chartered in 1959, that’s a very important thing to remember right
now. Next year we will be
celebrating our 50th anniversary in Town. It should be a very big year for u=
s, we
hope to make it a great year. For
50 years the Watertown Rotary Club and its members have been serving the
Watertown/Oakville community with their time, talent, and treasure. As a Rotarian, our motto is service
above self, and we live our motto with service to our community and to the
communities of the world. Our
community roadside safety sign project was one such service that we did for=
the
Town this year. There are some
people I need to thank here. =
There was a meeting back last year that Chuck
Frigon helped to organize in his office, and thank you Chuck for your
help. Also Chief Gavallas was=
there
and a very special thanks to Roy Cavanaugh who was extremely instrumental in
helping us get this project done, planning where the signs would go, and
getting his people out there and getting the project done. I think the signs look great and I=

I really start though, that gentleman who was just talking about the dogs, =

= ; Mr. Rokos: I’m going to= talk a little bit about the budget process, a little bit about the economy with = the Health District, and then Rob is going to talk about the programming. Between the two of us we can proba= bly answer any questions you may have here tonight.
The first thing I think is important, and I probably should do this with all the towns in the district, I take so much for granted because I’ve been h= ere so long. We started with 5 to= wns. I’ve been here since 1969; the fact is I came here in 1968 as a Summer Intern so I’ve been here a long time and we grew from 5 towns to the = 19 that we presently have right now. So it’s important, and on tonight’s agenda it says departmental report. I think that’s kind of a misconception a lot of the towns have that the health district is a department of the Town. We are not. The law wh= en it was set up, I think they had foresight with this, they did it really as a financial incentive because the original law provided for two or more towns= to come together and form a health district, no matter big or small, whatever = they were. The fact is we found la= ter that they didn’t even have to be contiguous. Willimantic is a member of the hea= lth district, the North Central Health District and there are several miles bet= ween those two.
= ; Ms. Adams: I think what was m= eant by that was that geographically . . . . .
= ; Mr. Rokos: Yea, you’re probably right. So you are a = member of this health district and you have all the rights of a full member. You comprise about 17% of the population. We cover about 29= ,000 people, you are 22,000 and some change and I’ll show you that on a sl= ide in a minute, so when you joined you became a full member with full benefits= , so that means you own a portion of all of the real estate we have up in Torrington, all of the vehicles that we have on the road and all of the equ= ipment. So it might (inaudible) people (inaudible) keep the tires in Torrington because we have this great buildin= g, we are very modern in terms of all of our equipment and facilities, we thin= k we need to be there, so we have come a long way. So you are a member of the distric= t, of course we have 3 members. Unf= ortunately we lost Peter Dzioba, he was a wonderful member, he was on the Finance Boar= d of my District so we are going to miss him greatly, Dave Minnich and Marcy Kane are the other two members and they are always in attendance. They are very active and they are = good members, so that’s how you are represented in the District.

I think a lot of times there may be a breakdown in communication between the = members, I report to them, this Thursday I have a board meeting, so I have a 25 memb= er Board of Health, that’s what they are called. Funny, for years and years we thou= ght it was a Board of Directors, but actually the Legislation says Board of Health= , so I have a 25 member Board of Health that I report to. In a perfect world those people wou= ld come back and report to you, but I don’t think that happens too much = so I am very happy to do this, yearly, or whatever frequency you’d like me= to do it. We are the full time health department for 19 cities and towns s= o I think there is a little confusion there too because some people think well you’re not in our town 40 hours a week. On the way down here I was thinkin= g of an analogy, and the analogy I guess would be we all have full time coverage from the State Department of Health, the State Department of Transportation, the State Police Department. = Are they in our towns every day, all day? No, they are not, but if we need them we are there, and that’s= how we are with all the towns in our district.= If you need us on any given day, if you have a food borne outbreak or some catastrophic thing we would be here.&= nbsp; Now there are 16 of us in the office so we are preparing of course f= or this emergency, we’re doing this emergency preparedness stuff. Obviously 19 towns is about 700 sq= uare miles, there are 16 people, we are trained in emergency preparedness in ter= ms of communication and (inaudible) times but we obviously can’t be in a= ll towns at all times so we work with local emergency planning groups in each = of the towns. Leslie Plado is our emergency response coordinator. She’s a wonderful person, she is a nurse, and she wears a lot of hats in the office. She runs the flu clin= ics this time of year, she does a little bit of human resources, she helps me w= ith the budget, and she’s the emergency response coordinator. She’s basically full time so she’s worked with people in all 19 towns. So I just kind of think that that’s kind of what you would need to understand, all of that, we are= not a department and in some ways that’s good and in some ways that’= ;s bad. We are autonomous and I = think it’s nice for a health department to be autonomous because in large cities sometimes health departments get a lot of political pressure. We’ve never had that. We are totally bipartisan. No politician has ever called me a= nd said Jim, you have to do this or you can’t do that, that’s never happened, and that’s a good thing.&n= bsp; On the down side for us we don’t come back to you in the middl= e of the year if we have a budget shortfall.&nb= sp; We always live within our means.&nb= sp; At times we’ve had a little bit of red ink but that’s ki= nd of a rare thing, but basically we have to have about, the State recommends = that we provide 25% of our annual budget in fund balances. Now you all know what that is, it’s just basically a rainy day fund and our fund balances got really short here a couple of years ago for a lot of different reasons and you’ll see a little bit of that here in just a minute so that’s really been the push for the last couple of years. Charlie Gold, I think maybe you me= t him at one of our meetings, he’s the Chairman of Finance, he’s real= ly a smart guy, he’s a retired IBM guy and he really gets it. He said we need to obviously keep = our employees, they tend to stay for quite awhile, we try to treat them the bes= t we can and I think that goes a long way towards providing service to the towns, but financially we need to have these reserves, we need to have this rainy = day fund. I was watching the nati= onal news just before I came down here and they talked about needing a rainy day fund, I mean these huge companies that are now billions of dollars in debt, they keep talking about borrowing from themselves. We probably couldn’t do that= . We’d have to either go to th= e bank or maybe we could come to the towns during the course of the year, but we’ve never done that, we don’t want to start that, so we’= ;re trying to build up these fund balances a little bit.

are going to feel the loss of some grants.=
I kind of prided myself in the fact that over the last few years we
applied for as many grants as we can.
Grants always pay for themselves and usually we were able to take ei=
ther
some administrative expenses or maybe some rent or we benefit from them in =
some
other way. We had this terrif=
ic Lyme
Disease grant for 8 years (inaudible) Sue Perlotto, you probably saw her ar=
ound
with her little lime green Volkswagen, she did a fabulous job educating peo=
ple
and really putting the Torrington Health District on the map with this Lyme=
Disease
program. We were asked to go =
all
over the eastern coast, not just
My
Board and the Finance Committee, I want you to know they look at every sing=
le
dollar when we spend it, we’re very aware of how tight the budgets are
for towns, it’s never a good year to ask for money. You will see in a second once again
about the State, we can never count on the State for money. They either take it away or give i=
t to
us based on something that happens out in space that we are not aware of.

= ; Mr. Frigon: No, we are not.
= ; Mr. Rokos: Well CIRMA is a mu= nicipal pool and we’ve belonged to that for many years and every year they’ve been inching up so we negotiated with them, we kind of threat= ened them actually and they said okay, we’ll hold the premiums for this co= ming year. The premium used to be = like $18,000 a year; now it’s $50,000 a year for us. I mean the worker’s compensa= tion is up, we have more property and we have the liability, automobile and prop= erty (inaudible) so anyway we’re trying to hold the line and we looked in = the marketplace, we tried to see if there were any private companies that would insure us but no one came close to CIRMA, so that seems to be the general r= ule right now, insurances are kind of going crazy. Then it was interesting tonight, I= think I saw on the Agenda we’re looking at different ways, we have a fleet = of 9 vehicles and in the past we’ve usually bought just basic strip down pickups or some utility vehicle. Now we are looking at used vehicles, we are looking at possibly, we have one employee that we’re reimbursing but now that just went to $.58 so we’re not sure we’re going to save money there but we’re looking at that, and then we’re going to apply and I’m pretty s= ure we’re going to get this D.O.T. grant that I see you must have gotten = because you’re getting one of those vehicles, one other health district over = in the eastern part of Connecticut bought two Toyota Prias last year using that grant so we’re going to see, that comes out in March so I’m pre= tty excited about that. It’= s not like they give you the car, but they do pay you the difference between I gu= ess what the gasoline version would be and the new hybrid would be. So we look at every single dollar = and I want you to know that because you’re not on the committee and so you = have to hear it from me.
I’m just going to go over a couple of things here . . . .the first sheet is basically just how we stand with other health districts. There are 20 health districts, the= re might be 21 now because I know they’ve been working on that. You can see we’re pretty pro= ud of this fact, that we’ve been able to keep the per capita down. Now this last year the State didn’t have the current year, we are now $4.72 this current year so we’re not going to go any higher, cause even last year the next higher one was $5.16 so I’ll update that from time to time, but there are a = lot of different reasons for this wide range of this per capita but I won’= ;t get into this tonight, but I think $4.50 is, that’s what every man, w= oman and child basically takes us in terms of taxpayer dollars. People say well what is the cost estimated then for the Torrington Health District? In terms of tax dollars, each of y= ou is giving us $4.50 out of your taxes.

Then the population, I kind of had to take all the little towns out because the graph got so big I couldn’t print it out, so I just left the last 6 t= owns that are over 6,000 people so basically the point there being is Watertown = is the second largest city in the district, you comprise 17% of the population= . Then the last graph is just to give= you an idea of where you fit into the budget picture, the sum of our income was= a little over $1,600,000 between all of your sources of income, so between the money that the State gave us, the fees that we collected in Watertown, and the $4= .50 that all came to $205,000 so it was about 13% of the District budget.

= ; Mr. Rokos: If it’s a to= wn less than 5,000 people, then the State pays them a little bit more, they pay them I think $2.23 so even in our district towns less than 5,000 get a litt= le bit more money, towns greater that 5,000 it’s all the same across the state, $2.08.
= ; Ms. Adams: So there is less S= tate money coming in for the larger towns.

= ; Mr. Rubbo: Yea, the local per capita, that’s the same for all the towns.

Rokos: Actually we do.
This very last graph is I guess what I really tried to show with this is that if= you look at the lines, now these are percents cause I wanted to level the playi= ng field here so I took the dollar out of the equation, these are changes by percent. The lines that you s= ee going up and down, those are the fees, the changes in fees from year to year. It just shows you how we can’t count on fees. On= e year it seems like we’re really in good shape and then the next year it’s flat lined. ItR= 17;s pretty unpredictable and there’s probably no way for us to avoid that. And then the second thi= ng, the blue lines are the State of Connecticut and you can see back in 97 and = 98 they took quite a bit of money away from us, then they came back in 98 and = 99 they gave us a little bit more, not was much as they took away, then nothing for a couple of years, then a little bit more in 200/2001 then they took a bunch away from us in 2002 and 2003 and then finally this year they came out with this $2.08. So we can= 217;t count on the State. So who ca= n we really count on? Our cities a= nd towns. We try to, it’s = like diversification in the stock market I guess, we have these highs and lows w= ith the fees and the State, so we count on our towns just to kind of bring that stability in, and that’s what the red is. The rest, I mean I don’t hav= e the whole, I could have brought more sheets tonight, we’ve averaged about 3.83% increases since the very beginning of the district. I think the first year was maybe l= ike 15%, but that was a long time ago, but since the beginning about 3.8% and that’s probably about where we need to be. Unfortunately the towns are always= going to bear a little disproportionate share of our increases because we canR= 17;t count on the State.

Now what will be nice is when we get our fund balances built up again, this is = kind of what happened before, we had a pretty nice fund balance, but then a coup= le of years my Board said they didn’t want to go to the towns for increa= ses this year because you were hurting, so we took money out of the fund balanc= es, so basically we kind of took money out of the rainy day fund. So you can do that for a couple of years, but then all of a sudden then they gets depleted so now we’re = in that rebuilding mode. We try = to be conscientious about the budget. I don’t know what will happen next ye= ar, I don’t know what’s going to happen in this whole budget, there= is so much going on its unpredictable at this point, we won’t even talk about that.

thing for the town, our fire departments are running, police department.
= ; Mr. Rokos: I don’t want= to stand up here tonight and say something that I have to retract next year.

= ; Mr. Rokos: Yea, I mean I have Charlie Gold and I have this Board of Finance and Peter was on the Board, certainly we need to communicate with all of our towns because we’ve heard this from several of the towns, and we know that, but on the other ha= nd you have to realize that we have mandated activities, a lot of this stuff t= hat we’re not going to talk about tonight, but a lot of the activities th= at we do are requirements and if we don’t do them, the Town is going to = have a liability. So the question = is do we give the District a little bit more money so they can do the job, becaus= e if we don’t have the money, the only thing we can do we’re about 7= 3% labor, we’re just like teachers.&nbs= p; If you look at our budget, 73% is wages and benefits. And then after that it’s med= ical and property insurance. Those= are the 4 big items really. Maybe= next year we’ll have enough fund balance to go a year without going up.
= ; Ms. Adams: And you have liste= d on here mandated services right here.
= ; Mr. Rokos: I’d love to = be able to go to the towns some day and say we’re actually rolling the p= er capita back but is that realistic, I don’t know. It probably isn’t. I just want to have Rob say a few things.
= ; Mr. Rubbo: Jim just asked me = to highlight some of our programs, the main one I’m going to talk about = is the food protection. We had m= et with a Finance Committee a few months back that was the main topic of discussion and we just ended our fiscal year 08 in June and I just wanted to let you know where we ended up with that year because we were projecting th= at we were going to be anywhere from 70% to only 75% compliant on our food inspections for the last fiscal year.

We have since reorganized and requiring people to do “x”
number of inspections per months. We
hired 2 part time food inspectors which has worked out great for us. We don’t have to pay all the
medical insurance and benefits, just an hourly salary and we can really get=
a
lot of work out of them. But =
last
fiscal year the Town of
= ; Mr. Mancini: You’ve alr= eady answered a couple of my questions, but I have a paper here from March 15th = that said food inspections backlog, (inaudible) Torrington and it went on to bla= me, not you personally but the computer. It was the FileMaker program that you had. Are you still using that program a= nd if you are, have you straightened it out?
= ; Mr. Rubbo: Yes. We hired a FileMaker consultant an= d she has come in and straightened out the systems for food inspections, and she’s done it in a way that every week we basically just punch out a = list of what’s due and also punches out a list for the newspaper because t= hey want to print the scores in the paper, so that’s eliminated a lot of = work on our part.
= ; Mr. Mancini: What was your sc= hedule of time, what was the sanitarian’s schedule of time a few years ago, = and what’s your schedule of time now?&nb= sp; Is it the same, less, more?
= ; Mr. Rubbo: I’m not 100% sure. I’ve kept the hou= rs the same as Bob Smith did, 8:00 to 9:30 Monday, Tuesday, Thursday, and Friday.<= span style=3D'mso-spacerun:yes'> That’s what they were when I= got to Town and that’s what they are now.

= ; Mr. Mancini: Why did you stop= the water sampling that’s not mandated, like public beaches, etc.?
= ; Mr. Rokos: About a year ago G= il Robert, the Director of Environmental Health and I sat down probably with B= ob and Tom and we said what are we doing that isn’t mandated, because we just can’t do everything and that was one of those activities, we knew the towns like it, it’s something that we started doing way back when= the district was just formed and we used to sample like 50 different beaches ev= ery Summer, so what we did do, we said we just can’t spare that much time because the Summer is our busiest time of the year. There’s a lot of things goin= g on, we have camp ground inspections, youth camps and things like that, so we wr= ote to all of the associations or the towns asking if they could find a retired person or somebody who would volunteer to do the collections. = ; &n= bsp; Mr. Primini: As Roy reported,= as a result of our tree light program, there were 3 street lights that we had, t= he high power lights that go for about $27.00 per month, we found out that we = were being billed twice on 3 of those lights and CL&P has agreed to give us a rebate going back to 1980 or thereabouts, so those lights go for $27.00 a m= onth each, so if you took all 3 of those, they were being billed as metered and unmetered and we don’t know what (inaudible) so I hope that it’s going to be a good amount of money, maybe we could pave another road with t= hat or something like that.
&= nbsp; &nbs= p; Currently we have been receiving, with the street lights that are being planned to be removed, people have been notified and we are in the process right now of if you have any concerns about keeping the lights I believe right now we have = about 20 inquiries and the process will be that they will be reviewed with the Po= lice Department to see if there are any safety concerns, so that’s the good news and the bad news of the street light program, so hopefully we’ll= get a nice check from CL&P from that .

in the afternoon for 30 minutes. There
is a policeman there, and the Chief said he will continue to have a policem=

hasn’t been a problem, it’s been very orderly. I think the presence of a patrol o=

has made a huge difference and the pickup and drop-off area is within the
grounds so they are not outside on the street waiting for their children.
