have anything new, and I’m not sure which way the Commission wants to=
go
on this.

so really we’re just deferred by a month, so unless there’s
anything new that you wanted to add, I guess we need to set a date for a si=

this was the location of the stone wall that was approved and he just wante=
d to
surprise his son when he was on vacation so when they came back home the wa=

I have a couple bits of
information (inaudible) tonight.
One a signed record map from the soil scientist who flagged the
property. And that’s st=
orm
water management report for the subject property. Finally is the, this was the previo=
us
application about 10 years ago (inaudible) included the soil report, the
amended soil report as well as Jody Chase, Ecologist who evaluated the site=
, I
included her reports as well (inaudible).&=
nbsp;
The subject place is bordered to the north by Route 6 and to the wes=
t by
Old Baird Road, located in an R-70 Zone.&n=
bsp;
The parcel is approximately 34.2 acres in size. The proposed construction is the s=
ale on
the easterly side of each proposed lot.&nb=
sp;
There are 2 lots to be serviced from Route 6, the rest of the lots w=
ill
be serviced from Old Baird Road.
There is a wetlands system on the west of the property as well as a
finger that comes up to the east to about the central portion of the proper=
ty. In the northern portion of the pro=
perty
there is also a finger that comes from Route 6 to the southeast. There is no proposed disturbance t=
o the
wetlands. There is proposed
regulated area disturbance on Lot #11 for the installation of an infiltrati=
on
trench. There is a regulated =
area
of disturbance on the proposed Lot #8 for the installation of the driveway
within the wetland setback. A=
nd I
believe that’s the only regulated activities on this site. The proposed houses are to be serv=
iced
by private septic systems and wells.
And all of the houses have been sized for a 4 bedroom system, except=
for
one lot which was sized for a 3 bedroom.
Mr. Polletta: This is across from the farm?
Mr. Samanski: Yes.
Mr. Polletta: This used to be the old apple farm=

Mr. Samanski: Correct. The old apple orchard. Platt Road is right over here.
Mr. Polletta: That’s a dirt road right now=

stake those for our walk and anything that’s outside of the regulated
area really unless you’re going to stake them anyway, you don’t
need to do it for that.

runoff will be handled by infiltration trenches on the downhill side of eac=

the houses, we have specific details for that and it’s also stated in=

storm water management report. We
also gave an analysis of two possible detention basins which the Town Engin=
eer
had requested us to look at and we thought, from a maintenance perspective,
obviously this whole site slopes from the east down to the west, from a
maintenance perspective it would be somewhat difficult, it would also incre=
ase
the vegetation buffer that would be out there, but it’s included in t=
he
storm water management report so I’ll give you guys a chance to review
that.

same. The lot that we’re
talking about here is located on the west side of Hinman Road somewhat near=
the
Bethlehem town line and borders the Nonnewaug River. The lot itself is about 3.52 acres=
. As you can see from the tax map
it’s sort of an odd shape.
It’s basically 22 pieces of the lot connected by a 15 foot wide
strip. This is all the parcel=
in
question. And the entire thin=
g is
3.52 acres. The portion that
we’re proposing for our building site is about 1.6 acres and the other
side is about 1.9 acres. On t=
he
site there is an existing shelter and I will call it an existing residence
because the original approval was for a bomb shelter which in legal terms i=
s a
residence, and it also did have at some point some sort of sanitary septic
system out the back but I think that’s all crumbled away at this point
and hasn’t been used in quite some time, but it was originally approv=

as a residence.

proposal is to add onto that, to rehabilitate the shelter and to add on in
order to create a much improved single family home. Now there is a wetland system on t=
his
property. There is first the
Nonnewaug River which goes along the back property line up here and then th=
ere
is an existing culvert under Hinman Road that over the years this wetlands =
was
created and there’s an eroded channel in this vicinity that was creat=
ed
by the drainage from this culvert and it’s just been there for so long
that the soils have adapted and become wetland soils, so that’s where
these wetlands came from.
It’s not naturally occurring wetlands but it is one that’=
;s
been there for some time because of drainage under Hinman Road.

have been working with Bob Smith on this and the first thing that I’ll
talk about is the improved septic system, the proposed septic system. (Tape #2, Side B ended – may=

a huge footprint of a house, it is an addition to this tiny house which is =
not
even, I mean it’s so small that they really need to build on in order=

what we’re proposing to do is size a system for a 3 bedroom residence
that they have in mind and the first thing you’ll notice it’s
located outside of the 50 foot regulated area. It is within the 75 foot Torringto=
n Area
Health Department setback. No=

speaking with Bob Smith on this, since there have been, this is an existing
lot, this is an existing residence at one point with an existing something =
out
the back, I think it’s just day lighted somewhere, so he’s trea=
ting
this as a repair. I spoke wit=

today and he is willing to, we have requested a variance for that 75 foot
setback and he will be putting something in writing in his final review that
notes that and grants that. N=

it’s up to this Commission because the Nonnewaug River is obviously an
open body of water, that the 100 foot watercourse regulated area comes acro=

here so the majority of the proposed septic system is within that area and =
that
is something that is in front of this Commission to review, independent of =
the
variance granted by Mr. Smith.

The second activity on site is obviously the construction of the
addition on the existing residence.
Originally we did have the original architectural footprint on the
building had the garage on this side therefore the driveway would have had =
to
come in here, but working with the client and the architect we were able to
flip the garage to this side so that we could utilize this existing drive w=
hich
goes down to this building, utilize that and come into the new garage in th=
is
location. The house itself do=
es not
go within the wetlands but there will be grading, about 400 square feet of
activity within the wetlands in order to accommodate this house and then an
additional 3,200 square feet of disturbance in the regulated area, so overa=
ll
there’s about 5,000 square feet of disturbance between the house, the
addition, and the new septic system that we’re talking about. As you can see on this portion of =
the
property there is not much area outside of the regulated area and it is the
client’s desire to utilize and rehabilitate this existing structure as
part of the house, and he has several reasons for that all of which are very
personal to him and I will have Mr. Delaney come up and explain some of tho=
se
reasons to you because what you’ll notice about the site, and I
encourage, not encourage but I guess I have been able to look at pictures a=
nd I
have been able to go out there, I believe Moosa has been out there, the wet=
lands
that we’re talking about is not a natural wetlands and it’s not=
an
area of swampy wetlands or an area that’s really that you’d say
this is wetlands, you’d almost go out and see that it’s a little
bit of a field, a little bit of grass and lawn area, you almost wouldn̵=
7;t
really tell but hydrologically speaking it does classify as a wetlands, so I
know that from our engineering perspective, when we went out we were a lot =
more
comfortable with saying that this is an appropriate building site and that =
it will
not have a negative impact on the Nonnewaug River and on the natural wetlan=
ds
down by that or on the wetlands on the property that was created by that
drainage.

another reason for (inaudible) is because you can see in this, in the act t=
hat
we want to lay everything out on the table here, that this 50 foot strip do=

connect to another parcel, most of that parcel is outside of the regulated
area, but there are several reasons why we feel we need to have this site
approved as a building site for this addition onto this residence and IR=

Inspector looked at the other existing building there and he said he would

Mr. Delaney: Well my nephews have lived there at
times. It has been used at va=

times, but not on an going basis.

we’re new to Town.

won’t even end up using, it’s about 500 or 600 square feet, but

reasonable living especially with somebody in their 90’s.

it’s not . . . . reasonable for living? Why not just start over?

can’t because of the regulations, so that’s the problem and I

and the wetlands so what you’re talking about modifying an existing
structure must be a Planning and Zoning, which isn’t our (inaudible)
here, but we’re only concerned with the impact on the regulated area
there, which brings me up to the obvious question, have you considered just
flip flopping the well versus the septic system.
Mr. Delaney: It doesn’t perc out there at=
all.

building. The proposal right =
now is
to have them all removed. The=

area of the project is 74.6 acres.
The wetlands are throughout the property with the majority in the fr=

and in the middle (inaudible). The
total left is about 9 acres of wetlands on the property. We’re proposing 18 lots with=

open space. After talking to =
the
Planning Commission they didn’t really see the need for open space th=

so the client therefore, in lieu of that, will pay the fee at fair market
value.
Mr. Zawadzki: That’s because of the amount=
of
the wetlands that’s going to have to be open anyway?
Mr. George:=
(Inaudible) open space area next t=
o it,
(inaudible) City of Waterbury, and they might never do anything there, so
there’s really the only ones that would gain anything from it was just
here (inaudible). They prefer=
it not
to be there. They thought abo=
ut
homeowner’s associations and they don’t like that, so we’=

going to pay a fee. The appli=

was a little hesitant but (inaudible).&nbs=

The wetlands are delineated by Connecticut Ecosystems, actually back=
to
December, 2004. Our office has
field located the locations. =
We
have a 2,900 foot road coming in and circling back out. This road here is going to serve 15
lots. We have 3 lots that are=
going
to access directly off of Morris Town Line Road.

Wetland impacts –=
; we
have 3 direct wetland impacts, one is going to be associated with this
detention basin that we have at the entrance, a portion of it will be cut in
and grading into the wetlands. We have
2 driveway properties going back to Lots #7 and #8 that cross the wetlands =
and
those are all the direct wetland impacts.
The regulated areas, o=
nce
again Lots #7 and #8 (inaudible), Lot #14 is again the detention basin
area. As far as grading withi=
n the
regulated areas here, and here, and back here with this other wetlands. And Lot #3 the detention basin ove=
r here
is also a regulated area.
That’s about it. The
remaining lots are all outside the regulated area. This Lot #9, where the farmhouse i=
s now,
and our public house and the engineer couldn’t get that footing drain=
to
come out, they’re going to be discharging down here near the road, at
this culvert, which is going to be obviously within the regulated area.
We have provided 3 det=
ention
basins to provide zero increase in runoff.=
Obviously we would like to do one basin but the way the topography
(inaudible) match runoff conditions, (inaudible) too much water to one area=
so
(inaudible) coming this way and an area coming this way and one coming this
way, so we have a basin on each. We
end up actually with a net decrease of a little bit less than 7 csf for this
whole development. These lots=
here
will not be into the detention, but are included in our runoff calcs reports
and I did provide that (inaudible).
The septic systems, ea=
ch house
will have their own septic system, well, and driveway. In fact they’ll all be desig=
ned
for 4 bedrooms. The Torringto=
n Area
Health Department requires that all septic systems are at least 75 feet from
the wetlands, and we’ve done that, and 100 feet from a watercourse and
we’ve done that as well.
We’ll be submitting to them shortly. We’re not located in a flood
hazard zone. We are within the
Waterbury Watershed area and have notified them as well.
Mr. Zawadzki: Did they require that you show it =
to
them? I mean do you have to s=
atisfy
any needs of theirs?

Just notify them and send them a s=

plans, we haven’t heard anything.&nb=

I don’t know what the purpose of it is other than showing them=

development. Probably the same
thing as being close to a town line.
We talked to the Fire Department and they’re going to want 2 f=

tanks, put one over here, and one over here. And we were supposed to have a sit=
e walk
last Saturday but it was cancelled.
Pads of blueberries out there and they staked the center line red and
they put a stake on each house (inaudible). What you’re looking at is a
picture of this dark room which is the existing woods and field that will
remain undisturbed, this lighter green here is probably going to be the lim=
it
of disturbance in non-areas.

All of the other driveway culverts (inaudible). We went to the Planning Commission=
and
asked them to reduce the road width to 24 feet, they were acceptable to
that. (Inaudible). We have swales designed on both si=
des
where necessary, probably most of it will be (inaudible). Culverts underneath all these driv=
eways.
Mr. Zawadzki: So you have swales instead of curb=
s?
Mr. George:=
Yes, no curbs, it’s all we
utilized the 2004 Storm Water (inaudible) Guidelines. The Planning Commission was very t=
ough
about the swales without curbs.
Mr. Zawadzki: Yea, generally they favor them, an=
d I
think we do too. It’s j=
ust a
question of and some people have brought up the issue of maintenance and
keeping them, Chuck keeps bringing that up.
Mr. George:=
I think you have the same thing wi=
th
catch basins. The soil (inaud=
ible)
and hold back the silt and all of it running down into the basins. We’re going to put 4 foot su=
mps
into the basins that we do have and (inaudible).

No sidewalks. The Planning Commission also prefe=

without going over wetlands anyway?

maintenance, who is going to take care of it?

Yea. I can ask him and talk to him again
about it.

that’s great, our main concern obviously are the flagged wetlands and
that sort of thing and where you’re impacting to getting into the wet=

crossing, where your detention ponds are.&=

Where your crossings are would be of interest to us and anything els=
e in
the regulated area where the disturbances are. Other than that, even the house lo=
ts, we
don’t care that much unless they impact.
