&= nbsp; &nbs= p; Mr. Jodaitis: Basically what = the project is, we are installing a water line and a sanitary sewer in Stanley Street Extension. The project basically was initiated because of a failed septic system and other sewer issues on Stanley Street Extension. When we had our public hearing, the people requested a water main al= so and that’s why the project has water and sewer. There is an existing 6 inch sewer = line, it’s actually a house connection that goes underneath this brook. We’re going to put a new sew= er line in and connect that house connection into the new sewer line and we’re also going to run across the brook with a water line.

The brook is about 10 fee= t wide; there’s about 200 sq. ft. of impact.= The brook sides are very steep.&nbs= p; I think basically water handling can be done with a pipe and by sand bagging both ends of the pipe so that the stream goes through the pipe and that’s what we propose to do at this point. Any questions?

What will that do?

Jodaitis: Well basically there&#=
8217;s
an existing channel. In fact =
part
of it, if you go up there and look at it, it’s a stone wall channel on
both sides of the channel, so on the upstream side the contractor basically,
across the area he’s going to excavate, he puts a plastic or corrugat=
ed
metal pipe and then sand bags both sides so the water can convey itself thr=
ough
the pipe.

Jodaitis: Right. The area and the amount of time,
it’s a very small impact situation.&=
nbsp;
Basically the water main, as I understand it, doesn’t need a
formal wetland approval for the extension of water, but because the sewer i=
s in
there we need that, although when we do these we coordinate with the wetlan=
ds
folks to make sure we’re not doing anything to the water that other
people aren’t expected to do when they work in the water.

quire
wetland review and sewer would?

Rafey: In your regulations it=
says
that the water company if they have any activity within the wetlands, they =
have
the right to do that, but they usually come to the Commission for a

that’s correct. What
initiated this project, there were 2 houses connected right now, came to the
Water & Sewer Authority prior to my tenure here because they had failing
septics. This street is aspha=
lt
over solid ledge. We normally=
with
this one we would, because of the amount of money we have available, we
normally try to just deal with issues, it’s better, the issue at hand,
but it’s better for us if we’re going to go in there to go in t=
here
and pull water and sewer in simultaneously and just go in and do everything
that we have to do and then leave it alone. If we had done that initially when=
they
did these long connections to the sanitary sewer back in the early 90’=
;s
or whenever, then we would be out of there and we wouldn’t be back he=
re
again. So we’re going b=
ack
into this wetland a second time, actually it’s the third time because
they ran a sewer line along the stream many many years ago, it must have be=
en
back in the 60’s when they did the main sewer line that goes up there=
to
service that whole area.

p; &=
nbsp; Mr.
Duplissie: So we’re doing t=
he
extension on the sewer line because we have a failed septic system, and the
reason we’re having to extend this sewer line is because you can̵=
7;t
replace the failed septic system, they can’t just . . . . .

Jodaitis: They’re v=
ery
small lots on the top, on the hill.
And these homes go back into the 20’s some of them, and as I s=
aid,
that road is solid ledge, there’s really no viable way of dealing with
the septic issue. And there&#=
8217;s
no fire protection up there, there’s no public water up there, and
that’s what the people also wanted because it’s a private place=
and
they pave their road and they don’t really want to go into here anoth=
er time,
and basically what this impact really is, is crossing a stream that is no m=
ore
than 10 feet wide with 10 feet of sanitary sewer and 10 feet of water.

Rafey: According to some
information that Mr. Jodaitis provided in the application, this location is=
the
only place that the Town has an easement that this connection can be instal=
led
and there is no other alternative location.

Rafey: Yes. It’s the only option they ha=
ve,
meaning there is no other alternative for them to put in an alternative
location (inaudible) the easement issue.

Jodaitis: Actually Stanley
Street Extension is an extremely non-conforming roadway. I don’t know if you can real=
ly
discern it from what was given to you, but if you take a look at the proper=
ty
lines, how they go, it’s a very difficult place to, we’re not
dealing with a normal right of way up there. I think the road must go from, at =
some
points further up it goes down to being 10 and 20 feet wide. It’s an area where gas mains,
water services, when you get up further to the eastern end of the road, whe=
n we
put the water service through there and the sewer, we'll be able to correct=
a
number of expedient type of solutions to people’s water and sewer
problems for the last 50 or more years.&nb=
sp;
Maybe we go back to 70 years or so.
&nbs=

Duplissie: So you’re not ju=
st
putting it in for one septic system.
I mean basically that’s what started it, but you’re goin=
g to

take a look at how the water service is done, the service is coming off of
Shelter Hill Road through people’s side yards. It leaves a lot to be desired.

off on
a tangent cause I’m saying how much is this costing to put in this
extension of sewer line and water line for one septic system that failed.
&= nbsp; = ; Mr. Jodaitis: Well part of the other thing is the people that are connected presently signed agreements wh= ich said that they would do these so called long connections and when the time = came that the Town installed the sanitary sewer, then they would be connected to= a rural sanitary sewer and they would pay their assessments. So that happened for the 2 homes t= hat are shown there, as being connected, 69 and 71.

not, depending on what the feeling is.

activities that are involved with this project. It’s like 100 sq. ft. of wet=
land
area or the watercourse area will be disturbed and on one side of that ther=
e is
a 50 foot buffer area, approximately 500 sq. ft. of the watercourse buffer =
area
will be disturbed, and also installation of erosion and sediment control
measures is required, and I may ask Mr. Jodaitis to give me a short (inaudi=
ble)
plan by next month and also a sequence of construction, of how they are goi=
ng
to do this project.

Any comments? Moosa said now is the time to stat=

case if we know of anything that we would like to see in our budget as a
Conservation Commission. The =
budget
will be in front of us for our January meeting at which time we’ll
discuss it.
Mr. Undercuffler: We have no money in =
there
for like the training sessions?
Mr. Zawadzki: =

Mr. Rafey: We do have money yes=
, we
have some money for training. The
reason I put this on the Agenda to discuss it is in case you have any
recommendations for us. It wi=

ready for you to look at the budget next month, and then you can approve or
disapprove it.

that might not have been in the budget in the past, cause things like train=
ing
have been in the budget in the past.
Coffee on site walks, that’s all in there, so it’s the

mapping of the Town, digital mapping, computer mapping? Is there any progress on that?
Mr. Rafey: I think the Water &a=
mp;
Sewer Department got some plan to do that and I thought they wanted to do t=
hat
system for the entire Town.
Probably Chuck was involved with that.
Mr. Berger: I know a little about
that. Water & Sewer does =
have
some money and there is work underway.&nbs=
p;
The Assessor’s Office is also involved in that. The primary focus is getting the w=
ater
and sewer service areas onto a G.I.S. Map and to get the overlay of the
assessor’s parcels in those areas digitally, I’m not sure but to
make them fit. You’ve g=
ot to
adjust things little bit here and there and that would be done to a fairly =
high
level of accuracy and then the areas of Town outside of the water and sewer
service areas will have the assessor’s maps on there, but they
won’t be digitally rectified, I’m not sure what the terms are t=
here
but there is progress. I̵=
7;ve
seen some of the preliminary product from the consultant and it looks real
good. To start with the layer=
of
the assessor’s map and then we build from there adding different laye=
rs,
including the wetlands at some point.
Mr. Undercuffler: I was in the
Assessor’s Office the other day and no longer do they have the cards,
it’s now on the computers so you can go in and bring it up and look at
it.
Mr. Rafey: We have a wetland ma=
p for
the entire Town so they can do that as a layer to that system, that we can =
see
all the wetlands on the property in Town.

office. But it’s not ac=

for individual lots, it gives us an idea of which part of Town there are
wetlands, but the way we do it, we ask the property owners if they propose =
an
application, we ask them to hire a soil scientist to go to the lots and
delineate the wetlands if there are any on the property.
Mr. Berger: I know that is a prior=
ity of
the Town Manager as well, to keep some money in the budget for G.I.S. effor=
ts
Town-wide. I’m not sure=
where
that is, but I know it’s one of her high priorities.

have to adapt our regulations according to this.

Mr. Rafey: On Wednesday I did d=
rive
through some of these project sites.
I went to Reflections and I believe Phase I is almost complete. They paved all the roads and curbed
everything and the grass is growing around it. The water that was coming off of t=
he
site was much clearer than the last time I was there. I went to look at the outlet that =
goes
into Echo Lake and it was a little bit discolored, but much better than the
previous.
I also went to Guernse=
ytown
Farms. There is nothing going=
on
there. There is only one house
under construction and all of the units controls system that we have there =
are
holding there and working. I =
looked
at the outlet structure, the detention structure on Killorin Road and I loo=
ked
at the water, it was very clear.

activity on Guernseytown Farms. In
the past two weeks I haven’t received any report, but I went there to
make sure nothing was going on.
Mr. Zawadzki: Yea, make sure they’re not d=

something they’re not reporting.

driveway crossings for the lots for future development, some of them are do=
ne
and some are not.
I also went to Hidden =
Oaks
and there was no E.N.S. problem there and they are curbing the road and I w=
ent
to look at the detention pond to see if anything washed out into the pond, =
but
there was nothing there.
I was satisfied with a=
ll 3
of the sites. I also went to
Lynnfield Acres. The road is
completed and some damage was done to the island on the cul de sac and I ta=
lked
to the developer and asked him to go there and see it. The detention pond is working and =
the
drainage system is working, no problem.
Mr. Berger: I also drove through=
all
of these at a different time earlier than Moosa did that week, and I agree =
with
Moosa’s report. Things =
are
stable and working pretty well.
Mr. Undercuffler: This thing we got from
Northwest Conservation District.
Which does that, oh that’s Hidden Oak, I’m sorry.
Mr. Rafey: That (inaudible) was
designed by Northwest (inaudible) and we were supposed to change it to our
name, the Town of Watertown.
We’re a little lazy, we are using that form. We give that to the developers to =
fill
it out every week and then send it back to us to see what is going on. That is from the Hidden Oaks
Subdivision.

themselves.
Mr. Rafey: Right. Then we go and check. When we go we take these with us a=
nd
with look to see what they mean by everything is okay.
