style=3D'mso-spacerun:yes'>&nbsp; </span>The first one is that if Town prop=
erty
is sold, then what we're really doing is we're disposing of a fixed asset, =
if
you will, in balance sheet terms and when we do that my recommendation woul=
d be
that a special fund be created, if we don't already have one, so that the m=
oney
we get from the sale is saved for the replacement of a similar fixed asset =
some
time down the road.<span style=3D'mso-spacerun:yes'>&nbsp; </span>A good ex=
ample
is an open space fund that I know we've tried to feed, if you will, with bu=
dget
contributions over the years and usually those contributions get defeated
during the budget process, and I remember those days very well, but I think=
 it
would be a good expression in an interest in long term planning to try to
increase the value of the Open Space Fund in particular, so that when the t=
ime
comes that we need to buy some property we'll have the funds to do it.</p>

<p class=3DMsoBodyTextIndent style=3D'tab-stops:-60.0pt'><o:p>&nbsp;</o:p><=
/p>

other point I'd like to bring up is whether we should sell the particular f=
ixed
assets that are under consideration right now at all.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>I'm sure that there is an assumpti=
on
that there are no need for these assets, these pieces of land for the next =
few
years and I won't challenge that, but I will ask that we give consideration=
 to
whether we might need them in 30 or 40 years, and if we have a long term pl=
an,
a strategic plan that goes way out way beyond the period of time that we're
thinking about, then I would think that we would need to ask the question, =
is
there a possibility that we might use or need some of these properties at s=
ome
time in the future, and if there is a possibility of it, then I would recom=
mend
that we think twice before selling them now, especially if the reason is to=
 try

land and using it to balance off the budget, but I really feel since it was
bought with the bond money for John Trumbull School that property should be
used to pay off the bond at John Trumbull School.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>I have no problem selling it, like=
 I
said, but any other properties, I think we should be developing a policy so
we're not sitting on this property for a long time, but as part of our Plan=
 of
Development, I believe we're asked to have 21% of open space and I consider
that part of our open space, so if we're going to be selling that off, that
land should be used in exchange for another piece of land, hopefully anothe=
r piece
of land that we can buy that would be more suitable for everyone in Town.</=
p>

courts, and we would reclaim a significant portion of that land and use it =
as
recreational areas, i.e., soccer or baseball or football fields, perhaps
picnicking and things of that nature, and basketball courts, so between that
and the southern end which would be on the Pin Shop Pond which we would also
want to break the dam and drain and reclaim land, it would be a beautiful
linear park of about a mile with parks at each end, so that is the long term
plan.</p>
