2.&nb= sp;        Consider Budgets for Fiscal Year 2008-2009

        &= nbsp;   Ms. Adams: I’ll start, = cause I think it’s important that each Town Council member narrates our cur= rent thoughts on the budget and I might as well go first. I sat through many of the budget subcommittee meetings with department heads and I will tell you that I was = on the Board of Education for 4 years, I sat on the Council, this is my 4^=
th term, this time around and I’m going to give the Board of Education a= lot of credit because I understand now how bad things are with our school system. My children went thro= ugh the high school system, as I did, they graduated from an accredited high sc= hool and now we are faced with, my children are grown, but to be honest with you= , I have very little need (inaudible) but I just don’t want to take away = the people’s right to decide whether or not we’re going to have our accreditation pretty much lost, pay to play $170.00. What I feel the Council should do = is to give back the money that was cut, put forward to the voters the budget as presented by the Board of Education and let the people decide just what kin= d of Town they want to live in.

        &= nbsp;   Mr. Marotta: I’d like to emphasize a little bit about what Elaine had said in the beginning, that al= l of you keep in mind that the cuts that are proposed right now, are not the vie= w of the entire Town Council. Ther= e is a Finance Subcommittee that has voted in majority to bring this forth so it is not the entire Town Council’s decision to present these cuts to you tonight, so I just want you to keep that in mind. I also want to say that I’m = in support, everyone that spoke, very, very powerful, I think we should bring forth the budget as it was originally proposed and do not cut this budget a= ny more. The reason being is if = you look at the fixed costs, 5.73% is fixed costs and they’re presenting a budget that is .27 over the fixed costs.&n= bsp; I mean that’s irresponsible.&= nbsp; I mean you have, they’re basically giving you a little bit more money just to cover your fixed costs, so once again, I am not in favor of t= hese budget cuts. We should move f= orward and let the people decide in this Town.

        &= nbsp;   Mr. Rinaldi: Why are we discu= ssing anything if there’s no motion?

        &= nbsp;   Ms. Adams: It said consider.<= span style=3D'mso-spacerun:yes'> I think it’s important for t= his Council to speak on what they feel we should do, are we going to put the mo= tion forward for the cut or are we going to put the motion forward to just go to referendum with the way the budget was presented.

        &= nbsp;   Mr. Rinaldi: I’m not go= ing to be the popular voice here tonight, so bear with me. I listened to everyone tonight, I = thank you all for coming and I appreciate what you said. Just a few things I’d like to throw out on the floor. Last = year, I believe it was last year, some goals and guidelines were proposed to keep this budget in check. It was = by no means a cure all, fix all, or anything of that nature. It was things that should have bee= n put in place to maybe offset some of this budget. They were ridiculed, criticized, a= nd voted down. I have a problem = with that (inaudible). Second of a= ll there is a fine line between what we want, what we need, and what we can afford, so we have to find a balance. As far as, I heard ton= ight cutting from the Town’s side; the Town’s side has suffered every budget for the last 10 years. We make cuts, we stored some money for Board of Ed and we took it off the Town= ’s side. Then you have people complaining, the roads are being plowed, the roads aren’t being asphalted, the Town services have fallen apart so we have to find a balance somewhere. The other thing is= a comment was made tonight, I guess it’s true, we have to take the whole thing into consideration. Som= eone said owning a home in this Town is a privilege. I’d like to qualify that, ca= use it is a privilege, I own a home too. My parents and most of my family are immigrants. They came to this country, got off= the boat and they worked hard laying bricks for $1.00 a day, digging holes, chopping trees, whatever they had to do to buy a home, to be part of the fr= anchise, to be part of the American dream, and they were proud of it, and so am I. I own my home, I’ve had to w= ork 2 jobs over the years just to make ends meet. My wife has to work. The economy is in shambles. I haven’t gotten a raise in = 5 years. Fact. I lost all my bonuses. I lost a lot of things at work, my income is probably 25% less than what it used to be, and yet around me everything is going up. Taxes= on everything, gas, alcohol, cars, anything you can possibly imagine is being = taxed and at some point again it has to find a balance. I’m not saying it’s ri= ght and wrong, and I’m not criticizing by any means. I’m just saying that there a= re 2 sides to every issue, they have to be weighted and they have to be consider= ed.

        &= nbsp;   Mr. Mancini: I’d like to thank everyone for coming tonight. I really appreciate the student getting up, but sometimes the studen= ts don’t have all the facts. One of the facts is the student that talked about COLA. The cost of living goes up, heR= 17;s absolutely right, and at least we can hold the school just to a COLA increase. We’re not giv= ing the schools just a COLA increase, we’re giving the schools a lot more than COLA. Social Security fo= r the retires went up 2.1% this year only. And we’re talking about if we restored the budget the way it i= s, we’re looking at a 14% tax increase for every taxpayer in Town, every home in Town, and another student, many of you said we want a responsible b= udget. And I agree 100%, we need a respon= sible budget, but we need a responsible budget for everyone, not one group or the other. It has to be a respons= ible budget for everyone and those of you who don’t know, we approved last year $84,000,000 for renovation to the schools. We are putting money towards the f= uture of the kids, we’re doing that, on top of another 8% increase it’= ;s just almost impossible this year. Believe me if there was a way I could give more money back to the schools I would, but I just can’t put it all b= ack, I can’t.

        &= nbsp;   Mr. Primini: I want to thank everybody for coming tonight. Anybody who came to budget hearings a couple of years ago, I think we had about 20 people and the majority of those were department heads. So from our end it is nicer to see= a lot more people coming out and getting more of a feel for the budget. Unfortunately I feel with the budg= et, is we’re paying for the sins of the past. In previous years we’ve cut = and cut and as Chairman of the Public Works Subcommittee, I can tell you that I hear people saying their roads are not being paved, the chip sealing is not holding, chip sealing is a temporary fix.&= nbsp; The asphalt project several years ago got cut $500,000. As you can see tonight, I can̵= 7;t even do anything with $90,000. We’ve got one Town road that we chip sealed, and an estimate to pave it, an overlay was $135,000. That’s one road. If you look at the past year, you can see how much fuel costs have gone up, an= d as fuel costs go up, asphalt goes up, it’s a petroleum based product. Last year I wrote a series of lett= ers to the newspaper, I predicted a 3.5 mill increase last year, and just a typical Board of Education budget, just in salary and benefits, it’s just abo= ut 1 mill right there, which is $1,600,000.&nbs= p; The Education Cost Sharing has gone down. 2 years ago we went up $60,000. Last year (inaudible) $1,100,000 w= hich probably with the (inaudible) this year we’re looking at just over $500,000 and we have to make that up. I would like to see and presented . . . what is the cost of the three new schools this is going to cost each Town, like I believe it’s going to= be around 1 mill or something like that, I think that needs to be broken up so that people can see what the total budget actually costs us. In the past we’ve cut, we= 217;ve cut asphalt, (inaudible) I’m very much ashamed to see textbooks with = mold in them, they have to be replaced. When I hear books from 1980, that’s just one year after I graduated high school. We can= ’t keep buildings, we have to start phasing things in, but once again (inaudib= le) we have to encourage business to come into this Town. I’m also the Chairman of the= Business Development Subcommittee and I hear the number of houses going in, and whet= her it’s 55 and older or any other houses, it still puts a strain on our services. The 55 and over, ye= s they might not have kids in school but they put a strain on other services like = our senior services. As a member = of the Fire Department I see what it does to our calls in the middle of the night, I’ve fallen and I can’t get up, and we’re losing guys in = our Fire Department and we depend on volunteers in this Town. We have young couples coming in, we depend on volunteers, but if they have to work 2 jobs, I mean we have to lo= ok at that, we have to look at a lot of things.

&= nbsp;          I have to emphasize we’re paying for the sins of the past. I don’t know what we’re going to do, but I would encourage restoring the budget as it was presented= and then also emphasize if the budget goes down, the cuts are going to hurt even more probably, so that’s something we have to be prepared for, but I would encourage the other members of the Council to restore the budget and = be prepared what it may come down to. We’re going to need a strong vote if you want the budget to pa= ss, we have to get people out to vote. Thank you.

        &= nbsp;   Mr. DiFederico: I’m new= on the Council and I just want to ask a question, the last 2 years we gave the Board of Education everything but $100,000, am I correct? What I don’t understand why = the books are that old, I don’t understand that. I have a lot of questions that I&#= 8217;d like to ask but I don’t want to (inaudible) tonight but I can’t understand, that’s one thing somebody should be asking and looking into. If you got everything b= ut $100,000 in the last 2 years, everything you wanted, where are the books? This year I mean if you wanted to = go almost 8%, you should have given something back to the kids, you should hav= e came up with that in the budget. Y= ou know that’s a questions that I don’t think that, I don’t believe that this budget should be passed.= That’s my view.

        &= nbsp;   Mr. Fusco: I want to thank yo= u all for coming. It was very educa= tional watching all the kids speaking. My advice to you, though, is sometimes we have to make a decision that’s tough, and it’s so easy to follow the whole group. I noticed all of you were going in= one direction. There must be some= body out there questioning or asking the question of why pay for play is being doubled. We don’t cut l= ine items. We don’t say to = you we’re taking and charging you extra for pay for play, that’s not our job. You should find out = who does that and why they’re doing it.&= nbsp; Thank you.

        &= nbsp;   Ms. Adams: Rich, just for clarification on that, that was part of the presentation that should the (i= naudible) that was what the Board was going to need to do with pay for play to go from $85 to $170. Not if the budge= t went forward as presented to us. T= hat would be one of the cuts.

        &= nbsp;   Mr. Demirs: I just want to th= ank everyone for coming out tonight and viewing their opinion. It’s very important that we do that. I = have 2 children in this school here and they’re on their way to high school,= and I appreciate all of you people supporting the budget. I just want to say that there are = a lot of people in this Town who are on fixed incomes who can’t afford these increase and it’s not, I echo what Mr. Minnich said over there, 11.6% increase, I feel it’s a little too much right now, I really do.

        &= nbsp;   Mr. Demirs: I know, the Town = is going to voice their opinion at vote and I hope that everyone is pleased th= at the budget is going to go to the Town and that it will be voted on and we’ll see exactly what the Town wanted. Like other people said that the To= wn Council we’re not (inaudible) Scott said, we all didn’t, no, we didn’t make these cuts, there’s a Finance Subcommittee that does that and these cuts weren’t made by everyone. I just want to reassure everyone o= f that again. I know we need everyth= ing we have to get for these kids, and I fully support them in what they need, but I’ve heard a lot of talk around Town about this increase, a lot more people feel that these increase are a bit high.

        &= nbsp;   Mr. Rinaldi: Ray said somethi= ng that was very important, and I just want to echo what he said. I don’t know what the outcome= of this vote will be, but whatever budget goes out to referendum has to pass.<= span style=3D'mso-spacerun:yes'> If it doesn’t, you’re = headed for disaster. If the vote goe= s down it will be cut more, I know you don’t like (inaudible) either way, I don’t care which one comes out of here tonight, you have to get it passed, that’s the bottom line.

        &= nbsp;   Ms. Adams: Just one clarifica= tion, Frank, what is the difference to the average taxpayer, the difference betwe= en the budget as presented by the Board of Education/Town Council and the Fina= nce Subcommittee’s recommendation? What’s = the difference to the average household?

        &= nbsp;   Mr. Nardelli: You’re ta= lking about the original.

        &= nbsp;   Ms. Adams: Yes. What’s the difference there?<= /p>

        &= nbsp;   Mr. Nardelli: The average hom= e is assessed at $162,400. The difference in the proposed original Town Manager’s and Board of Education’s budget versus the Finance Subcommittee’s is like $6= 9.00 a year.

        &= nbsp;   Ms. Adams: So going forward w= ith this cut here would save the average, well half of the Town would save less, have would save a little more, that’s the average there?

        &= nbsp;   Mr. Nardelli: That’s co= rrect.

        &= nbsp;   Mr. Mancini: Frank, what woul= d be the tax increase?

        &= nbsp;   Ms. Adams: The original one o= r the cut one?

        &= nbsp;   Mr. Mancini: It’s almos= t 14% with the additional things, the sweeper and all that.

        &= nbsp;   Mr. Nardelli: Yea, but you recommended the Town Manager make some cuts which we did to get to that num= ber.

        &= nbsp;   Mr. Mancini: I’m saying= if the original budget went through with the additional items that we put on, = the sweeper, whatever, so you’re up to around a 14% increase, 14% times w= hat $169,000? How much of a tax i= ncrease is that? That’s the ave= rage tax increase. $169,000. You’re only giving the peopl= e how much the difference is . . . .

        &= nbsp;   Ms. Adams: No, (inaudible) $169,000.

        &= nbsp;   Mr. Mancini: I thought Frank = said that the average household is assessed at $169,000.

        &= nbsp;   Mr. Nardelli: $162,000.

        &= nbsp;   Mr. Mancini: Okay $162,000 ti= mes 14%, what is the tax increase?

        &= nbsp;   Mr. Nardelli: On $162,400, the current mill rate is $3,690. = At the current mill rate 22.7.

        &= nbsp;   Mr. Mancini: What would it be= if you increase it by 14%? What’s the increase?

        &= nbsp;   Mr. Nardelli: $516.00 a year.=
