The legal voters = of the Town of Watertown and those entitled to vote in Town Meetings are hereby WA= RNED AND NOTIFIED of a Special Town Meeting to be held on Monday, July 21, 2008 = at 7:15 p.m. at the Watertown High School Technology Room, 324 French Street, Water= town, CT to consider an appropriation in the amount of $192,000 from the John Trumbull Primary School Capital Project Fund.

I hereby certify that on July 15, 2008, I left a duplicate copy of the attach= ed WARNING AND NOTICE of a Special Town Meeting of the Town of Watertown, Connecticut, to be held on July 21, 2008 with Virginia Russo, Assistant Town Clerk.

 

I further certify that on July 15, 2008 I caused a copy of said Warning and Notice to be published in the REPUBLICAN AMERICAN Newspaper, which has a substantial circulation in said Town.

 

I further certify that on July 15, 2008, I caused to be set upon the signpost nearest the office of the Town Clerk and all other places with signposts designated by the Town, a written copy of said Warning and Notice signed by= me as Town Manager.

MOTION: &nbs= p;     (Mr. Fusco, sec. Mr. Bernier) I move to approve an appropriation in the amount of $192,000 from the John Trumbull Primary School Capital Project Fund for rep= airs and modifications to the John Trumbull Primary School roof.

   = ;            &n= bsp;        Mr. Minnich:  Can someone make a presentation as = to what this is all about and why (inaudible) what’s it going to do?

 

   = ;            &n= bsp;        Mr. Nardelli:  The litigation settlement for the = John Trumbull School totaled $215,000.  At the June 16= th Town Council meeting they voted to put $23,000 of that back into the General Fund to reimburse the General Fund for legal fees, leaving a balance of $192,000 to go back to the John Trumbull School to be re-appropriated for r= oof repairs.  So that’s wher= e the $215,000 came from.

 

   = ;            &n= bsp;        Mr. Minnich:  Is this the right number?  I gather we got this from math with regards to the budget.  (Inaud= ible.)  The number of town meetings that I’ve been to we come here with knowledge of an appropriation.  I submit to you that it’s in= cumbent upon the Town Council to tell us what this is all about.  Now Frank has responded in terms o= f the math and how you got the $192,000.  What is all of this going to be doing?  He explained how we got the math, = and is the $192,000 the right number?  Have you got quotes, bids?  I shouldn’t have to (inaudible) these questions.  Can someone make a presentation as= to what this is all about.

 

   = ;            &n= bsp;        Mr. Primini:  The Chairman of the Public Buildin= gs Committee is here, Bob Porter, and Bob, do you want to comment on this?

        &= nbsp;           &nbs= p;   Mr. Porter:  When we did the w= ork at John Trumbull, we used the monies that were in hand, the bonding money.  There was initial work that needed= to be done, roof and gutters, we had an estimate to do the work, it was in the ra= nge of $150,000 about 2 or 3 years ago.  Escalation, materials, and so forth obviously are going to raise that amount.  We don’t have a= firm figure, but we have $192,000 from the settlement so it’s going to be between $150,000 and the $192,000.  When we go out to bid, or if the Council waives the bid process, we = will have firm numbers, but that’s basically what it’s all about.

        &= nbsp;           &nbs= p;   Mr. Mancini:  If we don’= t have a firm number, why are we appropriating a firm number?  Shouldn’t we wait for the bi= d to come in and get the bid and if it’s $160,000, we appropriate $160,000= and give them $160,000?

 

   = ;            &n= bsp;        Mr. Primini:  Bob, how long were those bids from= ?

 

   = ;            &n= bsp;        Mr. Porter:  At least 2 years ago.

 

   = ;            &n= bsp;        Mr. Primini:  $150,000 (inaudible) they’re= going to be rebidding it, I assume.

 

   = ;            &n= bsp;        Mr. Porter:  As soon as the Council approves wh= atever money, we’ll go back out to the contractor.

        &= nbsp;           &nbs= p;   Mr. Primini:  So we know (inau= dible) $150,000 and if it’s not going to go over $192,000.

 

   = ;            &n= bsp;        Mr. Mancini:  But do we usually appropriate money= for a project before we know how much it costs?&= nbsp; That’s my only question.  Is that the way it’s done?

 

   = ;          = ;           Mr. Primini:  From what I understand, this is giving them the right to bid on this.  It doesn’t mean they have to = spend $192,000.

 

   = ;            &n= bsp;        Mr. Mancini:  Well don’t they have a right = to go and get the job bid anyway, without the appropriation?

 

   = ;          = ;           Mr. Primini:  Sure.  Todd LoFrese . . . .

 

   = ;            &n= bsp;        Mr. Mancini:  I don’t understand the proce= ss, that’s all I’m . . . .

   = ;            &n= bsp;        Mr. LoFrese:  There is some preliminary work that= we need to do in advance of securing the bid or securing quotes from contracto= rs and that’s through our architectural engineer, H.B. Fishman Company, = who designed the work and who was the construction administrator on the job.  That firm would take a comprehensi= ve look at what work remains to be done from what was done the first time, work with Silktown Roofing, scrutinize their numbers to get a better idea of exa= ctly where that is in comparative market rates and do that preliminary work befo= re the Public Buildings can consider looking at Silktown Roofing and requestin= g a bid waiver from the Town Council.  There is work that needs to be done on the soft cost side to get this moving forw= ard.

 

   = ;            &n= bsp;        Mr. Primini:  Todd, I understand this is to help= get it going so we could hopefully do something before the Summer is out?

        &= nbsp;           &nbs= p;   Mr. LoFrese:  Obviously this i= s a project that we’d like to get done well in advance of the time the sn= ow flies.

 

   = ;            &n= bsp;        Mr. Primini:  Any other questions?  Rich, you’re Chairman of the Facilities Subcommittee of the Board of Education, do you have anything to = say?
