      = ;      Mr. Minnich:  I'm Chairman of = the Watertown Fire District.  The = Fire District Commission at its last meeting reviewed some of its functionality = that it's been performing and part of this was an upshot of looking at some of <= span class=3DGramE>these expense and some of these reviews as a result of= a lawsuit to which the Town of W= atertown has filed against the Fire District.  As part of looking at this, there are several functions that we are = not going to be doing after July 1st of this year.  One is street lighting.  The residents and the businesses i= n the Fire District have for more than 45 years, probably close to 50 now, paid 1= 00% of the street lights that are in the District and the residents and busines= ses in the Fire District pay as part of the Town's property taxes for the street lights in the rest of the town, so as of July 1st we are not going to be providing 100% of the cost within the district, we will be paying our share through the property taxes of the Town for the street lights within the District.  The cost is about $55,000.  Secondly we also hav= e been providing fire hydrants and fire protection services through the water to t= he town for 107 years.  We have t= alked at the Commission level of doing like it is done in many other water compan= ies in that the public fire hydrants are charged to the public entity, that be the Town, for use of those fire hydrants.  The cost of that for a number to p= ut in the budget is about $75,000.  = We can talk about what that number is at some point in the future.  Those are the 2 things that I want= ed to present to you this evening so you'd have time to put in your budget.  Thank you.

      = ;      Mr. Stewart:  On the Agenda th= is evening under Item B, Discussion and Possible Action Current and Future Town Hall facilities.  Under #2, it says Consider an appropriation for $18,640 from the General Fund and authorizing a bid waiver for mold remediation of documents, services to be provided by New Air Technologies.  Has anybody fro= m the Town consulted with the Connecticut State Library with respect to record retention and the regulations and procedures that are necessary for this ki= nd of handling of documents?

 

            Mr. Frigon:  Yes, we have.  We're very familiar with the proce= ss for discarding our public records.  As I understand it, there are several records in the basement right now that we = have applied for and received authorization for disposal that just have never to date been disposed. There are others that do qualify for disposal which were documented this past Friday and when we do receive author= ization from the Secretary of State we will be disposing of those, and then we have= the third of which records that we will be keeping.  We will be cleaning and keeping the records that we are required to keep.

      = ;      Mr. Stewart:  That's really wh= at I was most concerned about, the ones that are permanent or required to be kept for a certain number of years.  From what I gather in taking a look at the retention schedule which pretty much = everybody in Town administration should have, there are some requirements even to transfer the records which I mean by transferring them I guess what we're t= alking about is cleaning the records, remediating the mold but does that mean that= the records are going to leave the physical location and if so do we have permission to do that from the State Library.

 

            Mr. Frigon:  The State Librarian was notifi= ed of our intention as you know we're under OHSA mandate to clean the records and it's certainly not in anybody's best interest to keep them in an environment that may reproduce the same conditions that the records are in today. It is= our intention and the State Librarian has been notified that the records will be taken off site.  The particula= r site that we're recommending right at this moment is not on the State Librarian's list of approved vendors, however they are not objecting to our putting the records there and they are evaluating that vendor immediately to be placed = on their list.

 

      = ;      Mr. Stewart:  Is New Air Techn= ologies on their vendor list was my next question.=   I understand that OSHA said you need to do x, y, and z by citation.<= span style=3D'mso-spacerun:yes'>  I'm not an attorney, I have some difficulty believing that OSHA can supersede State law, especially since it= 's CONNOSHA, not federal OSHA, and so the fact that they ordered x, y, and z to take place I don't think takes away from the Town's responsibility to live = up to State regulation and a published retention schedule and the procedure th= at are borne out in it.  From rea= ding the retention schedule myself it appears to me that in order to remove those records from the physical location there needs to be some way to have a cop= y of those records.  It's my understanding that most of those records there is no backup copy so I just = want to make sure that the State Library is being consulted and that they unders= tand that when those records leave that building, if they leave the building und= er their approval that there is no backup copy for those records, and I think = that the regulations and the procedures were developed and put into print for a = very good reason and clearly if you take a look at it you'll see that there real= ly is no question but the records should not leave the physical location unless there is a backup.  Thank you.=

7.         = Town Manager's Report

 

Building Official Vacated Position= :

Mr. Dino= Radocchio has been appointed to replace Rich Fusco as Building Inspector.  Mr. Radocchio, born and raised in <= st1:City w:st=3D"on">Watertown, presen= tly resides in Woodbury.  He comes= to Watertown as a licensed building inspector, having s= erved as the Assistant Building Inspector in Waterbury.  Mr. Radocchio has an associate’s degree in manufacturing engineering and a BS in Industrial Technology.  He'll be starting= the last week of February.  It is = my hope and belief that Mr. Radocchio, along with Joel Skilton and Cindy Mauri= ello will make a great team in that department and we're looking forward to his arrival.

Murtha Property Phase I Environmental Update:

A closin= g Date has been scheduled for March.  This has been delayed due to a Phase I environmental assessment.  That is now ongoing.

= Sale of Town Owned Property:<= /o:p>

The surv= ey of the town property located at 720 Echo Lake Road is complete.  Our Engineering Department is worki= ng on a sub-division of this property for P&Z approval.  Ruth Mulcahy has indicated that in = all likelihood, subdivision approval will probably be contingent on hooking up = to water & sewer. Ruth Mulcahy, Chuck Berger and Gary Giordano, our land surveyor contractor has a meeting scheduled for 2/8/07 for further discussion of this site.  They will revisit this for a possi= ble subdivision on February 8th.  It is still suggested to us that approval for that subdivision may be contingent to our hooking up to or the buyer hooking up to wat4er and sewer.

Communications Consulting Review::

Peter Ol= iver Assoc., contracted to perform an in depth analysis of the town’s communicatio= ns infrastructure, has recently met with staff for the purpose of bringing us = up to date with his findings.  It= is anticipated he will finalize a “Draft” report for our considera= tion within the next two months.  T= hese radio communications are for police, fire, highway water & sewer.  That was stalled for some time and= is now on-going once again.  Ther= e was a meeting lat week and I understand they are making great progress.  Peter Oliver was in today surveyin= g the highway department's communications.

Budget Proceeding:<= /b>

Frank Na= rdelli and I are in the process of structuring our recommended F.Y.  07/08 budget. This process will be completed and a recommended budget available the last week of February.

        &= nbsp;           &nbs= p;   1.         = Calabrese Associates - Structural Analysis Report

 

        &= nbsp;           &nbs= p;            &= nbsp;  We were hired by the Town to conduct a detailed structural investigation of the Town Hall which we have done.  We issued a report to the Public Buildings Committee in November and in Decemb= er we presented our findings to the Committee.  I'm not sure if any of the Council members have read the report or seen the report.  We'll present tonight a condensed version of the report and focus only on the recommendations versus the deta= ils of the report.  I'd like to fi= rst run through a summary of our findings and recommendations and follow up wit= h a few explanatory photographs.

 

        &= nbsp;           &nbs= p;            &= nbsp;  The first item pertains to the slate roof and associated flashings.  The report states that they will r= equire complete replacement in order to make the building watertight.  A significant percentage of the sl= ate tiles are broken and/or missing.  Numerous slate and flashing repairs were made in the past and many of the repairs were not made properly.  Metal flashings have deteriorated beyond repair and will require rep= lacement as well.  We're recommending t= hat lead coated copper be used to reconstruct the ornamentation.  <= /span>The clock tower is also in need of total restoration including the roof, metal, sylvan woodwork.  Alsop recommend that copper gutters and leaders be installed= .

 

        &= nbsp;           &nbs= p;            &= nbsp;  For the work shown above the Town should assume a budget price between $500,000= and $600,000 for both design and complete replacement of the roof. Much of that cost has to do with reconstructing the ornamental work.  The exterior walls and chimneys wi= ll also need to be repointed.  The exterior brick wall on the east side of the building which I'm sure you're = all familiar with requires immediate repair.

        &= nbsp;           &nbs= p;            &= nbsp;  Moving down to the first floor our report presents temporary reinforcement of the exiting floor which would consist of temporary screw jacks, placed beneath = the cracked wooden beams in the basement.  We also talk about permanent reinforcing which would consist of demolishing the existing brick piers and installing steel beams and columns along with new footings in the basement.

 

        &= nbsp;           &nbs= p;    = ;           Mr. Pawlak:  You mentioned the exterior brick wall east side is in need of immediate repair.  Can you describe that please, the extent, the type?

 

 = ;            &n= bsp;            = ;          Mr. Calabrese:  Yes, I can bet= ter describe it once we get to the photo, is that okay?  Second floor as we state in the re= port cannot support any live load, therefore the area should remain unoccupied unless certain reinforcements are made.

 

        &= nbsp;           &nbs= p;            &= nbsp;  We'll briefly go through some of the more important photos that are contained wit= hin the report.  This shows a typi= cal brick pier in the basement which has deteriorated beyond repair.  The next photo shows the 8 x 8 tim= ber beam which supports the first floor, I can see t= he cracking in the beam.  Next ph= oto, some of the timber shoring that has been added in the basement.  A photo of the= roof rafter construction.

 

        &= nbsp;           &nbs= p;            &= nbsp;  Mr. Rinaldi:  The few times I've been up there, upstairs there's evidence of water coming in and yet for about 106 years no= w we ask everyone where it's coming from and no one seems to know.  Has your investigation found the p= oint of entry?

        &= nbsp;           &nbs= p;            &= nbsp;  Mr. Calabrese:  No, it could be done with in-house personnel certainly.  Basicall= y we'll cut the span in half, that's what it amounts to.  Where the brick piers are severely damaged, we'd have them put one on either side of the pier, to take all of the load off the pier.  Again we're assuming that the seco= nd floor will still remain vacant at this point until some permanent measure of reinforcement is installed.

 

        &= nbsp;           &nbs= p;            &= nbsp;  Mr. Rinaldi:  The last time I toured the old Town= Hall, one of the big issues was the beams in the basement, but also the staircase= s up thee, something has to be done with them.&= nbsp; They're pretty steep, there are no railings.

Mr. Walton ) to approve the Resolu= tion authorizing a transfer from the Sealy Mattress Company architectural design= for the purposes of a feasibility study for the conversion of Heminway Park School into a Town = Hall in the amount of $10,500.

        &= nbsp;           &nbs= p;            &= nbsp;  Discussion:       Ms. Adams:  Just a question because we've been = going back and forth, and all around with possible potential Town Hall sites, was this the company that the Public Buildings Committee said yes to or the one they were opposed to?

&n= bsp;

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; Mr. Pawlak:  The one they were opposed to.  They were in favor of Silver Petru= celli which had a quote for about $40,000 to do the same thing.

&n= bsp;

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; Ms. Adams:  They were concerned, they had their reasons.

&n= bsp;

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; Mr. Pawlak:  I think they had reservations as to whether or not KBA had their "ducks in order".  This is one of the first items we discussed in 05 if I remember correctly and I personally found that interes= ting because at the time we had already contracted for K.B.A. for both the Fireh= ouse and Swift, and I'm saying why would we not have any confidence in these peo= ple since they've already taken care of the design and what have you for the $39,000,000 worth of projects for the Town.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; Ms. Adams:  And I think at the time too I thin= k the reason they were not in favor of Kaestle Boos because Swift, the initial project when it came in, they had woefully underestimated the cost, the oth= er situation with Silver Petrucelli was the one I believe we hired for Polk Sc= hool roof and they came in pretty much on the money and did a job well done.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; Mr. Primini:  The Public Buildings Committee at t= hat time Dean Petrucelli from Silver Petrucelli was involved with the original 3 school roof replacements Swift, Judson and the High School and also at Polk, and the reason the Public Buildings Committee was in favor of him was becau= se his prices came right on each time, they still came in under from all the studies they've done and that's why they felt it was worth it, and it wasn't that he was even the high end, there was people that were higher than him, = and that's where some of the misinformation was (inaudible).

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; I believe there was about 10 quotes at the time and several of them up in tha= t $70,000 range at the top and he was the one right in the middle , so that was the reason why the Public Buildings Committee originally picked him.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; Mr. Pawlak:  I just wanted to make sure of the e= xtent of the inspection or the process and the end product that they are going to deliver to us for Heminway.  W= e're not looking for a space or needs requirement, I mean we could do that pretty much ourselves, if we want to put all of our Town operations, including Boa= rd of Education into one facility we could pretty much figure out what our spa= ce requirements would be.  What we really need here is and I know they mentioned it in their proposal here, th= ey are talking about architectural investigation, structural investigation, building utilization town office and Board of Education but we're also talk= ing about mechanicals, HVAC, electrical, etc.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; Mr. Frigon:  Yes, they are included in there as = is to some extent space needs analysis.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; Mr. Frigon:  When all else fails go back to the directions.  Our proposal was structured around two separate issues, one being the building utilization w= hich includes the proposed building reuse based on current and future programming needs and other issues would be site suitability regarding parking, traffic flow and lighting, permit and approval requirements, conceptual estimates a= nd furnishings and equipment, so they're broken out into 2 separate categories= for both the Board and the Town.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; Ms. Adams:  I see 5 Board of Ed members here an= d I know this has been a question, will the Town Cou= ncil have control of Heminway<= /st1:PlaceName> Park School in September of this year?  I = see the Superintendent shaking his head no and a few others.  And it's unclear at this point whe= n the Town Council, if the Town Council will ever have control of Heminway Park School.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; Dr. Erardi:  The present plan is that sixth grade returns for the 07/08 school year at Heminway Park.  The Swift project should be comple= ted a year from now, so 07/08 as pr the referendum that this community passed will house grade 6 for the entire school year next year.  We will make our move in the Summer of 2008.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; Ms. Adams:  So approximately a year and a half,= so you'd be looking at September 2008 for the sixth graders to start at Swift?=

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; Mr. Pawlak:  That is probably going to be the ca= se but it doesn't mean that Heminway would be empty then because we have the propo= sal to upgrade the high school and you're going to need space while facilities = here are upgraded and you were talking about using Heminway to do that, is that correct?

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; Dr. Erardi:  In a preliminary conversation that = took place and if and when the high school (inaudible) project begins we've been= advised by K.B.A. that we would probably need to displace at least 1/4 of our high school population, and the natural place to house, whatever grade it is, wo= uld be Heminway Park.  If you played that timeline out, t= he swing space would be needed for 08/09 and 09/10 which means that the buildi= ng may be potentially occupied until June, 2010.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; Ms. Adams:  I understand, I mean if the referen= dum fails the first time and we put it back, I understand all the variables, I'= ve been doing this a long time, but my whole point is why are we going to spend $10,500 of the taxpayer's money on something we don't even know we're going= to have in 2010, over 3 years from now. I can't support this.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; Mr. Kane:  I appreciate Elaine's line of quest= ioning because I think I brought this up myself when we originally talked about Se= aly, and I think at the Town Meeting earlier a constituent brought up a very same question about the Water & Sewer project, and he said why do we keep spending money on studies, studies when we need to know whether the project= is good or not.  I agree with Ela= ine, I think we're putting the cart before the horse here to spend $10,000 on a st= udy in February of 07 when to the superintendent's own words, we may not have possession f that building until 2010, it just seems a bit silly, so I can't approve this either I can't approve spending $10,000 on something that is a= pie in the sky at this point.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; Mr. Primini:  I'm getting old.  We have to make a decision on a To= wn Hall soon.  I think I'll be Ja= ck's age before (inaudible).

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; Mr. Rinaldi:  I think up to this point, this thing initially started when they built John Trumbull School.  I sat here and said I believe the = Town would support Heminway Park School as a Town Hall, mot necessarily my choic= e, but I think that's the one that's going to work as far as the Town's concer= ned, as far as getting the job done.  And those of you that were with me knew that I wasn't fond of spending any mone= y at the time, because like Elaine said I couldn't see this thing happening in t= he next year or two so I was pretty much an exponent of not spending this money.  However, I think now w= ith what's going on, potential fix to the high school and the other schools, I think we're probably approaching the time within the next few years that we= 're going to have to make a decision and I think that when we go ahead and make= a decision, we're going to have to have some pretty concrete studies done or = some concrete information in front of us so we can make a fairly good decision.<= /p>

I think we're going to be visiting this within t= he next few years and I'd like to see it.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; Ms. Adams:  This isn't including a space needs = study, is it?  It's architectural and= structural, it doesn't talk about space needs.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; Mr. Frigon:  Under building utilization we had a= sked for what we were priced on, plans shall indicate proposed building reuse, b= ased on current and future programming needs.&n= bsp; In order to best assess these needs a consultant would be required as part of this project to review existing space and programming needs of all departments listed on the attached sheet.&= nbsp; Consultant shall also provide renovation and applicable additional estimates as well as defining a project budget for this suggested project.<= /p>

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp; Mr. Kane:  I think that's Elaine's point, my p= oint, not to debate with Paul, but Heminway may be the right choice, but we are s= till 3 years down the road, and these numbers may not be appropriate 3 years from now, it may not be appropriate 3 weeks from now, so how we can spend this m= oney today, again I just can't support that because things are going to change i= n 3 years, if it's 3 years.  Just = like the other gentleman said at the other meeting, we keep spending money that = go up on the shelf, then we do it again and again and again and sooner or late= r we have to draw the line and say hey, we have to stop spending money like this, willy nilly here.

 = ;            &n= bsp;            = ;          Mr. Pawlak:  I've been thinking about putting together a subcommittee consisting of members of the Town Cou= ncil Board of Education, Town Manager, Superintendent of Schools to evaluate our needs requirements, not only physical but technologically for the next 15 t= o 25 years, whatever the case may be and come up with a plan or a program propos= al to develop a government center as I've mentioned before which would in fact house all of our Town functions and requirements.  This would include everything on t= he Town's side as well as everything on the Board's side, so we can have every= body in one building.  I'm looking = at probably have a group of 5 or 7 people, we need an odd number to have a tie breaking vote and I would ask for volunteers from the Council and also from= the Board's side for a representative to the committee to evaluate our requirem= ents and come up with a proposal as I've said in the past.  Our goal is to develop a proposal = and place it before the Town for consideration before the end of this year, bec= ause I agree with pretty much everybody on the Council, we cannot afford to wait until 2009 or 2010 before we even get started on figuring out what we're go= ing to do for a government center.  I personally want to get this thing moving and a presentation or proposal mad= e to the Town before the end of the year so that we can at least get started and= get everybody under one roof.  Any questions?

 

        &= nbsp;           &nbs= p;            &= nbsp;  Mr. Primini:  I'd like to see it done before I r= etire.

 

        &= nbsp;           &nbs= p;    = ;           Mr. Pawlak:  With respect to t= he Town Council, just let me know if you're interested in participating.  I'd like to have probably 3 or 4 m= embers from this Council and Chuck, Dr. Erardi, somebody from the Board of Ed and = we can get this thing going.

        &= nbsp;           &nbs= p;   WHEREAS, Town Council authorization is r4equired for any purchase exceeding $4,000 t= hat has not been independently bid by the Town's Purchasing Agents; and

 

        &= nbsp;           &nbs= p;   WHEREAS, various equipment, materials, supplies, furniture and fixtures required to be furnished to the Swift Middle3 School project have = been formally bid by the U.S. Communities Government Purchasing Alliance which is authorized by State Statute.

        &= nbsp;           &nbs= p;            &= nbsp;   = ;           Ms. Adams:  It's exceeding $4,= 000 but what kind of dollars are we looking at doing a bid waiver on?  There's nothing here that substant= iates the request.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  Mr. LoFrese:  With me is Elizabeth Berman from Ka= estle Boos Associated.  In July ther= e was a request to use the US Communities Government Purchasing Alliance for purc= hase of furniture and equipment at Swift Middle School.  We're asking for a similar request= . We have about 5 additional orders to place for furniture between now and the e= nd of the project next August and we're looking at about $175,000 for the next phase of furniture purchase.  = That number isn't concrete yet, we're still looking at all of the classrooms that are due to be turned over to us and we're finalizing our order.  The US Communities contract was co= mpared to State contract for the same furniture and equipment and in all the cases= it was significantly less than furniture purchased off a State contract and un= der better terms, both delivery and service related terms.

 

 = ;            &n= bsp;            = ;            &n= bsp;         Ms. Adams:  So they've been co= mpared to private vendors, or any of these other places and they've come out ahead from all of these other quotes you've gotten?

        &= nbsp;           &nbs= p;   Discussion:       Ms. Adams:  I think we talked about this quite= a bit and one of the concerns was putting back on, we looked at putting it back on the tax rolls, Town owned property versus houses being put on there and the amount of students going into the system and what would be the actual benef= it to selling something like this.  It's not anything we have to sell.&= nbsp; I just don't think it's in the best interests of the Town to sell th= is especially since goodness, and this doesn't happen very often, Planning and Zoning unanimously said no so I will not be voting in favor of the motion.<= /p>

 = ;            &n= bsp;            = ;            &n= bsp;         Mr. Primini:  I have to agree = with Elaine, this might be shortsighted because if we sell the land for $225,000= if we had 2 houses and I think we always figure we average 2 kids per household that go to school, as at a cost of about $8,000 or $9,0= 000 per student, times 4, I'm guessing about $36,000, $40,000 per year with inflation, so we're going to lose the value of this land in probably 5 or 6= years.  So we get money now, but it will c= ost us more in the long run.

      = ;      Mr. Stewart:  Just a couple of comments on business that's been transacted in discussions of this evening.  There was a comment = about the Town Hall roof repairs and Mr. Calabrese was talking about that he was quoted by the paper, I'm not too sure about that part of it, the only thing= I know is this, that absolutely zero has been done to stop water infiltration= in the year's time since the initial OSHA citation for water incursion.  Unless anyone on the Council or To= wn Administrators classify using civil defense drums to collect water as water abatement, then nothing has been done.&nbs= p; And there was also a comment about roof repairs having been attempted but they didn't work.  Well sh= ow me the invoices from a professional roofer that tried to fix the rood.  That didn't happen.  You and I both know it.  We sent somebody up on the roof wi= th a bucket of tar and we did a half ass job of trying to stop the water.

 

            Mr. Pawlak:  Language please.

 

            Mr. Stewart:  Sorry Mr. Chairman.  Enough on that subject.  The next time= which really got me is that we're talking about trying to put together a study or= an evaluation for a town government facility, town hall, to fulfill our needs = for the next 15 to 25 years.  The = Town Hall is over 100 years old, so is the Annex I think.  How can we embark on a project tha= t has a life span of 25 years?  We c= an't maintain our building for 100 years, probably hasn't been touched in 45 yea= rs, and we're going to only build a facility that can carry us out for 25 years= , I won't be dead by then.  At lea= st build something that puts me in the grave before we have to start talking a= bout another one.  It's too short o= f a time.  Thank you.

      = ;      A.        Consider the disposition of Town owned property and consider modifying the Guidelines for Sale of Real Property Owned by Town of Watertown

 

      = ;       = ;           Mr. Frigon:  What I've just ha= nded out, as you're all familiar with, the Town has adopted some number of years= ago a guideline for the sale of real property owned by the Town of Watertown and that allows the Town to sell off properties as they become available for sa= le through Town Staff and through sealed auction or by auctioning them off thr= ough town staff.  What I'm providin= g for you is an alternative to that for the sale of real property with the buildi= ngs and this is specifically for the Baldwin School, the annex, whatever buildi= ng we may choose to sell, and it allows us the opportunity should we want to go that direction and use a realtor and sell like anyone would sell a (inaudib= le).  And with that I also have a reques= t for proposal for realtor services.  And what the proposed guidelines call for is a Town Council approved real estate consultant, so the proposal for real estate consultant, the guidelines would allow us to sell a building through a realtor, where the older guidelines do not allow for that.

 

      = ;       = ;           Mr. Pawlak:  The important thi= ng here is it gives us a second option.  We have the choice of either one of them, that's all we're suggestin= g here.
