Accident Reduction Program Grant

the Town applied for, and we do annually, a local road accident reduction
program and that program we applied from the federal government and we appl=

through our Council of Governments, and this year we applied for the
reconstruction of the intersection on Guernseytown and

= Mr. Mancini: It was reported in the paper that = with the sale of Baldwin School that we missed the boat because we didn’t accept the higher bid, but can we let the public know for the record that we acted on the proposals that we had and that higher bid came in afterwards? = Can you confirm that?
= Mr. Frigon: Absolutely. That higher offer was received in = my office after the sale of the building, after a unanimous vote by the Town Council to sell the building to Richard Palomba. The next bidder thought th= at perhaps, by submitting a higher bid, that consideration would be given, and that is not the case.

Mr. Primini: At the last Public Works Committee
meeting one of the items discussed was raising the permit fees up at the
Transfer Station, from $10.00 to $20.00.&n=
bsp;
There’s about 800 people that use the transfer station. One of the issues we have right now=
is
that CRRA is going to be raising their fees, currently it’s $69.00 a =
ton,
it’s going to $72.00 a ton, and it will go up over the next several y=
ears
because we’re lacking landfill space in
B. = Town Hall Roof Subcommittee
= Mr. Marotta: We met with SilkTown Roofing and discussed with them what would be needed to repair the roof. We’re still working on movin= g forward with that.
= Mr. Frigon: The Town Hall Roof Subcommittee did meet, we looked at replacing the entire slate roof through SilkTown construction of Hickman Community Services, which is a national cooperative. This has been brought before the C= ouncil in the past when we were looking at other means of doing it. Some, maybe a year ago, I don̵= 7;t remember the date, Hickman Community Services had offered to replace the sl= ate roof along with the ornamentation, whether it be repaired or replaced, that would be determined when they got up there, but in either case when the job= was complete the ornamentation would be repaired to like new or replaced. All of the slate would be replaced= , ice and water shield would be put in the appropriate places, new valleys constr= ucted, and I don’t have, and I’m reluctant to give an exact price, but= it was in the range of $264,000 to $270,000 to do that work. So we’re looking at, we̵= 7;ve asked them to update that quote which they are in the process of doing now,= and we’re hoping to have that for the next meeting.

= W= ith that quote, in our structural engineer report by Calabrese Associates, they= had stated that a structural analysis and some supports would be required in or= der for that roof to meet today’s load standard or load code, so we’= ;ve gotten in contact with Mr. Calabrese, he’s given us a price for that work, we’ve also put him in contact with SilkTown so SilkTown could h= ave a better understanding of exactly what that work might entail so he could include that in their most recent quote, so it looks as though certainly wi= thin the next meeting or the following meeting at the latest, we’ll have n= ew quotes for the replacement of the roof and the associated engineering work = that goes with that. What’s = not included is the painting from the roof line up and some other miscellaneous work, but the roof work will be included.

figured, and we get $10 more, that’s $800 a year. There are a lot of people on fixed
incomes, they don’t have Copes, they take their garbage up, first
you have to go down and buy t=

sticker for $20, then you have to go up to the transfer station and pay mon=
ey
to get rid of your garbage, so you’re really putting pressure on the =
poor
residents. For the 800 people=
that
are using it at $10, that’s $800 a year we’re going to make.
&= nbsp; &nbs= p; &= nbsp; &nbs= p; Mr. Mancini: I also agree that we shouldn&#= 8217;t be putting the burden on just the people who use the landfill and I think g= oing from $10 to $20 doesn’t seem like a lot of money, but it is a 100% in= crease. I’m going to vote no too.

I conducted some benchmarking with other towns, to see what other towns,
because with the increased fuel costs, we also have to move around the mate=

and there is a cost to the town to be able to provide this free service to =

for keeping it as low as possible, however, we do need to ensure that the T=

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Mr. Primini: 3 or 4 years ago, Elaine, Paul= ie, and I have been together on the Public Works Subcommittee for over 6 years now. A couple of years ago th= ere was a method where people were charged $6.00 for half a pickup truckload of garbage. Technically if you h= ave one bag or whatever, fill up the whole back, and I’ve always had a problem with that, with people paying for half a pickup truck when they only had a bag, so we came out with a figure where a 15 gallon bag was $2.00, a = 30 gallon bag was $3.00, so it kind of cut that down so nobody should be having that problem. When you compar= e this to other towns, it’s pay me now or pay me later. <= /span>Other towns have trash pickup but it’s included in your taxes, but basically what’s happening is you’re paying taxes on the garbage this way. I visited towns when I w= orked with municipalities in the past, some towns actually have a scale there and they charge you by the pound, and I kind of like that idea because it forces people to recycle. I’ve noticed myself, over the past couple of years since we’ve been recycl= ing junk mail, I’ve been filling up a garbage bag every week between newspapers and junk mail, and I noticed my garbage bag, I’m not hardly even filling up half of a 15 gallon bag, so I don’t think that’s really asking too much, but we have to try and encourage people to recycle. If you see the State= is coming out with more and more items that will be recycled. We were one of the first towns tha= t actually started recycling electronics such as computers and that was done at no cos= t to the taxpayers. We had a speci= al recycling day over at John Trumbull a couple of years ago and we’re g= oing to be doing more of that.
&= nbsp; &nbs= p; &= nbsp; &nbs= p; The other thing as far as having the permit, it controls who is using the Town&= #8217;s landfill so people from outside of town can’t come in and use it, they have to have that sticker on their car.&nb= sp; One of the biggest things has been construction debris, and we upped= the rates on that a couple of years ago for sheet rock and asphalt type materia= ls cause half a truckload of asphalt or shingles is a lot more tonnage than regular garbage. The thing th= at is killing us right now are the individual items such as mattresses; the cost = of getting rid of a mattress is about $25 so we didn’t want to keep goin= g up on those rates. We figured by= going up to $20 on this, we’re still way below all the other towns in the State, like Scott mentioned, some towns are as high as $150 a year. Like myself, I know I’m going through maybe a 15 gallon bag once a week, that’s $2.00 a week, and w= hen we reviewed these figures we intentionally kept way below what Copes has be= en charging, to be competitive with Copes, so we didn’t want to stop any= body from using the landfill, so a lot of consideration went into this and we’re looking at CRRA rates going up, year after year, cause they’ve mentioned right now, the Hartford landfill is basically close= d so the garbage is going to have to be trucked out of State.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Ms. Adams: I think the one thing with thi= s too is that I think your committee had two choices, one was just to have the us= ers pay the fee or the other one was to have all of the taxpayers pay the fee t= o absorb that increase, and I know that I’m going to be writing a check when my husband goes for the increased amount.&nbs= p; He goes up there and brings the leaves, grass, whatever up there and he’s only charged the, well now possibly $20 a year versus having to = pay each time he goes up there, so I personally feel that by just having the us= ers pay this fee it’s much better than spreading it out over most of the people who don’t use the dump.
&= nbsp; &nbs= p; &= nbsp; &nbs= p; Mr. Primini: People don’t pay anythin= g for the recycled type materials. = That is taken free of charge and I believe CRRA actually makes money on that so = our goal is to actually try and get people to start using less garbage and more recyclables and it’s a win/win all around for us.

track of the residents attending the landfill. That was good. $10 covered the expenses of the pe=

to stamp the ticket and fill out the paperwork. Now we’re charging them as

bit more, a little bit more, and again, when you say the contractor uses the
landfill to get rid of the shingles, who do you think is paying for that?
&= nbsp; &nbs= p; &= nbsp; &nbs= p; Mr. Primini: I’m glad you said that, = it is so little, but we’re trying to make up the difference and we by far aren’t even coming close to what it’s costing us up there. I believe people that use Copes ri= ght now, it cost $90.00 every 3 months. So is it fair for that person who is paying for Copes to take their garbage away, and on top of it make up the difference for everybody else th= at is using the landfill, so we’re trying to take that into consideration. Like I said, a= ll these items are going up on us, one thing we’re looking at coming next February, we’re looking at possibly getting a lot more television sets coming in and we have to take all of this into consideration.

I have relatives that live in neighboring communities and I will say to you they have come to me and questioned our landfill because their rates have gone up dramatically in neighboring communities. I do= hear what you’re saying, I’m also not a young man, I’m headed = that way, but the cost of running the landfill has gone up. I know for a fact because I’= m up there so often and I talk to Tony up there, that the services that we’= ;re providing for free actually cost us money, obviously to move this around, so we are trying to be as responsible as we can by allowing people to recycle, yet it’s costing us money and that’s one of the reasons why we̵= 7;re losing money every year. It i= s a very difficult thing but I believe that the right thing to do is charge tho= se people that are using the transfer station up there, opposed to the taxpaye= rs.
&= nbsp; &nbs= p; &= nbsp; &nbs= p; Mr. Marotta: There will still be no fee for= yard waste, for leaves, for mixed paper, for oil and antifreeze, for used clothe= s, car batteries, plastic containers, glass food and beverage containers, metal food or beverage containers, so all of that is still going to be free of ch= arge to the residents, but as we know with the rising prices of fuel and things = of that nature, to move around this material has become quite costly.
