= Mr. Pawlak: I have a couple of questions that I would like followed up on, Chuck. Perhaps you can do that right now or give us an update later. I just wanted to know what the sta= tus was on the combined services initiative that we've been pursuing particular= ly with the Board of Education regarding purchasing, facilities, buildings and grounds, etc.
= Mr. Frigon: We had a meeting scheduled this afternoon at 2:00 p.m. with Joe Erardi and myself which was unfortunately cancelled at the last moment, and rescheduled for January 4th or 5th, I for= get the date, so we will be discussing that then.
= Mr. Pawlak: I didn't get a chance to look at y= our report, but I did want to ask the question, we did get a letter from Sean a= nd Lou regarding the $500,000 STEEP Grant, can you just bring us up to date on that one?
= ; &n= bsp; Mr. Frigon: The Water & S= ewer Authority at their December 13th meeting voted to hire the firm of Lenard E= ngineering to perform the design services for that area. They will begin the design phase immediately and we're expected to have that out to bid very early Spring wi= th mid to late Spring construction.

= Mr. Frigon: Letters have already been sent.
= Ms. Adams: Is this just how far can we go wit= h the $500,000 grant?

= Mr. Pawlak: Another item I just wanted an upda= te on, and you and I briefly discussed this, the Swift athletic field, the turf issue. The question was asked= the last time, and I know we had some discussion but I just wanted to get it on= the public record, we couldn't come up with an answer and that was how much mon= ey was originally set aside for reconstructing the athletic field at Swift, an= d I think the comments that we had were was there was no real specificity with respect to that particular part of it, but I'd like to ask them to take a l= ook again to see if they can come up with something there, and I think they are= , if I'm not mistaken.

= Mr. Pawlak: But I also wanted to know what was= the scope of that project. For example, were they just going to grade it, level= it, and seed it, or were they going to sod it, were sprinklers involved, was a watering system involved, were bleachers involved, was fencing involved, th= ose kinds of things so we could compare that with what we're proposing for the = turf aspect of it.
= Mr. Frigon: We'll be prepared to give you that information.
= ; &n= bsp; Mr. Pawlak: I just wanted to = remind the Council members and I talked to our two perspective judges sitting over there quietly, the Town Council Christmas lighting competition will be judg= ed some time when these two guys get together, of course you're excluded becau= se you're a ringer, 16,000 lights exclude you, I'm sorry.
= We got a report from the State regarding the rearrest warrants issued, and the= one dated December 1st it showed a total of 59 rearrest warrants issued, I assu= me that's a monthly report only?
= Mr. Frigon: Yes, it's monthly.
= Mr. Pawlak: I think everybody rec= eived a copy of the audit report in their packet for fiscal year 2005/2006, if I could ask Frank Nardelli to just give us a few highlights and some of the implications with respect to the fund balance and our credit rating?
= ; Mr. Nardelli: The budgetary f= und balance was about $4,200,000 at the end of the year, which is about a $900,= 000 increase over the prior year. Most of that was attributable to our tax collection rate, which is like 99.1% wh= ich according to the auditors probably one of the highest in the State, and we = did (inaudible) interest on investments too because the interest rates kept goi= ng up throughout the year. With = that, Chuck and I are going to be going down to Standards and Poor for a bond rate increase; hopefully well get an upgrade, with the budget passing the first time, with a strong fund balance, with hiring an Economic Development Coord= inator, we think we've got a lot of plusses so we'll be going down to New York in t= he beginning of January to see what we can do about a bonding upgrade.
= Mr. Pawlak: And if you can get that upgrade, t= hat means the interest that we'll pay on our debt will be lower?

Manager's Report
= Mr. Frigon: I would first like to commend the Watertown Volunteer Fire Department for their efforts and their skill over = the past couple of weeks. We have= had structure fires and the saves that they've had were nothing short of spectacular. Their timeliness was incredible and they've done a spectacular job. Jack Walton was at one of the fires so he knows how well they worked. They worked hard and = they did exceptionally well.
= The STEEP Grant, as Joe discussed a little earlier, they are anticipating construction in the Spring of 2007 and there is a cap of the $500,000 for t= he grant that we have.

Trans= fer Station Update:
The Roll= off container truck is scheduled for delivery to the town Thursday, November 23, 2006. Once delivered, the truck will be equipped with communication equipme= nt, decaled and made ready for use. The containers are scheduled for delivery by December 1st. At this point we are looking toward a December 11<= sup>th takeover.
The truc= k and containers are scheduled for delivery Thursday, December 7th. All going as planned, the Public W= orks Depart. is assuming responsibility on December 11th as targeted.
The tran= sfer station normally opened on Tuesdays is scheduled to be closed Tuesday, 12/2= 6.
The vehicle has been delivered and ma=

ready for the road, however, the dumpsters have not. We are anticipating delivery any d=

No addit= ional details have been provided by the State on the progress of the design. It is anticipated that the town will be responsible for the cost of increasing the water and sewer pipe sizes to meet the town’s potential development of the Route 262 corridor. The cost is presently projected by the State at anywhere from $167,000 to $400,000. There will be considerable conversation= on if and or how the Town might fund this project as the scope and costs are provided.

We have contacted the State Department of Transportation to initiate the required permit process. Preliminary discussions indicate that it will be the State’s recommendation that the Town install permanent high visibility signs at all cross walks. recently ordered on the Town Hall has been completed and is attached to this

Responsi= bilities for the centralized fuel dispensing system have been transferred to the Pub= lic Works/Engineering office. While training, we discovered a malfunction that requires a professional service call which has been scheduled, however, I am uncertain of the date.
The syst= em is once again fully operational. Training is on-going, with procedures being established.

Chairman= Pawlak has recently asked that I review the Town’s Motor Vehicle policy. I am preparing a questionnaire that will be completed by all department heads describing all relevant data along with a “how, why and by whom” the vehicles are used. It is from this information I will be prepared to structure a responsible analysis of our existing policy for Town Council review.

Status
of Greenway Project =

Berger: I believe you hav=

memo and a map in your packet, but if you like I can also make a brief over=
view
presentation. When I was aske=
d to
provide an update on the Greenway Project, I thought, not necessarily in a
negative way, but I don't know that it's really a project yet. It's certainly a concept, it's def=
initely
a vision, it's been a vision of the Town since the last Plan of Development=

or 12 years ago, It's been it's a vision of the previous Town Planner and
certainly the Town's Planning and Zoning Commission, and it's really to that
Planning and Zoning Commission where the real on the ground progress, if you
will, has been made so far in getting easements and/or trails established.<=
/p>
I'm
going to jump around the memo a little bit, but the map is attached to the
back, and I'm going to start at the northern end and work south from
there. If you look up at the
northern end, really the areas that progress has been made in obtaining eas=
ements
and/or the establishment of trails, you'll see a couple of areas in the upp=
er
middle to left hand corner, note, there are existing easements and
walkways. Some have been esta=
blished
along what I call the Butternut View Subdivision at the corner of Linkfield=
and
Moving
further down south, the other primary area where there has been progress ma=
de
when we talk about existing easements and walkways, there were two
subdivisions, what I refer to as the old Christie Farm property where the b=
arn
was across the street from the homestead as well as what is called Peck Far=
m Subdivision
which is on Claxton and Chestnut Grove, those 2 subdivision areas there, the
lower one, the Christie Farm property, that trail has been established link=
ing
to existing Land Trust property, and the other one, that subdivision is und=
er
construction now and that section will be completed as that subdivision is
completed. The big parcel bet=
ween
those two is referred to as the Hopson Property, we have a commitment from =
the
owner that when that property is developed there will be a connection made
between the two pieces that are almost on the ground now there, so that wil=
l be
a large portion of the upper end of the watershed that will begin to have
walkways along the brook. Regular Meeting December 18, 2006 Page 9 As
we move further south down to the developed portion of the Town, the next m=
ajor
area that I want to talk about is the Heminway Pond area, that pond and dam=
are
currently owned by The Siemon Company.&nbs=
p;
It serves no useful purpose anymore to them and they are interested =
in providing
that to the Town, whether it be through a donation or some other means, they
would like to divest themselves of that property. There is a lot of potential there =
for
removing the dam and adding some minor areas of active recreation on this l=
and
field. My recommendation
would be to have it more passive recreation area with walkways, trails, park
benches and the like, possibly with whatever kind of reuse is done at the
school in that area, as well as a valuable asset adjacent to Deland Field.<=
/p>
Immediately
downstream of the dam, in the area of the dam and I'll
go back and tie all these together at the end but I did want to highlight t=
hat,
that's the area where it begins, right downstream of the dam, upstream of <=
st1:Street
w:st=3D"on"> Mr. Pawlak: So it's a stretch of what, maybe a
couple hundred feet or so? Mr. Berger: Where it begins, but the impacts o=
f it
travels downstream further and I believe E.P.A. has a good stretch of Steele
Brook listed as an impaired water because of that and we've been working wi=
th
D.E.P., and the preferred alternative as we've talked to them about all the
ideas that we have is the removal of the dam and creating a more free flowi=
ng
brook through there. So if we=
go
over there, there are pieces of that puzzle that are matching up pretty
good. The company would like =
to
divest itself of the dam, and if we are over the dam, we may be able to get=
rid
of that water quality impairment. The
good news/bad news thing, certainly the water quality impairment is not a g=
ood
thing, but because it is impaired there may be some funds that come along w=
ith
that in order to help us accomplish that which I'll talk about in a couple =
of
minutes. Moving
further down the brook, downstream of Regular Meeting December 18, 2006 Page 10 The
last major area that I want to talk about before I try to tie it all togeth=
er,
it's on the lower right hand corner of the map is the Pin Shop Pond Dam. That's
sort of the big pieces of the Steele Brook Watershed puzzle, if you will, a=
nd
we've been trying over the years, or at least since Roy and I have been her=
e to
sort of fit those pieces together and to try and increase our ability to se=
cure
funds other than Town funds, State or Federal funds, increase our cost shar=
ing
rate, trying to get more assistance in putting some of these pieces togethe=
r,
and it wasn't until last year that we were successful in getting a Section =
319
grant, section of a grant program provided by E.P.A, administered through
D.E.P. and in working with them they suggested we apply for 319 grant and b=
egin
to sort of tie all of these different pieces together. We've been successful in getting t=
hat
grant. We haven't quite final=
ized
the scope of work for it yet, but it's going to look at the entire watershe=
d,
all these pieces, some of the other valuable wetland resources, the value of
the buffer area along the river, it's going to look at sort of the whole big
picture to start with of the watershed, we're just going to focus, because =
of
that impairment downstream of Heminway Pond, it is going to focus on that
area. One of the outcomes of =
that
study has to be to get rid of, or at least come up with a plan to get rid of
that impairment, which is good for us, that's really what got our foot in t=
he
door to get the money and it's also going to go, and the reason why the sco=
pe
really hasn't been finalized is because D.E.P. keeps suggesting we do more =
with
it, which I think is a good thing. <=
/span>I
think we've finally gotten their attention and that we're trying to do some
good things down here, and that we're focusing on that impairment as well as
looking at a feasibility study of removing that dam, so that will be the Ye=
ar 1
activities that will be funded, about 60% through the E.P.A. grant. We'll be working with the Natural
Resource Conservation Service which is the old soil conservation service, a
federal agency as part of the Department of Agriculture, they'll be doing a=
lot
of the work with us and with D.E.P. to put that whole overall plan together=
focusing
on the watershed impairment. =

also suggested that we sort of jumped the gun on what I call the Year 2 fun=
ding
and apply for money to begin the design, assuming the feasibility of removi=
ng
that dam is going to come out positive, we've also applied for money to beg=
in
the design process for that and that is in the process now and we'll see wh=
ere

money will actually be used, the people who are going to do the work and dr=

work. They are the ones who w=

get paid from that grant to do the work.&n=

We will provide, through the Public Works and Engineering Offices so=
me
in kind work, but I guess it's been committed to us. They didn't rally like how the ori=
ginal
application was worded, but yet they held money aside for us, so we've been
working closely with them and they recently have been adding to the scope o=
f the
work, so I see that as really positive signs that they re really on board w=
ith
us and moving that forward. We
don't really have a signed agreement yet, there's not a signed agreement in
place but it looks extremely positive. =

year, second year, can you put those in calendar terms for us? First year is that starting Januar=

federal dollars here, and what we applied for is money for the next federal
fiscal year. =

il for
Trails, is that another program that has funds available, because obviously
this fits in with that? =

be. We haven't really pursued=
that
yet until we started to get some of these other pieces together. Certainly the Rails Trails is talk=
ed
about but I didn't really mention, but that old railroad right of way is a =
great
candidate to try and get some Rails to Trails money. If we have to purchase it back and=
/or
develop it for use, there's a lot of opportunities out there. This year 1, the watershed base pl=
an
will sort of give us the outline of where to go for things. Here is the Steele Brook watershed=
, here
is what the Town is doing now, here is the issues and I think that will giv=
e us
some good, it's sort of similar to the Hazard Mitigation Plan you recently
approved, it sort of gives you the overview and points us in the right dire=
ction
where to go for future funding for projects and this will be very similar to

any. It's not really fitting
together yet, if you look at where my arrows go on the map, there's a lot of

place, I believe the Planning and Zoning Commission will again try to seize=

already developed areas, we'll have to reach out to property owners possibl=

walk
for awhile until we find a good place to go back in and those kind of detai=

have not been worked out yet, there's plenty of work left to really tie the

During that ice, very cold spell that we had we were out sanding for=

few days, and that's pretty much the extent of it so far. The only thing that makes me nervo=
us is

itself will save a lot of time because we were turning people away because =

the turnaround time. The Comm=

only meets the first Thursday of the month, and if somebody came in right a=
fter
they had a meeting, they had to wait a full month to get approval on a
tournament, where they need to be using that time for fundraising and

We started advertising a lot more, you'll see that in the 2 page memo
that I wrote to the Parks and Rec Commission. There's more policy, in-house type
housekeeping things. We are a=

to be a fulltime student, 12 or more credits and just trying to be more user
friendly period at the golf course.

know that we're revising everyone and not just some. In the case of the custodians, havi=

managed them for so many years I can tell you that rarely if ever did they =

a raise. The increases in sal=

only came about through attrition.
They were never included in the budget and it was never included in =

yearly evaluation of non-organized employees. They of course have asked for this
consideration in that they have had these raises and I can tell you that of=

getting to all the areas on a regular basis, or even an irregular basis in =

cases. The primary machinery =

they are using for it is an old lawnmower type tractor that they have a blo=

attachment that they put on the front.&nbs=

Very scrawny and that is an on-going maintenance item. It was removed from the budget las=
t year. We thought that was pretty much a =
done
deal, then this year the whole discussion about the Main Street cleaning ca=
me
up, how we were going to facilitate the ADC's and merchant's request for cl=
eaning
those sidewalks and parking areas down on Main Street. The existing fleet that we have can
handle it, it's just not the efficient way of going about clearing the
sidewalks and the streets particularly in the Main Street area, so we looke=
d at
other options and we came back to where we were before having a piece of ma=
chinery
that couldn't get up on the sidewalks and clean out the gutters rather than
having a large loader going up on the sidewalks and moving the snow onto the
road and then lifting it into a machine.&n=
bsp;
So this is a twofold request, one would be to enhance and provide so=
me
backup to the Parks Department because if the one machine that they have ri=
ght
now goes down, we're effectively out of the sidewalk removal business, and =
(2) would

One of the other benefits we felt to this approach was we could eval=

a machine and see if this was in fact the 4 season machine that we wanted to
get for long term use because we would not want to get a piece of equipment
that would not be exactly what we're looking for considering the whole item=

did not want to try to do an end run around the whole budget process being =
as
how it was taken out last year and let you think I'm slipping in a back
door. There is some disagreem=

about whether or not this is the most cost effective way of doing it. Of the $6,000 at least one of the
vendors would apply half of this towards a lease/purchase option so $3,000 =

effect could be used as a down payment on a piece of equipment should we de=
cide
to purchase it. But the quest=
ion is
whether or not it would in fact be better to have $6,000 as a down payment =
on
this piece of equipment should we decide to purchase, and I think that
adequately sums it up, so we have a couple of decisions to make. Are we going to get the piece of
equipment, rent it, buy it, enhance the snow removal program or in essence
maintain the status quo and in fact not be providing all of the sidewalk, i=
n particular
the snow cleaning that we require all the residents in Town, is it really f=
air
that the Town isn't meeting its obligations when it's a point of enforcement
with the Police this year, so we do open ourselves up for some criticism in

situations that occurs more often than not, when we get a snowfall that is

the weight or the depth of the snow that limits how far we can actually go =
with
it. That being said, I don't
envision this as being a supplemental piece of equipment or the backup piec=

but being the primary piece of equipment that the Parks or Public Works
Departments uses to remove snow. In
line with that also this is not a Winter piece of equipment per say, but a 4
season equipment. I personall=
y have
owned one and I know that we can't expect it to operate on turfed surfaces =

we can expect it to perform for us very well 4 seasons in almost any other =
kind

number of years in the budget, again we're not trying to do an end run, not
that we've evaluated it personally but we know in our own minds that this is
