Mr. Killeen: I come before you this evening with= no other forum to voice my opinion. I would like to encourage a sense of community decency. For too long members of the Republ= ican party have endured simple personal attack, some slanderously! &n= bsp; = ; Often times, letters to the editor generated from the Democratic party leadership prove upsetting to me.
My focus as well as that of Tom Lambert and Mary Colangelo is to help the Town= in which our children live, play, and go to school. That is our election campaign. My comments about Superintendent Erardi's departure are a matter of public record. In no way were they disparaging to= a single member of the Board of Education.

What really upsets me is the letter generated about Rich Mazzamauro. <= /span>Mr. Mazzamauro is an honest person. A morally upstanding family man. Rich Mazzamauro has fulfilled his responsibilities of elected office in a truly outstanding manner. He changed parties because he believed it was the right thing to do. There was no lack of ethics in the= very least.

last meeting, we have the potential of 350 more units going on up over Stra=

ject cost? The percentage of reimbursement fr=
om the

I noticed that the Police activity in the month of August was significantly higher. They were up to 578 m= otor vehicle stops which is about 239 more than the previous month so that was p= art of the effort that Chief Gavallas initiated. I know he had a special man on sev= eral days a week doing nothing but motor vehicle stops because of the Summer activity or high traffic activity, and I know he is also doing some more in= the early weeks of this month as evidenced by the coverage on Channel 8 recently. Unfortunately someb= ody probably would not have wanted to have been caught on camera on that case. Anyway, kudos to the Police Department, I hope they keep up the good work. I know I'll be on their backs to make sure they do. Chuck, what do you think?
Fire District, there is a hope on my part as evidenced by an article in the paper that I wrote regarding recreational land for the Town of Watertown and we h= ave been talking with the Fire District to see if we can come to some sort of an agreement regarding the property south of the old Fire District water treat= ment plant. Talks are progressing;= I'm hopeful that we will come to a viable conclusion or an agreeable conclusion= on all parts.

Our overtime report for all of our departments, in the month of August $39,500 worth of overtime. Some of th= at was in the Police Department, well $16,600 but I know we had reimbursement comi= ng through on that for the DUI, is that correct, and also we used some of that money that we get the $10 rebate so to speak to fund overtime for the Polic= e Department for that very purpose.

trying to create an office that's giving more timely service to the communi=

citizens by first of all approving the new secretary position which is now =

by Jennifer Guerrera. She has=

very hopeful and professional with the public and she's learning the ropes =
of
the office, between transcribing minutes for the Zoning Board of Appeals and
the Inlands/Wetlands Agency, and I've scheduled a visit to
= I'm also very grateful to the Town Council for approving the temporary Assistant Z.E.O. The permit field inspe= ctions are all caught up and no new work has been assigned to the temporary assist= ant as of this week. Again I want= to thank the Council for their support in helping the Land Use Office meet the needs of the community.

I
prepared a little report to go over, I wasn't really sure since this is my
first departmental report, and I thought I would do this in anticipation of=
an
annual report I'm sure the community has coming up and that's probably due =
so
we started looking at everything that had happened in, actually I put 11
months, I've been here 10.5 months, and the Planning and Zoning and Land Use
office has been very busy as you'll see.&n=
bsp;
I broke it down into the activities by sort of their uses and you
probably have seen all of these things come up on the Agenda, but when you =
see
them in a summary form, there's quite a lot going on in the Town of
= Commerc= ial development, I'm sure everyone is familiar with the Davis Street Square, new building going up, Thomaston Road, we all know about that because tonight that's the one the sewer line was waiting for, there is also pending, we're working with the Lombard Plaza and Carvel for some new additions, and the f= inal processing for 1400 Main Street, the zoning permit, it is in, for those two= buildings, and I put the square footage down there to let you know.

next page is the depressing page, the housing development subdivisions in t=

Town of
= There has been some zone change applications to those both that are listed and withdrawn, we do have another one coming in for the Alves property that I f= orgot about. There is a list of zon= ing amendments that have occurred in the last 10.5 months and the ones that are pending and then we added up the zoning permit applications since I've been= here and then the fiscal year for the annual report. That gives you an idea.
= The miscellaneous items are listed there. There have been others besides that, of course your 8-24's are not d= own there and we have reviewed those and some of the few projects that I didn't have time to list on there, but it gives you an idea of the vast amount of applications that have come through the office and how Watertown seems to be continuing to be a desirable place to have your development, either housing= or commercial. Does anyone have = any questions? Again I want to say thank you to the Council for the help and support that you've given to the = Land Use Office; it's been invaluable to me starting out in a new Town.

&= nbsp; Ms. Adams: I'd like to see th= is given to the Board of Ed, especially page 2 where you talk about the housing development and subdivisions. If you add this all up this is over 600 houses and even at 1 child per house you're looking at another school. I think they should be aware of what's coming down the pike in approvals.

meeting; through the Board of Education I received a report today and they'=

presently working on preparation of the sub grade, installing drainage
features, concrete curbing, soil, gravel, fences, structures, backstops,
supports, and so forth. The w=

expected to be complete and the field is expected to be in on November 15th=
of
this year. The turf itself wa=

and subsequently awarded to Pro Grass, Inc. The bid did come in at $326,646.
= Mr. Pawlak: Our number was $790,000 if I remem= ber correctly, so we're looking for $55,000?

Bond
Rating
= As all of you are well aware, each time the Town goes out for bonding we are a= gain rated by Moody's. This sale t= hat we had last week we were rated at a AA3 which is an excellent rating. Although it's not the highest in t= he State, we did receive, and I attribute this to the policies and procedures = and diligence of Frank Nardelli and the Financial Department and the Town Counc= il as well, we did receive a 3.94 interest rate which is the lowest in the Sta= te, despite us not having the highest rating, so we did very well. This was that $5,900,000 which wen= t for Wattles Brook and the 3 schools. Congratulations to you, Frank.
&= nbsp; Mr. Primini: I know we went t= hrough this about 5 years ago when we had Webster Bank come here to explain to us = how they determine our rating. I'm wondering if at a future meeting we could have that again so people could understand it, such as the value of housing in town, that's one of the reas= ons why we can't have that top rate, cause we' not a Fairfield County town, or = an Avon or Simsbury, but also our general fund balance, the whole thing. I found it very educational when I= first heard that about 5 years ago so I just wondered if that could be done again= ?

MOTION: (Mr. Mancini, sec. Mr. Walton) to approve the establishment of compensation rates for Polling Place Workers for Elections and Referendums as presented.
&= nbsp; &nbs= p; Discussion: Mr. Mancini: How did these numbers come about? I went over the number= s and some people got a 19% raise from last election and some weren't getting anything at all.
&= nbsp; &nbs= p; &= nbsp; = ; Mr. Dalton: We researched tha= t with other similar sized towns and in some cases our wages were competitive, in other areas we were not competitive, and that's how we reached these wage hikes. Some towns tried to st= int when they made the change. Litchfield went over to the new system in November and they really struggled, in the last couple of weeks before the election they had to give much higher raises just to attract people.= As you guys know, it's getting harder and harder to get people to wo= rk these 14 hours days. That's h= ow we reached it, by going to other towns and seeing what they did. Where we were competitive we didn'= t make any changes.
&= nbsp; &nbs= p; &= nbsp; &nbs= p; Mr. Pawlak: What is the net difference between= the current and the proposed costs?
= ; &n= bsp; = ; &n= bsp; Mr. Frigon: The savings for a= ll 4 of our polling places will be very close to $2,000 per election.

We are at variance then, one is go= ing one way and the other is going the other.&= nbsp; I don't have a problem with an increase in salaries, but is that bec= ause of the increased people on a temporary basis until we get fully established with these new voting machines?

I = can't foresee what it might be, but there might be a significant reason for doing= so and I just would not want to see the burden placed on the taxpayers in a si= ngle year or two to try and make up what might be a significant dip in the gener= al fund. Like I said, I don't kn= ow what it would be, but I just thought (inaudible) consideration.

&= nbsp; &nbs= p; In some ways this is rather anticlimactic.&nb= sp; Everybody in the world has seen this except the Town Council. Much of that I think was a result = of trying to get a consensus of all the parties here for moving ahead with thi= s project. As you know I've had two meetings = with the Board of Education and at the last meeting last week I got enthusiastic approval of both the process and for joining with the Town Administrative Offices in a common building so I think that in itself was a very good start for this whole process.
&= nbsp; &nbs= p; I'd like to start by saying that this is a feasibility study and I hope you all understand what a feasibility study is.&nb= sp; This means that we're looking at the big picture, we don't have all = the answers, and there are some left to be resolved, but I think in the overall aspect of looking at the big picture, is the building suitable? I think the answer is affirmative.= The directive to me from the subcommittee was as follows:
§ Plan for a building large enough to accommod= ate all of the Town's administrative functions under one roof.
§ It would be advantageous for the Board of Education to be included in this building.
§ Provide for a variety of spaces suitable for public meetings of the Town Council, the Board of Education, and for all the boards and commissions and for other members of the public to use for meeti= ngs.
§ Provide for a large amount of storage space.=
&= nbsp; &nbs= p; I looked at 3 issues:
1.&n= bsp; Is the site suitable?
2.&n= bsp; Is the building either as it stands or with modifications suitable to fit the Town's space needs in the foreseeable fut= ure.
3.&n= bsp; What is the likely project cost?
&= nbsp; &nbs= p; There were several questions that I sought to explore or to solve as I approached= this problem. The first very specifically, is there sufficient parking on the site to accommodate this building? The Town has about = 75 employees, including the Board of Education, and those numbers are not expe= cted to climb very much in the foreseeable future.

With those two parameters, 75 empl= oyees regularly and 150 seats for an auditorium, I developed a plan for 125 autom= obiles on the hard surface of the building, and there is room to either expand or = to provide in addition to these 125 on a pervious surface another 50 or so automobiles, so there is in my judgment plenty of parking to accommodate the needs of a Town Hall.

p; The
second element of the site design that was important to me was how to appro=
ach
the building and how to get the parking actually on the site. It seemed important to me that we =
should
approach from
&= nbsp; &nbs= p; Now the current building, attractive as it is with its current colonnaded entra= nce and monumental stair, it provides a very attractive appearance from a long distance, and that will remain the focus of a design of a new building ther= e, that will be the symbolic entrance to the building, however, this set of st= airs does not meet contemporary standards for an entrance accessible to everyone with physical impairments. I propose to create a new entrance of what is what everyone now considers the basement level of the building, but as I explain it further, this basement level will be modified in such a way that we will look at it truly as the f= irst floor of the building. All of= the essential spaces at the lowest level will have light and window, air, all of those good things we want to have in our buildings as if we were on upper levels. It will not feel like= a basement in any way.
&= nbsp; &nbs= p; So the parking drive will come in, it will rise slightly to this level here, t= here will be a turnaround at the new entrance, the handicapped parking will be immediately adjacent to this, and there should be sufficient parking for everyone very central to this entrance here. At the far end of the building the= re is a turnaround circle here, which will serve double duty as a service entrance for the building. The only tr= affic in from Heminway Park Road will be some parking for handicapped folks, and = for service and for emergency access, so there will be a road that will continue all around the building, but we really want to have all of the public traff= ic from the front. I think one o= f the side benefits of this whole approach here is that we will be able to provide much more parking, much more suitable parking coming to games at all of the ball games here at Deland Field.

All of the fields have all of their playing areas and all of the amenities that they currently have and has been so carefully developed in t= he past few years. In fact we ho= pe to enhance that. At this location right here which is currently the Board of Education maintenance building, = this building will either remain, or in addition to that building that's there, = we will create an area for public toilets and for a small office and some stor= age for Park & Rec for their athletic equipment and a small office for them= to use for some of their Park & Rec activities.
&= nbsp; &nbs= p; One other aspect of this site that I think will work very nicely in the future = is particularly is that this area directly to the east is the area that has be= en recently donated to the Town by The Siemon Company and at some point in the future is hoped to be developed into a recreational area at some time, but = that is not in this project at this time, but I think that standing only I think that this site would be a very, very handsome location for a Town Hall, and= if the other area down here, the park is developed, I think it would be a true community and governmental center that would be without parallel or (inaudi= ble) in this State.

existing building was built actually in 3 stages. The building from approximately th=

line to the left was build in the 1930's, later in the 1950's an addition w=

built accompanying approximately half of this area, and then in the 1990's
another small addition was made for vertical circulation and handicapped

has an area of about 39,000 square feet.&n=

When I first started this project I developed a questionnaire, this
questionnaire was sent to all of the department heads, which was followed up
with a visit to each department head and I got their direct oral concerns a=
bout
their spaces and what they would like to have. So I developed a space needs progr=
am,
this was again vetted with the Town Manager and based on, so I developed th=
en
the space needs for the project. It
was determined that the amount of area that is needed to accommodate Town
Offices and the Board of Education is about 50,000 to 55,000 square feet.
&= nbsp; &nbs= p; This sketch shows how the first floor would be organized, and again this is a feasibility study, I have not attempted to show what all of the internal pl= ans of each individual department would be, but clearly there would be more off= ices and spaces within each of the departments than is shown here now. This plan is simply to show the si= zes of spaces that should be allocated for each department and how they should be organized and grouped for best function within the Town.

&= nbsp; &nbs= p; On the first floor, and you can see here, this is the turnaround right here and the parking that fans around it. A new entrance is created right here at the joint of the new addition and the existing building. On this fl= oor I have grouped all of those departments which have the greatest public access, that is Park & Rec is immediately adjacent over here so that people can= run in and out and get their things and go out. Tax Collector is immediately here,= the Assessor, Town Clerk, Judge of Probate, and with the Town Clerk is a new va= ult built outside of the existing building for the Town Clerk's storage. I'm taking advantage of the fact t= hat the existing building has quite large hallways and these hallways provide an excellent benefit for a town hall in that they also provide the space for queuing for those times of year when people line up to pay taxes or see the Assessor or Town Clerk, so all of these spaces you see here are all sort of= net spaces, the public does not enter into the departments unless they are invi= ted in or have business within the department.= There would be large counters between the departments and the public creating a sense of openness, but the counters would also provide a degree = of separation between the department and the public. Also on this level right = here the Registrars again relating to signing up voters at their various times, there is a dead file storage back here to provide some of the storage needs= for the departments. This area in= here is receiving supplies, and additional storage for various supplies and materials. The vault is const= ructed outside of the building because it really needs to be a concrete bunker and= it needs to have a rating on all sides and above it to meet the (inaudible) storage requirements of the State.
&= nbsp; &nbs= p; As you go up to the second floor, either up through the stairs at this end of = the building or the elevator here, I've organized those departments that are related to building, various kinds rather. We have Planning and Zoning, the Bu= ilding Official, and Public Works, Health Department all grouped together so it facilitates people's getting their permits or getting their questions answe= red about the building process. T= he other half of the building is for the public. At the current entrance to the gymnasium, at that level, we would raise it up so that we would eliminate t= he steps here but we would create an entrance and a nice lobby with a auditori= um seating 150 people within the gymnasium.&n= bsp; Adjacent to that area, generally occupying the area now occupied by = the stage, would be other meetings rooms for various commissions and the public. There would be additi= onal meeting spaces down here and along here.&n= bsp; You will note here that we have a community resources area and this = is something that is a result of the discussions held last year. Chuck, what were all the public me= etings that were held last year with respect to the Town growth, the desire to have this community resource space?

To have this com= munity resource space where there would be information, it would be staffed by volunteers, have information about the Town and also to have areas where immunizations could take place or boy scouts or the cub scouts or the girl scouts could have sign ups, blood drives, various kinds of things could take place, could be administered from that area.

As you can see, as we go up the bu= ilding we get more into the administrative parts of the town government and those parts of the government that have less immediate public access, although st= ill again the elevator and the stairs bring you right up into the center of thi= ngs and then we have created a full wing for the Board of Education, an area for the Finance Department, the Town Manager and an area set aside for a small legislative office so that our State Legislators could have office hours wi= thin the Town Hall.
&= nbsp; &nbs= p; Now this is everyone's favorite part. (Tape #2, Side A ended - may have missed some.) Cost estimation at this stage of a project as far as being attuned to what is happening in the construction industry right now. Particula= rly when we have a construction industry which is in a state of flux as it appe= ars to be right now. Prices have recently surged quite significantly but seem to be leveling off, however th= ere is still a great amount of uncertainty in the market, therefore I knew I couldn't do this alone, or at least be responsible alone for this. I enlisted the services of 3 well = known contractors within the, in the local area, I had meetings with them, I explained the project, went over the project very completely with all of th= em and they all spent several days pro bono working on their estimate of what = the construction would be. I developed the site costs myself and used other independent sources to develop those, so I did = not have the contractors work on the site costs. I had them use all the same format= so that we could be comparing apples to apples and get as much as we could a consistent view of how this would be done.= I looked at it as if the project would be done using construction manager form of construction, although I think the costs would not be significantly different if it were done on a general manager method.
&= nbsp; &nbs= p; As you can see they vary a great deal across the job. I did my estimate first, I did not= talk to any of them about it, I did not share my costs with them. As you see I would to be the low b= idder, but the costs from the contractors ranged from about $11,000,000 to about $19,000,000. The object of th= is was not to get the low bid, but to develop costs for bonding purposes that woul= d be hopefully higher than what a low bid would be but not excessive, therefore = what I did was I averaged all 4 of the costs together and came out with, if you subtract the site costs, an average cost of $15,500,000. If you throw out the high and low = and take the average of the two middle contractors, it's about $1,000,000 lower than that, so the construction costs I estimate for the building approximat= ely $14,000,000 and for the site $1,500,000, but unfortunately that's not the o= nly costs for the project. We have to l= ook at what the project budget costs are. To do that I included what are generally known as soft costs, furnit= ure and equipment, architectural and engineering fees, other expenses, and other costs that are involved within the costs of construction. These costs added another $2,100,0= 00 to the cost and because it will be at least a year before construction can beg= in, a year to year and a half, I allowed for inflation of about 4% or $700,000 arriving at a total project cost at approximately $18,300,000. These costs, I know, cause one to = pause, but you should understand that these costs are not for the preverbal Taj Mahal. They are costs simply = for a building of good quality, with low maintenance that will last for a long ti= me. They reflect current building cost reality. I think anyone who h= as built a house lately can attest to this.

You mentioned = the need for storage and one of the things that I see in the future, and I'm not smart enough to presume that I'm going to get this right, but I'm pretty su= re that it's going in the right direction, and that is the ability to store information technologically is going to make the need for hard paper storage and physical square footage diminish in the future so we have some signific= ant areas set aside for storage which ultimately in the future I think will bec= ome less and less.

When I started the project I had h= oped, because the boilers were relatively new I had hoped we would be able to save and reuse them, but as we got into it my mechanical engineer said yes, they= 're new, but they're steam boilers and unfortunately steam is harder to control= and there are fewer people who know how to deal with it, and it would just be b= est to put in chillers and new small new boilers that will handle the heating needs.
