culvert to the best of=
our
knowledge was constructed sometime in the early 1960’s. It’s an
asphalt culted multi-plate steel bolted together pipe arch culvert. It was
inspected in 2002 by Lenard Engineers part of the town wide bridge inspecti=
on
program and although it wasn’t number 1 on the list of deficient brid=
ges
and culverts in town it was very close to the top of the list. Given the
traffic volume this culvert carries above it on a daily bases it was decide=
d by
the public works subcommittee to move forward on undertaking rehabilitation=
of
this culvert. The major problems with it are the bottom portions of the met=
al arch
on the bottom. They are severely rusted through in some locations. Surround=
ing
material along the bottom as well as on the sides is eroding out from
underneath it and needs to be repaired. We investigated several alternatives
including complete replacement which was ruled out very early due to its co=
st
and disruption to the neighborhood. We focused on inkine or emplace repair
schemes and the two major alternatives we looked at were to place a slightly
smaller culvert inside the existing culvert thereby reducing that erosion a=
nd
pressure grouting into the voids that have been created in the existing cul=
vert
now. That alternative although would provide a slightly longer useful life,=
has
some significant reduction in the hydraulic opening of the bridge in order =
to
pass Waddles Brook through it. The next alternative that was looked at is j=
ust
lining the bottom portion of the existing culvert. This is the culvert here
shown in red. The bright yet areas are the representation of the areas where
material had been eroded out due to the deteriorated bottom of the culvert.
They would be pressure routed and the bottom portion of the culvert shown in
blue is about a 4 inch layer of concrete that will be placed in there. It h=
as
minimal disruption to the neighborhood and traffic in the neighborhood and
provides a reasonably good service life at a very reasonable cost.
Mr. Zawadzki: So you’re putting 4 inches of concrete in the bottom of an
existing culvert to replace rotted out material? How do you put that in the=
re?
Mr. Berger: There is a water handling plan. What we’ll do is half at a t=
ime
and will divert Waddles Brook into a smaller culvert and will do this half =
and
then we’ll do water control on the other side and do the other half. =
The
majority of it will be hand work. So there will be very little disruption to
the traveling public.
Mr. Undercuffler: So apparently the top of the culvert is not in bad shape.
Mr. Berger: The top of the culvert is not in bad shape. There is one section w=
here
the top has bulged a little bit. Upon investigation by the consultant engin=
eer
they believe that a lot of that is the result of the material being sucked =
away
from the sides of the culvert and beginning to settle the top part as well.=
If
we can stop that from happening and get a good solid bottom in what is now a
corrugated meadow bottom we will solve the problem.
Mr. Polletta: The only thing you put on the bottom is concrete that’s it?<= o:p>

Mr. Berger: Yes. Four inches is what is shown in blue. There is also a wire me=
sh
in there to give it strength and long life. The total wetland impact is abo=
ut
.03 acres, and that’s the blue area upstream to down stream within the
culvert. It’s a watercourse and it’s an impact and we’ve =
got
about .02 acres of upland review area temporary impact due to water handlin=
g.
I’d be happy to answer any question you may have.
Mr. Undercuffler: Seems to be a pretty minimal disturbance.
Mr. Zawadzki: So the impact really is at each end of the culvert?
Mr. Berger: That’s where the temporary impacts are for the upland review
area. But the wetland impacts are the bottom of the culvert from upstream to
downstream.
Mr. Undercuffler: How do they make sure that the grout doesn’t get down in the
water and go down stream? Do they have any methods?
Mr. Berger: Yes they will have positive cut offs downstream and upstream so th=
at
we get it in as far as we can but we don’t grout the whole stream bed
upstream and downstream. There will be observation ports at different areas=
to
make sure it’s getting into the hollow areas.
Mr. Zawadzki: My perception of this is that there wouldn’t be much to see =
if
we walked our there.
Mr. Berger: I do have some pictures if you want to take a look at those.
Mr. Zawadzki: We can’t approve it tonight anyways. We can table it to our =
next
meeting.

Yorio: In the way of updates as you may or may not kno=
w the
application before the Planning and Zoning Commission was granted for the s=
ite.
Planning and Zoning insisted upon the ground water investigation. That
unfortunately is a process that I think is going to delay about 4 to 6 week=
s in
commencement of any remediation. Whether or not that really impacts the ove=
rall
remediation schedule I think remains to be seen largely because we are into=
the
winter months and the ground is frozen, processing of the concrete is not
something that can be necessarily undertaken through the temperatures that =
we
are seeing through December, January, and February. So the groundwater
investigation can actually commence during this period of time at least
that’s what our environmental professional told me. There are other
financial considerations that have priority before the initial financial ou=
tlay
that my client has for the ground water investigation. In light of the fact
that we don’t necessarily anticipate starting processing of the concr=
ete
and other aspects of the remediation that ground water investigation will
likely be postponed to a date that is closer to when we can actually commen=
ce
the remediation. What I think we are looking at is a schedule of ground wat=
er
investigation that begins sometime around the first or second week of Febru=
ary.
There was the issue of the second $10,000 payment if this commission could
recall early on the latter part of this year. There was an imposition of a
$20,000 payment to be tended to the town for re-imbursement of expenses and
$10,000 of it which were actual costs incurred. The other $10,000 of which =
was
an appropriation by the town council for the employment of a 3rd
party reviewer. The first $10,000 payment was tended to the town and the se=
cond

$10,000 payment was tended in two separate
installments of $5,000 each. So The Bailie Company is well on its way to
meeting all the obligations that have been set forth. We certainly met the
$20,000 financial obligation to the town. I spoke to Attorney Jessell to
whether or not we should have this rule to show cause on the Wetland Commis=
sion
agenda. Until there is a point of non-compliance I think this rule to show
cause should come off of this commission’s agenda and I’d ask t=
he
commission to consider doing that. If there is ever a point of non-complian=
ce
you can certainly do the same thing you’ve done before and bring us b=
ack
here with another rule to show cause hearing.

Zawadzki: You mentioned the fro=
zen
conditions out there now and the monitor wells. Don’t you just have to
boar a hole and then put a stand pipe in there? You’re groundwater co=
urse
is obviously below frost level so once you get through the frost layer
you’re ok.

Yorio: That’s my elementary understanding. They =
can
actually do the groundwater investigation now but it doesn’t necessar=
ily
do us any good because we can’t start other aspects of the remediation
until the ground thaws.

saying since you’re not disturbing the concrete it wouldn’t show
anything because you’re not stirring it up.

Yorio: What we’d like to see is that since the
groundwater investigation early or later won’t do any good towards do=
ing
the remediation commenced, why not just let that go until the first or seco=
nd
week of February. That way my client can satisfy other obligations in the m=
ean
time.

Berger: Yes, the only thing I would add to that is I be=
lieve
a condition of both wetlands and P and Z approval is that there are certain
state permits required as well for work on the site. I would encourage the
applicant not to do work within the state regulated areas until those permi=
ts
are obtained as well.

Yorio: Yes that’s a very good point and one omis=
sion
from the explanation. There are 3 permits that need to be applied for. Ther=
e is
a stream channel encroachment line permit, storm water general permit, and
likely something for the site disturbance in the way of moving the solid wa=
ste.
We have filed the storm water general permit and that was the permit
application that was required from the DEP’s notice of violation. I k=
now
that the stream encroachment line permits do take a while.
