The legal voters = of the Town of Watertown and those entitled to vote in Town Meetings are hereby WA= RNED AND NOTIFIED of a Special Town Meeting to be held on Monday, November 15, 2= 004 at 7:15 p.m. in the John Trumbull Primary School Media Center, 779 Buckingh= am Street, Oakville, Connecticut to consider authorizing expending $60,000 from the General Fund for the purchase of materials, easements, equipment rentals and other project related project expenses for the Cherry Avenue Bridge Project, which $34,700 was previously appropriated, leaving a balance of $25,300 to be appropriated for the project. The total amount expended is expec= ted to be reimbursed through a State grant at 100%.

Discussion:  &= nbsp;    Roy Cavanaugh, Director of Public = Works

    =         = ;           Mr. Cavanaugh: The purpose of= this project is to replace the = Cherry Avenue box culvert which, as you may or may not remember, collapsed last Spring. The Cherry Avenue box culvert was origi= nally constructed over 50 years ago and it failed this year, probably due to old age. The project is located o= ver an unnamed brook near the vicinity of Scott Avenue in Watertown, Connecticut.

    =             &nb= sp;       The replacement project consists of approximately 44 linear feet of 4 x 11 box culvert going back in to replace the existing box culvert which collapsed.<= span style=3D'mso-spacerun:yes'> The hydraulics are substantially the same as before. This is not a flood control project, we're putting it back essentially the same condition as it was before. That's one of the reasons that the project costs were so low. Th= e box culvert has been ordered and has been cast in place, One of our guys was down and inspected it from a previous appropriation from United Concrete; it's await= ing delivery. The tentative insta= llation date for the box is next Monday, the 22nd, and we anticipate closing the ro= ad up shortly thereafter. We're = opening up to traffic and finishing up the project in the Sprin= g, the other accessories.

    =             &nb= sp;       Part of the project includes an installation of gabion rock baskets on the upstr= eam side and on the downstream side we are putting in sidewalks in accordance w= ith the Planning and Zoning Commission's request. On the parapet wall on the downstr= eam side we're constructing out of fieldstone to match the existing construction. The intent of t= he project is to make the end of the project look harmonious with the existing neighborhood by use of the fieldstone, and we also met last week with the contractor, the same contractor that designed the fencing over at the Oakvi= lle Green, and we anticipate putting a bridge rail in to match the fencing over= at the Oakville Green so we can continue that look throughout the project and = make it harmonious with the rest of the work going on in Town.

    =             &nb= sp;       The plan in front of you shows the plan and profile, the new box going in, and = on top of that I have the shop drawing, each of the 6 pieces going in weigh ab= out 22,500 lbs., so there is some serious concrete going back in there. If anybody has any questions, I'd = be happy to discuss the project further.

    =             &nb= sp;       Mr. Valenti: When would this work start?

    =             &nb= sp;       Mr. Cavanaugh: The work has already started. We anticipate getting the box deli= vered and set on Monday.

        &= nbsp;           &nbs= p;   Mr. Valenti: Completed by?

        &= nbsp;           &nbs= p;   Mr. Cavanaugh: It would be co= mpleted next Spring, complete complete, but we anticipate, and if the weather holds, we're anticipating opening the road back up to traffic this construction se= ason and then finishing up everything else in the Spring.

        &= nbsp;   Mr. Kane: Anyone from the pub= lic wish to comment to ask a question?

        &= nbsp;   Mr. Cavanaugh: I'd further li= ke to state for the record that the Engineering Department did the engineering fo= r the project, and the actual construction is being handled by the Highway Department.

    =         Mr. Kane: This will be another 50 year . . .= . . plan, if you will, like the other one? Is that not true, the life span of= these . . . .

    =         Mr. Cavanaugh: Right, when we put this project ba= ck on the books afterwards (inaudible) 50 year life expectancy, that's a standard= for this type of work. Of course = we're hoping to get more. It's a high stre= ngth concrete, 5,000 lbs. It's goi= ng to be factory made, as you were, down there.&= nbsp; It's got epoxy coated rebars and the exterior of the box is being co= ated with another compound to protect it from corrosion, so 50 years we're hopin= g to be a very conservative life expectancy.

    =         Mr. Wick: Just a question about reimbursement. Does the reimbursement go beyond the expense incurred for materials? Does the reimbursement include sal= ary reimbursement for our own people?

    =         Mr. Cavanaugh: Yes. In a previous discussion with the = State, what they're going to do in essence is they're going to give us a checking = account, we reimburse ourselves back out of it. At the end of the project there wi= ll be an audit in accordance with State Guidelines, just like any other project, = but we can meet, we are eligible for reimbursement for all labor, equipment, an= d materials used on the project, up to $100,000.
