      &= nbsp;     Discussion:       Mr. Mancini: I'd like to make an adj= ustment to the proposed budget. Under= the Fire Department I'd like to add $100,000 for the vehicle replacement fund f= or the fire trucks.

            =             &nb= sp;           Mr. Primini: I did some homework on this. I support the total cost of $125,000. Chief Black once mentioned that equals 1/10 of a mill, it comes out to 1/13 of a mill. What I figured out, for a house as= sessed at $200,000 (inaudible) a year, that $125,000 comes out to $14.00 a year pl= us (inaudible) a month (inaudible). I think it's important. I think= the whole $100,000 which equals (inaudible) I took that figure and it came out = to costing an average homeowner $100.00 a year. (Inaudible.) Because we have a figure, and a go= od fire department, and I'm not just saying that because I’m on the fire department but we have (inaudible).

      &= nbsp;           &nbs= p;            &= nbsp;    Discussion:       Mr= . Primini: About two months ago the Police Department made a presentation to the Town Council regarding why they need 2 police offices and (inaudible) some statute behind, I'm not going to blame anybody, Republican or Democrat but it's been going on for a long time. At that meeting every member of th= is Town Council agreed on those two officers and after that when we brought th= at up during discussion it's very easy at that time to agree on the 2 officers, but when it comes down to the budget these things tend to get taken out. If you look at the age of our poli= ce officers, there are several officers eligible to retire, and if they do, a couple of them are up to that 30 year bracket and can retire right now, I t= hink it's something that we have to be prepared for, but I just want to reiterate that every town council member agreed at that meeting that we should add th= ose 2 police officers.

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Mr. Kane: I want to reiterate= Ray's point; hence the reason for my motion.&nbs= p; Officer Raimo came to our meeting a couple of months ago and made th= at presentation for the Police Union and It think all of us wholeheartedly agr= ee that we're not doing enough for staffing in the Police Officer and I think = we do need to add these officers for the safety of our townspeople. Over the years I think a couple of people in different administration said it's nibble, nibble, nibble and fin= ally you get to the budget that passes and what that means is that there are thi= ngs that we optimally wish to do but are ultimately taken out. I think if we start here taking th= ese kinds of things out automatically, then I think you're setting a dangerous precedent because where do we go after that? This needs to be put in and I thin= k we do need that police officer and we do need to echo the sentiments of the pe= ople tonight.

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Mr. Primini: I know but unfor= tunately we can't replace an officer until another officer retires so the problem th= at happens is it takes almost a year by the time that officer once he comes ou= t of the academy, rides with a training officer before he can ride on his own. If you look at the amount of offic= ers who can leave, we're going to be deep in the hole. I was a police officer before, I'v= e been in the fire and EMS field for 23 years and when you look at just a couple of weeks ago, there was a (inaudible) and it was used with a defibrillator and= in order to get a save like that you have to be there pretty quick and there's= a life here this past couple of weeks that might not have been here if somebo= dy wasn't there that quick and these are things we have to take into consideration, how far are we going to value that life for the Town. We have a person that's alive toni= ght that probably wouldn't have been here if that response time was probably ev= en 2 minutes longer.

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Mr. Mancini: Ray when you sai= d we all agreed to the 2 officers we probably should have 2 officers, if you remember back when Officer Raimo came and represented the police officers as the president of the Union, he said that we needed 2 new officers. Then Chief Carroll got up and his = priority was cars, not officers, so that's why during the Finance Committee we looked all of that and all of the priorities.&nbs= p; The union wanted 2 officers; chief Carroll wanted cars, so we gave t= hem some cars and some officers, and when you haven't increased the officers in= 10 years, and now you gave them 1, that's a heck of a lot more than what's been given over the last 10 years, and I say 10 years so we don't get into a discussion between Democrats and Republicans. If I want to say 4 years I'm going= after Republicans, so I'm saying Democrats and Republicans, the last b10 years, d= id not increase an officer at all. Like Paul said earlier, when you're talking retirements, sure we can replace all of the retirements but if you give them 2 officers now and then= you have retirements, you're still going to get the retirement officers plus th= e 2, so we gave them 1 officer with cars, that's why we did that.

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Mr. Primini: I agree with you= about what's gone on in the past, but the taxpayers have the right to make that decision. If you remember the reason why we walked off the stage before is because Atty. Palladino's (inaudible) matter of how long that Chief Carroll has asked for 2 officers,= and I guess we went on a couple of years like that. It's nothing new and we're just as guilty but it's been going on for years, and the thing I've heard hammered = here over and over tonight is we have to stop this. We've done a lot of cutting over t= he past years. I commend you for= the work you've done on the budget, that's not a fun thing to do but the only t= hing I'm asking on these things that we discussed tonight, I'm not saying it's n= ot up to us to make that decision to cut this or that, I'm just asking let the taxpayers make that decision. I don't care if we go to 10 referendums, let the taxpayers make that decision.

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Mr. Pawlak: In many cases in = the past and I'm talking years, not just this past 2 or 4 years, the process of= the budget as we all know is that the department heads put together their budge= t, and then forwarded to the Town Manager and the Town Manager at that point w= ould make cuts. Now it could have = been a police car or 2, or an officer or 2, or it could have been anything else, b= ut those cuts were made basically arbitrarily by the Town Manager, and then on= ce all of those budget items or departments were addressed, then the department heads and the Manager sat down with the Budget Subcommittee from the Town Council to review those cuts. Now the Town Council had the opportunity at that point to e= ither restore it, leave it alone, or make additional cuts, and that's the = way it worked. It wasn't somethin= g that we sent it out to referendum pristine.&nbs= p; It wasn't done that way. Cuts were made either arbitrarily or unilaterally, sitting down with= the department head and the town manager one on one, and then with the town man= ager and the department head and the budget subcommittee, so it wasn't something that where the proposed budget for example I think several years ago the Bo= ard of Education was given a budget I believe by the superintendent that was looking for a 15% or 17% increase that never saw the light of day. I'm saying yes we do have an oblig= ation to exercise some sort of judgment we nay not please everybody= .

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   You mentioned the retirements. I = asked John Gavallas and Frank Nardelli to sit down and look at the potential retirements that are potentially facing us as far as the Police Department = is concerned. I can't remember t= he number, but I think it's somewhere around 6, 8, or 10 within the next 6ear = or 2m and recognizing that it will take about 13 to 15 months from start to fi= nish before an officer is alone on the road.&nb= sp; I don’t' quite frankly know how this town or any town can hand= le that, given the time that's required to replace unless we get some sort of forewarning from the individual officer that they are in fact planning to r= etire. For example if they know within a = year that they want to retire, hopefully we can get that sort of intelligence fr= om them so we can make some plans to replace them. It was a balancing act. WE looked at the police department= 's management priorities and their first priority was vehicles. WE looked at the report presented = by Sergeant Raimo and their first priority was manpower and manpower in fact was the re= ason they could not respond to 36 calls. We felt that if we gave them one officer that should be more than en= ough to cover 36 plus whatever else might come down the pike within the next year and hopefully we could get some intelligence from the police department with respect to future retirements and we could make some decisions (inaudible) = in that respect.

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Mr. Kane: Everything you said= about the budgeting process is entirely true.&nb= sp; It's the voting you left out the fact that we have to hole the public hearing, and tonight the public overwhelmingly spoke about putting the offi= cer in along with the other things we talked about, the education, fire replace= ment fund, so what you failed to talk about was this public hearing and tonight = we did have a great outpouring for support for this other officer, the second officer.

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Mr. Pawlak: I will only respo= nd in this respect, in the public hearings that I have attended in the past, the overwhelming sentiment has usually been please d= on't cut any money, put it back I the budget.&n= bsp; Very few people would come up and stand in front of a group of people whom they know not, and say I'm perfectly happy with what you're doing, or please cut more. It's a very difficult or uneasy situation for an individual to take upon himself or herself, so that most of the time it's a very po= sitive sort of reaction or input you're going to get. Whether that translates into votes= , I think if you look at the history of the various budgets or referendums that have been presented to the Town historically speaking you an see that I the last 4 years, particularly the average increase percentage increase in restoring money (inaudible) Board of Education, in the Town's side of the b= udget, if you look at that percentage of tax increase which was ultimately approve= d by the Town, it's 1.43%, 4.01% 04/05 is difficult to figure out because that w= as the revaluation year and 4.81% for this current year, so historically regardless of what is said at a public hearing and I understand that most people will speak favorably and they want their particular most important i= tems left alone or reinstated, but once people get into a voting machine and pull that curtain, strange things begin to happen. So we're trying to make an effort = here to restore a lot of money to the budget based on what we've heard tonight a= nd it just holds true that we can satisfy many people but apparently we can't = satisfy everybody and I think we're making a good faith effort to do that.

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Mr. Kane: I've been doing this since 01 and we've never had the kind of crowd that we've had here tonight. It's a warm feeling,= (inaudible but we have a big crowd this year. Tonight it was very well attended compared to previous years.

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Mr. Pawlak: (inaudible we've decided to propose adding $448,000 back into the budget, #348,000 roughly f= or the board of ed and $100,000 for the fire depart= ment.

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Mr. Primini: I free with what= you said about the difference between showing up here and the voting booth and that's why I want to give people that right. As Rob said we never had participa= tion like this. In the last 4 year= s I think there's been about a total of 20 people which included department hea= ds and Mr. and Mrs. Greenwood. I= was impressed the most with the number of high school ids who came here tonight= and we've never had that before. = The only issue we ever had, and it wasn't that many, was for the football field, and I'm not blaming anybod7, but I think it's just gotten to the point where we've cut, and cut and cut and we have to look at things as we do as a homeowner. If I spend a little money here now I'll save a lot more money in the long run. I feel everybody's frustration. I = agree with what Carl said, I don't like to pay taxes. I just got my new mortgage bill an= d how much my, well my taxes are going up, so my principal has to go up, I don't = like to see that. Yes, I'm paying = ore property taxes, yes I'm paying $3.00 a gallon for gas, but all these things that I'm paying, I have to take into account the Town is paying too. So it's very frustrating because i= f I'm paying $3.00 a gallon of gas, I know the Town has locked into some prices b= ut we're obviously paying more this past year and the only thing I ant to reiterate again, all I'm asking for is let the taxpayer's make that decisio= n.

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Mr. Rinaldi: I think our resp= onsibility or our role here goes a little bit farther than that and I said it earlier. I think that the bud= get that came out this year, most of the time it turns out that it's a little b= it too expensive for the people, the low income groups, but it's not enough for the people in the upper income groups.&nbs= p; The dilemma is in my estimation people want to go into that voting b= ooth and they want to feel that the budget that we proposed out there is pretty = much in line with the cost of living and their life style. If you come out with a budget that= has a 10% increase and your raise is 2% you've got a problem. So you're never going to get down = to where (inaudible). The fear t= hat you have to face and everybody in this Town has to face that's involved and concerned that if that budget goes down, we stand to lose not only the thin= gs that are in here now, but a lot more.

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   I just think the Council started out with noble intentions, and I respect them for it, and that we feel that this is what is best for the community and we= put it out there and it goes down, so you cut and it goes down again, and you l= op off a lot more so all these good intentions (inaudible) go out the window.<= span style=3D'mso-spacerun:yes'> I don't thin that trying to get something passed on the first thing is a wrong objective, I think what's be= st for the Town is to get the thing passed the first time around and keep everything you've got, and if it passes that just means sends a message to = the next Council to say yea, we support this stuff, yes we want to put more mon= ey back in the budget, yes we want to do more for (inaudible) but you have to = get the support in the first place.

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Mr. Primini: I appreciate the= work that the Budget Committee does and Carl gave some figures that I really was= n't aware of. When you look at ju= st the cost of the 2 buildings that we added a set .88 of a mil, hat's amazing, so= if you're looking at the total of the two right now I think was .24 was it, th= at's a quarter of a mill increase. I was looking at just the increase in the teacher's salaries and that amount to a= bout half a mill.

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Mr. Pawlak: We were fortunate= that we had a very robust growth in the grand list which helps us. If the State had come through just= on the average like they did in the last several years, with a $300,000 bump in state aid instead of $27,000, we wouldn't be talking.

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Mr. Primini: In the past 4 ye= ars we were given less money from the State that we had in previous years, so it's frustrating. Taking that into account, pus aside the 2 (inaudible that total growth was 1/4%. I think that's what we have to foc= us in on. I agree with the (inaudible), it's very frustrating, and we're hearing = one opinion tonight, but the opinion that goes to the voting both I don't care = who goes down to vote, whether it's 10% or 40% of the taxpayers, so be it, at l= east those people took the time to go in that voting booth and make that decisio= n, but I think they should be given that right.

It's got to be by the former Town Manager's agreement, there were things in there = that I'm sure we can cut, like memberships and other things we were paying for .= . . .

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Mr. Pawlak: Yea, we've taken = care of that, that's coming out of the payout at the end.

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Mr. Mancini: Memberships are = only like $1,500 a year for the town Manager

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Ms. Adams: AT this point in t= ime is there anything else that has changed? It seems to be daily at this point because nobody has really has set= tled anything and it comes in dribs and drabs (inaudible) is there anything else Frank for a cut in the budget?

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Mr. Nardelli: In regards to t= he Town manager's situation?

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Ms. Adams: Anything.

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Mr. Nardelli: I mean we just = w4enet out to bid on the life insurance and we did get some lower rates on that, b= ut that only amounts to about $1,000 or $1,500 savings. Again we're waiting to hear from t= he State. If we get more revenue= s from the State, the appropriations Committee is kicking around nu7mbers, Dr. Era= rdi said we could pick up some funding here, but that won't be until about May = 4th when the State is supposed to be done up there, if they don't go to another= session.

      &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;   Mr. Pawlak: I feel very confi= dent that if in fact the Board of Education is fortunate enough and the State do= es pass this particular bill, that $212,000 and change is going to get sucked = up very quickly for energy costs and we'll probably be as a Town, on the Town's side of the budget, be looking for additional funds because I think we've o= nly budgeted for a 20% increase roughly on energy.

Kane: I will support this budget because= I am on the Finance Subcommittee and have been on that committee since 01 and ha= ve always anticipated anyone who has worked on it and you know the amount of t= ime we put into this effort and we should support it regardless of political parties. I will say however t= hat I don't think we're doing enough. We mentioned how 88% 4.88 (inaudible) well 2.4 is not going far enough so I wi= sh we could have done more, I would have liked to see more in this budget but I will support it.

      &= nbsp;             &= nbsp;           &nbs= p;   Mr. Primini: I'd like to comp= liment the Budget committee; I think you did a good job and put something's in the= re tonight that's all part of the process.&nb= sp; It's frustrating sometimes and I know we all want a low tax budget, = but I think we can all agree to at least give the taxpayers the opportunity to = make that decisions.

=             &nb= sp;           BE IT RESOLVED that the Watertown Town Council hereby accepts the resignation = of Town Manager Meredith Robson dated April 18, 2006. Meredith Robson shall be excused f= rom her duties as Town Manager effective April 26 2006. Meredith Robson will be compensated through and including July 5, 2006 pursuant to Town Manager Employment Agreement dated January 10, 2003, Amended July 2= 1, 2003, and Amended May 19, 2005. Meredith Robson shall deliver possession of the vehicle provided for= her use to the Town on April 26, 2006.
