Ms. Adams: There is no correspondence. Tomorrow we go to the referendum t= o vote again on the budget. We are a= t the point now that with the improvements to all of the schools, if we did not h= ave that we’d be looking at about ½ a mill if it wasn’t for = the bond payments. I encourage everyon= e to get out and vote tomorrow. I = hope you will support the budget. I think another round is going to definitely be devastating to not only the B= oard of Education but to the Town Council, so I hope everyone will get out and support tomorrow.

there’s a couple of projects that we’re scheduling for the next=

is the Sunnyside Road project that is still on schedule for 2010. The other project is the Sylvan La=

Road Project and we’re looking to scale that back which the D.O.T. ag=

with including that flood plane zone down in the

p; Ms. Adams: When you mentioned the Sunnyside A=
venue
rehab, last Sunday we had a severe storm, we had about 4 inches in about 45=
minutes
which caused flooding in Town, but I think Ray and Paul and myself can all
speak to the Father’s Day storm in 2001 where we had flooding in many=
places
all over Town. I’d like=
to
give kudos to the Public Works Department, Highway, all of the work they ha=
ve
done cleaning out the drain and catch basins, doing their best to make sure
that all of these culverts do not get blocked up with debris. I think we had a few areas that did
flood, but fortunately we didn’t have the areas that we had in the
Father’s Day storm of 2001, I should say the degree of flooding. I was out and about and did find t=
hat
there was nowhere near the damage or destruction done during that storm, so=
the
Turkey Brook rehab has definitely helped.&=
nbsp;
I think that we need a reminder that when you live near these waterw=
ays,
you can’t be throwing your brush in the river to take it away. There are other ways to do it, not=
put
it in the river. The culvert =
down
on Sunnyside did go over the road, it was blocked by debris. From what I saw, the other culvert=
we
have a serious problem with is the one by Rite Aid and that one I didn̵=
7;t
see really any evidence of flooding, and the other part of course with Turk=
ey Brook
with it backing up like that is the culvert on Sunnyside. Once that culvert is done we’=
;ll
have more of a free flowing area.
We did have a backup on the beginning of Falls Avenue near
= ; &n= bsp; Mr. Mancini: I just want to l= et Ray know that I received a few phone calls today, and I don’t know if Chu= ck got any phone calls today because they said they were going to call you up,= Public Works is going to be doing something on Davis Street Extension, cutting tre= es down or whatever and they’ve got trees tagged and the residents are u= p in arms about the trees are tagged, they don’t know why those trees are tagged and why they’re going to be taken down. They said the trees will be taken = down within the next 10 days or something so I don’t know if you can put a halt on that until the residents can go to a meeting and talk about it.
= ; &n= bsp; Mr. Frigon: Well that’s precisely why they’re tagged, that is a halt, rather than somebody go= ing to a tree and taking it down, the Town of Watertown actually has an ordinan= ce, we have a tree warden, the trees are tagged, posted, and those postings all= ow the residents, or inform the residents of where and when to post their conc= ern with our tree warden, so that’s precisely what it is, that’s wh= at it’s designed for.
= ; &n= bsp; Mr. Mancini: So it won't happ= en until they at least have a say with the tree warden?
&= nbsp; = ; Mr. Frigon: Well it’s n= ot necessarily whether or not they have a say about the tree, the trigger is t= here is a certain amount of time that’s allowed, I believe it’s 10 d= ays to comment. If they comment a= nd their comments are found to be legitimate to those trees, then the tree war= den halts it. If they don’t= comment then they do come down.
&= nbsp; = ; Mr. Mancini: I just wanted to= make sure that they had time to make a comment so they can be heard.

Manager’s Reports
&= nbsp; Mr. Frigon, Town Manager reported the following:

nbsp; Storms
During the period of Monday through Thursday of last week the Town received 103 complaints as a result from the storm, and again echoing the Chairman’= ;s sentiments, that the complaints were minor in nature, a storm drain that may have been plugged, or the apron got washed away, or some water ran across someone’s yard, or a curbing was displaced, but for the most part the Town fared very well. I’= ;d just like to also remind everyone that last year you’ve heard me say = on several occasion that perhaps in the first time in at least my history with= the Town, the Public Works Department rebuilt almost 400 catch basins and const= ructed almost or rebuilt 100 new, and that in part if not in whole allowed the Tow= n to fare these storms very, very well. <= /span>Also back to the Fire Department, not only were they prepared for this particular storm, but they’ve had several calls, as a matter of fact I’m listening to them now, calls where they are manning the firehouses and our = turnout has been excellent. We should= be very proud to have the departments that we have, they perform very well.
Water
Tanks
The Straits Turnpike tank is presently being worked on, I’m sure you can = see the scaffolding through the trees. <= /span>It’s progressing very well. There = is still one cell provider that hasn’t relocated their equipment; the ot= hers have or are in the process of doing that.&= nbsp; The tank has been draining, the man ways have been installed, the in= side has been prepped so they’re moving along very rapidly on that particu= lar tank and the cross-town connection has been working very well.
Water
Rate Study
The RFP has been complete, it’s on the Authority’s agenda for Wedne= sday evening and once approved we’ll go ahead and get that advertised immediately.
Both parcels have been closed on, and the Town has received the cash and that’s been deposited.
Bus
Depot
There’s been a hiatus here and that’s due to the changes in operation of the facility. The State had to go= in and do some redesign work to accommodate more busses and staff, etc. They have completed that and they = are once again proceeding with the design and once again we hope to see somethi= ng from that design soon.

When initially received the reques= t was for an amount not to exceed $20,000, and the Assistant Superintendent recei= ved additional quotes since that time and the lowest bid that we received was $11,617.76, so we revised that not to exceed $12,000.

Mr. Primini) I move to deposit $23,000 of the settlement f= unds into the General Fund for reimbursement of legal fees, and I further move to set a Special Town Meeting to be held on July 21, 2008 at 7:15 p.m. at the Watertown High School Technology Room to consider an appropriation to the J= ohn Trumbull Primary School Capital Project Fund in the amount of $192,000.
&= nbsp; &nbs= p; Discussion: Ms. Adams: If we can have Frank or Chuck give = an overview on this, because at our last meeting we had just got this and just= to give us an idea of why the $23,000.
&= nbsp; &nbs= p; &= nbsp; &nbs= p; Mr. Nardelli: In your packet you see my memo to C= huck explaining the fund, so the total net proceeds from the settlement, from Fletcher Thompson, Fusco, and Ravikoff, was $215,000. The legal fees already paid by the= General Fund were $8,367 and at the last meeting you wanted an update on the final bills to be paid. We owe H.B. Fishman $4,091.40, Attorney Jessell $1,425.00, and Attorney Krug $9,089.91,= so you have total legal fees to be reimbursed to the General Fund of $22,973.<= span style=3D'mso-spacerun:yes'> Now you take that away from the se= ttlement of $215,000 leaves you approximately $192,000. Now to expend those funds, they ha= ve to be reappropriated through a Special Town Meeting, that’s what the sec= ond part of that motion was, put the $192,000 out to the people to vote on that item. If that gets approved t= hen I guess the next item on the agenda is you go to the Public Buildings Committ= ee and they’re going to go out to bid or whatever.

What we’re doing is charging= the Public Buildings Committee to proceed with discussions with the engineer to formalize Phase II repairs. That’s going to take some time in and of itself. The public meeting will have taken place, if it’s approved at public meeting then they can go ahead and issue the (inaudible) for bid.

&= nbsp; &nbs= p; MOTION: (Mr. = DiFederico, sec. Mr. Primini) I move to accept Budget adjustments as proposed by the To= wn Manager to be attached to the minutes as “Addendum A”.
&= nbsp; &nbs= p; Discussion: Mr. Mancini: We need a lot of discussion seeing = that we don’t have a Budget Committee any longer. First of all the $16,000 of line i= tem 50120, $16,146, I’ll agree with that. 50411, Police Department Traffic Maintenance Supplies $1,250, I’ll agree with that. 50720, Library, cutting it $15,000, reluctantly agree with that. = 50526, Highway Pave Rehab Section IX, cut $67,604, I do not agree with that. I think, Madam Chairman, last year= you and Ray Primini and Rob Kane fought hard to keep money into the budget for asphalt pavement and this year we had $100,000 and I don’t think that= we can afford to take that money out. <= /span>There are other areas where we can cut $67,000 from the budget but we have to maintain the streets. You sai= d it before, and I don’t think there’s anybody on this Council that = will disagree with me, that we have to keep money on repaving the roads. I’m prepared to make recommendations on cuts, seeing that we don’t have a Budget Committee= to go to, I think you said the Town Council is going to act as the Budget Committee, seeing as I am on the Town Council, I would like to make proposa= ls for additional cuts in the program, and then we can discuss it as a whole, = if you want to or not to take these line items one by one or not.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Mr. Mancini: This is what I don’t agree wi= th, either we’re going to pass a budget or make a recommendation to a bud= get, we know where the cuts are going to be.&nb= sp; Here you’re saying well maybe we won’t do it, we’l= l do a little here, a little there, a little of this. I want to know where the money is g= oing to come from to get to this $100,000. I don’t see any concrete figures except the $67,000, Chuck, and that’s why I’m saying I don’t agree with eliminating $67,= 000 from asphalt for the roads. I= mean if you have other ideas in lieu of that let’s hear them now, and let’s vote on that, that’s where the money is going to come fro= m, not saying we’re going to cut $67,000 and later on you’re going= to change your mind and you’re going to decide to do it, I don’t m= ean it personally that you want to do it, that Mr. Nardelli and you together say this is where it should come from. We should know where the cuts are going to be made right now. The taxpayers should have a right = to know what we’re cutting, and that’s what I’m saying.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Mr. Mancini: Right now whenever we came back, th= e last 2 years we came back to the people, we told them exactly where we were goin= g to cut and that’s what we voted on as a Council and as a Budget Committe= e, and you’re telling me now $67,000 from asphalt, and I don’t agr= ee, I do not want to cut $68,000 from the budget on asphalt. I’m prepared, I want to make= a recommendation on different cuts, seeing that this is a Town Council acting= as a Budget Committee . . . .

Chuck and Elaine said it= best when they saw that and we met, and I (inaudible) that and the reason being = the last Public Works meetings, we just set the figures of road paving, asphalt= has gone to $70 a ton, and (inaudible) it wasn’t that long ago where we w= ere paying $35 or $40 for a ton of asphalt, so as fuel goes up, asphalt goes up. I was talking to the High= way Department guys, our side streets are getting pretty bad, and it’s getting to the point that if we don’t start paying attention to some = of these side streets, we’re going to have to get into more serious work= in the future which will include milling.&nbs= p; On the other hand my concern is this seems to be about, I’m totally opposed, but this seems to be the only expendable fund, and it happ= ens ever year. I mean we upped th= is to $100,000 and I believe it was like $50,000 last year and we tried to get it= a little higher, $75,000, I’m sorry, in the past, several years ago, th= is fund was over $500,000. It= 217;s been cut ever since. My feeli= ng, chip sealing is just not doing it anymore, as we can attest to at these meetings, we get people complaining that the chip sealing is not holding up anymore. NOW THEREFORE, BE IT RESOLVED, that if the budget is approved by Referendum vot= e on June 17, 2008, the mill rate for the Fiscal Year 2008/2009 shall be 24.86 d= ue and payable on July 1 2008 for Personal Property, Motor Vehicle Taxes, and = Real Estate Taxes.
NOW THEREFORE BE IT FURTHER RESOLVED, that should the budget not be approved by Referendum of June 17, 2008, the mill rate will be set at 22.72 for the fir= st installment of Real Estate Taxes due and payable on July 1, 2008. &= nbsp; &nbs= p; Discussion: Mr. Mancini: I don’t agree with taking mon= ey out of the sand and salt for that to fund the insurance coverage. It goes to show that we are $55,00= 0 in the hole this year, we’re going to be in the hole next year, and what= we just did, this Council approved a rate for the department heads of 10% for their contribution, or 2% of their gross pay, whichever is less. That was the wrong way to go. We’re going to be getting le= ss money in than we are this year. We made a mistake 2 weeks or a month ago when we voted on that contract, so I = vote no as far as taking this money out of sand and salt to transfer into the medical insurance.
