            Mr. Pawlak:  It gives me great pleasure this ev= ening to introduce the next group of young people, the 5 lifeguards who were on d= uty at Sylvan= Lake last month.  I think many of us have heard about people who have done or performed heroic acts and wondered what would I do,= or what would I have done.  I mys= elf have thought of that and have never been in a position to answer that quest= ion and I suspect most of us are in the same position also.  We are indeed fortunate to have th= ese 5 young people with us who were not only suddenly thrust into this position, = but reacted perfectly and as a team.  Their training and their instincts kicked in and they saved a life.<= span style=3D'mso-spacerun:yes'>  Not many of us can say that, but t= hey can and they should be proud of themselves for that.  Therefore it gives me great pleasu= re and pride on behalf of the Town Council and the citizens of Watertown to recognize and thank Erin Fogarty, Michael Labbe, Meghan Misset, Alyssa Smith, and Melissa White, for your quick . . . . that was a little premature b= ut I am going to finish this . . . . I'd like to thank you all for your quick thinking and heroic action in saving the life of the woman who drove her car into Sylvan Lake.  I'd also like to add that they are= all either students or graduates of Watertown High School so kudo= s to the Board of Education and the school system.  As far as Chief Larry Black said, = they should be proud of themselves and the Town should be proud of them, and we certainly are.  Thank you very= , very much.

      = ;      Marshall Black:  Chairman Pawlak re= ally said it all, but from a firefighter's point of view, we respond to many incidents, many tragedies, and most of them, most of the time, unfortunately have results that we really don't like to go to, and you 5 people worked together as a team and prevented that type of thing from happening and we w= ere glad to respond to it and not have to do anything because you guys had done= the work.  A great job, and we have a small token to give to each of you also.  Thank you very much.

 

            Mr. Pawlak:  I'm not sure who gets to be the custodian of this memento, but this is the rock that was used to break the window.  Did you do that?  I'll give it to you and you can de= cide who gets it.  It wasn't that c= olor when you did it, was it?

 

            Ms. Carew:  Yes, it was.

5.&nb= sp;        Public Participation

 

            Andy Palker, Palker Excavating

 

            Mr. Palker:  I'm a general contractor.  I bid a job for the Town of Watertown, maybe a= round June 15th, June 10th, which would be Agenda Item K.  My company has done a lot of work = with the Town of Watertown over the past 20 years, (inaudible) $50,000 to $500,000, always bid it competitively, always finished them on time.  I bid this job here, I just happen= ed to be at the bid opening I was $19 lower than the next bid, and we had a third bid, maybe twice as much as the low bid. I talked to the Purchasing person before the bid opening and he said they had no town clause, a lot of towns = have a 10% clause if their from town, they give it to= the low bid within 10%.  I called = him last week to find out what's going on with the job because usually the Town, you have to hold your bid for 60 days, and the Town is usually get going, g= et going, and he told me they were going to vote today on maybe waiving the bid process. I explained to him if you do that, I bid a lot of different jobs o= ut in this Town, and it would have been no problem with me a month ago if they told me they were going to give it to the second bidder, I'd taken other work.  I just wanted to come d= own to see what's going on anyway, to see how this turns out.  Thank you.

            Bob Guerrera, 117 Adams Road, Watertown, CT&nbs= p; 06795

 

            Mr. Guerrera:  I'd like to discuss the use of= the grant towards artificial turf on the Mills Complex.  If you give me a second I'd like t= o pass these out.  The reason we're r= eally pushing this project id that we feel for the money it it’s the best o= pportunity for the use of the Town.  Its decisive it gets the job done in a timely manner, we don't have to wait 2 y= ears to use the field, we don't have to wait for the grass to grow, we don't hav= e to wait for wet conditions to dry up to use the field, it is a multi-use field that can be used 365 days a year.  I'm not going to bore you with why I think it's so important, I put a little package together that pretty much explains our position, shows how t= he field, if the Mills Complex was redone with turf, how it could be such a moneymaker for the Town.  You're going to= save probably $28,000 a year in maintenance costs just on that one field.  Building 2 new fields, you're goin= g to add maintenance costs to the Town.  A turf field will take the place of 3 regular grass fields and we're gaining immediate access compared to waiting for construction to finish and the gra= ss to grow.  Would you like me to= bring up the representatives for field turf now, or wait until that Agenda Item?<= /p>

 

            Mr. Pawlak:  Let's wait until that Agenda Item.=

 

            Mr. Guerrera:  Like I said, I'm not going to bore= you going on and on, I think once these men talk you'll realize the cost and it= 's well under our $600,000 grant, and what I would really like to see is the excess money, maybe redo that tennis court at the High School, give the kids their tennis courts back.  May= be we could finish 2 things at once.  Thank you.

            Mr. Petroccia:  I'd like to comment on agenda = Item 11H, Consider Route 6 Sewer Extension Project.  First you maybe aware that sewers = run by gravity downhill, it's been that way since (inaudible),= however there are times when an area does not have access to a gravity sewe= r so it's pumped uphill to a gravity outlet. I live in such an area.  Our sewer, the sewer in the area in which I live, is pumped uphill on Fern Hill Road, Buckingham Street and Nova Scotia Hill Road to a gravity manhole at the corner of Nova Scotia Hill Road.  This pump station is ab= out 30 years old and it's such an unconventional type system that we have had many, many problems that the Town has experienced with it.  We (inaudible) distance about a qu= arter of a mile, about 200 feet high.  Now most stations, the normal stations are 200 feet in distance and probably 50= feet in length, but that's the only way Mr. Garrassino was able to get the subdivision approved and when we bought the lots, we paid very heavily for = it because he had to pay for this very expensive sewer station.  Now as I said before the sewer is continually plagued with problems.  <= /span>Now the Water & Sewer Authority, by a very slim margin vote, wants to conne= ct the sewer on Route 6 to this pressure main, not a gravity but pressure, properties on Route 6 from Buckingham Street northerly to approximately Bernardi's property.  I say this is a bad design because another pump station connecting to this existing pressure pi= pe is very risky and it depends on check valves and correct cycling at the pups and if one or the other fails, you'll have a house full of sewage and there will be many lawsuits I'm sure.

            Let's move on, our pump system that was designed for our subdivision only will be more in peril of dysfunction because of this new connection to it.  Now they can have this surround th= is Route 6 by going uphill on Buckingham Street to Nova Scotia Hill toad to a gravity manhole and so I think the Council ought to consider sending this back to t= he Water & Sewer Authority for more consideration.  It's very interesting to note, tha= t Waterbury, who has= been in this business for about 200 years, has never allowed a connection like this.  The former city enginee= r told me that because he said for the same reasons I just mentioned, it's too ris= ky, and it's (inaudible) and they'd have too many pr= oblems with it, so I'd appreciate if you'd consider not to accept it as and was as= ked to be done.  Thank you.

 

            Ms. Adams:  You were an employee of the Town, = weren't you?  What department did you = work for?

 

      = ;      Mr. Petroccia:  I worked for t= he Water & Sewer Department for 40 years.

 

      = ;      Ms. Adams:  I just wanted that= for the record; that you're coming from a place of knowledge.

            Mr. Bernardi:  I'd say we took this project f= rom 2004, we started this project in 2004.  It was supposed to be just a 2inch forced main line going down into a 6 inch forced line, which we were told it would only benefit me, and none of the other property owners.  So we decided the best interest fo= r the Town at that time was to go down the gravity 8 inch line and put it into a = pump station which would pump it up the same line that the Fern Hill Pump Station pumped it up.  I had engineers= look at this, we had Frank, the Town's Engineer now, and we hired an outside engineer that said there would be no effect on this line at all.  But meanwhile now we have another engineer that states that it would be.&nbs= p; I understand his concern, but what I don't understand is there was a= lso, when I asked about putting my 2 inch line in this 6 inch forced line, they = said it was a bad idea and we should do it the right way, and I agree, if we're going to spend money let's do it the right way and not waste the Town's money.  But after this they al= lowed 2 other pumps to tie into this forced line after they refused me, so there = are 2 other lines tied into this 6 inch line that just tied in a year ago, so I mean here's a little dilemma here I think, I just feel there's something wr= ong.  If these other 2 property owners w= ere allowed to tie into this line, well how did that happen?  I just don't know, and now it's co= ming up where maybe, maybe not, or maybe we will, I d= on't know.  I also have a letter he= re from the Torrington Area Health District, from Bob Smith, I wish I made cop= ies, where all along Rout e6 going up from the Westbury Room in his letter, we'r= e all in trouble, all of our septics are not working there, so I mean if we go do= wn with a 2 inch forced line, which we were going to make an agreement on in t= he beginning and then we changed it because the system went back like I said to 2004, other people are going to be running down 2 inch lines, we're going to have like maybe 8 or 9 2 inch lines running down more, tapping into this 6 = inch line, op top of the 2 that already did in the last year, which I don't know= , if that's how we want to design this, I really don't know.

            I think the right way is the way that we came up with.  We did have an agreement here back= in when I was here, I faced the Board once before, in September 2004 we had a contract that was signed, it was approved for this project.  When the project went out, we put = out the bids, we did what we were kind of not told to do but how the process was su= pposed to take place, and the bid came back higher than= what we expected.  This was approve= d for I believe at the time, it says the total constru= ction costs is estimated at $130,000 to $135,000 estimated.  Also in the paragraph, I'll pass t= his out and give you a copy of this, wit the authority funds as work progresses shall pay all the remaining amounts required to complete this sewer line.  This contract was signed by the To= wn Manager, by 4 other parties which are in this contract, I don't know if it's really worth anything or not to be totally honest with you.  By that I mean I don't know, at th= e time I had the Town Lawyer represent me, and now he's the Town Lawyer, so I didn= 't go to no lawyer or trying like that, I'm just asking for your help o do this project the right way, that's all I'm up here for.  Nothing, like I said, we had other engineers looking at it saying there would be no problems with this, other people already tied into this line, and if they were allowed, I just feel l= ike why can't the rest of us be allowed to, and do it the right way, not the way that they did, cause I heard problems on the way they did it, that there co= uld be, but I don't know, I'm not an engineer, but here's the contract that we = did have signed and ready to go.  = If the sewer line does go up and I do put up my building there, I believe it should bring into the Town at least $20,000 a year in taxes off of that property so that's other thing and the Town doesn't have to manage something on the property, no plowing, no catch base cleaning, nothing at all, I'll be manag= ing it myself, so there's nothing that the Town really has to do and they'll be collecting that money which would also help the Town.  Thank you.

            Mr. Petroccia:  Just to respond to Mr. Bernard= i's comments, when I was in charge of it, 2 sewer connections were made, not to= the pressure main, it went through a gravity manhole.  He can have his sewer.  But let's do it the right way, let= 's go to the gravity manhole on the corner of Nova Scotia Hill road, not into the special (Tape #1, Side A ended - may have missed some).  It isn't being done correctly this way.  I'll tell= you again, the City of Waterbury, 200 years service, never allow that.  Why?  Because they know= what happens.  So this will do exac= tly what MR. Bernardi said, a connection was made to a gravity manhole, it wasn= 't made to a pressure, for one house, and that is a bad situation just for one house, but this is a whole area.

            Mr. Bernardi:  I really don't want to be rude= , but we do drain cleaning for a business and we do have, I personally myself cle= aned out sewer injection pumps in the City of Waterbury, they do have sewer injections pumps, they have several of the, and I do clean them out and I really don't want to sound rude on this, but I just wish I had a letter from them or something to prove that they do have sewer injection pumps.

            =             &nb= sp;           On July 5, 2006 the Watertown Planning and Zoning Commission following a public hearing held by our Town Council several days previous, unanimously recomme= nded the Connecticut Siting Council consider the above referenced tower NOT be placed at 306 Black Road Park, Watertown, Connecticut.  The Planning and Zoning Commission appreciates the need for access to cellular communications.  Our Zoning Regulations encourage placement of these types of communication facilities on existing buildings = and structures, and in the alternative on public property.  This proposal is in an R-90 reside= ntial zoning district, one of our community's premier residential areas.  It also would be the first free st= anding communication tower in Waterto= wn.

            =             &nb= sp;           The Commission believes a feasible and prudent alternative location for the installation of this Nextel facility is at a nearby Town of Watertown public park.  Crestbrook Park is 236 acres, has an eighteen-hole golf course, swimming pool, several tenn= is courts, a dining facility, and a forty three acre lake.  There are many acres of undevelope= d land in this park.

        &= nbsp;           &nbs= p;            &= nbsp;  By this letter I ask that you consider this a formal request to review the dis= turbing traffic situation on Hamil= ton Avenue.  The problem is twofold.  The traffic problem specifically speeding, noise pollution problem is trucks and motorcycles.  The Speeding pro= blem is constant. The avenue is posted 25 mph speed limit, the reality is the adher= ence to this limit is a rarity.  The speeding is a danger to the inhabitants of the avenue and it's also frighte= ning to do yard work approaching the street and is an evident danger to the chil= dren in the neighborhood.  The noise pollution is very disturbing, trucks traverse the avenue at all hours, early morning to well into the evening, 9:00 or 10:00 = p.m.  Motors work flat out and flat= beds thunderous claps as irregularities in the streets are motored over.  Truck traffic is a combination of commercial vehicles as well as Town of Watertown trucks and this noise pollution creates a most uninhabitable situation for = the residents of the avenue.  It is impossible to enjoy the front yard of our property.  And sleep is constantly disturbed.=   Motorcycle traffic is another comp= onent of the noise pollution.  Some = cycles are quite bearable while others travel down the avenue at a decibel level t= hat rattles the eardrums.  By this letter I ask that the Council pay the residents of = Hamilton Avenue the respect of addr= essing these issues and coming p with solutions to restore the Avenue to a joyous place t olive, as opposed to the stressful environment we currently find ourselves in.  The avenue shou= ld be one of Watertown's best residential areas and not a mini-highway of commercial traffic.

        &= nbsp;           &nbs= p;            &= nbsp;  Some possible solutions are bracing the area for adherence to speed limits, additional signage of speed limit and child alert, additional top signs to = slow traffic, (inaudible) police enforcement, digital= sign readouts showing vehicles speeding, alternate truck routes, 50% of the time= , particular for Town trucks. This could be implemented on a daily or hourly schedule.  Motorcycle noise adherence, motorc= ycles are permitted but decibel levels must be (inaudible) by the range, i.e., Litchfield, I suspect that is a reference to something that is in effect to Litchfield property.  And last= fix irregularities between 69 and 89 Hamilton= avenue.  I thank you so much and feel confi= dent that the Council will not disappoint the residents of Hamilton Avenue."

        &= nbsp;           &nbs= p;            &= nbsp;  Mr. Pawlak:  Right, effective July 1st a new st= atute went into effect, or a revision of the existing statute, regarding the imposition of fines on motorcycles.  Prior to that any town, municipality who's officers wrote tickets on moving infractions, speeding, stop signs, etc., all of those monies stayed = with the judicial branch.  Effectiv= e July 1st a $10 surcharge is added to every fine that is written whether it's a misdemeanor or infraction and every quarter each town who has written a tic= ket, get a rebate if you will of $10 for each ticket written, so hopefully that = will go back to the Police Department to help them improve and increase enforcem= ent of speeding violations, stop sign violations, any moving violations.  Quite frankly I wrote another lett= er to them thanking them for their concern and their action and saying it's a good start, but I think we should up it to make it more effective and get the (inaudible) attention a little bit more quickly than a $10 fine for the mat= ter, so yes, that is in effect July 1st.

        &= nbsp;   Mr. Nardelli:  We're in the pr= ocess of closing out our fiscal year.  The tax collections, our overall collection rate was 99.3% and on the personal property tax collection ate was 99.9% so we had a very year obviously tax collection year, which helps to keep our mill rate down.

 

 =            On the Town Hall the Public Buildings Committee received 3 proposals for the structural analysis, and at this Wednesday's meeting will make a recommenda= tion to the Town Council and also the air quality at the Town Hall will be tested this week.

            =             Mr. Rinaldi:  The sidewalk sweeping program is complete.  We fell a little be= hind this year because of the rainy season we had.  The Brownfield pilot Program has authorized $20,000 for the use in performing environmental assessments at P= in Shop Pond.  The Pin Shop has reimbursed the Town for the Pin Shop portion of the assessment.  As you probably all saw in the pap= er, we're trying to resolve a matter with Mrs. Viltrakis on Cobb Street, to give her some relie= f for her property being flooded from the development above her.  We obtained a legal opinion and th= e Town has no legal obligation to reimburse her for damages.  She's requested that the Town's in= surance investigate the matter and the last I knew they were going to take a look a= t it and of course she also has the right to file the civil suit against the peo= ple who caused the problem.  She seems= to be a little reluctant to do that, but that is a viable option.  We also had a field trip to Falls Avenue.  For those of you that= are familiar with that area, down below Falls Avenue right at the Waterbury line, there's a large hump in= the road, we're looking at flattening that out and removing the hump.  We have to deal with Waterbury somewhat so Roy will look into that.

IO reached out to Mr. Nardelli several weeks ago to give him the heads up that the D.E.P. is prepared to issue this Notice of Tentative Determination to modify the permit and Mr. Nardelli ask= ed that I come and address the Town Council and simply summarize the issue for you, and I'll do that for you at this time and take any questions at the en= d of my presentation.

The solid waste transfer station was constructed in 1989 with D.E.P. issued a permit to construct the facility in December of 1989.  Following construction D.E.P. issu= ed a permit to operate in December of 1990.&nbs= p; 12 months later C.R.R.A. added recyclable materials to the acceptable waste stream so the permit was modified in De ember of 1991 to incorporate commingle containers and paper to the regular trash the facility was author= ized to accept and transfer.  That = was in December of 1991.  During the = 1990's waste generation rates in the State increased and that includes those in th= e 12 towns which compromise the municipalities that ship recyclables into the transfer station.  In 2001 D.E= .P. asked C.R.R.A. to modify the operating permit because the waste generation rates in the area and consequently the daily tonnages were at the limits th= at had been issued, the permitted limit that had been issued in the early 1990= 's. In 2001 C.R.R.A. submitted to D.E.P. an amendment, an application to amend = the operating permit and D.E.P. took it, essentially put it on the shelf for 2 years, came back to C.R.R.A. in 2003 and asked that we revised the applicat= ion for an administrative reason that I won't get into here, but essentially we felt it was a modification rather than amendment to the permit.  So in 2003 C.R.R.A revised the application, notice was given to the Town Council at that time.  D.E.P. at on the application for t= he last 3 years or 2.5 years and in very early 2006 began reviewing the modification application and in the May/June timeframe advised C.R.R.A. tha= t it was essentially prepared to issue what was referred to as a Notice of Tenta= tive Determination whereby D.E.P. broadcasts to the public that they've reviewed= and find acceptable the criteria and activities in the application to modify the permit.  What then occurs is a= legal notice is published in the paper and then there is a 30 day comment period.  I asked D.E.P. to sta= ndby while I reached out to the Town, and Mr. Nardelli asked that we ask D.E.P. = to not publish this notice until I've had an opportunity to come here tonight = and speak with you.  Following this meeting, D.E.P. will go ahead and issue the Notice of Tentative Determinati= on.

 

There are 3, I guess I'll call them significant change= s in the permit modification application.  The changes are intended to bring the facility the activities, bring= the governing permit up to the activities that occur today and it's essentially driven by waste generation rates in the state, (inaudible) bringing operati= ng and maintenance and management plan or incorporate in that plan authorities that are currently prescribed in the governing regulations.  The 3 changes are:

 

1.         = The permitted daily (inaudible) is going to increase, and that increase right n= ow, we've asked, the current permitted ton per day limit is 350 tons, and we've asked to increase that to 1,300 tons per day.  And I'll explain to you in a minut= e the basis for that increase.

 

2.         = To stage overnight up to 3 transfer trailers municipal solid waste and being shipped out the following day or the subsequent day.

 

3.         = To allow for the temporary staging of an SW on the tip floor for up to 48 hour= s.

The increase from 350 tons to 1,300 tons per day is essentially based on a very worst case estimate that may occur following a long weekend when the waste = is very very wet.  We arrived at = that number by taking the delivery rate that occurred on the busiest day of the = last 3 years and adding 25% to that.  The delivery rate on the busiest day for the last 3 years was 950 tons, or thereabouts, the second, third, fourth, fifth busiest days dropped down to = 700 tons per day area, and all of those days occurred after holiday weekends, Fourth of July, Labor Day, Memorial Day, Thanksgiving.  We asked for this 1,300 ton per day number so that in the event we have a very, very, very busy day, we don't f= ind ourselves taking in tonnage beyond our permitted limit.  The authorization and activities o= f the transfer station are not going to change.&= nbsp; We are not increasing the number of towns from which we accept waste, we will remain with the 12 towns that we curren= tly take in.  We currently average= about 460 tons per day of municipal solid waste, trash, commingle containers, bottles, cans, etc. and paper and we expect we're going to be moving out in= to the years ahead and we've gone through 350 to 460 per day on the average, f= or the last 15 years, and this number in the permit is really just to serve as contingency for a very worst case day.

 

The other two changes, the regulations that govern solid waste facilities allow operators to stage waste for 48 hours or less, we're simply incorporating t= hose regulations into our operations plan and that will provide more flexibility= to our operator on certain days when volumes are heavier than normal.

 

The next steps if you will, are as follows:

 

The D.E.P. will issue their Notice of Tentative Determination, there is a 30 day public comment period, and if within that comment period any members of the public may comment to D.E.P., may petition D.E.P. as an intervener in the process if there are any parties that object, and following that 30 day com= ment period, D.E.P. reviews the comments, incorporates them as it sees fit, and = if a petitioner intervenes and requests a public hearing, D.E.P. will go ahead a= nd consider that request.  Is the= re is no petition for a hearing, D.E.P. will shortly after the 30 day period issu= e a new solid waste operating permit for the facility on Echo Lake Road.  That essentially summarizes my pre= sentation.  If you have ay questions, I'm prep= ared to answer them at this time.

 

Mr. Pawlak:  You sated that you have petitioned = the D.E.P. to amend your permit to increase the permitted daily tonnage from 35= 0 to 1,300.  However you also say a= t the same time that you're currently operating over your permit at about 460 ton= s a day?

 

Mr. Egan:  Yes, sir, that's correct.

Mr. Pawlak:  How can you do that?  If your permit says 350, and you're approaching D.E.P. for a change up to 1,300, and I think you've said for the past 2 or 3 years and perhaps more you've been average 460, so you've been = in violation of your permit.

 

Mr. Egan:  We have exceeded the daily tonnage capacity at least for the last 2 to 3 years.  I believe if you look back evening= the calendar year 2000 there are days when we exceeded the 350 ton per day limit.  When it became clear i= n the 1999/2000 time period, that tonnages were increasing to= the point where they were going to exceed the limit that was prescribed in the early 1990's, C.R.R.A at the encouragement and concurrence of D.E.P. submitted the permit to amend the application, that was in calendar year in 2001.  D.E.P. has been aware t= hat we have been receiving tonnages above the 350 ton per day number since that ti= me we submit quarterly reports.  = D.E.P. has not acted on the permit and it took them 5.5. years and in that interim period of time D.E.P. were aware that we were rec= eiving quantities above that tonnage and they chose not to take any enforcement action.

 

Mr. Pawlak:  So they act within all due haste.

 

Mr. Egan:  I wouldn't term it that way, but th= ey're finally going around to reviewing the permit at this time.

 

Mr. Pawlak:  Glacier like I guess.  My concern now also is that with t= his projected possible dramatic increase in tonnage, and we don't know where it= 's going to end up, but you're building in obviously up to 1,300 tons a day, m= y concern quite frankly is what is going to happen to our roads?  They're just going to get beat up = by a lot more heavier trucks, I assume, coming into Watertown with all this extra tonnage.<= span style=3D'mso-spacerun:yes'>  What do we get out of it, other th= an additional traffic, deterioration of our infrastructure, increased danger, = it's a fairly steep hill over there, you've got a lot of heavy trucks, possible mechanical breakdown, Avon Old Farms, 44, that's my concern, I assume the Council has similar and other concerns.&nb= sp; Quite frankly I'm more than a little disappointed that the D.E.P. has done nothing but procrastinate for 5.5 years.  I don't blame you, you foresaw the problem, saw it was happening, and they have been basically been complicit = in allowing you to violate your permit.  So is there nothing in it for Watertown other than deterioration of our roads and increased traffic?

 

Mr. Egan:  The traffic that flows into the fac= ility today will be the traffic that flows in next month and essentially the traf= fic that flows in next year.  The projected generation rates are essentially at the CPI index, a couple of percent per year.  Again this = 1,300 ton number is a worst case day that we then applied the 25% increase to, and again the vehicles that flow over the roads today and last year are the same number of vehicles that will flow over the roads next year.  I will actually point out that 2 y= ears ago it was about 150 tons per year, 2 years ago, I'm sorry, C.R.R.A.'s fiscal y= ear 2004, which ended in June of 2004, the facility saw 150,000 tons.

This past June for the fiscal year that ended this past June, the volumes were d= own to 130,000 tons.  I can't expl= ain all of the 20,000 decrease over the last 2 years.  About half of it is due to south f= ree waste now going directly into the waste energy facility in Hartford, so actually you don't see tho= se vehicles coming in.  The other 10,000 I have not done enough detailed research to tell you exactly where t= hat decrease is coming from.  Some= of it appears to be coming from waste generated in Naugatuck, I'm not sure why or where that other waste is going.=   Watertown does receive a post community benefit of $.50 for every ton of waste that c= omes in from the City of Waterbury<= /st1:City>, that's tons of municipal solid waste and recyclables, that's about 50,000 t= ons per year, so at $.50 the Town sees about $30,000 per year.

 

Mr. Pawlak:  On average, if there is such a thin= g, what is a truck worth in tonnage?  I assume you're not talking about, are you talking about cardboard, or is that not included here?

 

Mr. Egan:  No, the cardboard is included in th= e 350 ton per day and in the 1,300 ton per day number.  It includes household trash that w= e all put out on the curb as well as the recyclable that we put out separately in= the green or blue tins, the paper and the containers.  A typical curbside pack truck may  carry anywhere between 4 to 10 tons of garbage.&= nbsp; Recyclable, a truck will carry less than 10 tons= , it's much less dense material.

 

Mr. Mancini:  In your permit to the D.E.P. you sa= y you serve 12 towns, with this permit, could you increase the amount of towns if= you wanted to?

 

Mr. Egan:  Only if we go back and petition D.E= .P. for that increase and C.R.R.A. will commit to the Town of Watertown, in the event that we did that, we would proactively involve you in that decision, = and in fact if we go with D.E.P. and petition to increase the number of towns, D.E.P., as part of the permit modification process ensures that the Town Council and the Town governing boards are aware of C.R.R.A.'s application to amend the permit.

 

Mr. Pawlak:  With respect to the 12 towns that y= ou referenced, you indicated that Southbury is doing so9mething different which might account for the decrease in some of the tonnage that you've seen.  Is Southbury (Tape #1, Side B ende= d - may have missed some).

 

Mr. Egan:  They are one of the 12 towns and I'= ll just give you the numbers here:  For C.R.R.A.'s fiscal year 04, they brought in 14,000 tons.  The next ear it decreased to 7,500= , and this past year down to 4,700, so some material still comes in from Southbur= y, I believe it's likely primarily commercial.

Mr. Primini:  In your new permit, you're saying y= ou want to store garbage over night?

 

Mr. Egan:  Yes, sir.

 

Mr. Primini:  Has that been done before?

 

Mr. Egan:  Yes it has been done at other trans= fer stations that we operate; it's not currently prescribed in the (inaudible) = plan.

 

Mr. Primini:  My concern with that is we have gar= bage truck business apply through zoning for an industrial area that was turned down, because one of the concerns was that they were going to store garbage over night, so this is the concern that I would have, that maybe we should speak to Zoning, I mean I know you're a State operation, but I still think Zoning should have a say in this, but a garbage company wasn't allowed to t= ake over an industrial typed zone because of the concern of storing garbage ove= rnight, and they said they wouldn't, but now looking if we let a State operation do that, what's it look like to our business in Town that was turned down for this?

 

Mr. Egan:  We looked at the Zoning Regulations= in Watertown and we r= eceived a zoning certificate in the early 1990's when recycling was added, when the= certificate was last revised.  There are no changes to the site, no changes to the footprint, no changes to the activities.  We= are seeking authority to stage 1, 2, or up to 3 100 cubic yard trailers for 48 hours or less which will hold municipal solid waste that is intended to go = out of the station up to the Hartford Trash Plant or to an out of State disposal facility, and that is 48 hours or less, and we are petitioning for the authority to stage waste (inaudible) or overnight for 48 hours or less, we = have a first in, first out protocol that we've developed, and again it's to prov= ide flexibility to the operator on those days when a sufficient flood of waste shows up at the transfer facility in mid afternoon and it will provide operational flexibility for the operator so that there isn't a mad scramble= , if you will, to move all of that waste out that afternoon, that is the reason = we are petitioning.  We don't bel= ieve it requires a revision or amendment to the Zoning Certification because it's not a change in footprint or activities, there a= re no changes to the site plan or to the buildings or structures.

Mr. Pawlak:  When in fact it is a change in acti= vity in that instead of making every effort to move material off site, you're suggesting, you're requesting that you be allowed to as required generally = let it sit for 48 hours, and to me that's a modification. I mean I suspect, the Planning and Zoning Chairman is here tonight, would probably want to take a look at that and see if there is any problem with respect to our local zoni= ng laws.

 

Mr. Egan:  What I would propose to do is to st= ate our position in a letter and submit it to the Chairman of the Planning and Zoning.

 

Mr. Primini:  I'd just like to go on record that = I have a problem with that because we wouldn't allow a local business under similar type zoning, I think it's something that should be looked into.

 

Mr. Rinaldi:  Back in, when was that landfill bui= lt, in 91?

 

Mr. Egan:  Initially it was constructed in 198= 9, again operations in 90, added recyclables in 91.

 

Mr. Rinaldi:  Wasn't it agreed at the time, again, correct me if I'm wrong, that there would be a couple of dumpsters out there for the Town residents to deposit stuff in which I don't think there's every been a dumpster there.

 

Ms. Adams:  I attended all of the hearings back= then and the residents of the Town got a little bonus, considering we'd have to = deal with the traffic, the roads, tings like that, we= were supposed to have that, and again I've never seen that out here.

 

Mr. Egan:  I'm not aware of that.

Regan:  I actually read the minutes from th= e 91 meetings today, and there's about 4 pages of discussion about the area that= was going to be left, and as near as I could tell from the minutes, it appears = that the area that was going to be left, where a Town could put a dumpster, but I believe if you follow the minutes, it was left up to the Town that the dumpsters could be put in at the town's option, and C.R.R.A. agreed to that= .

 

Ms. Adams:  (Inaudible) away.

 

Atty. Regan:  Right.  It appears to me that it was never followed up on by the Town staff, but that clearly was part of the original zoning discussion that there was an agreement to leave an area where that c= ould be done if the Town wanted to.  And it seemed tome that after zoning, it dropped off, but that was part of the = discussion, and I think that area still exists at the site.

Ms. Adams:  I sat through a lot of those meetin= gs back then when all this was being discussed and just for the record, Watertown's tonnag= e has decreased over the past year and half too, for whatever reason, we haven't had that m= uch growth, well  a little bit of growth but our tonnage has decreased.  I guess I have a concern that we're going from 350 tons a day up to 1300 tons a day.  It just seems to me, and I'm not accusing you of anything, but it seems like you're looking to expand, and t= hen in a couple of years you go back to D.E.P. and say you know what, we were permitted up to 1300 in order to make, of course we all know the more sites= you have, the more efficient they are, less help, etc., then you would then be = able to petition for more towns, and then in turn more stuff on our roads, our infrastructure, what guarantee do we have that you're not going to be doing that, even though they're not in the plans now?

 

Mr. Egan:  Guarantee 1 is that the current per= mit that authorizes operation of that facility prescribes that waste comes in f= rom only these 12 towns.  And fran= kly that 1,300 tons per day number was arrived at by us applying a 25% multipli= er to the busiest day of the year, and if it would allay your concerns, on beh= alf of C.R.R.A., we are prepared to revise that number downward.  The 5 busiest days over the last 3= years are in the 700's, 2, 3, 4, 5 and then that one day 900, and if we bring the= ton per day down to the 900 or 1,000 tons per day, I believe that would provide= us with adequate buffer and perhaps allay your concerns.  It was based on simply looking out= into the future and planning for a very worst case day, and if that is going to cause concern or heartache to this Commission, I'm certainly prepared to go back and revisit that number.

 

Ms. Adams:  Cause it does seem very excessive. considering what you're operating at now, what your average is, at 460 goin= g up to 1,300, that's almost triple, that so that leaves me to wonder, you know what's the plan for the extra tonnage.

 

Mr. Pawlak:  I appreciate what you said in your = offer, however there is nothing in the future which would prevent you or preclude = you from revisiting this operation and approaching the D.E.P. to (a) either inc= rease the tonnage or (b) you said you're limited by permit to 12 towns, there's nothing to say in the future that you couldn't for whatever reason, economi= c or otherwise, petition to increase the towns serviced whether it's 13, 14, or 24.  We could tell you what yo= u want to do to try and allay our concerns, however pardon me for saying, it could= be disingenuous because it doesn't really mean anything because you've been operating in violation of your permit for 2 or 3 years already at 460.

 

Mr. Egan:  We certainly could petition the government to increase the number in the future. I will say this, the Connecticut D.E.P. is very sensitive to the opinions and concerns of municipalities which hosts solid waste facilities, transfer stations, waste energy facilities, landfills, and if the town has a concern and you communi= cate it to D.E.P. they will take that concern very seriously.

Mr. Primini:  My first 3 years on the Town Counci= l, being on the Public Buildings Committee, I watched garbage go up $7.00 a ton each year and I'd hate to think that I'm the only one that's taking this, what's in this for Watertown?  The citizens of Watertown are paying the same tonnage as everybody else, why aren't we getting a brea= k on this for having the facility in the town?

 

Mr. Pawlak:  Well there is some sort of a return= , if you will, for whatever we get from Waterbury.  You said it's . . . .

 

Mr. Egan:  About $30,000 a year, $.50 for each= town that comes in from Waterbury.

 

Mr. Pawlak:  That's just = Waterbury, right?

Mr. Mancini:  My question is why would we have to= pay 2 other people 20% a week, when there's only really (inaudible) that's not be= ing covered.  I mean I don't have a problem paying the 20% for the 10 hours when we don't have the temporary pe= rson there, but when you have a person there, why should we maintain another 20%= on top of that?

 

        &= nbsp;           &nbs= p;   Mr. Minnich:  The analysis that you have works fo= r the logic that you give if indeed the replacement, in this case Stanley Masayda= was doing what Mrs. Barton had done, and that is not the case as to what we are having this consultant do, and it’s not an employee, it's a consultan= t, and that is Mr. Masayda will attend our meetings, he will help us work thro= ugh the Plan of Development and he'll also work with developers and staff and t= he public regarding site plans and other matters that come before the Planning= and Zoning Commission.  To specifi= cally answer his question, there's a whole their workload specifically in the are= a of zoning enforcement.  We have s= hifted that to Moosa for this period of time and that from a workload standpoint i= s a significant change.  We've als= o have Moosa be the one in charge of the office in terms of making sure the work l= oad is done and making office decisions during this time period of the Summer, = so not only is it a supervisory type of function has shifted to Moosa from Mar= y's position, the workload is also shifted to Moosa.

 

Ms. Adams:  Is that a temporary department head= ?

 

        &= nbsp;           &nbs= p;   Mr. Minnich:  Yes, he's the Assistant, he has bee= n the Assistant Zoning Enforcement Officer, he's now f= illing in, just as Frank is now filling in for the Town Manager, that very same concept on a temporary basis.

 

Mr. Mancini:  What concerns me is that the budget= was already passed and is in place, and it sounds like we're trying to get an additional person into that office, you're trying to get an additional body= in there, an additional salary in there.

   = ;            &n= bsp;        Mr. Pawlak:  I think the comparisons are not ent= irely valid because in the case of your situation, you are going to get in effect= 3/4 of a person who will be picking up some of the workload that Mary was doing= and perhaps something that Moosa might have been doing, you might offload to hi= m, I don't know what your plans are.  In the case of the Town Clerk, there is no other person in there and in the ca= se of Mr. Nardelli, there is no other person there, he is just shouldering the burden alone, we didn't pick up 75% of another person to help him out or to help the Town Clerk's office out, we just said we're going to try and do it= the way we're doing it now, with the existing manpower, and in consideration of= the extra work that they're doing, we're going to boost their compensation for hopefully a short period of time, so therein is the difference, I believe.    = ;            &n= bsp;        Mr. Minnich:  Well that was part of my wanting to= speak earlier tonight.  We have purp= osely not gone out and noticed the application for the Zoning Enforcement Officer= for two reasons:  (1) is that the = job description needs to be taken a look at.  = We have an brought it before you and wanted this ev= ening to talk to you about that.  (2= ) the salary needed to be reviewed.  We have taken a look at the salary= at the area communities, we've also taken a  look at what you recently r= evised in your pay grade for level 3 and those match up pretty well, and we also independently looked at it and said it should be somewhere between $65,000 = and $75,000 and that's pretty much where you are, $64,000 and $78,000 is where = you are.  The challenge that you'll have, is having said all of that, is that you're comparable on your salary table and your level to where it is in other communities that are comparabl= e, that's not where you are in the budget, you're at $53,000 in Planning and Z= oning in the budget and yet this is a much higher rate.

 

   = ;            &n= bsp;        Mr. Pawlak:  $53,000 plus the deferred comp= .

 

   = ;            &n= bsp;        Mr. Nardelli;  $6,500 also in Conservation that Mary was also getting paid out of.  Her salary was split, so it's about $60,000 plus the 10% deferred comp.

 

   = ;            &n= bsp;        Mr. Minnich:  Well I'll wait for Public Part= icipation, that was part of our wanting to talk to you, and that's why the Chairman and Vice Chairman of Inland Wetlands is here, but we= 'll wait until Public Participation to talk about that.

   = ;            &n= bsp;        Mr. Minnich:  I have to choose my words care= fully; the vote was 6 to 1.  What we = had originally decided unanimously at a meeting on the 28th of June which was k= ind of not a vote, just a discussion, but we did formalize it at our next meeti= ng on July 5th, and what we formalized was the process that we would go out and look to interviewing or to get this intern and what our decision was is tha= t we would put an add in the 3 state large newspapers as well as one of the local Connecticut trade journals to see who would be interested in this position = as you heard me earlier define how we changed it in terms of time commitment anyway from what Mary was currently doing.=   We also went to the Town Manager and had discussions with him (inaud= ible) in regards to the amount of dollars, hourly rate, we talked on the phone and came up to $25 for an hourly rate, and if you equate that it comes to about $45,000 annualized if that's how you want to look at it so it's not anything where we're exceeding what the current person was getting paid.  And then at the meeting we just ha= d, the Commission members voted to make that appointment right away, which was on = the 12th.  On the 12th we had gott= en 10 individuals who had made application, several of them locally, not in our t= own, but within our surrounding community, the Waterbury area, and we had those resumes before us and the Commission voted to not do= the interview process and to engage Mr. Masayda and have him start right away.<= /p>

 

   = ;            &n= bsp;        Mr. Rinaldi:  I was at that  meeting.  I had the pleasure of hearing the comments.  I just want to give= my input.  I know you argued strenuously (inaudible) which I happen to agree with, I think that's the way things ought to be done, but I guess that the Commission felt because of the pressing need . . . .

        &= nbsp;           &= nbsp;   On March 13th the Chair of the Board and the Chair of the Town Council, at that point Meredith Robson the Town Manager and I met with the agenda of going forward with continued conversations about doing things more efficiently, m= ore effectively, and doing things with better communication.  We chose 3 areas of focus, they we= re:

        &= nbsp;           &nbs= p;   We're here this evening to share preliminary reports.  This is a checkpoint.  It is by no way the ending of the conversation or the work that will result from joint services.  The Chair of each subcommittee was appointed, the cooperation I thought was enormous, the willingness to sit d= own with each other was respectful and I do also need to share with you what's = not down on paper, is the respect that the Board and the Town employees have wi= th each other.  They know each ot= her, they like each other, I think you'll be pleasantly surprised on how much th= ey already do together.  Todd LoF= rese Chaired 2 of the 3 committees, and the Acting Town Manager at that point was another title, a couple of titles, serviced the 3rd committee with finance,= and both Frank and Todd are here this evening to share their findings.  I'll have a couple of wrap up comm= ents and then certainly be prepared hopefully to answer your questions. We'll st= art with Todd LoFrese.

 

Mr. LoFrese:  Good evening.  I'll start with technology.  We met 2 times on May 4th and June 9th.  We discussed 4 main poin= ts:

 

1.&n= bsp;            = ;     What we currently do together

2.&n= bsp;            = ;     What our current department staffing levels were

3.&n= bsp;            = ;     How services could be improved

4.&n= bsp;            = ;     What items need further escalation

 

First we’ll start, I believe everyone has a hand= out which has these items listed.  There's a list of currently shared items between both the Board of Education and the Town such as Board of Education connection to the Town mainframe, purchasing and payroll systems are maintained by the Town.  We (inaudible) informal sharing of information on an on-going basis amongst all parties, and the Town and the Board of Education share the new Technology Center at Watertown High School.  Board of Ed facilitie= s are also available for any special training or other needs that the Town may ha= ve.

 

Our staffing levels, the Board of Education has 2 full time network coordinators who are responsible for maintaining over 20 network servers and closing in = on 1,500 PC's and Macintosh computers throughout the district.  The Town has a full time data proc= essing coordinator, and an Assistant date processing Coordinator who works part ti= me, and there is a detective at the Police Department who has the added duties = of technology for the Police Department.

 

        &= nbsp;           &nbs= p;   Mr. Pawlak:  What did you say about the Police Department?

 

        &= nbsp;           &nbs= p;   Mr. LoFrese:  There is a detective who has the a= dded duties of technology.

 

        &= nbsp;           &nbs= p;   Mr. Pawlak:  Okay, so that’s in addition t= o his normal police work.

        &= nbsp;           &nbs= p;   Mr. Pawlak:  Does he do also= , is he information officer up there or something?

 

        &= nbsp;           &nbs= p;   Chief Carroll:  No.  I think (inaudible) lieutenant that's in charge of technology.

 

        &= nbsp;           &nbs= p;   Mr. Pawlak:  So it's not Steve Cammick?

 

        &= nbsp;           &nbs= p;   Mr. Nardelli:  He was just filling in because the= other officer was out injured.

 

        &= nbsp;           &nbs= p;   Mr. LoFrese:  Some of the outcomes of what we investigated, the Police Department's network has specific requirements with security with FBI fingerprint checks and the like and therefore needs to be maintained separately.  It's currently being maintained by a third party vendor and that handles their d= ay to day needs as well and what they believe is an extremely competitor cost = that can't be touched.  Pricing lev= els on computers, the Board of Education gets educational discounts, one example of this would be Microsoft Office, it costs the Board of Education in the neighborhood of $55 to $60 for that software per computers where the Town w= ould be paying upwards of $300 for that software package, so there are some pric= ing level discounts that are different because of educational discounts, howeve= r an informal arrangement was made that we would contact each other when purchas= es were going to be made to try to see if there were any piggybacks that could occur for additional volume discounts.&nbs= p; We discussed the idea of shared storage space and we agreed this cou= ld be explored in the future as far as backing up data, across the networks, it may be more feasible if the Board of Education and the Town department was = in the name physical location.  I= nternet service is provided free to the Board of Education through the State and th= is is not allowed to be used by the Town, it's strictly for educational uses.<= span style=3D'mso-spacerun:yes'>  And then lastly the Board of Educa= tion mission as far as technology is slightly different, there's the added function of supporting teachers, students and also moving students from non-computer us= e to certain levels that are required by the State with the new technology liter= acy framework and by a certain grade level students have to meet certain comput= er requirements.  Any questions on technology that I could answer before moving onto operations?<= /span>

 

        &= nbsp;           &nbs= p;   Mr. Primini:  You mentioned about the Board of Education being able to buy Microsoft at a cheaper rate, (inaudible) provid= ing that to the Town?

 

        &= nbsp;           &nbs= p;   Mr. LoFrese:  No, the Town is not eligible to re= ceive those educational discounts.  = Any other questions regarding this?

        &= nbsp;           &nbs= p;   I'm passing around one sheet that was missing from the packet which is the inventory of park equipment.  = We met on April 26th and then we had 3 or 4 informal meetings or discussions.  Again we discussed the same 4 ques= tions, what we currently do together, what are current staffing levels were, could services be improved and what items need to be further explored.  You have several pages in your pac= ket that are dedicated to what current equipment lists are. There's a detailed = list of services that the Town Public Works, Highway Department provides to the Board of Education.  I'm a lit= tle bit embarrassed to say that the reciprocal is not true.  The Board of Education definitely = reaps the benefits of Town Departments helping us out, and one example of that is actually going to be occurring in the next few weeks, meeting one of the NE= ASC requirements with doing some pothole repair at the High School, the Highway= Department will be coming in and helping spread some asphalt and doing some patchwork = at the high school, above and beyond what the maintenance staff would be able = to do.

 

        &= nbsp;           &nbs= p;   Mr. Pawlak:  That's a NEASC requirement?

 

        &= nbsp;           &nbs= p;   Mr. LoFrese:  There's a NEASC requirement for sa= fety issues at the High School with the potholes, and as you guys are familiar, driving around the back where the Tech Center is, there are areas where you can get lost.

 

        &= nbsp;           &nbs= p;   The Board of Education has 4 maintenance employees plus a currier.  I believe the Park Department has 3 employees plus some summer help and the highway Department has 22 employees.  All of these numbe= rs are down from increased staffing levels several years ago.  The Highway Department for example= at one time had 33 employees.  Ov= er the past couple of years the Board of Education has lost 2 maintenance employee= s. There is a widespread belief that services are not where they should be bec= ause of these staffing cuts, but at the same time there is belief that if there = was some restructuring and combined departments, that services could improve. T= his of course would require a prime investment.

 

        &= nbsp;           &nbs= p;   Mr. Walton:  For what and where?

 

        &= nbsp;           &nbs= p;   Mr. LoFrese:  One example would be snow removal vehicles.  The Board of Educat= ion's snow removal vehicles are pickup trucks with 8 foot plows.  The Town obviously has very large snowplows that can come through and do the High School and the other school lots very quickly, however the current vehicles are out maintaining roads so there would be the need to purchase an additional vehicle which would be a = significant investment.  There's also some= labor and departmental restructuring changes that we believe would involve an attorney.  For example there a= re different bargaining unit, although some of the job descriptions are similar, the pay scales are different between the two bargaining units, so that would need t= o be explored.  Any questions in regards to this area?

        &= nbsp;           &nbs= p;   Mr. Primini:  What would the problem be with barg= aining units?  In= other words, the Highway Department employee plowing the Board of Ed parking lots= .  I know this came up before, it was done one time and (inaudible).  I agree with the analogy these trucks move a lot quicker/faster, but= my concern is bargaining unit contracts.

 

        &= nbsp;           &nbs= p;   Mr. LoFrese:  There's specific (inaudible) in the facility or maintenance union contract that makes reference to others doing that work and that's prohibited in the contract so that would be something = that would need to be negotiated.

 

        &= nbsp;           &nbs= p;   Mr. Pawlak:  That's part of your item last, labo= r and departmental restructuring?

 

        &= nbsp;           &nbs= p;   Mr. LoFrese:  Correct.  Thank you.

 

Mr. Nardelli:  Under the finance portion, you have= in your packet there, our agenda plus there's a shared services that we're currently doing, that was first on our agenda, I think it's important to st= ress that, the Board and the Town currently use the same General Fund checking account and all transactions for payroll, revenues, expenditures all flow t= hrough the same account.  Our fixed a= ssets are maintained together, so if the Board of Ed were to purchase a truck, the Town records that in our Fixed Assets Ledger and we depreciate that and when the auditors come in it's all in one place.  We have the same pension fund for t= he Board and Town, with the Prudential Plan, although different unions have different types of benefits, it's all maintained by Prudential.  And things like medical insurance,= life insurance, disability insurance, liability insurance, worker's com[p, all that is done together with the Board so we = are able to get much better rates if we go out as a group.  One of the items we also discussed= was the purchasing orders.  We fel= t we could help the Board of Ed implement the way the Town does purchasing order= s, with purchase requisitions and we're right on line with the computer and we= put some estimated time that we thought it would take to install that to help t= he Board of Ed out in that area.  We also discussed the lack of record storage space for both the Town and the Board.

 

        &= nbsp;           &= nbsp;   Mr. Pawlak:  With respect to the estimate time = to let's say pull B.O.E. into the purchase order system, are you talking about in0-hiuse people to do that, or are you talking about  . . . . .

 

        &= nbsp;           &nbs= p;   Mr. Nardelli:  Yea, we're talking about using our = data processing coordinator with the Board of Ed's people in-house to do that, that would take about 3 weeks, that would be all= in schools and they would be on-line with purchase requisitions.  We talked about the lack of record storage space.  We talked abou= t how the Town currently uses an imaging system for our account records that the Board of Ed would like to implement which comes right off our computers, certain reports, and they would like that also.  We talked about the budget format = to try to get the Board's budget on the same type of budget format with the Town, = but with the ED01 requirements, etc., they're not able to do that the way we currently set it up because they have certain reporting to the State that a= re different than the budget (inaudible).

        &= nbsp;           &nbs= p;   Mr. Nardelli:  ED01 is the form that the Board of Education fills out that goes to the State, and the State uses that based on the . . . . educational costs.

 

        &= nbsp;           &nbs= p;   Mr. Pawlak:  Federal or State or both?

 

        &= nbsp;           &nbs= p;   Mr. Nardelli:  State, that's the educational cost sharing that (inaudible).  And= we talked about having more of these shared information meetings cause we thought they were very good.  We talked about payroll, but we bo= th feel that we're doing payroll pretty well with the systems we now have in place.  I don't know if you ha= ve any questions?

 

        &= nbsp;           &nbs= p;   Mr. Pawlak:  Is the payroll system similar to or identical?

 

        &= nbsp;           &nbs= p;   Mr. Nardelli:  We're both using the same software,= yes, so I'd say we're very similar.

        &= nbsp;           &nbs= p;   Dr. Erardi:  Just a couple of closing comments.<= span style=3D'mso-spacerun:yes'>  One is that I'll look forward to h= aving the conversation with the new Town Manager when the appointment is made to share where we've been and I think where we're going.  There are a couple of places where= we did not do work to investigate, I think we really need to.  Between the schools and the Town I= think we employ over 600 people.  I = think the conversation is overdue about a shared human resources department, and that's a conversation that I look forward to happen.  I'd like to continue the conversat= ions that we have in place, there are some real nice tings that will take place = with professional development.  The= re is a new beginning or continued beginning of work that we can do together.  I think the direction that we will= need in the future is when the dominoes begin to fall over, when Heminway Park officially closes in 2 school years and that becomes available, how we're moving, if we're moving and are we moving together.  I think that's a direction that we= 're looking forward to receiving from the Town Council and the Board of Educati= on.  The Board of Education will hear a= very similar presentation Monday evening.  I'd like to once again invite all the Council  members to attend, if you l= ike, it's at 7:30 at the High School Library and this evening Todd Griffin, Tom Lambert and Chris Lafferty  to= ok time out of their evening to be here tonight to be a part of this conversat= ion, they tried, but they were here for awhile but I guess many of them had to l= eave.

        &= nbsp;           &nbs= p;   Again the findings that we bring to you this evening is the beginning, we look at= it this way, not the ending.  We'= ll continue to work together, I think it's a great collaboration, and I'd like= to end where we started, that the respect between the subcommittee Chairs, the= Board and the Town employees allowed this to happen.  For some there was some repetition= . I think they've bee there and done this in the past, but it was done again respectfully, it was done with how can our day be more efficient, and I thi= nk that the continued conversations with additional direction from the Town Council and the Board of Ed, and lastly thanks to Frank Nardelli who wore t= oo many hats throughout all of this and still found time (Tape #2, Side B ende= d - may have missed some).

 

        &= nbsp;           &nbs= p;   Mr. Pawlak:  I think you're right it's a good beginning and I do want to make sure that we continue t= his, it's not something that we can allow to just languish, because of inattention.  I know we looked= at some of these things before, probably before my time, but I thin it's too important not to pursue and your comment with respect to the human resources manager, we have over 500 people in Town and we have 1 professional who tak= es care of those kinds of responsibilities, we should have one, I endorse that, and with respect to the new Town Manager, when that appointment is made, an= d I hope that will be sometime in early Fall, then we can include that person v= ery heavily in these discussions and committees.

 

        &= nbsp;           &nbs= p;   Mr. Primini:  I totally agree with a human resource . . . . I worked with a Town in the past, Windsor Locks, about a similar sized town, they do have a Human Resource person who oversees both = the Board Ed and the Town and I know you would say it's a little difficult sometimes when you start (inaudible) contracts.  With that in mind, if you start ge= tting a lot of these contracts more in line.&nbs= p; (Inaudible) teacher's contract negotiations, one of the questions I = had, I was shocked a few years ago at how many different insurance plans we had between the Town and the Board of Ed, there were 17 different plans, and th= at was something, I my experience working in the insurance field, that's somet= hing that should be standardized which would make it easier to bid services out = like that, right now we're limited to bid those services out, but I know it has = been done in towns around the state ad that's one town that I know is a similar = size to us.

 

        &= nbsp;   G.        Consider the Use of the State Grant Funding for either the Purchase of Open Space for the Development of Athletic Fields or Utilize the Funds for the Upgrade of = Existing Recreational Athletic Facilities

 

        &= nbsp;           &nbs= p;   Mr. Rinaldi:  Some of the conversations I've had = there seems to be a misconception about what properties and = fields we're talking about.  All of t= he existing fields at the High School, they're still up and running like befor= e, this is not part of this project, all we're talking about is that piece of = land that goes down to Main Street, along Charles Street and I think that needs = to be clear that that's what we're discussing.  Even some of the comments I read i= n here about giving up control of the fields, it seems to me we're talking about oranges and apples, we're not talking about the same thing.

        &= nbsp;           &nbs= p;   My second concern is we want to make these fields available to everyone in Tow= n, as we discussed here, the first right of refusal to the Board of Ed.  We always said give us your schedu= les, we'll schedule you first.  Jus= t like we do with Deland Field, I mean you guys get first whack with your baseball, and I believe it's used for soccer games, and the same thing at Veteran's P= ark, and we'll do the same thing here, it will go to you first, but it will also= go to the Town's Little League and whatever other people need it too and the s= cheduling will be done by Lisa Carew.  T= here was only one incident that I heard through the grapevine several years ago.=

 

        &= nbsp;           &nbs= p;   Ms. Adams:  That was at Veteran's not Deland.<= /p>

 

        &= nbsp;           &nbs= p;   Mr. Rinaldi:  I don't want to talk about it, but I don’t think there's going t be any problems.  I 'think we're all moving in the s= ame direction on the Council so I don't foresee any problems.  Again, putting artificial turf in = John Mills Complex, I don't see what that's going to solve in this sense.  Artificial turf would be nice, but= I don't know how much use the Town people are going to get out of the John Mi= lls Complex, and I think that's what we're shooing for.  The outcry that I've heard from ev= ery public hearing we've had, is we need more fields= .  They don't want to fix what we hav= e; they want more fields for the kids to play on, more fields available, etc.<= span style=3D'mso-spacerun:yes'>  I want to leave you with this thou= ght, when we put lights on the John Mills Complex there was a lot of concern from people in the neighborhoods all the way up, that they didn't want those lig= hts on every night, they didn't want games there every night, because of the no= ise, and at that time, it was years ago, but it was more or less promised them, = they made a covenant with the neighbors that they'd keep it down to a minimal, a= nd they agreed.  Now if we start = to use John Mills Complex a lot more, with artificial turf, I think we'll have an uprising with the people who said we promised that we would use it on a lim= ited basis with the lights.  I'm just, these are the considerations that I have.  These are the best of intentions, I don’t think there was any underhanded stuff, I think we're all going in the same direction.

 

        &= nbsp;           &nbs= p;   Mr. Erardi:  I wasn't prepared to talk on this subject, but I'd like to comment.  #1 I agree wholeheartedly that I thin every Council member and Board= of Education member are all trying to create additional fields for kids.  That's the hard work and that's al= ready done.  I think that this conti= nued conversation between the Council and the Board of education (inaudible) the details, who will maintain it, who will have oversight, that = will all be worked out.  The Board = of Education is planning on Monday evening to have a similar conversation about the potential opportunity for additional fields t th= e High school.  On Monday evening the administration is prepared to make a recommendation to the Board of Educati= on to begin the work, a pre-architectural study, pre-engineering study on the = Watertown High Schoo= l, on Judson School and on Polk School, that's part of our operati= onal budget.

        &= nbsp;           &nbs= p;   The architectural planners, if you go forward on July 24th, next Monday, to move immediately to the proposed site for a cost analysis, because I think right= now that we've been so open ended with the question, getting to the answer has = been difficult, what will $600,000 buy us, when you're talking about baseball fields, (inaudible) fields, football fields, soccer fields, fencing, gradin= g, bleachers, access, egress, and w don't have that yet, so the Board of Educa= tion is looking at this very seriously, they're looking for (inaudible) Town Cou= ncil o this and I know that both the Town and the Board will never lose sight of= the fact that it's a tremendous opportunity as a gift giving and we'll get it d= one.

 

        &= nbsp;    = ;           Mr. Rinaldi:  We already own t= he land, worst case scenario, if we can get one more field in there, that's one more field, we can always go for another field at some point down the road,= but I think it's the right place.  We're not going out into some field in Town where we're disturbing neighbors, thi= s is part of what's already existing there, it's (ina= udible) and I think it's the right thing to do.

 

        &= nbsp;    = ;           Mr. Primini:  When I first got= on the Town Council and people came here about open space and more fields, I a= dmit I was shocked that there was so many different configurations for ball fields, softball, little league, whatever.  When I grew up in the north end by Fulton Park, there was one ball field, another one for little kids, but I've been hearing all these different configurations, and we have to be realisti= c, I don't think we could meet everybody's needs, but when we found we were elig= ible for a $500,000 grant about 4 years ago, the reason why the John Mills Compl= ex came up is because . . . .the STEAP Grant was $500,000 we got back then, the reason why John Mills went to the front burner, Charlie was here, he rememb= ers that, the paperwork was done for most of that, we didn't have any other projects (inaudible) that was that far ahead, and that's why the John Mills Complex was picked originally.  We were under the deadline to make the grant, to get the $500,000 grant.  It was turned over to the Public Building Committee.  The fact = of putting in artificial turf, I believe that was double the price, so when th= is went to referendum for just this field, about $850,000 this passed by only about 110 votes, and now people are telling us they want to rip up that fie= ld and put artificial turf, I just can't see it.  As far as what I've been hearing a= bout the life of artificial turf, I believe it's 7 to 10 years, so the differenc= e as far as maintenance between the $28,000 and $50,000 we have to take that into consideration, if we have to replace this artificial turf every 7 to 10 years.  So that's a little bit= of history of how that came about, and it only passed by 110 votes and I don’t think it would have passed if it was double the price that was = put up at referendum, and I make mention of that because that project as it is, that's what was ffoted on 4 years ago.

 

        &= nbsp;    = ;           Mr. Kane:  I agree with Ray in= the fact that I think it would be a shame for us to tear up the Mills Complex t= he way we've got it to the point now, and to take it out and change the whole direction and put artificial turf at this point, I agree with Paul that we should look at the property that is part of the Mills Complex and develop t= hat into at least 1 field, if not 2 and this way it's on our complex and it's a piece of property that we can potentially (inaudible).

        &= nbsp;    = ;           Dr. Erardi:  No, on Monday eve= ning we're going to be making a recommendation to the Board of Education to comm= ence with their pre-architectural engineering study for the High School, Judson School, and Polk = School, the building needs.  If the Board of Education endorses= and supports our recommendation, the company that we are endorsing is willing to start that study with an outdoor space study on the fields that we're talki= ng about, and be able to come back to us with I think accurate information on = 1 or 2 fields, and the costs.

 

        &= nbsp;    = ;           Ms. Adams:  Here's a concern I= have, we're sitting here a year later bout the awarding of the grant.  Sean came to us 2 months ago, remi= nding us we ah vet his money that we really need to do something (inaudible) but every month or whatever we delay is close to the State saying hey guys you = didn't use it, we're taking it back, which has happened with Turkey Brook.  They've done it before to us.  So now it's a year after the award= ing, if we wait for this and that study, I mean what are we looking at for a time frame here, how much closer are we getting to the end where they say we did= n't use it in a timely manner and somebody else is ready to go.

 

        &= nbsp;    = ;           Dr. Erardi:  I can answer that= on the Board's side cause we asked the question to = the architect that would be making this study and they assured us that they cou= ld get started that within a 2 week timeframe they could have information back= to us.

Roming Associates and they indicated that they loo9ked at the fie= ld and estimated that it would not be able to be done for the $600,000 that we have available for this.  They= also looked at the additional fields which I think are sort of west of the curre= nt football field and indicated that they felt that there was plenty of room f= or 2 new fields, and $600,000 would be more than adequate to construct these fie= lds including access up to the school.

        &= nbsp;    = ;           Mr. Pawlak:  I stand corrected= .  I see it does say east of the scho= ol entrance.  It goes on to say t= oo that with respect to the potential 2 additional fields, building these 2 fi= elds would not only give you 2 additional fields but you would not lose the use = of the upper east field, which is the one near the driveway.  And then on the same subject, we h= ave an estimate that's fairly detailed from Roy Cavanaugh regarding the same prope= rty and I believe the figures here indicate that they would cost about $600,000= for one field, if I read this correctly.  The first soccer field is $495,000 and then there's mobilization and demobilization, etc. Of $105,000, so that comes out to an even $600,000 and that's only for one field. I took the time to walk this facility today and = there are some fairly good slopes there but there are some relatively level areas= and it would seem that there is plenty of land there.  I don't know, I looked at the prin= t that Frank Nardelli gave me and I thought I was looking at the footage, so it's = going to be interesting, we have 2 obviously divergent ideas, Joe has somebody co= ming in that's going to come up with another idea or plan, and it would be good = to see where we end up, when we have our 3 estimates, and hopefully we can get this thing off the ground.

 

        &= nbsp;    = ;           Mr. Rinaldi:  I remember some = time ago we discussed some of the various possibility= for use of the $600,000.  Roy you had a con= ceptual drawing of that area, do you still have that?  No?  Paper shredder?

That did involve one field.  There is a lot of land down there,= but as Joe indicated, it was very hot walking and I commend him for his efforts= .  But there is quite a bit of land t= here, it's just topographically challenged but there is plenty of room for fields, the question is whether or not you can get 2 fields built for $600,000.  (Inaudible) 30= to 40 foot topographic foot difference between the orientation and where the prop= erty lines are.  It's a beau= tiful piece of land, it could be a spectacular field at least one field and the T= own already owns it.

 = ;            &n= bsp;          Mr. Petrucelli:  Thank you for giving us time this evening to discuss our product, field turf, for use as = we see best fit in the football stadium.  We've got some samples to pass around, pictures of some other facili= ties that have been done and some other information.  I certainly understand everyone's concern with having spent the money to do the football stadium 2 or 3 years= ago that was done, but our first question that I'll ask is how many games have = you played in those 3 years in the football stadium?  I've been told 1.  That doesn't seem like you got the= best bang for your buck, in 3 years worth of time you've had 1 event in a stadiu= m.

        &= nbsp;           &nbs= p;   I'm not saying you made a bad investment, you played the cards you were dealt a= nd now you've got a new hand that you can play.  We've provided per the request of = (inaudible) and the Youth Football, we provided a rough budget price to install turf on= the game field in the stadium, just in the rectangular area of the fields, not including the two D zones behind either end zone, and that price off the to= p of my head was somewhere around $570,000.&nbs= p; From our perspective by going turf, you now have a field that plays 24/7, you don't have to worry about rainouts, about moving practices and ga= mes, resodding, reseeding, watering the field when we go through a mini heat wav= e, you've solved all those problems.  I think someone mentioned earlier,= 1 artificial turf field has to take the place of 3 grass fields and it's usage.  So I can certainly see where everyone has some hesitation about moving forward w= ith something in the stadium, but given where you're at with what you've done in the stadium to date and what you can do in the stadium in the future, from = my perspective I think that gives you the most bang for your dollar, it gives = you the opportunity, it becomes a source of pride for the Town and now gives you the ability to host regional games, district games, playoffs, and becomes a moneymaker, versus a grass field that you're not going to be able to have a= ny playoff games or any other events there that could create an additional rev= enue stream.

 

        &= nbsp;    = ;           Ms. Adams:  What is that stuff= in the bottom there, is that artificial dirt too?

 

        &= nbsp;    = ;           Mr. Petrucelli:  It's a blend = of silica sand and ground up tires.

 

        &= nbsp;    = ;           Ms. Adams:  Now how do you mai= ntain this field?  You get dirt blow= ing, leaves blowing . . . .

 

        &= nbsp;    = ;           Mr. Petrucelli:  Pretty much t= he same way you take care of a grass field.&n= bsp; With every field that we sell we give you a groover that you pull wi= th your piece of equipment, a golf cart, a gator, you pull it around the field= once a month during your high usage times, and that remixes, redistributes all of the sand and rubber infill that is in the turf and as far as leaves and stu= ff that get on the field, there's separate attachments that we recommend, you = don't have to buy it but we certainly could recommend it and you can get it at Ho= me Depot as a grass catcher, a leaf catcher and again you attach that to your piece of equipment, drive it around the field as often as you wanted to pic= k up leaves, (inaudible), confetti, sunflower seeds, all the nuisance stuff, it = will pick that up.

 

        &= nbsp;    = ;           Ms. Adams:  But it doesn't pic= k up the artificial dirt?

 

        &= nbsp;    = ;           Mr. Petrucelli:  No, not enoug= h to make a difference over the product and to answer your question earlier, the life expectancy of the product is 10 to 12 years, and the replacement costs= is roughly 2/3 of the initial cots, because once the excavation and the stone = base and the drainage are all put in, those are good for 100 years for lack of an argument.  The stone is not go= ing to break down and deteriorate over time, the only t= hing that's going to change is the turf.

        &= nbsp;    = ;           Mr. Petrucelli:  It would pay = for the field, but the maintenance of the field is one guy on a tractor or a go= lf cart, for 2 hours once a month.

        &= nbsp;    = ;           Mr. Rinaldi:  I think we're mi= ssing the big picture here.  I'm not questioning the quality of your product but I am questioning the issue.  The issue is for years it's been a= well known factor we need more fields.  We need more fields that can be use= d by more people, meaning we have soccer leagues in this town, we have a new lacrosse league, we have girls soccer league, we have a tons of stuff going= on and it's a beautiful piece of property, I love to drive by that thing, but I don't think we're going to be able to let Pop Warner in here or the local y= outh soccer leagues, it's not going to help us, we need fields, not to improve w= hat we have, but we need fields.

 

        &= nbsp;    = ;           Mr. Petrucelli:  Well that may= be true, when you get those fields now all you're doing is continuing to add maintenance costs to those.  Y= ou're adding more money into the budget to maintain those fields.  With the turf fields, you're not a= dding any more money into your budget, but it can take the abuse and the pounding= of 3 fields.  It may become a lit= tle bit of a scheduling headache trying to accommodate as many people s you can= on that field, but I think once you iron that out I think you can get everybod= y on that field that needs to be there, whether it be all day Saturday and Sunda= y.  I think that any school that has an artificial turf field, if you were to call them and ask their athletic dire= ctor what scheduling is like on the field, I would be willing to bet that he'll = say from 7:00 a.m. on Saturday until 10:00 Saturday night the field is used and= the same thing on Sunday, and they use it from 3:00 to 10:00 p.m. Monday through Friday.

        &= nbsp;    = ;           Mr. Petrucelli:  Abut they now in the lat few years, if memory serves me cor= rectly from seeing the lights that are in the stadium were manufacturing by Musco = and they have got a tremendous amount of spill coverage that they put hoods on = the lights.  It doesn't affect the playing surface but it affects what flows out and they've minimized what sp= ills out the sides that typically a lot of residents complain about.

 

        &= nbsp;    = ;           Ms. Adams:  But it's a circle, you're going to have the glare, there's no way you're going to get around it.  (Inaudible) it's just the brightness of the lights.

 

        &= nbsp;    = ;           Mr. Petrucelli:  But typically= what affects the neighbors is the spill from the pole, not what you see on the ground, it's the spill that comes off of the light.

        &= nbsp;    = ;           Mr. Petrucelli:  Typically wha= t we do when we come in to a field is we would come in, you obviously have a new track surface, so we would bridge over the track, minimize any damage to the surface and then we come in and excavate about 6 to 8 inches of topsoil, th= en we put and then the dirt that's there, we compact the sub base and we put a 1/2% slope on the sub base, we put anywhere from a 6 to a 12 inch perimeter flexor pipe all the way around the field, and the size of the pipe depends = on what the outfall is and what the local restrictions and regulations are.  And once that's done we put a semi permeable geotextile down over the entire field, down into the drainage dit= ch and up through the other side, we then put in 2 layers of stone, the first layer being an open graded stone and the second layer being a porous choke = stone so that we can get a smooth surface, and then we install the turf over the stone.

 

        &= nbsp;    = ;           Mr. Walton:  You use a (inaudi= ble)?

 

        &= nbsp;           &nbs= p;   Mr. Petrucelli:  Just the virgin ground, whatever is there, we compact that 95% and the geotextiles we put down, helps to bridge= so that the stone doesn't compact into the dirt over time, and when we drain it what we're trying to do is create an envelope so that when it rains it goes through, it vertically drains through the tuft, through the stone, goes dow= n to the geotextile, some of the water permeates through the geotextile and what= 's left runs off to the side, gets collected in the collector pipe and then disposed of into the system and the field generally will drain in excess of= 40 inches an hour.

 

        &= nbsp;           &nbs= p;   Mr. Walton:  So the (inaudible) does not affect= .

 

 = ;            &n= bsp;          Mr. Petrucelli:  Does not affe= ct at all, and we've installed fields from Maine to Alaska, from Canada= to Florida, so we've been in pretty much every climate that's available.  We're doing one in Wolcott.

        &= nbsp;    = ;           Mr. Martino:  I'm very concern= ed about this Town and the kids and what's going on athletically,  I love the kids, I'm all fo= r the kids, and it's not about the turf, it's about what we can do for the $600,0= 00 and really take care of our kids who we are constantly losing to these Wate= rbury (Tape #3, Side A ended - may have missed some).  We'll be one of the only teams in = the NVL without turf but not just concentrating on high school, the kids (inaud= ible) from Kindergarten right about and that's what I'm concerned about.  I want to address the lights.  We won't be using those lights Mon= day through Thursday, if we have to put it in writing, we will.  Those lights will be turned on on Friday, Saturday and Sunday.

        &= nbsp;           &nbs= p;   Mr. Martino:  We as in the Town of Watertown, everybody in this room and a= nyone else who wants to be part of that.  We is whoever makes the decisions here.

 = ;            &n= bsp;          Mr. Martino:  No, I represent Watertown, but the lights, I don't want anybody to focus on the light situation, cause I was there many years ago when that was passed and Butter= ly got up and I was at that meeting too and heard the residents, and there was some concern, and I don't know what's happened since then, but we don't put= the lights on Monday through Thursday and hopefully that will put that issue to bed.  Just to point out a fact, we've got this beautiful high school football field, ca= use that's all it is right now.  I= t's a swamp.  I walked on it today.<= span style=3D'mso-spacerun:yes'>  It's a swamp.  I lost a sneaker in it the other d= ay walking on it.  If we played a= game on it, it's not going to look like it looks today guys.  We have 5 high school home games t= his year; that field is going to be beat up and it's not going to be a s pretty as it looks right now.  That's 5 games.  Wow!  Look what the effort and the focal= point and the piece of property that thing has taken up for 5 games.  We have an opportunity to have our soccer team play on that field, to have field hockey, lacrosse, it's a scheduling nightmare but it should be a great thing for this town, and everybody can use it.  And wit= h Mr. Erardi on board here, you know that once the high school uses it for their event, he's going to make sure that WAYS and Pop Warner is on that field.  He was kind enough to allow Pop Wa= rner to play 4 home games this year on that field and we are scheduled for it, b= ut do you know that as a member of Watertown and the concern for our football team, if we wake up Sunday morning and it's raining out, we have to cancel = all 4 games and not play that game, or try to go to the away team and go play on their field for it, so although it's a comfort that we get to play on our h= igh school field, if we wakes up and it's raining on Sunday morning, Lord knows= how much it rains now, there's no comfort level there.  We get this (inaudible).  We can use that field from the tim= e the school (inaudible) until it's dark, and on the weekend we can turn on the lights.  Every sport, except m= aybe not softball, but we'll get them on that field.

        &= nbsp;           &nbs= p;   Roger Ouellette was here and he talked about gym, he can't even take his gym clas= ses out on the field right now.  I= f we had artificial turf, he could take every class out there all day long during school.  I know that's more Bo= ard of Ed stuff, but tit's our kids.  How are we going to keep our kids home, going to Watertown High School and not = lose all our best athletes because Municipal Stadium is going to have artificial turf in a year, Seymour is going to have it, Naugatuck has to get it because their field is a wreck, they had to cancel games last year, so they're goin= g to get it as soon as they find the money or the State gives them some money li= ke they did for us, Holy Cross plays there and we're just going to keep losing= our athletes.  I'm talking about s= occer too.  We want to keep them her= e.  We'll be so proud of that field, w= e'll have one of the nicest fields around with the end zone painted orange and y= ou'll just have pride pouring out of you, and we go back to what we have now.  We have a field that we use 5 time= s a year, and if we catch a Friday night and it's raining out, and Watertown has a ga= me, you're going to see a mud pit the next morning, nothing like it looks now. 3 years into it we've had 1 football game on that field and that was probably= the kind gesture for someone to let us go out there when we shouldn't.  It's about the kids, it's not about decisions we made in the past or nothing and I guarantee this issue will ke= ep coming up, and if we pass over it now, 2 years we'll be here with a mud pit= out there with something we can't afford, losing all our good athletes to Holy Cross and all these other schools because they have turf fields and we've g= ot something that we can't keep up and we use 5 times a year.  Roger made a point, he said wouldn= 't it be great to say my football team, we're practicing, there's a soccer game at 3:00 after school, we're going to practice at 6:00 to 8:00, it doesn't get = dark until 8:30, so after school we can have a study hall for an hour and a half, you go home and get your supper and come back for practice.  Those are the things you can do wi= th artificial turf; you don't have to be on such a time schedule.  Just think of the girls field hockey, the pride they would get being able to play a Friday night ga= me under the lights.  Now our soc= cer team who almost wins the NVL every year, very competitive, I don't know if you've every been to a soccer game, but I guarantee you if they're playing = for the championship against Naugatuck on a Friday night under the lights here = in Watertown, that place will have 5,000 people there.  I want you to see the whole picture, I want you to see what we have there and what= we're going to just keep.  You're go= ing to take that $600,000 and build another field, that will take 2 years, we'll e running on this thing next September, it's a 3 month period to build this, = am I correct?

 = ;            &n= bsp;          Mr. Primini:  You said there's only 5 games a year, home games, we took into = consideration back then track meets, there's a lot of meets.  We put 8 lanes in instead of 6 for= an additional $50,000, the argument was we could have State meets there and ma= ke some money, so we took that into consideration.  I'm not saying I'm opposed to arti= ficial turf, what I'm saying is this project was voted on 4 years ago, this is what was presented to the taxpayers, that's what the taxpayers agreed on.  We have to take into consideration= that we have a lot of other priorities, it's not just fields.  We put up votes for other land and= it got turned down big.  We have = to take into consideration that our buildings are falling apart and we need to start putting in money to take care of our buildings.  When we start = prioritizing  all those things this gets = on the low end.  I'm not opposed to artificial turf, but I'm a baseball fan, and the stadiums that have been bu= ilt in the last 10 years have gotten away from artificial turf and have all gon= e to natural turf.  That's a questi= on that's in my mind, but why are all the professional teams going back to nat= ural turf?

 = ;            &n= bsp;          Mr. Petrucelli:  With your com= ment about everybody going to grass, a lot of the professional teams are going b= ack to grass, and a lot of them at the same time are switching over to  the n= ew artificial turf system.  And t= hey're in a different situation than say Watertown High School, because they're on= ly playing 10 home games and they're the only tenant that's in that stadium us= ing that field, and for lack of an argument, they have some pretty deep pockets= to make sure that those fields are pristine for their games every week, so they can afford to go to the natural grass versus the artificial turf.  And you also have to take into consideration that you can break down the per us= age per event that you use the field.  A grass field costs you roughly $45.00 per event and about $18.00 per event o= n a turf field, so there's a significant savings per event going from natural t= o artificial over the long haul, which is something I think is critical to look at, and = you can't look at the high dollar today, you have to stretch that high dollar o= ver the life of the field which is 10 to 12 years and then at that point I thin= k you get a better feel if you're getting the maximum bang for your buck.

 

 = ;            &n= bsp;          Mr. Kane:  Earlier Dr. Erardi mentioned Mr. Roming which is a local architect looked at the practice field next to the football field and said that putting artificial turf there woul= d be much higher than $600,000.  We= re you able to look at that at all?

 = ;            &n= bsp;          Mr. Petrucelli:  I looked at it today for the second time just to get a better piece of mind, and my gut te= lls me that it would be significantly more because of the topography, the hills= ide, the slopes that are there, and if you wanted to get a regulation football f= ield in there, you'll probably need to add 60 to70 additional feet into the park= ing lot down that hillside so it doesn't make any sense to spend $300,000 to bu= ild a retaining wall.

 

 = ;            &n= bsp;          Mr. Kane:  I agree that artifi= cial turf and I believe you guys have a very good product, I think it's wonderfu= l, however being on the Council for as long as I have and putting together that Mills Complex project, to me it's a shame to tear that part to do this all = over again.  We had a referendum, i= t was voted on, the field is there, the irrigation system is there, the surface is there, the track is there, to me it doesn't make sense to rip that all up a= nd change it a year or two later.  So that's why I was wondering if you were able to look at artificial turf mayb= e in another position or another spot.

        &= nbsp;    = ;           Mr. Rinaldi:  For the first ti= me that I can remember, I agree with the funding.  I think the funding is funded prop= erly, but based on the comments that I heard here tonight, I think we would want = to send it back to Water & Sewer.  It's an important project and I would send it back for them to review the engineering further.  But I would also highly recommend that when Lynn is done with the minutes the public participation portion should go along w= ith that letter so they can read the concerns for themselves. Maybe the letter should say something like we're sending this back to you for further review= and please read the comments that were made.&n= bsp; It may come back exactly the same, I don't know, that's a possibility too.

        &= nbsp;    = ;           Mr. Jodaitis:  This item that = Mr. Petroccia brought up was also brought up by Mr. Petroccia at the Public Hearing when = the engineer was there, the appraiser, and it was discussed with the Water & Sewer Authority at that time.  The subsequent special meeting was held to pass this funding resolution and it = was also discussed at that time. The Authority is quite aware of what Mr. Petroccia's opinions are.  Mr. Hampton from Tata & Howard discussed his professional opinion and I agr= ee with him.  This pump station w= as reviewed and passed by the D.E.P.  We can't build the pump station without D.E.P. approval so I think i= f we go back it's just going to delay this project so it won't happen this construction season and there's a lot of septic = tanks overflowing, you have the information there.  If we really want to do this right= we'd run a sewer up from the intersection of Route 6 and Nova Scotia Hill through the back and have a gravity system.  We don't have that.  We= 're trying to deal with a number of pollution problems that even extend beyond = the scope of this project all the way up to V.F.W.  So it's a question of one man's op= inion against other people's opinions.  This has been reviewed by the Authority on a number of occasions.  I don’t' think they would ha= ve sent it to you if they weren't comfortable with it.

If tho= se check valves fail, then the water goes back to the pumps and back into the = tank that it came out of the so called wetlands.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  Mr. Jodaitis:  Gravity sewers are the way to go, t= hen you don't have a pumping station, you don't have the maintenance costs, the maintenance problems with them.  The reason why we have pump stations in this Town basically is because of the l= ack of pump sewers to work as . . . . design, I mean= Fern Hill sewage pumping station, hopefully some day the Smith Pond (inaudible) sew3er goes sup there will no longer be needed.  This pump stat= ion that is proposed that the sewer line never gets extended up Route 6, as it should be, it would not be needed then at all.

I agree with both Joe and Elaine, let's give it a try, reassess it af= ter a year, there are some functions that should be within the Town Manger's specifications too.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  Mr. Pawlak:  We can clarify it and I'm going to= weigh in here.  As you're aware last= year we gave a 3.5% wage increase plus an additional 1% deferred compensation.  We also required that the Departme= nt Managers contribute 5% towards their insurance medical premiums.  This year they have offered or req= uested a 3.5% increase and they've offered to go up to 8%.  My own person position is that the= y are still considerably behind where the other people in town are or will be.  There are currently contract negot= iations on-going and (inaudible) probably thinking in that same direction.  With respect to the effect that th= is additional contribution would affect this raise, I did a little bit of calculation and I didn't take each individual salary, I basically took $50,= 000, $60,000, $70,000 and $80,000 and $90,000 as examples.  And the reason I did that was beca= use I know there was concern on the part of the department managers if we give th= em a 3.5% raise and they have to contribute 10%, the thought was that it would equate to somewhere, this is an average of 2.4% increase.  So I did a little calculation myse= lf and Frank you can clarify this if you want to.=   I took for example a $70,000 multiplied it by 3.5%, that came up to $2,450.  Then I too= k that additional money and took 10% of that, because that goes to deferred compensation, and that would be calculated in there, added that to the $2,4= 50 which brought it up to $2,695.  Subtracted the $750 additional premium that we would expect t= em to pay, that left the increase at $1,945.&n= bsp; If you divide that by $70,000, the effective salary increase comes o= ut to 2.79%.  Now the reason I di= d that is because when we were talking about deferred compensation at budget time,= the department managers felt that that was part of their salary, and if we took that away we were in effect cutting their pay.  Well I looked at it the other way = now, because that would be also affected by this increase, it would e included in the calculation of 10% so it has to be considered as part of the salary, so that's why I did that, and what it did was at the various levels, for examp= le at $50,000 the effective pay increase is 2.34%, at $60,000, it's 2.6% at $70,000 it's 2.79%, at $80,000 it's 2.9% and at $90,000 it's 3.02% and my reasoning again is that even though this, and I'm sure it is, it seems like= a significant increase, and it is doubling, it is $750, if this were accepted= , I can only look at what's happening around and what other people are paying a= nd what the taxpayer's can (Tape #4, Side A ended - may have missed some).

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  Mr. Nardelli:  The department heads, when we discu= ssed this (inaudible) we want to net out approximately a 3% raise is what we were trying to get to.  When we ini= tially did the3.5% raise with a 10% co-pay that came ou= t to a 2.4%.  Now if you want to take= 10% of the 3.5 and add that on, you're talking about 3/10 of 1 percent, so inst= ead of 2.4 it's about 2.7.  A 3.5%= to go to an 8% co-pay came out to about 2.8% and If yo= u want to take 10% of the 3.5 and add that on, then we're pretty much where we wan= ted to be with an 8% co-pay.  You = also have to remember the 10% co-pay increased because the allocation rates increased April 1, 2006 is when the contract goes up with Anthem so we are paying additional money anyway because the rate has increased.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  So sooner or later that should happen, just to simplify and get the best bang = for the buck for the Town of Watertown and as I said, I don't think that this really is that much of a big deal in the total picture and when you look at= the respective increases, yea they're not 3.5% and in one case they are, but in other cases some of them are fairly close, now there are a lot of people out there who are just getting 2% increase or 3% increases or haven't seen increases in years and that's what I'm concerned about.  We have people in this= town who have to live under those conditions and make due and I'm just, my posit= ion is that we should expect our town employees to reflect what is happening in town.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  Ms. Adams:  I sat here last year and it wasn't pretty.  I think Ray, Rob and = Paul you can remember how we sat here and argued.  I've got to look at all the depart= ment heads do for us. There were several issues last year, one of them being the premium co-pay, and this year I see presented put on the Agenda part of our packet that says okay you know what, we accept that we have co-pays, we're going to go from 5% to 8%, which is basically another 50% increase on their co-pay and I look at everything our department heads g through, and the loy= alty that they have to us, and I don't see where 8% is unreasonable to expect, I mean I'll make no bones about it, it's going to go up again next year, as o= ur medical costs are, but I think this is more than fair.  I think we ask a lot of our depart= ment heads and the job that they do, we know many departments are woefully understaffed, they don't complain about that, but I think coming through wi= th 8%, I do believe that is more than fair.&n= bsp; But next year you know it's coming.

        &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;  Mr. Kane:  Last year when this was created in= negotiations and where we are today, we said that the co-pay that the department heads w= ould pay would (a) first be established and then 9b) would be increased gradually over time, so last year it was 5%, this year 8%, and next year potentially = 10% and the like, and I think it makes sense to gradually phase this in, and the idea is that they should have to pay a co-pay and they are, and that we can= use this as a springboard to all the other portions of the town and we hope to reopen those negotiations next year with all the different unions in town as well.  So I think this is fair= , I agree with it, I will vote for it, and to change it now, I don’t' thi= nk it would be good as far as Elaine's comments about the loyalty to our department heads who have done so much for our town. Going back to the earl= ier point I was making regarding the zoning issue with the 2 employees there, s= o I don't think we should go back on it now.

      = ;      Ms. Carew:  As far as field pe= rmits and my department handles permits for Deland Field and Veteran's Park, and = the only time that I can remember that there was a problem was when there wasn't permission given for a weekend and there was a double schedule, and the kids were on the field and the high school kids showed up, and technically the little kids had precedent, and it did work out.  It was Veteran's, years ago, and <= span class=3DGramE>those field were designed for youths, not high school.=   I remember it was the same weekend= that they had the Oktoberfest at Depot and unfortunately you had to go through a permit process.

      = ;      Mr. Guerrera:  I'm the Preside= nt of Watertown Youth Football.  There's a couple of things I do have to address that bothered me a little bit.  The package we put together for you, Youth Football put this package together.<= span style=3D'mso-spacerun:yes'>  It just tries to show the cost of 2 grass fields which is really unknown to everybody right now until we get the actual quote, compared to the exact cost of a turf field.  The maintenance savings which is a= round $28,000 per year because an average grass field, football/soccer combination takes $30,000 a year to maintain, compared to adding $60,000 to our mainten= ance costs already.

            I'm not going to go down that whole thing, but the days of possible usage, everything is spelled out pretty clear, we just want you to look at this and when you finally get your numbers for the other field, you really have to forget about 40 years ago.  40= years ago everybody came into the Youth organization in town and said help us push this through, and everybody as far as I knew tried to help to push it throu= gh and it passed by 106 votes or whatever you guys (inaudible) but the thing i= s, is every one of our organizations knew what was going to be pushed around a= nd all of a sudden what was being pushed was a multiuse field for all people i= n Town, which is what the sign says up on the complex, a state grant provided with = help from the Town of Watertown, for a multiuse recreational facility fro the pe= ople of Watertown.  I guarantee you= , if you came back and said well Pop Warner can't be on it, this group can't be = on it, soccer can't be on it, it would have never p= assed. Now I heard, I'm sorry Mr. Rinaldi, but I hear from you that well Youth Football probably won't be able to use it.=   (Inaudible) Mr. Erardi at the Board of Ed, yes, we are on that field this year, and that was our home for I don't know how many years.  I mean the Townspeople build the s= hed up there for us and that was our home, so why should we lose our home.  If you have a field, a beautiful f= ield, in fact Mr. Erardi told me at one meeting that a beautiful field is a field with kids playing on it.  If k= ids aren't playing on a field, all it is is grass.  All we have up there now is grass.=   This option that we're trying to p= resent to you gives us a multiuse field that will take the high school soccer team away from Veteran's which will relieve pressure on Veteran's cause they have their own field to practice on, we went to Lisa 2 years when we got kicked = off the high school for renovation, she came through for us and let us use Veteran's park.  We don't have= to be at Veteran's Park, we're at our own home now.  That relieves pressure off of Vete= ran's.  You take the excess money you know you're spending on this, fix the tennis courts at the High School.  Our high school tennis team could = stay at the high school now and not have to travel, relieve travel costs.  It's just, we feel it is so positive.  We sp= ent $800,000 some odd thousand dollars, I agree, but we didn't spend $800m000 on grass.  We spent it on the fie= ld, we spent it on the track, we spent it on the fencin= g, the paving, a new shot put area.  = On the grass we probably spent $190,000.  I know it's admitting okay well why should we do this, but if you look at it = and take the example of other towns around us, we're being offered something for free, free to be able to make a multiuse field to relieve the pressure that= the Town has on the field and it will give the kids in Watertown something to be proud of and it doesn't cost the taxpayers a dime, nothing.  So it think you have to really kee= p an op[en mind and say what's the best use, what will give us the best use out = of it, and putting (inaudible) burden on maintenance for one grass field is not going to solve the town's problems.  I played sports my whole life and I know it's not gong to solve the town's problems.  I think we r= eally have to keep an open mind.  Ev= erybody has their opinions, we hate to do this, we hate to do that, but when you finally look at the numbers, at the end I think you're going to come out th= at this isn't such a bad idea, and we can probably do two projects that will benefit the highs school more than one.&nb= sp; If we can spend the money on the high school itself, upgrading it, I wouldn't even be up here talking to you but that money ahs to be spent on a sports complex or a field.  Th= ank you.

            Dave Minnich, Chairman, Planning a= nd Zoning Commission

 

      = ;      Mr. Minnich:  I just wanted to= make sure there weren't any concerns (inaudible).  Wednesday night at our meeting, our intent tonight was to get two things discussed.  (1) is = the job description.  I've got your fe= edback on that.  There are some small little issues, but go ahead with the job description.  The second was the salary, the sal= ary range that has already been approved, which is $64,000 and some change to $78,000 and some change, level 3 is what we will advertise for.  (Inaudible) any issues with those = two?

 

      = ;      Mr. Pawlak:  Not that I'm awar= e of.

 

      = ;      Mr. Minnich:  Okay, then we wi= ll go forward with our advertising.

 

      = ;      Ms. Adams:  Is that actually a= Level 3 job?  Is that actually (inau= dible) zoning enforcement officer/planner, is on the same level of the Deputy Chie= f of Police.

 

      = ;      Mr. Pawlak:  That's right, we = did talk about that, and I was concerned that the, is it proper from a responsibility standpoint that the Deputy Chief of Police and the Zoning Enforcement Officer are both level 3 jobs.=   My opinion is that they are not equal jobs.  My opinion is that the Deputy Chie= f of Police is a more important job, not to demean the (inaudible), responsibili= ty-wise it's more important, and therefore probably should be in a different classification.  One could arg= ue whether the Z.E.O. should be a 3 and the Deputy Chief should be a 2, or the Chief should be a 3 and the Z.E.O. should be a 4.  I don't know what your feelings ar= e on that, but I do feel that they are not equal jobs.

 

      = ;      Ms. Adams:  I think also that = when you advertise, it's depending on experience, cause that could be a factor too, on whether you want to pay somebody say $64,000= or $65,000 a year for zero experience.  Is it something we want to phase in, like we did with the Deputy Fire Marshall, I mean this is going to require some thought, but nothing here prevent them from advertising.

 

      = ;      Mr. Minnich:  Well we are fair= ly confident that we will find a number of applicants naturally that have experience in this area.  Rega= rding the placement of Level 3, I was part of that some 20 years ago, when an independent consultant came in and evaluated all of that and it gets rather complicated because it's both in terms of how much extra time you have, how much responsibility you have, how much independent you have.  For example if you have somebody w= ho has several people under them versus somebody who doesn't have anyone, I won't = get into it, but there was a whole level of discussion that has been going on f= or a number of times, so I will go forward with this Wednesday night, we will, it was a level 3 and advertise by the end of the week.

 

            Ms. Adams:  No, I think that's what we talked = about, is that we're not sure that that would be the range.

      = ;      Mr. Pawlak:  What I'm saying i= s that if you look at a level 4, it goes from $61,200 to $74,800.  I level 3 goes from $64,500 to $78= ,900 so there's a lot of parallels or equal pay range opportunities in there, so whether the job is truly a 3 or a 4, if you have= a highly qualified person you could slot them in the 4 and still be in the ra= nge of the 3.  You're not really inhibited in that report.

 

      = ;      Mr. Minnich:  No, our plan was= to advertise (inaudible) not to say level 3, so tell us what you want.

 

      = ;      Mr. Pawlak:  Numbers?

 

            Ms. Adams:  There's nothing to prevent them fr= om advertising depending on experience, because (inaudible).

 

      = ;      Mr. Nardelli:  You tabled this= item, I believe, this is just Public Participation.

 

            Mr. Pawlak:  That's right, there's nothing we c= an do with it right now.

 

            Mr. Mancini:  Dave, you said you wanted like a r= ange from $65,000 to $75,000, right?

 

      = ;      Mr. Minnich:  (Inaudible.)

 

            Mr. Mancini:  In 4 you have the $65,000 to $74,8= 00.

 

            Mr. Pawlak:  There is a lot of overlap within t= hose 2 pay ranges.

 

            Mr. Mancini:  You don't have to start off at the bottom of the range.

 

            Mr. Minnich:  So I'm hearing, we'll advertise fr= om $64,497 to $78,905.

 

            Ms. Adams:  No, it may come out where we only = want to pay $55,-000.  We don't kno= w, we didn't vote, so that's very dangerous ground, you can't make promised you d= on't have the Council's backing on.

            Mr. Pawlak:  My thought, to be on the safe side, advertise between $61,000 and $78,000 and that gives you the freedom to mov= e, and if we deiced to change the grade or the level from a 3 to a 4, you're s= till covered, and you still have the latitude, you're still within the range.

 

            Ms. Adams:  You'd be willing to pay a Z.E.O. $78,000?

 

      = ;      Mr. Pawlak:  No, I'm not saying that.  That's the range, but t= hat's the range for anybody&= nbsp; who is in this job grade.

 

            Ms. Adams:  I don't thin they should advertise= right now a dollar figure, I think that's bad.&n= bsp; He doesn't have the Council voting on it.

            Ms. Adams:  Yea, depending on the qualificatio= ns, depending on experience.

 

            Mr. Pawlak:  If you stay within the salary rang= e of the beginning of the 4, and let's say go up to somewhere around $70,000 whi= ch is the (inaudible) you're still within the range and you're not at the top = end of it.

 

            Ms. Adams:  But people are going to expect the= top end if you do something like that.

 

            Mr. Pawlak: I don't think so.

 

            Mr. Primini:  (Inaudible.)

 

            Mr. Minnich:  So I'm hearing from $61,000 to rou= ghly $75,00.
