The legal voters = of the Town of Watertown and those entitled to vote in Town Meetings are hereby WA= RNED AND NOTIFIED of a Special Town Meeting to be held on September 15, 2008 at = 7:00 p.m. at the Watertown High School Technology Room, 324 French Street, Water= town, CT to consider an appropriation of $234,167.15 from the Town Road Aid funds= for Paving Rehab for Section IX (bounded by Route 63, Woolson Street, Northfield Road, Fern Hill Road and Route 6) with additional work on Colonial Avenue, Woolson Street, lower Nova Scotia Hill Road and several other small section= s of roadway in Town.

I hereby certify that on September 8, 2008, I left a duplicate copy of the attached WARNING AND NOTICE of a Special Town Meeting of the Town of Watert= own, Connecticut, to be held on September 15, 2008 with Virginia Russo, Assistant Town Clerk.

I further certify that on September 8, 2008 I caused a copy of said Warning a= nd Notice to be published in the REPUBLICAN AMERICAN Newspaper, which has a substantial circulation in said Town.

I further certify that on September 8, 2008, I caused to be set upon the sign= post nearest the office of the Town Clerk and all other places with signposts designated by the Town, a written copy of said Warning and Notice signed by= me as Town Manager.

Ms. Adams: I’m going to ask Roy Cavanaug= h to give us a brief overview of what this appropriation is all about.

Mr. Cavanaugh: Good Evening. Thank you for the opportunity to s= peak tonight. The purpose of the r= equest from the Department of Public Works was to take a sum of money that has been given to the Town over a number of years from the State of Connecticut Department of Transportation Town Road Aid Program and use it for paving various streets in Town that require it.&n= bsp; This money is based upon a formula the State has come up with over t= he years. They pay us “x&#= 8221; amount of dollars per mile of improved road and unimproved road on an annual basis. They send us a check s= emiannually. (Inaudible) money for the purpose = of maintaining or upgrading roads with this, that sort of thing. Over the years a number of funds h= ave accumulated either in part because the projects they were designated for we= re cancelled or (inaudible) what we like to do is budget a little bit on the conservative side so we don’t run short and any of this money has been returned back to the Town Road Aid Fund which is separate from the General Fund. What we would like to d= o this year is appropriate money out of this fund for the purpose that it was sent= to the Town which is to continue (inaudible) maintenance on the roads, particularly in Section IX which has been (inaudible).

MOTION: &nbs= p; (Mr. Bernier, sec. Mr. Mancini) I move to appropriate $234,167.15 from the Town = Road Aid funds for Paving Rehab for Section IX (bounded by Route 63, Woolson Str= eet, Northfield Road, Fern Hill Road and Route 6) with additional work on Coloni= al Avenue, Woolson Street, lower Nova Scotia Hill Road and several other small sections of roadway in Town.

Discussion: Mr. Mancini: I approve of the= $234,000, not a problem, but my question is asphalt, last time we heard it was up to $99.10 a ton. Oil in the past= month and a half has gone from $142 a barrel down to $100 a barrel, should we try= and get that a little cheaper, can we try and get that a little cheaper some pl= ace else, or is that the rate no matter where we buy it right now?

= ; &n= bsp; Mr. Cavanaugh: What we are trying to do right now,= we bid out the bituminous concrete paving in place price last Spring and the p= rice was down to $71.20 a ton. What we’ve done is gone back to the low bidder at that time, Cocchiola Pav= ing, and said we really want this done for bid (inaudible) gone back to Tilcon s= o we are trying to get the best price (inaudible).
