It is wi= th sincerest accolades I congratulate the Watertown Land Trust for meeting the= ir goal of raising the required funding for their purchase of the Osuch Farm.<= span style=3D'mso-spacerun:yes'> As you might recall, the Town Coun= cil had pledged a contribution $22,000 from the Open Space fund toward this eff= ort contingent upon and payable upon the Land Trust’s success in obtaining the required funding. I have attached to this report a letter from Mr. Undercuffler notifying the Town a= nd requesting payment. Frank Nardelli will release this payment the week of November 6th.

A summar= y of possible opportunities is in progress. I have not sat with the team yet, as= it is proving a difficult task to contact property owners for availability of potential property. I continu= e to target the November 20th Town Council meeting for a comprehensive report.

No addit= ional details have been provided by the State on the progress of the design. It is anticipated that the town wil= l be responsible for the cost of increasing the water and sewer pipe sizes to me= et the town’s potential development of the Route 262 corridor. The cost is presently projected by = the State at anywhere from $167,000 to $400,000. There will be considerable conversation on if and or how the Town might fund this project as the scope= and costs are provided.

We have contacted the State Department of Transportation to initiate the required permit process. Preliminary discussions indicate that it will be the State’s recommendation that = the Town install permanent high visibility signs at all cross walks. &= nbsp; &nbs= p; &= nbsp; Mr. Pawlak: This is in line with the discussion= we've had in the past regarding a move that I wanted to make exploring the possibility of granting tax relief to the elderly and to veterans. We're still in the discussionary s= tages as to who should be on this committee. It would appear that it should be t= he members of the Finance Subcommittee with at least 1 or 2 other people, we're looking at a total of 5, is that correct, and time is of the essence, we ha= ve a letter from Carolyn Nadeau regarding this committee, it says 5 residents, 60 days after the appointment we should come up with a report and the fiscal effect of the proposed property tax relief on the Town should be delineated. Also recommendations with respect to the form and extent of the program.<= span style=3D'mso-spacerun:yes'> It's also indicated that the appli= cation period for prospective recipients is February through May so that an ordina= nce must be written and adopted and then applications will need to be created a= nd the enhancements to the computer system will have to be in place all prior = to February 1, so we will get on the stick so to speak on this one, and I susp= ect that by the end of this week I'm not sure what the . . .

= ; &n= bsp; Mr. Pawlak: Possibly, if all = 5 are on the committee, the Town Council. Paul's question was if we have 5 members from the Town Council that = constitutes a quorum so that's something we also have to consider.

&= nbsp; &nbs= p; Mr. Pawlak: So the only thing I have to clarif= y is the method of appointment and I don't know if we really explored that.

When I talked to Carolyn= , she said it was the Chairman of the Town Council who would make the appointment= to the committee. I was hoping to meeting on November 20th, right before the next Council meeting, like around 7:00 p.m.

<= span style=3D'mso-tab-count:2'> &= nbsp; &nbs= p; Discussion: Mr. Pawlak: Chuck, we had a brief discussion regarding this particular project, if I remember correctly there is a proje= ct, and I'm not sure of the status of the project, with respect to how far alon= g it is, and that is the expansion of the communications area in the Police Depa= rtment, we are moving out the wall and taking up the lobby as I recall, I don't kno= w if this is related to that project or not.
= ; &n= bsp; = ; &n= bsp; Mr. Frigon: No, it is not rel= ated tot it. The 911 equipment pre= sently exists in the formerly known as the command room, which is right adjacent to the communications room. The command room, formerly known as, is used as a, for the lack of a better ter= m, an all purpose room, that's where the microwave and break room exists, and = all of the traffic going to the communications room goes through the command center. The 911 equipment tha= t's there now is rack mounted, it's all open, and it's accessible to anyone and it's not in what was considered an environmentally friendly condition, alth= ough we've never had any problem directly due to the environment, it's in a susceptible location. Regardl= ess of how the communication center is going to be configured, this work is not necessarily related to it, it is more of a stand alone project and what we'= re looking to do right now is to relocate that equipment to the records room w= here once existed the computer for the Police Department, which is now more a network facility than anything else. That room is environmentally controlled, = it has a separate air conditioner, heat, and is kept at a certain temperature whic= h is considered a better environment for the 911 equipment. So it is a stand alone project, it= is something that we want to accomplish, and John Gavallas is here to speak to= it if you have any additional questions.

If we don't have a problem with it= now, can this project wait a year?

This is all of our 911 equipment, all the emergency calls that come = into the Police and Fire Departments in the Town, and if something happens to it= , it could cause a disruption in emergency services, and I think realistically w= e're probably looking more than a year away before a new building could be constructed and we could move into it.

= ; &n= bsp; Deputy Chief Gavallas: Not quite= , it has been a number of years since it was relocated there. In the last couple of years we bui= lt a kitchen into this break room. Consequently the staff sometimes cooks there because dispatchers are there 24/7 and the grease and oils coming from the cooking made it a little bit worse, because= of the creation of the break room and the new kitchen, which was badly needed.=
