Ms. Adams: The Town Hall Subcommittee will me= et next Tuesday at 6:30 p.m. at the Town Hall Annex. Mr. Frigon will send the notice out accordingly.

The letters have gone out for the Town Attorney. We needed the Council to have at l= east 3 proposals so we will be talking about that on December 3, 2007.

The Town Council photo will be taken at the second meeting in January. If anyone has a problem with that, please let us know.

7.&nb= sp; Town Manager's Report

= Mr. Frigon: I have 4 items, actually 3 at this = point; one was the Town Attorney, thank you.

= The Town Hall Roof - as previously reported I have contacted some historic preservation architects and have found one, Steven Bedford of Fitzgerald and Haliday, who is well respected for his work and is anxious to give us a pri= ce for the cost of an architectural plan for the replacement of the Town Hall = roof. I expect to have his quote fo= r your consideration at your next meeting.

= CRRA Refund - feel free to ask questions if you're not familiar with the case itself, but I’m sure you read in today's paper and most recently there has been a lot of activity in CRRA. The Judge has again ordered CRRA to make restitutions to the communi= ties involved in the lawsuit. Watertown is expe= cting to receive $547,865. There is no= set time that we might receive this money and the actual dollar amount has not = yet been verified, but that is what we're expecting at this point to get and we're hopeful to get that in reasonably soon.

= Property Auctions - the 3 properties that have been authorized for sale have been advertised and the bid opening for that is 11:00 a.m. on 11/28/07.

= Mr. Kane: If I can interject, I don't know if= this is the proper time, but since the Town Manager just gave his report, I don't know what we have planned for the Agenda for next time, but we have 4 new members on the Council now, ourselves, I don't think we've really spent a l= ot of time talking about some of the different issues that we have on our plat= e, I know we still have to pick a town attorney, so if possible I'd like to see a couple of things on the agenda for the next time. You mentioned the Town Hall, I don= 't know where we are with the Town Hall.

= Mr. Kane: Yes, the current Town Hall. I don't think we've talked enough = about the current Town Hall as well as the Town Clerk, I don’t think we've talked about in recent memory quite honestly and it has to be in executive session but if we can change direction on these kinds of things I'd like to= see that because I don't know if we've had enough discussion on any of these it= ems and we do have 4 new people so if we could put these on the next agenda, I think that would be wise.

= Ms. Adams: No, definitely. I know Mr. Frigon is working on De= cember 3rd we're potentially looking at bringing in the Town Attorneys and to have them give the entire Council an update with where we are with the different legal actions and also there is talk about putting together a meeting of the Council Members along with Department Heads to be able to get an idea of wh= ere we're at especially for the new people, get a chance to meet the Department= Heads and just kind of have an open question and answer and have them give report= s on their departments.

&= nbsp; Mr. Kane: Well I know we have nothing for executive session tonight, so I'm hoping in executive session at the next meeting we can take up the conversation on the Town Clerk and any other items that we might have questions on.

&= nbsp; &nbs= p; &= nbsp; &nbs= p; Mr. Nardelli: Yea, by State Statute when there is= an overpayment on property taxes, they have to come to the Town Council to get authorization to refund those. If you look at the sheet, the first one there is the type of refund "S&qu= ot;, that means it was on the supplemental bill and the reason by the Assessor, = the assessed value decreased, so these are certain things that come in front of= the Assessor for different valuations that get reduced because there are overpayments and they have to come to the Council for authorization to refu= nd the money. Type "M"= is motor vehicles. Type "P&= quot; is personal property. Usually= the description is there as to why they're given the refund along with the pers= on's name and address.

= ; &n= bsp; NOW THEREFORE BE IT RESOLVED BY THE MEMBERS OF THE WATERTOWN TOWN COUNCIL, that= the Town Council shall meet on a regular basis at the Watertown High School Technology Room, 324 Frenc= h Street, Watertown, Connect= icut at 7:30 pm. on the first and third Mondays of each month, except as noted below, and also except when the first and third Monday falls on a designated holiday, in which case the Council will meet on the day immediately followi= ng the designated holiday;

&= nbsp; Mr. Stewart: On the issue of the Town Hall, I th= ink that the new Council members, as well as the incumbents, need to realize th= ere are a number of facets involved with that entire issue. You have the Town H= all, which I think there is a lot of deliberation that needs to take place on th= at insofar as value of property and so forth, I leave that to your good judgment. I guess to sum it u= p, the only thing I can say is that I think that everyone needs to review, re-revi= ew, study their own expert's opinions in black and white, and come to some new direction on all of the issues that surround the Town Hall. I think that that is something tha= t has not been done for the last 24 months and I think it's high time an open mind look at all of the reports. I= mean your own experts all agree, including your own third party experts, and yet= the former majority continued to insist that the building is clean and safe. It's not possible. It's just utterly impossible for t= hat to be the case. So I urge everyo= ne to re-review and re-evaluate their position and make sure you understand the entire matter. Thank you.
