Mr. O'Sullivan: I'm here tonight to talk about athl= etic fields. I have a few drawings, which I'd like to hand out with your permission, Mr. Chairman.
Mr. Pawlak: Sure.
Mr. O'Sullivan: This is an aerial topography showing
property lines, some (inaudible) of what you're got there. A number of months ago the Town was
considering purchasing a piece of property called the Rickivicius property =
and
what we were asked to do as a Town was to consider pushing the property and=
I
guess there was a grant at that time, and now that grant has come back arou=
nd
fortunately from the State and I questioned the wisdom of that grant when I=
came
here and spoke. The question =
was if
we purchased that property how long and how much would it take us to develop
that piece of property and I think the numbers were, as far as time was
concerned it was unknown and I think we had a report, and I'm not here to
quibble about numbers, but I think it was in the range of $5,000,000 to dev=
elop
the property fully. My concer=
n at
that time was that there are other pieces of property that are available, a=
nd
what we hear from our youth programs is that there are not enough fields.

you have in front of you is a map from the Fire District, and they have a
parcel of property adjacent to Unico Fields. Unico Fields, to my knowledge, is
generally owned by the Fire District and it leases them to the Town for $1.=

and the Town runs the sports program for soccer, for the little ones, many =
of
the fields are rather small. =
I went
down there tonight before this meeting and I found that the larges field wa=
s 125
feet wide by 250 feet long. N=
ow
that's a far cry from what's required on a standard soccer field, but there=
was
a pile of kids out there and they were running around and having a good tim=
e. I'd like to have you consider this=
piece
of property. Mr.
Pawlak, I think you're the only map that I had an opportunity to note down =
the
dimensions on, and as I recall them, they're something like 150 feet wide a=
nd
maybe 650 feet long and that's assuming that the additional section there t=
hat
is owned by somebody else, and I'm not sure who owns that, that's a right of
way that used to be the railroad, I think it's 100 feet wide, and if that c=
ould
be incorporated we would have a fairly substantive piece of property. If it's okay with you I'd like to =
just
go around and point that out to you. Everyone
was discussing the map (inaudible). I
did speak at the Fire District and they did not have any planned use for th=
at
property. They are currently
leasing the building that's there to a private company and it would seem to=
me
that that would be an opportunity for we, the Town, with a minimum of site
work, on site there - water, sewage, so that would be a nice feature if som=
ehow
a little toilet facility was set up, perhaps at some time in the future, but
it's an opportunity to provide not a regulation field, but a field where mo=
re
of our little ones can go and can just run around in the open air and we se=
em
to need that and I'd like you to consider that, if you would please. Now
I'm also very concerned about some of the other things I've heard recently =
and
one of the objections I had was to that previous proposal was, and I pointed
out why aren't we looking at the drive-in theater site which is level groun=
d,
it would require little or no work to get that thing to a point where child=
ren
could play and there's enough land down there, you could start putting in f=
ields
that would be regulation sized fields. I could be wrong, but I understand
recently that 14 acres of that was sold for $250,000. If that's the case, we've lost a
tremendous opportunity. I
understand also that up at Veteran's Park, adjacent to Veteran's Park and it
may be partially wetlands, but I walked up there, I went around looking for
pieces of property and I do have a list of pieces of property that should be
available, there was a sale of 6.35 acres to someone, it was a piece of
property contingent to Veteran's Park.&nbs=
p;
It would seem to me that if we're looking for places for our childre=
n to
play that would be a place that we should be looking for, flat land. I point
out that I drive up on occasion work-wise up to Litchfield. On the left hand side just as you'=
re

would suggest that consideration be given to this piece of property. I think in speaking at the Fire
District, they would be very receptive to cooperating with the Town to deve=
lop
that property and to be partake in it. I think they own the Unico Fields =
and I
think they give those to the Town for, I think $1.00, somewhere in that ran=
ge, it's peanuts. <=

think that's great and we should have more of that. That's all I have. Any questions?=

out 17
acres, Rob Kane will verify this, that were sold over there for about $350,=

and there were actually 7.5 acres that were usable, the rest of it is flood

the soccer fields that are put next to the Mr. Walton: That's possible, something I don't=

about. Now the Veteran's Park=
land, that got away from us, I don't know how, I don&#=

know who knew about that, and that was a shame because that would have fit
well. The drive-in property,
actually we're working on that. Sean
Williams and Lou DeLuca are doing as much as they possibly can. The State still owns it and they're=
still
keeping it for some type of a bus depot, I don’t know what they have =

mind, but there is a possibility that they will give it up and we are worki=

on it. =

to do anything other than to say and it's 17 acr=

it's $300,000, I would prefer to have that in our reserve for our fields so
that our children can use it, and if somebody is responsible for letting th=

I hope it's just not, it's somebody's idea that is on the A team and=

don't take any ideas from the A team now, we only take ideas from the B
team. I hope that's not the

= ; Mr. Tedesco: Mr. O'Sullivan a= nd myself are not in cahoots, I didn't know he was coming tonight, and he pretty much said what I'm about to say. As a taxpayer I'm a little disappo= inted regarding that 17 acres, and to correct Mr. Walt= on, who is a friend of mine, people know that, Jack, you're wrong, it is a flood plain, but I checked with D.E.P. and it hasn't flooded in almost 15 years.<= span style=3D'mso-spacerun:yes'> I mean that was and that still cou= ld be ours, even though it's been sold to a distribution center. In all honesty this is my living, development of land, and if we're not going to take the ball and run with i= t, this is a piece I was looking for myself.&= nbsp; But I mean how would it look? Here I am on the bandwagon, let's get land for the Town, and I go out and purchase the same piece that I'm telling you about, but if we're not go= ing to run with it, I'm going to give these guys a call this week, throw another $50,000 on the table and purchase it myself. I just don't want to hear it come b= ack from this Council - what are you doing Mark? You had your chance.

I've gone head to head with Mr. Kane when he was Chairman, people know that, but= in all due respect he brought this about, the 17 acres, and as a fellow Democr= at, I really hope that because it was Mr. Kane's ideas, that we're just putting= it aside, and that's not right. = We need to put politics aside on this matter.= That was a nice piece of property.&= nbsp; I walked it with Commissioner Wick, Mike Masayda, an Engineer for th= e State, I walked it with Jack Walton. It just seems like if it's flat, i= t's bank run gravel, there's a half mile of Naugatuck river frontage, it's the = only entrance into the Naugatuck River Greenway other than the 10 feet that the State might give us for access, it just seems like if it costs a lot of mon= ey and it doesn't work we're all for it, like this Rickivicius piece. This was a home run.

this other piece regarding the 7 acres, Jim Lukasavage sold it to the
Baker's. This is something so=

seen, but he was ready then, Mike Masayda, twenty something years with the

6.&nb= sp; Chairman’s Report
= Mr. Pawlak: One thing I did forget to mention = at the last meeting, I made mention of it I believe briefly and then forgot to follow-up, I had asked, part of the reorganization study that had been goin= g on was an updating of the job descriptions for all of our department managers. Most of them, I believe we have all of them, but they are probably woefully= out of date, 10 or 15 years or more out of date, however I suspect that in principal they're pretty good and just have to be updated to reflect the current conditions, and one of the things that I had mentioned also was tha= t as the Town Charter calls for it, department managers are supposed to be revie= wed for performance on a yearly basis. Well one of the things we have to do first is to make sure that the = job descriptions are up to date. = So I have asked Councilwoman Adams, she's a professional Human Resources Manager= , to work with our Town Manager, Meredith, and also the individual department ma= nagers to review all of the job descriptions for each one of them and bring them u= p to date so that we have current, accurate job descriptions for everybody cover= ed by this.
= In addition to that, the other item that has to be done is the compensation re= view for all of the department managers and we're going to do that also, we're g= oing to look at the towns in the immediate area, which fall into our basic, simi= lar categories with respect to population, budgets, etc., department heads, so = that we can come up with a fair compensation grade or scale for all of our department mangers. Fire Mars= hall and Fire Chief Black did that for the Deputy Fire Marshall, did a fine job, looked at several towns in the area that were similar to ours and we have an updated accurate description for the Deputy Fire Marshall and I'm fully confident that we can get the same thing done with respect to our department managers and also the salary compensation package so I look forward to havi= ng that done, hopefully we can get that done, let's see, today is the 17th, El= aine what do you think? Okay. Any ideas?

I think they voted to turn it over= to the Land Trust before giving us a look see at it, if I remember correctly.<= /p>
= = ; Ms. Barton: It was a prelimin= ary discussion and the Minutes are attached.&n= bsp; It was a consensus of the Commission, it'= s not anything binding until they actually receive the application and vote. I think Mr. Mancini was at that me= eting, I believe, Mr. Walton might have been there, and the Commission said becaus= e it was adjacent to the Middlebury Land Trust, it might make more sense to go to the Watertown Land Trust, but again, it was a consensus of the Commission b= ut nothing is engraved in stone until the Commission makes a decision and vote= s, well they haven't received the application, they're still preparing it, Heritage Development.

&= nbsp; Ms. Robson: There are a coupl= e of things I'll report on later on the Agenda, but one item I just wanted to re= port on is that last week the Superintendent of Schools and I met with a number = of staff members regarding 3 areas of shared service possibilities and we've formed employee groups to take a look at those areas, and report back to us= so that we can come back to both boards and make recommendations, if appropria= te, so that is in the works.

Department Report - Parks Department
&= nbsp; Mr. Ward: I have some handouts here. Unfortunately my Parks = Report is about 16 minutes long and while informative, it is probably about as exciting as watching the grass grow.
= I am the Golf Course Superintendent of the Crestbrook Park Golf Course and the Director of Parks, responsible for all parks maintenance activities, under = the jurisdiction of the Parks and Recreation Commission. I am also the Secretary of the Tow= n's Safety Committee which schedules O.S.H.A. required training for Town employ= ees and reports any safety related issues directly to the Town Manager's Office= .

full time Parks Department Staff works out of the maintenance building loca=

at the entrance to Veteran's Memorial Park. The Park's full time staff consist=
s of
Ray Aubin, the Working Foreman who is responsible for the daily scheduling =
of
all routine maintenance assignments, John Buono, the Park Maintainer I, and
Keith Borkowski, the Park Laborer.
The Parks Department provides various maintenance services to the
community as presented in the 8 page list of parks maintenance activities
provided in your packet. The =

areas of responsibility include, Veteran's Memor=

Park,

As
with other departments I too can make comparisons and go back in the
records. The year is 1979, (T=
ape
#1, Side A ended - may have missed some) the Par=
ks
Department has a Working Foreman, Park Maintainer I, and 3 Laborers. In 1979 Veteran's Memorial Park
consisted of a flagpole and a meadow with an informal ball field attached.<=
span
style=3D'mso-spacerun:yes'> The Oakville Green and
= Today . . . . we have 2 less employees and a great dea= l more area to maintain. Today . . .= . just at Veteran's alone we have 3 regulation softball/little league fields,= 1 regulation hardball field, 2 soccer fields with automatic irrigation, 2 basketball courts, 1 huge playground, outdoor pavilion, bocce courts, and walking trails. Today . . . .= the expectation is that the fields are mowed, groomed,= and lined for each game.
= Most of the recent improvements at Veteran's Memorial Park were performed through the Parks Department with $200,000.00 in State Grants obtained by State Representative Brian Flaherty and Senator Lou DeLuca.
= Other major capital projects were donated by local civic organizations. Unfortunately no major capital improvement funding has been forthcoming from the Town for the last three fiscal years.
= I would also like to point out that the athletic fields at Veteran's Memorial Park, while in fairly good shape depending on the time of the year, receive minimal maintenance programs due to a lack of proper budgetary funding.
= I am often asked why the maintenance of these fields is so expensive and why = they need to be mowed two to three times per week when the average home lawn is = only mowed once.
= In our case the main reason why the maintenance cost for athletic fields incre= ase is a direct result of the amount of use an athletic field may receive. In other words the more use the fi= eld gets, the greater the expense should be for maintenance programs.
= Fertili= zer has to be applied at higher rates to get the grass growing to compete with = all the foot traffic.

= Once the fertilizer released the field will need to be mowed more often.
= The lower the height of cut on an athletic field, the more frequently the field will need to be mowed to maintain that height and not scalp the turf grass.=
= Foot traffic along baselines causes clay to move into the turf grass edges and if not raked back almost immediately creates high crowns and low furrows along= the baselines which will eventually have to be removed and leveled.
= Soccer fields completely wear out at the goal mouths and center line each year and need to be re-sodded with the field being completely over seed annually.
= Failure to provide any maintenance will always result in the need to completely res= tore the athletic field at an even greater cost.
= Certain fields also cost a lot of money because the community has a sense of pride = in their fields and want the field top look good and play well. The more a field is maintained the greater the playability of the field.
= Dedicat= ed routine maintenance activities will always have a great impact on the playa= bility of the field.
= The following is a summary of the groups who use Deland Field:

= What is happening is the athletic fields are being used from March, as soon as t= he snow melts, through July, and then start again in mid August to when the sn= ow starts falling at the end of November.&nbs= p; That equates to two weeks where the fields are not actually being us= ed by someone for something.

The
fields at Veteran's Memorial
= Another maintenance nightmare is wet weather:
=
If
we experience wet soil conditions or cold weather where the turf is not even
growing yet the field wears at an even faster rate. Wet soil conditions canals cause
possible injury to the player due to slipping and sliding and definitely ca=
uses
increased wear to the athletic field turf. The increased wear due to wet so=
il conditions
are sometimes to the point where major more costly repairs may have to be
made. Since the Town of
= The other issue is that the Parks Staff is usually pulled in seven different directions every Spring.
= 3 employees, as soon as the snow melts, have to convert from snow removal mod= e to turf grass maintenance mode, they need to have completed the entire Spring start up maintenance of 4 ball fields and 2 soc= cer fields.
= Have forty tons of playground safety fiber installed at the playground, clear all branches off all Parks and Town owned buildings, lawns, install one and half tons of bagged red clay surface infield amendment to field one, add sixty t= ons of sand to the beach at Sylvan Lake, and finally perform the annual Spring fertilization. You should see= the list for the second week.
= The athletic fields maintained by the Board of Education and the Parks Departme= nt are actually to a point where no reasonable amount of maintenance will ensu= re quality athletic field conditions due to the amount of use by the different athletic groups.

= Which brings me to my next topic concerning fields, and to an= swer your earlier question:

Last
winter I came before this Council and requested an appropriation of funds i=
n an
effort to find available space at Veteran's Memorial Park to develop additi=
onal
athletic fields. During the p=
rocess
of preparing technical specifications, I requested from Milone and MacBroom=
a
copy of the existing Master Plan and specifications as a base to work
from. During my inquiry, Vinc=
ent
McDermott, Senior Vice President of Milone & MacBroom, offered to review
the plan at no cost to the Town of
= I know I spent most of my time on athletic field maintenance issues, but I wo= uld like the Council to be very aware that athletic field maintenance is only a portion of what the Parks Maintenance Department's responsibilities include. The Park Department maintenance activities are explained in greater detail in the packet provid= ed, and I'd like to take this opportunity to say that given the current staff levels and funding of the Department, I feel as though they do an excellent job.
= The 232 acre Crestbrook Park Golf Course property is an Enterprise Fund which is supported entirely by user fees generated by the golfers. This includes the swimming pool, t= he restaurant, which was recently renovated to comply with A.D.A. regulations at a cost of $149,000.00, and the tennis courts were completely rebuilt at a cost of $97= ,000.00 in 1999. The tennis courts ar= e used by the high school tennis teams and various residents in Town.

We have some seniors = that are non-residents that play only on Wednesdays in the Senior Men's League a= nd they've chosen to pay daily fees greens instead, which is fine with me. So that's basically all that I've = seen so far.
= Mr. Pawlak: About what time in the season will = you feel comfortable that you've gotten whatever results you're going to get as= a result?
= Mr. Ward: That would probably be close to the= end of May; by Memorial Day, we'll know for sure where we are heading.
= Mr. Rinaldi: That money that we set aside to lo= ok into the possibility of developing more fields up there, you said that the report said it's not practical cause of the power lines?
= Mr. Ward: It's not practical to do a ful= l new Master Plan because there isn't any available land, so that $24,500 is stil= l a line item in the Parks Budget and has not been touched. There are other properties that Ma= ry Barton and I are aware of, I've been talking with Mary, I don't know when i= t's going to come to your attention, and I know I can't discuss that right now,= but I just wanted to let you know that there are some properties that we are aw= are of.

&= nbsp; &nbs= p; Ms. Robson: Just to update the Council and the public, as I mentioned to you before I met with staff to take a look at the issue in the Town Hall and make recommendations to me in terms of what repa= irs or what actions they think might be prudent in terms of either repairing the building or moving the employees or all of the above. We looked at 3 things:
&= nbsp; 1. = To maintain the Town Hall and that would require a new roof. The lowest cost for doing the improvement was estimated to be about $100,000 to do the types of things th= at were required, including the roof. Now that's probably, that may be low by about $40,000 if you conside= r, instead of the asphalt shingles, going with the slate shingles that I belie= ve the Historic District would rather see used there. And that would obviously mean that= our Town employees would stay there, the roof would be redone, we would ventila= te the building more, although frankly as I'm told simply opening windows now = that it's a better time of year will assist with that. I mean those readings that were ta= ken were taken at a time that all of the building was pretty much closed tight,= and so my understanding is that those readings that came about from the O.S.H.A= . test could likely change based on just simply having more air flow in the building. So we're working on= that, and do some spot cleaning in some of the areas to try and get rid of some of the soiled conditions, but all in all be able to leave the employees there = and again put a new roof on the facility.

We talked about, I mean obviously they'd like a longer term, but we talked to them about anywhere from a 5 to 10 year term, but we= did not come to conclusions on a cost because once we started taking a look at = it, we realized that it was a more costly option to follow.

Mr. Pawlak: Right, if that wall is, and I don't know that it is, but if it is unstable, could cost a heck of a lot more than $100,000 or $140,000 to stabilize it a= nd then move on.
Mr. Primini: That water they're referring to, t= here was water infiltrating the walls, pouring through there, and nobody knows w= here it's coming through. That definitely has to be repointed.

January, but theoretically there would be money for the roof repair or any
other repair you wanted to apply for.
I'm also chasing down a number of other grant funding sources, so
hopefully I can bring those to you as soon as I get additional information.=
