Chris Lafferty,
Mr. Lafferty: I am speaking to you tonight as a resident who is very interested in seeing this Town flourish and also the Chairman of the Board of Education's Athletic Subcommittee.
On June 12th the Athletic Subcommittee came to the consensus that the Town sho= uld use the $600,000 to develop land on high school property. The land I speak of is adjacent to= the Mills Complex. Doing this wou= ld mean that multiple fields can be made on property already owned by the scho= ol.
I understand that the money is from the State to the Town and not the school system. If developing fields = on high school property means turning over the land to the Town, then I would propose to the Board that it be discussed.= I would hope that in the near future, the Town Council, the Board of= Education, and the Parks and Recreation Commission can sit down together and work out a solution so that this issue does not become one group versus another.
I would like to point out my thoughts on why the money should be spent to dev= elop land on high school property. Allow me= to first discuss the benefits to the school and what I can tell you about my personal experiences at the high school.
Maybe only I can connect with those points so I want to also explain a few points that relate to the Town side of things.
By having the high school teams practice and play at the high school, it would mean less stress on fields at the overused Veteran's Park. The fields at Vet's are maintained = very well considering the usage but problems still occur. In the Fall, the Watertown Boy's Soccer Team was a contender for the league championship. All hope was al= most lost when the referees cancelled the game because they deemed the field unplayable due to large patches of mud being a hazard for the athletes. Luckily the game was able to be rescheduled but the problem could have been avoided if the field wasn't overused. That is just one ex= ample I can think of as far as the fields being overused and how it can be solved= .

The Town and School System can share space without denying teams the privilege = of using the Mills Complex. With football, both high school and Pop Warner already using the fields in the <= span class=3DGramE>Fall, it is rare that another sport is allowed to use = the main field. This would mean t= hat we can spread out the impact of multiple Town and school sports over an additi= onal two fields at the centralized location of the high school.
We
can't deny that it would be beneficial to get as many fields out of this de=
al
as we can especially due to new sports being formed in Town. Currently Watertown Lacrosse has 1=
60
athletes. This is a Town
organization. They play at Hop
Brook Park; Hop Brook is run by the U.S. Army Corps of Engineers. As was the case in 2001, the park =
can be
shut down at the drop of a hat for any amount of time. This would leave our organization
stranded. Plus why should Wat=
ertown
Lacrosse have to play home games in
Going back to the overuse of fields at Veteran's Park, there is a new league emer= ging in Town. The Watertown Ultima= te Frisbee League has been started up by a resident who recognized the popular= ity of the sport of Ultimate Frisbee. Currently there are 5 teams of more than 10 a piece. It would have b= een near impossible to schedule games at Veteran's because of them being booked= up already. Luckily the league <= span class=3DGramE>us allowed to play on private property because of the gracious property owners. The league has grown since its inception last Summer= . What are we going to do when the l= eague gets too big for the current location and there are no fields in Town to incorporate them once or twice a week?&nbs= p; That's just one observation to keep in mind.
I also think of the taxpayer here. The cost of transportation for field and athletic trips in 2005/2006= was budgeted at $69,557. However,= fuel didn't get cheaper and for 06/07 it was budgeted at $82,237 which represent= s a $12,680 or 18.23% increase. F= ive days a week, we have to bus teams from school to whatever part of Town they practice or play in. We also = have to bus them to competitions on the weekends. Some of these are a half hour to a= n hour away and require round trips. Spending the money on developing land at the high school would mean = that athletes do not get bussed all over Town, they s= imply walk down an already existing walkway to a beautiful athletic facility.
On
the topic of the budget,
I am very proud that the voters approved the budget we put forth this year on= the first try. I would hate to se= e that trust shattered by not making a fiscally responsible choice on how we should spend the money. To me it is = clear, $600,000 at the high school would go way farthe= r than to spend it on buying, developing, and maintaining property somewhere else = in Town. I would hate to see that trust shattered by a fiscally irresponsible decision on how to spend this money.

This would mean we build a facility that can be enjoyed by everyone in Town at an ideal location. This would be public property in the dead center of Town and it would be something the en= tire community can benefit from.
I hope you understand that the best choice is to spend this money on developi= ng land we already have as opposed to land owned by someone else. My proposal is a long term investm= ent which would permanently solve many existing and future problems. I ask that you keep in mind the gr= owth of Town sports and the financial burden everyone faces. For $600,000 we can build a great = facility on the high school property. = For $600,000 anywhere else in Town, we can put a drop in a bucket. Thank you.

I'm president of Pop Warner. We d= on't ask for anything except to use the Mills Complex for our home games. We have SNET who gives us our practice field, we have Knights of Columbus who gives= us our other practice field, so we don't ask for much, that's all we ask for, = but I look at it, it's $7.00 or $8.00 a square foot to put artifi= cial turf down. You have $600,000.= If you do the math, and get the ex= act figures, that is going to be the cheapest thing to do to benefit everybody = in Town. Nobody wants to see it,= but if you get the machine to tear up the grass that's there, maybe replant it = to the side of the high school field, cause that field needs to be worked on a= lso, but I think if you do it the right way, and we made a mistake, spend the mo= ney and we won't be talking about it again for another 20 years. You'll have a field, it has lights,= you can charge admission, you can get rid of pay for play, it's just too obviou= s, or maybe it just makes sense. Just say we made a mistake, fix it, and we're done. Thank you.

Mr. Traver: On behalf of the Economic Development Commission, and Chairman Joe McGrail who will probably be here = in about 10 minutes, I want to say that we appreciate Item G on the Agenda, regarding a Part Time Economic Development Coordinator and it's our feeling that it's an investment rather than an expense and that the Town would be w= ell served by someone who has the time, ability, responsibility, and knowledge = to do this effectively, and we appreciate this effort.

that there are a lot of things out there, there's $600,000 sitting there.
June Legge,
Ms. Legge: I appreciate that we're talking about our Complex, but it's not that simple. We have a new drainage system in t= here that would have to be ripped up if we were going to put turf down. I don't think $600,000 would cover= that, at least from any of the experts that we have, but what we did have is we a= sked the architect who did the Complex, by the way which is a beautiful complex,= and that little spot they're talking about can be taken care of during the Summ= er time, I assure you. We did ha= ve them look at the side and to walk it and that was (inaudible). There is a sufficient area to be installed and a multi-purpose artificial turf field, but it's doubtful that= it can be done for $600,000. A perimeter fence would have to be installed to protect the field and that wi= ll increase the expense. If the artificial turf field is constructed here, you'll lose the existing multi-purpose field, however it will allow for more intensive use. The field especially was supposed = to be used for javelin throw is close enough to the track to be used for a track meet. Obviously the javelin h= as been thrown on the complex itself so (inaudible) make changes on that.

Ms. Masi: I'm here this evening because, Mr. Pawlak, I sent you a letter on June 5th regarding our conversation at the l= ast Town Council meeting and you had indicated that you had gotten an opinion f= rom the Town Attorney, Franklin Pilicy, regarding our improper filing of the et= hics complaint, and I asked in this letter that I sent you that I receive a copy= of that opinion from Franklin Pilicy and I have not heard anything from you si= nce that date, on June 5th, and here we are on the 19th, so I'm just wondering = when I would be receiving a copy of that opinion?

Ms. Masi: But based on the information you j= ust said, that it was a conflict for Franklin to give you that type of opinion, then why would you have used that in your judgment that our complaint was n= ot (inaudible)?
= ; Mr. Pawlak: Because when we discussed this, my frame of reference was with respect to the confidentiali= ty nature and also the manner in which the complaint was made, not with respec= t to whom was being accused, and that was why Frank recused himself.
Ms. Masi: But you knew who was, I mean it wa= s all part of that package (inaudible).
= ; Mr. Pawlak: No, not at the time. This was later that I l= earned it was Lukasavage and Martin. I didn't even know who they were and I didn't know what board they were on un= til it was brought to my attention.

May 15th meeting when I read it into the record, that those were the people
that were in this complaint so you did know when you spoke with
= ; Mr. Pawlak: As I said when I = spoke with Franklin it was in the context of, is the complaint valid, should it h= ave been confidential, and should it have been filed in a form that was dictate= d by the ordinance and that was the frame with which I spoke to Franklin.
Ms. Masi: So the ordinance itself saying that there has to, that you shall appoint a committee and you shall review any complaints with regards to ethics has no bearing on what we're supposed to = be doing. I don't even know why = it went to the Town Attorney when the ordinance is quite clear.

Ms. Masi: And in that opinion have you deter= mined what the protocol will be for these type of complaints so that any other citizen that wishes to make a complaint knows quite specifically what has t= o be done, or not?
= ; Mr. Pawlak: There are 3 recommendations at the end of Atty. Hess' opinion and they'll be part of the record also. Apparently when = the ordinance was passed back in, I think it was March of 05, it was passed and there were basically no mechanism if you will, with respect to, it mentions= a form which is to be used, and no form has been developed, so certain things will have to be clarified and we will do that.
Ms. Masi: And when will that be done?
= ; Mr. Pawlak: I don't know, but hopefully it will be done within the next, probably by August.
Ms. Masi: So does that then prohibit people = from entering any complaints until you determine what's proposed?
= ; Mr. Pawlak: No, I think the p= rimary thing that should be done is any complaint #1, should be made confidentiall= y, I believe Atty. Hess said that they should be forwarded, the recommendations = should be forwarded to the Town Manager and #2 that they be sworn to . . . . bear with me, that the complaint was to signed under p= enalty of false statement as required by Section 35A1 of the ordinance. This requirement means that a comp= laint must be sworn before a notary public or a commissioner of the superior cour= t.

Ms. Masi: So anyone in the public by reading= the ordinance would know that?

Ms. Masi: I don't know how you can determine= what the public can or can't do when filing an ethics complaint, and as I said before, I think the fact that this was brought to the light of day, these people have only recused themselves from voting or participating on anythin= g to do with their property when in fact it should be the entire Plan of Development. Bob Guerrera,
Mr. Guerrera: The only question I have is I'= ve spoken with the Athletic Director of Trumbull High School. They had the turf installed on his field. I wouldn't recommend Sprintzer, he had nothing but problems with them, but I contacted a represe= ntative from Field Turf out of New Hampshire, has anybody just made a phone call, a= sked them to come. I spoke to him = and told him what we just did on our field.&nb= sp; Has anybody contacted him just to ask them if the drainage could be reused? He told me their engi= neer would have to come and look at the prints of the drainage and they could te= ll you if the drainage there could be reused. They already know how to cut acr= oss it. It's $12,000 to build a b= ridge, to cross the track, so the heavy truck wont dest= roy the track. He went right down= the list of numbers with me. Okay? That's all I'm asking. It doe= sn't cost the Town anything to have the guy come out, make a phone call, have him come and look at the design, and say for this much money we can do the field. At least everybody in = Town will have a true number as to what this would cost. Nobody we hire, nobody the Town hi= res, an independent guy who does this for a living. He could tell you if the drainage could be reused or not. That's all. I'm just a= sking for a phone call.

= ; Mr. Pawlak: I mentioned at th= e last Town Council meeting that the job descriptions for the department heads are completed. We will be meeting= with each department head individually. When I say we, I mean Frank Nardelli, Elaine Adams, and myself, the = week of July 5th to go over each of those job descriptions to make sure we are a= ll in agreement with respect to the completeness and accuracy and they will th= en become part of their file and the Town's records. We also have a list of all the tow= ns in the area and relative salary levels for all of the various similar types of department heads and we will be gleaning from that list salaries which are = in towns which are very similar to ours so that we can come up with fair and equitable salary grades for all of our department heads so we'll have those= in place. All of this being said= , our goal is to have all of this done by July 1st and therefore all of the salar= ies of the department heads will be reviewed on a yearly basis, after that perf= ormance reviews and salary increases will be based on those performance reviews effective July 1st of this year. That is not to say that the salary increases that we will be discuss= ing with department heads for this current year will not go forward, they will = go forward, it's the ones for next June that will be dependent upon their performance.
We have in fact received 17 resumes with respect to the open Town Manager's position in Town. Each Town C= ouncil member received a copy of each of those resumes with a cover letter from me asking that they review all of them and get back to me and indicate who, in their opinion, are the top 5 candidates. We'll get together, come to a cons= ensus, and then re-review the 5 top candidates and interview them, and make a decision. Hopefully this deci= sion would be done by August 1st, if not sooner.

&= nbsp; Mr. Nardelli: I have received a letter and spoken to the Watertown Land Trust concerning the $22,000 the To= wn Council appropriated on November 7, 2005, from the Open Space Fund, conting= ent upon the Land Trust getting the rest of the money necessary to make the act= ual purchase of the Osuch property. The Land Trust is hopeful to close on the property before the end of the year a= nd at that point we'll be looking for the $22,000 that was appropriated.
= In regards to the Town Hall, a request for proposal for a structural analysis = of the Town Hall will be going out this week.= That is being taken care of by the Public Buildings Committee, and t= he Town is currently out to bid to put tarps on the Town Hall Roof. Those proposals are due on June 22n= d.

to 5 years now and we started out small thinking what we needed, what help =

needed in order to get economic development moving. I'd say about 3 years ago we really
started focusing in on this Economic Development Coordinator, but of everyt=

that's been said over the past several years, Jack Traver hit it exactly ri=
ght,
where he said we should look at this as an investment, because basically if=
we
bring one or 2 businesses into Town, that position is paid for, especially =
on a
part time basis, but the reason we asked for a part time, because we're not
100% convinced how this job should function, who should control this day to=
day
function, and also we don't want to go to the taxpayers and expect them to =
pick
up the tab of $60,000 or $80,000 on an experiment, so something in the area=
of
around $20,000 would get us going for 6 months or a year, do some study and
then come back to the Council and at some future point and say the part time
position is working out fine, or we need to develop this into a full time
position, but I think there are so many things happening in Town right now,
there are a lot of projects being proposed, there is a lot of talk in the
street, people looking at properties, and if we're not chasing it, Waterbur=
y is
chasing business, Naugatuck is chasing business, (inaudible) all the way do=
wn
the Valley, they're hiring Economic Development Coordinators, or they alrea=
dy
have in place tax abatements, all kinds of things to try and pull people in=
to Town,
and at this point here on a volunteer basis it's very difficult for the E.D=
.C.
