here, I was a little concerned about, it talks about Public Act 03-192, this
legislation allow for more aggressive control of resident Canada Geese
including the large sale removal and euthanization of nuisance geese. I can remember maybe a week or two=
ago
with
Mr. Fusco: I have a question on this, this ordinance that says you can’t feed the geese, is it you can’t f= eed the geese on public property or on private property? Say I put some bread out for the o= ther birds and some geese eat it, am I in violation of this?
Ms. Adams: Well not yet, there’s no ordinance. Potentially I thin= k it depends on how the ordinance is written, but I think feeding geese is feedi= ng geese, whether or not you didn’t want to . . . . you could be.
Mr. Rinaldi: I was one of the first ones a long= time ago to bring this issue up if you remember, mostly because I think they’re ruining the golf course, if you talk to the golfers, and Dela= nd Field, across the street from where I work, there’s horrendous amount= s of them on there, and people who play baseball tell me it’s a problem, so it’s a problem everywhere. When I go up and down highways they’re all over the place and = I think some control has to be put on them. Where I work we have a coffee break, and these things are all over t= he place and I don’t think you want a description of them but I would de= finitely support something like this. I’m sure the animal rights groups are going to scream, but I t= hink it’s a good idea. I don’t think they have any natural enemies down here, that’s why they flourish.

Mr. Mancini: I would say the same thing, we sho= uld do something. If we had an ordin= ance, I would say to have an ordinance banning the feeding of geese on Town property. If somebody wants t= o do it in their back yard, then that’s up to them, but on Town owned prop= erty . . . .
Ms. Adams: Well this is the first step toward= s my understanding is, maybe we can get clarification, that once this goes throu= gh is that, public act, I guess this is the first part of what is it, 3-192, t= hat would then allow the D.E.P. to come in and do what they can do under Public= Act 3-192.
Mr. Demirs: I don’t think we should euth= anize them, that’s for sure. = Do whatever we have to do to get rid of them, they’re in Mosgrove Field = too.
Ms. Adams: They’re all over the place.<= /p>
Mr. Demirs: I don’t think we should euth= anize them, but control them somehow, yes.
Mr. Bernier: If we stop feeding them that’= ;s one thing. I think about idling e= ggs, they shake the eggs, 0 population growth, but to control it, but they were actually here before us I guess, so we need to do what we need to do to pro= tect our properties, the parks, etc., you’re absolutely right, but I’= ;m concerned that we are on a slippery slope, we need to be very, very cautiou= s we are able to maintain control of this.
Mr. Demirs: Yea, I said control them, but not euthanize them.
Mr. Rinaldi: These geese have been around for s= everal years and in all my travels in this town or out of town, I’ve never s= een anyone feed these things. I’ve seen people throw rocks at them, but I’ve never seen anyone feed them If you get t= he D.E.P. involved, obviously this is a State-wide problem that has to be addressed.
Ms. Adams: One of the things we had talked ab= out a couple of years ago up at the golf course, was Harry Ward was bringing his = dog to work and apparently geese do not like dogs and I have my own experience = when we were fostering a dog, my husband said let’s go, we were driving by Deland Field and the dog was in the car, and my husband got out of the car,= the geese didn’t move, the dog jumps out of the back seat, on a leash, and you want to talk about mass exodus.
Mr. Rinaldi: Yea, but they have to land some pl= ace.
Mr. Demirs: They put those fake (inaudible) do= wn at Mosgrove, but eventually they come back.&n= bsp; You have to keep moving them, but they do come back, they don’t even work anymore.

Ms. Adams: I think some good questions were raised. Chuck do you want to = check into this, see if you can do, not to feed the geese if it would not include= the euthanization, or if that is part and parcel of the public act?
Mr. Frigon: I’ll research it.
Ms. Adams: Make sure that if Richie puts brea= d out for his birds, he’s not in trouble.
As we all know tomorrow is the referendum budget vote, polls are open 6:00 a.m= . to 8:00 p.m. Swift and Polk will= be voting at Polk, so remember to vote.
Next Monday we have the Memorial Day Parade.&nb= sp; The Council has all been invited, along with the Board of Education = to march. We are in the first di= vision after the Watertown Special Citizens. Rob Kane and Sean Williams have also been invited to march. We’ll meet approximately 9:1= 5, generally division one meets at the top of the parking lot like we have in = the past and afterwards there will be a ceremony down at the Oakville Green.

The Economic Development Commission cordially invites local businesses to a free casual meet and greet social hour Wednesday June 4, 2008 from 5:30 to 7:00 = p.m. at the Connecticut Dance Theater. I guess we’re also welcome too, or this is just for information to, I don’t know.
Also on Friday evening myself, Dave Demirs, and Rich DiFederico attended a Police ceremony honoring Officer Ryan who was killed in the line of duty, it was several years ago and his initiation into the Officers Memorial Hall of Fame. I just want to say that= I thought the officers did an outstanding job in the presentation and the ceremony an= d I’d just like to thank them for that.

&= nbsp; &nbs= p; Mr. Marotta: We met earlier this evening at 7:00 p.m. We discussed the proposed ordinance concerning billing departments withholding of permits, if there a= re taxes, water liens, sewer rates, charges or assessments are delinquent for = that particular property for which the permit is sought, so we recommended that = be sent to our Town Attorney, Mr. Jessell, to take a look at the language in t= here and work on that, as well as the artificial turf sinking fund, we recommend= ed to also have that go over to Paul and have Paul take a look at it with the = one caveat that the name artificial turf sinking fund needs to be changed to Ar= tificial Turf Part 2 because it’s not just the artificial turf, it encompasses other areas, so and that was it. That’s all I have.
&= nbsp; &nbs= p; Ms. Adams: So we’ll put this on our nex= t Agenda, to set a public hearing.
&= nbsp; &nbs= p; Mr. Frigon: Both will be done.

&= nbsp; &nbs= p; Ms. Adams: We met this evening and awarded 2 scholarships in the amount of $785. Is that public record, or is it a surpr= ise to the participants?

Historic
Document Preservation Grant
The Town was notified that the Historic Document Preservation Grant again this year, we were successful in obtaining that, getting $7,000 again this year = for that effort. I’d like to thank our staff up at the Town Clerk’s Office, they do a great job in preparing that grant and obtaining that for us.

is an effort that started several weeks ago. The State of
= ; Ms. Adams: Chuck, I remember = for many years we had people just go in there and take care of these, plants so= me annual flowers, etc. It just = seems to me that it has been going on for decades. What’s the issue now?

oticed
it. With the Town all of what=
you
remember is still being done, however there are more folks that are wanting=
to
adopt certain areas and in each of those cases the Town has always
participated. For example on =

Club Donation
The Rotary Club this year has taken on a particular project for signage they wa= nt to provide throughout the Town. There are 12 signs. Public Works me= t with Rotarians today and their sign is Drive Carefully, Rotary International Protect, Our Children. There = are 12 signs which will be located at the entrances to the Town and around our schools. They are paid for and donated to the Town by the Rotary Association. They are nice looking signs, and w= e are pleased to have them and we hope to see them installed very shortly.

Emergency
Management/Homeland Security Budget
This
past week I met with Region 5 Homeland Security Emergency Management in
adopting a budget for 2007/2008. It
was adopted unanimously. The =
budget
provides for a lot of enhancements in Town, some of those include some of t=
he
ambulance UPS units, salamander accountability system which provides that
everyone working or registered in any one of the homeland security teams is
properly licensed, etc., has used communications systems and (inaudible) is
$15,000. Communications for o=
ur
IPAC ICALL radios is $45,000. Waterbury
Regional Command Vehicle upgrade proposal $90,000, so this is a very
substantial budget and I was voted on unanimously; it totals $942,000 and as

Water
Rate Study
We talked about this last week. = Frank Jodaitis, along with the Water & Sewer Authority, have prepared a reque= st for proposal for a study. It’s in my office right now and I’ll be reviewing that t= his week and we’re hoping to move forward with that soon so we can get a = cost of what this water rate study will cost the town.
Ms. Adams: Chuck, this is something I kno= w the Council has spoken about for awhile, so please convey our thanks to the Authority and to Frank for finally getting this moved on, speaking as a use= r.
Water
& Sewer Authority/Fire District Agreement
Also regarding the Sewer Authority, we have developed and are close to finalizin= g a policy and procedures agreement as we agreed upon with the Fire District for our future benefit. Frank Jod= aitis and I are working on fine tuning that and we should have that to our Town A= ttorney within the next week or two for his review and finalizing that before we present the Fire District with that.
Water
Tanks
The
Water Tanks contracts have been written, they haven’t been signed yet=
to
my knowledge. We are voting heading with that. The contractor, Rockwood is lookin=
g at doing
the work for us, the time schedule has changed, we are now looking at finis=
hing
by some time mid Summer next year, a little better than a year from now.
= ; Mr. Rinaldi: A year from this Summer they will be done?
Mr. Frigon: Yes. Because of the weather, they’= ;ll have to take a substantial part of the Winter off from painting. We’re pretty much guaranteed= that the interior will be finished this year so the water quality issues (inaudible) should be resolved. The outsi= de of the tank will be done next year.

Town
Departments
All of our Town departments have been asked to do a lot more with a lot less an= d I will say that the Parks Department for the first time in my history here, we are maintaining all of the Town property with the exception of Deland Field, and they look terrific, they’re doing a great job. Public Works, I can’t give t= hem enough kudos in the work that they’ve done, the sweeping, drainage wo= rk that they have already accomplished this year. They’re preparing Falls Aven= ue Terrace, so they’re working hard and getting a lot accomplished. The same with the Police Departmen= t, as Elaine mentioned, they had the awards ceremony on Friday, they did a terrif= ic job. Not only that, they have= made some arrests in the bomb threats and there was vandalism in the cemetery and the work they did in investigating that is terrific, really second to none, they may have a suspect as well. That with the bank robberies, etc., they’ve done a terrific job. The Fire Department and = Parks and Rec Department, the efforts on the part of our Town departments are put= ting out (inaudible) Finance Department (inaudible). We are very successful.

So that may affect u= s for future budget referendum, general elections, in that again the church was v= ery gracious in allowing us to use that. Authorizing a Settlement Regarding
= ; &n= bsp; Mr. Frigon: Both Fletcher Thompson and Fusco, Fletcher-Thompson being the architect for the project and Fusco being the contract manager for the project, our Town Attorney asked that we consider a settlement with both parties totaling $120,000, as well as a $35,000 forgiveness of some debt that we owe them, counter claims, and also the 2 parties will also pick up $14,000 in expert witness fees. That is what is being considered t= his evening. The two parties are = the architect and the contract manager, notwithstanding the actual contractor, = which is Ravikoff Associates, we have not settled with them.
&= nbsp; &nbs= p; MOTION: (Mr. Marotta, sec. Mr. Bernier) I make a motion to authorize a settlement in the matter of Watertown versus Fletcher Thompson and Fusco Corporation for a $120,000 settlement fee, as well as $35,000 of debt, and $14,000 coverage f= or expert witness fees.
