people had thoughts and opinions and ours were not heard in that others came
and discussed how many kids they had in a program, I'm talking about coaches
and the like. I'm here becaus=
e I
have a concern that you have not, in this particular referendum, that there=
is
an attempt being made to add money to, have not been complete. You have not given we
the citizens an opportunity to look at the depth of that piece of property,=
if
it has negatives, what's the intensity of the negatives. I heard that it would take $4,600,=
000 to
develop that field. I'm looki=
ng at
a map remotely. When I finish=
ed I
walked up to the map that was on the board and there was a soccer field.
Mr. = Kane: If I could just interrupt for a se= cond, the Motion on the floor is to appropriate $77,000 from the open space fund = for the purchase of this property, so I'd ask that you keep your comments to the Motion.

Mr. = Kane: You can speak during Public Participation at the Regular Council meeting, but right now we're talking b= out the $77,000 to be appropriated from the Open Space Fund, so I would ask that your comments be germane to that subject.
Mr. O'Sullivan: It's unfortun= ate that we have to be so restricted here, and that's the reason why I have decided, as a citizen, to hold a Study Circle, which I'm holding tomorrow n= ight at Café Napoli, and I'm hereby offering an invitation to all of you = to come to that, and all of the audience and anybody that may have ears or eyes that would read about my proposal. It's unfortunate that I, as a citizen, would have to go through that extreme. You all are supposed= to, in my opinion, to do that and I think you have failed in that area . . . . = .
Mr. Kane: We did have a Public Hearing.
Mr. O'Sullivan: Mr. Kane, it'= s not that you didn't have a public hearing, but you so limited the public hearing only to the purchase of the property.
Mr. = Kane: Right.
Mr. O'Sullivan: There is a lo= t more to purchasing a property, there is the additional cost of spending $4,600,000. Maybe that money = could be spent better elsewhere, maybe there are other options . . . . . all I wa= nt to do is, I want to hold a public meeting that has no restrictions, so if y= ou want to come to my study circle, which I'm not going to, I've asked someone else to moderate, you can talk all you want about any issue you want. I don't believe it's productive to= have people cut off and I've been cut off here a number of times. . . . .
Mr. = Kane: Well again . . . . .
Mr. O'Sullivan: And I recogni= ze you have to do business.
Mr. = Kane: Well just the thing is, to answer = your question, the public hearing was not restricted, but you can only do one th= ing at a time. So the first thing= is do we want to purchase the property for $1,100,000, so that was what the public hearing was about. We don't h= ave any figures on what the future holds and what it may cost to develop the property.
Mr. O'Sullivan: Oh contraire,= there was . . . . .
Mr. Kane: There was an estima= te based on a consultant, but there was no legwork done.
Mr. O'Sullivan: But we paid, = we, the Town, paid for that consultant . . . . .
Mr. = Kane: We paid the consultant to look at = the property and see whether it's viable for ball fields . . . .

Mr. = Kane: No, that was a potential estimate,= is basically all it was, there was no conception beyond that . . . .
Mr. O'Sullivan: Well he didn'= t have a potential estimate of 1, and he didn't have a potential estimate of 10, h= e's a professional . . . . .

Mr. O'Sullivan: 7:00 and I'll= stay there until, if you tell me you're coming at 9:00, I'll be there, I'll be .= . . . not a problem, or others will stay there too.<= span style=3D'mso-spacerun:yes'> I recognize that it's a tight time= frame, but I don't have any strategy here like to try and get something passed or = not passed, but I think the people that are voting, have to vote, they should k= now knowledgeably what they're voting on. If they're voting on a pig in a poke, they ought to know that. If it's good for the Town, that's = okay too, but it hasn't been looked at in that manner. I'd like to look at it, I'd like t= o hear other people's opinions on whether the property is developable or not. I haven't heard that here. We're buying a piece of a property= that seems like it's only part of the issue; we ought= to have the whole issue, and I'm really pretty surprised that . . . . .

used for, or what it's going to cost to use that property. When are we supposed to do that?
Mr. Kane: Yea, basically we h= ired the consultant, first of all there are needs, the Park and Recreation Department has said that there are needs for fields in Town, and all the sp= orts groups came and said they have needs for fields in Town.
Mr. = Tedesco: And I agree with that.
Mr. Kane: So we hired the consultant to look at this piece of property and whether it is viable. Before we want to put out a piece = of property to referendum we want to see if it is viable for ball fields, and = they said it was, so that's basically what we're looking at. So now, do we want to spend $1,100= ,000 for this property, to make ball fields?&nb= sp; That's basically what the subject is.
Mr. = Tedesco: I agree with that.
Mr. Kane: Right now the subje= ct is the $77,000, so if you have comments about the $77,000, I'll gladly accept = that from you.
Mr. = Tedesco: Has there been an appraisal done o= n this property?
Mr. Kane: Not yet.
Mr. = Tedesco: So we're going to go buy a piece of property, I mean who put the price tag on this? What I'm trying to get at is very simple. As a land developer t= his is my business, to buy property.

This is a Town Meeting where everyone here who is a member of the Town can vote whether we want to appropriate $77,000 from the Open Space Fund for this purchase, thi= s is what is on the floor right now. Mr. = Franson: I'm just a little confused, and ma= ybe it's my age, but I thought we were getting $1,150,000 and that was going to be t= he cost of the bonding and for everything for the purchase of the Rickevicius property.

Mr. Kane: To offset those cos= ts.

Mr. Kane: Okay, basically what happens is, and maybe Mr. Tedesco can help us out, being a developer, but t= he developers when they make subdivisions or land development have the ability= to give open space as part of the plan. If not they can give money in lieu of open space.
Mr. = Franson: I understand that part.
Mr. Kane: And it goes into a = fund, and this fund has accumulated to the amount of $77,000, so we can use that money to purchase open space.
Mr. = Franson: So you're only going to bond $77,6= 10 less than what you were going to bond before?
Mr. Kane: Right.
Mr. = Franson: Now one more question, when this b= ond comes through, is the $600,000 that is coming supposedly from the State, we haven't got it yet, it's in one hand or the other . . . .
Mr. Kane: It's secured.
Mr. = Franson: Is that going to be, the bond goin= g to be changed and is that $600,000 going to reduce that bond automatically?
Mr. Nardelli: Yea, what we pl= an on doing if the referendum passes for the $1,100,000, we're going to use some = of the Town's funds to pay for that, and then we'll probably bond this Summer, waiting for the $600,000 to come from the State, so to answer your question, we're only going to bond the $500,000, we're not going to bond the other $600,000 from the State.
Mr. = Franson: You mean Mr. Rickevicius is going = to be very nice and he's going to, so to buy he's going to wait for the other $600,000?
Mr. Nardelli: No, if it passe= s on March 15th, he will get his money at a closing, and that money will come fr= om the Town's General Fund. Okay= ? And then I'm going to wait to get = the $600,000 from the State and then bond the remaining balance, the $500,000.<= /p>
Mr. = Franson: I see. How many things are we going you b= ond in the future?
Mr. Kane: Again, I apologize = sir, if I could reiterate one more time, the Motion o= n the floor is the $77,000. If you = want to come back to Public Participation at the Regular Meeting, you are more t= han welcome, but right now . . . . .
Mr. = Franson: Okay, I'm just wondering why we're putting the cart before the horse. This hasn't even been passed yet.&n= bsp; Why do we need this $77,000? Why can't you have a Town Council Meeting after this has been passed= to get this money out of the . . . . .

Mr. = Franson: I understand that, but why is this meeting for that when it could be done two weeks after the referendum? I don't understand. Why are we doing it ahead of time?= Is there a reason for that?
Mr. Kane: No particular reaso= n.
Ms. = Robson: I'm not sure it really matters one= way or the other.
Mr. Franson: Well it does matter. This money is in the = Town's coffers right now and it's special funds that ha= ve been given, and if there is no reason to have a vote, this is one time, as = far as I'm concerned.
Mr. Kane: If the referendum is passed, we will use, if everyone votes that way, we will use it, so whether= we do it today or 2 weeks from now, that's really irrelevant.

Mr. = Franson: I think it's $600,000 or a little = bit over, so I'm just, a lot of residents here maybe don't know that, that the gentleman pays, that the Town thinks it's worth that value . . . .
Mr. Kane: Okay, but is this g= ermane the $77,000?
Mr. = Franson: Absolutely, because I don't think = we should be investing $77,000 of Open Space Funds for property that we're bei= ng charged $1,100,000 when we, the Town, say it's worth $600,000.

Mr. Killeen: If I could ask a question through the Chair, to Mr. Nardelli, the assessed value of that pro= perty versus the purchase property and how it would compare in a market situation= ?
Mr. Nardelli: Well of course = it went through revaluation so that value would be as the revaluation date and again I don't have that figure, we'd have to get that from the Assessor, but again the 10/1/03 revaluation date, would be the value that the Assessor ha= s.
Mr. Killeen: And I guess my p= oint would be that while there is an assessed value currently for that property = it wouldn't be with the expectations that that's what you would pay for the property at open market. Is t= hat an accurate . . . . ?
Mr. Nardelli: I couldn't addr= ess that, I'd have to talk to the Assessor as far as the v= alue on that.
Mr. Franson: But again, I'm disappointed that the Town didn't do due diligence and have an Assessor loo= k at the property. We're doing everything by this is what it is, we have not protected ourselves. Thank you.

Mr. = Donston: I think the verbiage of the propos= al tonight is self satisfying. T= he referendum was for the purchase of active and passive recreational open space. We're here tonight to = decide about an appropriation of $77,610 from the Open Space Fund. Wasn't what this fund created for?= If it was created for that, and if= the referendum does pass, it behooves the taxpayers to go along with it to redu= ce the price, which can reduce the bonding, which will reduce the final tax figures that people in the Town would be appropriated to pay. In my line of business, when thing= s like this come along, it's called a no brainer.= Thank you.
