Mr. Giannaccio: I'm here for one reason tonight. I take exception to = the statement a board member made, quoted in the Town Times. The statement was people would rat= her not have their taxes go up rather than invest in maintaining the quality of= the Town, and Mr. Wick made that statement.&nb= sp; What the people in Town are saying is that they don't feel they have= to have their taxes go up in order to maintain the services in this Town. The problem is not whether you spe= nd more money, but what money you have you use effectively. The Board is not willing to make tough decisions, that's apparent. What I mean by tough decisions is = the decision you have to make, maybe cutting friends, may mean losing jobs for other peo= ple, may do away with duplicating services like two people doing quoting for the= Town, doing purchasing for the Town. Those are tough decisions, those are deci= sion you have to make. This Board apparently is not willing to do that because that was brought up before.

I talked to the Town Manager, I met last week with the new Superintendent of = Schools - outsource, you could outsource people. You don't want to do that because it could mean loss of jobs, but if you look at the Town's record in people get= ting hurt on certain jobs, which you're paying for disability, which you're payi= ng for lawsuits, what you're paying for the lawyer, it may be worth going out = and sub that job out. Yea, you're goi= ng to lose jobs, but the Town is getting to maintain its services and maintain its integrity. Those are the deci= sions you have to make. That's cutt= ing the fat. Those are the decisi= ons the Board has to make.

I take exception to what you said, cause that's ac= tually an insult to me, cause I did vote for the Town budget, I accepted the Town budget last time, and I do want the Town to maintain this integrity. You draw people to this Town, cause I talked to people in towns around here, and how= you draw them is that your mill rate is low.&n= bsp; When you buy a car at $20,000 and you've got a 21% or22% mill rate, = you may be paying $6,000 in taxes. Buy that car and go to Waterbury, and what do you pay? You pay more than I paid for my house taxes. That low tax rate brings people to Town. The services brings people to Town, and you can maintain both. I talked to the Superintendent of Schools. Out of 169 towns, Watertown ranks 1= 68th as far as payment to teachers because of the location, whatever; Wolcott is 16= 9. My sister-in-law taught 30 years in Wolcott, she retired this year. Wolcott's testing scores are up there, Watertown's testing scores are up there= , so it's not a matter of money, the education is there. They're telling you yo= u have to pay more because of where you live.&nbs= p; Well we don't know that we have to pay that. Why do we have to pay more? We're paying what we can afford to= pay.

We got hit with the trash bill passed down to us. Your last budget in dollars, to me= , meant about 9%, not 3%, in dollars 9%. It's 3% when you say yea, it's a 3% mill increase, but in dollars, I paid 9%. Last year 8 point something percent? How much m= ore am I going to pay? You have to m= ake cuts, and you have to make cuts that are sensible.

Now the shared services, we talked about that, you said you were looking into i= t, you were waiting for the new superintendent, you're coming back with a budg= et that means, what you wanted to begin with. You had a Town Meeting and 20 peop= le spoke out, and it showed that you set a precedent you listened to 20 people= , so 20 people spoke, you jumped at it because that's your decision of what you wanted to do and you raised the budget going in, it got beat up pretty bad,= so now, not too many people voted in Town, but maybe 1,000, so what is the clo= ut 1,000 people have compared to 20? 20 you raised it, 1,000 people voted no and you came down to where y= ou started at. I don't know what you guy= s are going to do. I appreciate the= time you put into it, but you've got tough decisions to make and they're going t= o be tough, but the statement you made is not true. We're not trying to sell Watertown out, we'= re trying to maintain what we have, it's spending m= oney should be handled effectively, where you're going to put that money, and wh= at you're going to cut. Mr. Pawlak: I also would like to address the bu= dget issue and in addition, or as Mr. Giannaccio said, I would speak against it also. I attended the subcommi= ttee hearing and the Special Town Council meeting last week. I was, quite frankly, distressed t= hat the only thing the Town Council could come up with as far as cuts was about= $240,000 in total which I believe came out to about 4/10 of 1% roughly on a $50.5 million dollars budget. I bel= ieve the mill rate is going to be somewhere around a 1.86% increase, down from 2.02% which means that the taxes will go up, if this budget were to be passed, by about 9.1%. Take into conside= ration the fact that we ran through re-evaluation last year, and I don't know what= the actual number or the average was for tax increase per person or taxpayer in Town, but I suspect it was around 15% to 20%. I believe my taxes went up around 20%. The people who are most affected by a 9.1% tax increase, quite frankly, I think are the people in t= he middle and lower income categories. They are most affected and most at a disadvantage by things they can= not control, things like energy, electricity is going to go up again, gasoline = is up as w all know, fuel oil is up, natural gas is way up, they can't do anyt= hing about that. They are disproportionately affected by those increases because they have to drive to work. People who have signifi= cantly higher incomes don't spend that proportionately more on energy and if they = did they're probably in a position where they could afford it.

I've spoken several times before both the Town Council and the Board of Education and I've stressed my belief that what's needed in the Town Council and in t= he Board are fresh, new idea, new looks at what's needed to run this Town, and= I think it will require structural changes, not only in the organization, but= in the way the Town goes about performing duties and providing services. You have to be creative, you have = to have imagination, and most of all you have to take the first step, and most people would say well it's too late to take that first step, well if we keep saying that we'll never take that first step. As Bob said, and I've said repeate= dly in the past also, we have to look at different ways to do these things, one of them is outsourcing. We have duplication of efforts in many areas in the Town, both in the Board and the Town's side of government. We= have to look at different ways of doing those, performing or providing those services.

I've spoken about the teacher's contract, I believe in this coming year their in= crease is about 6.3%, I believe, I could be off by a percentage point, but I did t= he calculations and figured out that if the teacher's were to give up 2.3% of = that increase it would save the Town about $319,000 this year, and that would al= low us to cut the taxes a little bit farther and perhaps even bring a few more teachers back on or fire fewer. So I would again say I'm disappointed that the only thing that you could come = up with, and I say we because we're all in this together, is a $240,000 tax sp= ending cut which will lower the tax increase to 9.1% which I believe is still too = high for the services that are provided. Mr. LeBlanc: At the last Police Commission meeti= ng it was intimated that the Town makes 20% off private duty work that the police officers do for private contractors. Does the Town make 20%, or is there some kind of monies that the Town has to pay out lowering that 20%, because if the Town in fact makes 20%, I think everybody should work private duty and charge 20% and we can lower the tax rate. So my question is d= oes in fact the Town make 20% or is there charges that are subtracted from that 20= %.

Mr. Kane: You're asking if let's say Yankee Gas or CL&P hires them, is that what you mean?

Mr. LeBlanc: Yes. It's intimated that we make 20%.

Mr. Nardelli: That 20% is made up of, we have soc= ial security tax, of course the Town has to pay.

Mr. LeBlanc: Approximately how much is that? Hw much percent?

= ; Mr. Nardelli: It's 6.2%. Medicare tax is 1.45%. Then worker's comp that has to go = into that, disability insurance goes into that, and of course we have an administrative fee cause we have to do all of the billing and process the invoices, so that's the add on the Town does to cover some of the costs.

= ; Mr. LeBlanc: Well can someone= make a suggestion to me that the Town makes 2% or 5% profit after doing all this= ? Is there some figure or is that an unknown, what the actual profit is that the Town makes from this surcharge = that they do on this hourly rate?

= ; Mr. Nardelli: Yea, I'd have to research the actual worker's comp rate for a police officer, and the disabi= lity rate, and the administrative fee.

= ; Mr. LeBlanc: With your permis= sion I'll . . . .

Mr. Kane: Yea, I don’t understand your = line of questioning though. That's something that's paid by a private entity like CL&P or whoever, it's not a cost to the taxpayer.

= ; Mr. LeBlanc: No, it's not a c= ost to the taxpayer, but it's intimated that the Town gives a 20% surcharge to CL&P or whomever. So my question was if it's 20%, where does this 20% go, or is it 3% or 4% after a= ll the charges that we have to levy for unemployment social security, etc.?

Was the bid award given for J= ohn Trumbull School? Has that been given out yet? There was one for $500,000 and $40= 0,000 and something.

= ; Ms. Robson: There were no bid= s for John Trumbull School yet.

= ; Mr. LeBlanc: The roof? The bid packages went out.

= ; Ms. Robson: There was no awar= d.

= ; Mr. LeBlanc: That was my ques= tion, has it been awarded? My other question is how much was paid for the two inspections and recommendations f= or the private contractors to tell us what's wrong with the roof? One was about $10,000 or $15,000 a= nd the other one was about $35,000, am I correct?

= ; Ms. Robson: Don't have the nu= mber by heart.

= ; Mr. Killeen: I think you're c= orrect in calling about $15,000 on the one inspection, I don’t recall what t= he cost was on the other.

Mr. LeBlanc: You don't recall the cost, but ther= e was a second inspection.

Mr. Killeen: The cost of which I wouldn't be abl= e to answer except for the first figure, I believe was somewhere about (inaudibl= e).

= ; Mr. LeBlanc: That's $15,000, = but I was curious about the second one, I thought the second one came in about $42,000.

= ; Mr. Killeen: That price, actu= ally that service was necessary to ensure that what the Town does on that projec= t at this point in time is going to be done in a manner which is acceptable as a remedy.

= ; Mr. LeBlanc: We should have h= ad you people 4 or 5 years ago to ensure everything was done. When this inspection and recommend= ation is paid, does it come out of the bonding money, does it come out of the Town money, does the State reimburse us anything for that, or does that just come out of the bond money and we lose the State funding?

6.&nb= sp; Sub-Committee Reports

A. &nbs= p; Public Works Subcommittee

&nb= sp; Ms. Adams: We met last Tuesda= y and we discussed some budget transfers, or cuts in the budget to fund CRRA. That part is taking our hauling tr= ash from the transportation and taking it out to Hartford. CRRA has given us back corresponde= nce that basically says for now they will bill the haulers = directly, however they're reserving the right to charge an administrative fee to the Town. There's a letter in your packet, so be aware that for now we're okay, but who knows what the future holds.

= Turkey Brook is just about complete. The projected estimates are still, we're going to be $60,000 to $90,000 under budget and I'm going to stand by that number even though it hasn't gotten in the press yet.

= We have some transfers on the budget as well.= Cherry Avenues - still working on it.

B. &nbs= p; Finance Subcommittee

= Mr. Hebert: We met last week before the Special= Town Council meeting. The new budg= et is coming out for a vote on June 28th. I, along with all the Council, is urging all voters in the Town of <= st1:City w:st=3D"on">Watertown to come= out and vote, whether for or against, we're just urging all voters to come out and = show your support one way or the other.

C. &nbs= p; Public Buildings Committee

Mr. Killeen:

· The Fire House bid packets are ready to go o= ut.

· The High School Track has been substantially completed, there are some housekeeping items to do, a couple of sprinkler h= eads to redirect. That job is under budget and no issues are anticipated.

· The Polk School Re-roof job and the manageme= nt of the roof job has been completed and it is also under budget.

· The Swift Renovations design approvals have = gone out to the State and they have met approval.

· John Trumbull, there are 2 bids. The committee is in the process wi= th the cooperation of H.B. Fishman of reviewing those and the possibility of looki= ng at honing those a little bit more in depth with our service out of what we'= re looking after.

· Swift, we also had close out of a smaller job that's taken some time, and that was some prior work. We closed out the fire damper work= and that was important to the building.

Atty. = Summa and myself will attend the meeting. They are not a physical item on th= e Agenda, but do want to address us tonight. <= /span>Atty. Summa is here, I don’t know if Dr. Erardi is here.

&= nbsp; &nbs= p; &= nbsp; Atty. Summa: Dr. Erardi got tied up at the Swift Graduation. Basically tonight= we statutorily commence negotiations with the teachers on August 3rd, and we're meeting tonight to ask you to appoint representatives to the bargaining committee, and we would be more than glad, at your convenience, to meet for= a negotiation strategy meeting where we could discuss strategy and things like that with the Board, but at this point what we would ask for is for the assignment of representatives to the negotiating committee.

&= nbsp; &nbs= p; = ; Mr. Kane: Hopefully after ton= ight we can have 2 people that will participate in the teacher negotiations. I will contact Dr. Erardi with our= 2 members.

So we still have = to discuss it, but if we don't finish the funding for it, then we won't be abl= e to do it fully. We have some mon= ey, but not complete. This is the= first phase of the three phase program that I wanted to do.

= ; &n= bsp; = ; &n= bsp; Ms. Robson: This will be the organizational, well this added to what we have would be the complete organizational review, which would be an internal organizational review as well as opportunities f= or shared services, privatization, different approaches to providing services.=

WHEREAS, the agreement states that should the Town of Watertow= n receive reimbursement through the State of Connecticut for a Transportation Grant= in the amount of $432, the Chiucarello's would be reimbursed for these expense= s;

WHEREAS, the Town received the grant monies and deposited said monies into the Gener= al Fund and now need to be appropriated to the Board of Education for the reimbursement.
