Richie, a lifelong resident and business owner in
Moving f= orward, a written test is being prepared in conjunction with a modified job application. We anticipate advertising the position the week of December 4<= sup>th. All applicants will be required to schedule a written test to be taken at t= he Annex. A short list will then be interviewed by myself<= /span> and two members of the Building Officials Organization. The plan is to have someone on board by late January.

Trans= fer Station Update:
The Roll= off container truck is scheduled for delivery to the town Thursday, November 23, 2006. Once delivered, the truck will be equipped with communication equipme= nt, decaled and made ready for use. The containers are scheduled for delivery by December 1st. At this point we are looking toward a December 11<= sup>th takeover.

All going as planned, the Public Works Department will be assuming
responsibility on December 11th as targeted.

Facility:
No addit= ional details have been provided by the State on the progress of the design. It is anticipated that the town will be responsible for the cost of increasing the water and sewer pipe sizes to meet the town’s potential development of the Route 262 corridor. The cost is presently projected by the State at anywhere from $167,000 to $400,000. There will be considerable conversation= on if and or how the Town might fund this project as the scope and costs are provided.

Status of Greenway Project:
Chuck Be= rger, Town Engineer is the individual that will provide an update on the Greenway project. He has been invited and is expected to report to the Town Council = at the December 4th meeting.
With consideration given to Chairman
Pawlak's interest in this project, I have rescheduled the update to the
December 18th meeting.
Status of Water Storage Tank Clean=
ing:
The stat=
us of
scheduled maintenance for the Scovill tank remains on hold. The issue is not
with the Water & Sewer Authority but with the firm contracted to perform
the work.
As of the writing of this report, the=
Scovill
Tank is scheduled to be cleaned Monday, December 4th.
Contract= ing the required work on the Straits tank has been delayed as a result of a critical shortage of manpower.
Frank Jodaitis has targeted the clean=
ing of
the Straits Tank for the second week of January, 2007.

The Stra= its tank will be approached differently. It is agreed between Frank Jodaitis and I t= hat this tank will be drained, dry cleaned, structurally tested, disinfected and then refilled prior to Thanksgiving. This approach will allow bidding requi= red rehabilitation over the winter with work to be performed in the spring of 2= 007.

We have contacted the State Department of Transportation to initiate the required permit process. Preliminary discussions indicate that it will be the State’s recommendation that the Town install permanent high visibility signs at all cross walks. If the State permits the signs, the permit process will then be directed to the Police Commission.
Town = Hall:
Calabrese Associates has conducted their physical analysis of the Town Hall. The data= and information collected is being analyzed. A final report is promised for completion in December.
Air qual= ity testing continues on a quarterly schedule. The most recent test was perform= ed October 25th. Results have been attached to this report.

Responsi= bilities for the centralized fuel dispensing system have been transferred to the Pub= lic Works/Engineering office. While training, we discovered a malfunction that requires a professional service call which has been scheduled, however, I am uncertain of the date.

Town = Motor Vehicle Policy:
Chairman= Pawlak has recently asked that I review the Town’s Motor Vehicle policy. I am preparing a questionnaire that will be completed by all department heads describing all relevant data along with a “how, why and by whom” the vehicles are used. It is from this information I will be prepared to structure a responsible analysis of our existing policy for Town Council review.
Buildings Appraisals:
The firm= of Nocera, Dillon and Diorio LLC has been authorized for Phase I appraisals of town facilities as directed by Town Council. November 6, 2006. I have asked Carolyn Nadeau to schedule the work as well as monitor these efforts. IR= 17;m confident Carolyn will report back to the Town Council as soon as informati= on is available.

Ms. Adams: If you can check out, we had a pub= lic hearing about 6 months regarding a cell tower on Black Rock Road, and at the time people came forward and wanted it put at Crestbrook, can you find out,= is this in addition to that tower?
Mr. Frigon: This is in instead of. The Siting Commission has a longst= anding history of putting any cell tower owner or contractor through a process whe= re they have to literally prove to the Siting Council that a municipal locatio= n is not available. In this partic= ular case when folks did come forward and ask that it be placed on municipal pro= perty, Sprint then took that and is presently doing design for Crestbrook Park.

Report - 2006 Annual Report regarding DEP Phase II Storm Water Program to be
provided by the Director of Public Works
= ; Mr. Cavanaugh: This report is required by the Connecticut DEP on the Storm Water NPDE= S Phase II Program. At the end of every calendar year = I'm required to report to the Town Council the Town's progress on this particul= ar program. In front of you is a= copy of the Executive Summary that I prepared for the Management Plan. There are copies of the Plans avai= lable for review on the Town's Web Site, at the Public Works Department, the Plan= ning and Zoning Department, the Town Hall, the Town Hall Annex, and both libraries. There will be a wo= rkshop for any public comment or for anybody who wants to participate in the development of next year's program. The workshop will be conducted next Tuesday night at 6:30 p.m. proba= bly right here before the Public Works Subcommittee regular meeting, and if any= body has any questions, comments, or input that would be another opportunity for public participation.

fully in compliance with the Storm Water Phase II Program, one of them bein=

The focus of the program next year will be implementing more of the illicit discharge and dry weather sampling, in other words we'll be going out looki= ng for some of the discharges to the storm water system and streams that occur= s as a result of connections which are necessarily supposed to be connected to t= he storm water program and we had a very successful public outreach program th= is year, we had about 10,000 brochures which were printed and distributed, the= re were two runs of 5,000 each. = Primarily about 3,500 of them went out through the schools and some of the rest were = put out at public events. For the= first time ever the Public Works Department participated with the house/home, the storm water program information to the general public through the Fall Fest= ival that was fairly well received up at Veteran's Park and we are looking forwa= rd to doing it again next year. = We did hold 3 household hazardous waste collections and 1 free electronics collect= ion as part of this year's program. We did achieve significant cleaning of the catch basins this year, 438 catch basins were either cleaned out or totally rebuilt this year as part of the program to reduce the impact and the loading upon the storm water program.<= span style=3D'mso-spacerun:yes'> Any questions, comments, concerns?
Mr. Kane: Before we move on, in the Town Man= ager's Report the structural study for the Town Hall was included, any way of havi= ng Mr. Calabrese come to our meeting and give a presentation on this?
Mr. Frigon: Sure. I was hoping that the Public = Buildings Committee would review the report first and then perhaps have a representat= ive from the Public Buildings Committee will be invited with Mr. Calabrese.

&= nbsp; &nbs= p; Discussion: Mr. Cavanaugh: The equipment parts fund that = we were requesting funds be transferred into was actually out of the snow divi= sion which is Division 32, as opposed to the Highway Department which is Division 31. The snow division started= off with $8,000 budgeted for this year's snow season. Right now the balance in that acco= unt is $108.70. We spent quite a bit= of time and effort getting ready for this year's season, which we hope is wast= ed but this is new England. The primary expenses, well the $8,= 000 that was expended so far, we go through and do preventive maintenance and cleaning and parts repair and checking and lubing, all of the snow plows, t= he snow plow equipment, the bodies, the trucks, the sanders, that sort of thing. We discovered as part = of the on-going operations that 4 of the conveyor belt chains in the sanders were either broken or required replacement before they broke down in the middle = of a storm. The chains act sort of= like a conveyor belt in the body of a truck, they bri= ng the sand to a spreader, drop it down, and distribute it. As you can imagine, they're subject= ed to quite a bit of loading for both grit and friction and corrosion due to salt= and the other chemicals so we wound up replacing 4 of them, and each of the cost about $1,000 for a small one and about $1,200 for the larger trucks. So those 4 chains of and by themse= lves put a significant hurt on the snow division repair equipment so we thought = it would be a prudent measure to transfer more money into it being as how the account was just about deleted in case of an emergency rather repairs or maintenance that would be required during the course of this upcoming snow season.

&= nbsp; &nbs= p; WHEREAS, THE Watertown Board of Education executed agreement with Mr. and Mrs. Robert Belforti and Mr. and Mrs. William Palomba concerning a partial reimbursement for transportation expense to a magnet school in Wate4rbury, CT; and

p; WHEREAS,
the agreements state that should the Town of
&= nbsp; &nbs= p; WHEREAS, the Town received the grant monies and deposited said monies into the Gener= al Fund and now need to be appropriated to the Board of Education for the reimbursement.
&= nbsp; &nbs= p; NOW THEREFORE BE IT RSLVED, that $900 be appropriate= d to the School Grant Fund Budget for the purpose contained herein.
