Ms. Kropp: With the recent events with the Supreme Court, I would like to recommend that the Council consider sending information to the Ordinance Subcommittee to put an ordinance together agai= nst eminent domain for private investment. It makes perfect sense the way it's always been used and acknowledged, but to = do it and then turn it over to private developers goes completely against my grain, that's for sure. I jus= t want the Council to consider that.

Mr. Kane: I will ask that the Ordinance Comm= ittee take this up at your next meeting, and quickly, like you said, cause it is a hot topic and an issue that we should address, you're right.

that I hope you don't take them as personal, but as a resident of this
community I'm get quite offended that every time the budget goes down you
people react that we're idiots, dummies, and I'm a little annoyed at that.<=

residents of this community who are getting quite fed up with what you peop=

have to say. I'm concerned ab=

this, this lovely structure that we're standing in right here. We wasted $900,000, we threw away =

we did not use our Public Buildings Committee that had more knowledge than =

you did when you went out and hired that particular firm to do this job.
The other thing I'm concerned about, and I don't even know who our Town Manager= is, I don't know if she's sitting here or not.

What was quite annoying to me was this, after we had the first budget
defeat, our Manager makes a statement in the press, I hope this is wrong, I
don't know where to go from here. Well

The other thing I'm a little annoyed at is this, and you all know in the press somebody mentioned, well you cannot run your household if you don't get a raise. Well unfortunately for= us poor senior citizens, 16 years we haven't got a raise, and we're running it= , so you've got to take a look at what you're doing, you've got to take concern about us, and if you want to be people who represent us, represent us, cause that's what we're looking for. The thing that I'm also annoyed is that you had a Superintendent of Schools her= e, for some reason or another some name calls were going on and she turned aro= und and took us to the cleaners, so it's not the residents who aren't concerned about this Town, it's the people at the top, referring to you people, who a= re wasting our money, so you can't continually go back and say to the people, = we don't know what's wrong with you, we're saying to you, we don't know what's wrong with you. Unfortunately= when it comes time for election, we only can replace 3, we can't replace the who= le Board.
The
last thing I'd like to talk about is maybe it's about time that the people =
of
Mr. Kane: May I just clear up one thing. You mentioned about the Public Bui= ldings Committee. I agree with you 110%. This Council took over = in 2001 and we've been using the Public Buildings Committee ever since. The John Trumbull School Project w= as in the year 2000 when this Council was not in place.
Mr. Rinaldi: I'm well aware of that. Council people have a tendency to = waste our money and then say I don't know where (inaudible).

&nb= sp; Ms. Robson: As you know we we= nt through the first round of study circles on the Plan of Conservation and Development. That is still be= ing considered by the Planning and Zoning Commission and the consultants involv= ed in that project. It was always meant to be an 18 month project in terms of real work and the study circles work was meant to provide greater information to that effort.

We had about a quarter of the peop= le unfortunately than we did in the first round, and I think a lot of that was just timing and the commitments, it was a lot of work for those folks that participated. We have 2 out o= f our 4 facilitators here this evening to present their report to you, highlight = some of the recommendations that stand out more, and hopefully you'll take that = back and it will be distributed to all boards and commissions, all department he= ads, everybody that the first study circle report was transmitted to in the hopes that everybody will use that as a tool for their future decision making on = the budget. I think Sue Atkins is= going to come up and give you the highlights.

§ The budget as presented to the public should break out the State and Federal mandates from optional expenditures so that people know where cuts can be accomplished
§ Prior to budget votes specific information on cuts i.e., how much and where they will be made if the vote fails should be made

§ I think there were 5 in November, thought th= at there should be a citizen action group, made up of people who are intereste= d in specific topics in Town that they would be run similar to a study circle and that they would be out of the Town Manager's office, hopefully that they wo= uld be taken over by perhaps the Chamber of Commerce so that it is a non-politi= cal situation, and also at that point in time perhaps various funds could be ra= ised to sponsor these study circles.
§ Everyone seemed to agree on the public getti= ng involved at the beginning of the budget process. They seemed to think that resident= s need to be more involved and assertive, that's what the study circle was all abo= ut.
§ A citizen committee should be formed to look= at revenue sources and savings in the following areas: tax delinquency, analysis of the potential use of outside contractors instead of Town employees, review of t= he ratio between mandates and revenues, and consolidation of equipment and operations without the loss of jobs. What is envisioned is a way for residents to get involved with speci= fic issues within the Town without the formality of attending council or board meetings on a continual basis. The thought is that the members of the citizen action group would attend formal Town meetings related to their group's interest, and present the items and ideas discussed to that particular council or board.
§ The Council the CAG should be recognized by = the Town as legitimate groups so that when they address the Council or a board = they can speak with the voice of all its members.
§ They also recommended Charter Revision. The Charter should be revised to a= llow more public participation at budget hearing.&nb= sp; The Town Charter should be compared to those of other towns. It is understood that a Charter St= udy Commission would have to be formed in order to do this.

We don't expect to create (inaudib= le) hundreds of thousands of dollars, but we do expect to run a positive fund balance and offer some opportunity and hopefully (inaudible) to our student= athletes and the taxpayers. If you loo= k at Page 2 on the packet that I put together, the communication between our Fin= ance Director Amelia Grover and Frank Nardelli suggesting that I appear at the T= own Council meeting to request such a fund.

The reason I ask that question is because there's a request so to speak now with respect to promoting dietary= or junk food (inaudible). The policy that the Board of Educa= tion is very clear in regards to tactfulness and tastefulness, eliminating all of the things that you wouldn't want your schools to be displaying. In regards to, we're talking bout P= epsi, Coke, in our meetings along with Maggie Dwyer, our Food Service Director, w= ith Coke, we were specifically clear that all of the products that, and most of this is now run by State mandates, has to meet State guidelines in regards = to nutrition. We presently have = Coke machines that are operating as a third party vendor that dispense water, ju= ice, we don't sell soda to our students cause we can't, we don't do that. The Coke company spends hundreds of thousands of dollars for scholarship programs and I think that really are w= ith them, (inaudible) and hopefully will come back to us with a proposal of interest, but we're not going to compromise student safety or student nutri= tion for the sake of trying to raise a few dollars.

You can do it by a lease agreement= or you could sell it outright. I= mean I pretty much outlined what the choices are that you have, and that's your choice. The area behind the CL&P is about 620, 25 acres is pretty rough and at the time when it cam= e to the Planning and Zoning Commission, the feeling by that Commission was that= we didn't want to land lock that property in the back. I don’t know if you send it = back to the Planning and Zoning Commission if that's going to be the same recommendation cause you know you have different members on it this time.

And that translates i= n my mind to a higher budget, and while I feel that we have no choice but to go ahead with the budget recommendation of the Finance Subcommittee, I think i= t's important to point out that there are things that have been cut that in the= ideal world would never be cut, and maybe some creative alternatives such as the = Advertising Committee that the Board of Education has initiated can be done to help fil= l in the gaps and some of these other activity areas which admittedly in the nic= e to have, not must to have category, but in the long run they really are must to have and I hope we all give that some thought over the next year.

My concern there is that eliminati= ng it completely may result in a problem based upon commitments made by the Town Manager previously and I think we ought to give that some thought before we vote. Can you comment on what happens if this is approved and then passed at referendum?
