a partial property take and there are a couple of existing houses in that situation. You just don't want to go there, pe= riod, it doesn't make sense. We anticipate applying for variances for that particular requirement. Preliminary indication from the Pr= oject Engineer out there is that we would probably (inaudible) of course they're = not going to commit until it goes before the variance committee.

The Sunnyside project includes just after the intersection, going through the culvert, replacing = the culvert essentially the last piece of Turkey Brook through there, so improv= ing some and skipping over to the top of the hill up by hilltop and softening up that curve (inaudible).

We will go through those interview= s and the Chief will make his recommendation as to who he thinks will make the mo= st appropriate Deputy Chief. At = that point I will either concur with that, or I'd like to think that I would con= cur (inaudible).
