Mr. Zawadzki, Chairman, called the Public Hearing to order at 8:01 p.m.

&= nbsp; B. = Continuation of Public Hearing from March 11, 2004 - Application #488 of Patrick Graziano for 18 lot residential subdivision, “Fox Crossings” Phase III P= ond View Estates and extension of Lovely Drive, Watertown, CT.

&= nbsp; &nbs= p; Recess or Adjourn Public Hearing must be Closed by March 25, 2004.

&= nbsp; &nbs= p; Vincent Caterino, Professional Eng= ineer and Land Surveyor

&= nbsp; = ; Mr. Caterino: Since our last meeting the biggest change that we made was we converted our proposed concr= ete box culvert to a concrete arch culvert as you can see on my diagram here. This arch is going to be 16 feet w= ide and it’s going to be about 6 feet high. As you recall the box culvert that= we had was only 12 feet wide and only 4 feet wide and hydraulically that worked fine, however since we had talked to the engineering department of the Town, they recommended an arched structure such as this, and we agree with it and= we changed the plans to show that. This will be a precast arch sitting on strip footings on both sides = and there will be a natural bottom as you can see over here. This will be a combination of rip = rap material with the existing material put in to fill all the voids over here between the rocks and it will form a natural bottom. You’ll get better flow chara= cteristics with this and environmental it will provide again a natural bottom for the environment. And that’s basically the main change that we had and we addressed most of the comments that the Town had and we just received a couple more comments the other day, and we could address them. Up= on the final design of this structure we’ll supply the Town with a final hydraulic analysis which we see as no problem at all because we exceed the flows required now.

And also the other com= ment was because we added some retaining walls to some of the properties, we wil= l be adding a note on the plan stating that any retaining walls that are over 4 = feet high will be designed by a licensed engineer and on top of each wall will h= ave a fence for protection. I bel= ieve that’s all the comments that we have to address and I’m pretty = sure we got everything covered up to this point, unless the Commission has any o= ther questions.

Mr. Caterino: = Well you could put a c= hain, there’s may different types of fences. You could put a chain link fence, = you could put a metal wrought iron rail fence, different types of fences you co= uld put, just as a safety precaution. Most people use wrought iron or chain link.

&= nbsp; &nbs= p; Mr. Zawadzki: To keep people from falling ov= er the drop off?

&= nbsp; = ; Mr. Caterino: Yes, in case so= meone is walking around and just to prevent anybody from falling off, but given t= he location of these walls, it’s unlikely that people would be walking on the slope. They’re 2:1 = lopes, and basically on that 2:1 slope you’ll have a 4 foot high retaining w= all so you won’t get any people walking up on slopes, but you never know. We could provide, we= 217;re aware of what the code is . . . .

Mr. Caterino: = I think that’s u= p to the property owner and the Building Department, they may be concerned about= . . . . .

&= nbsp; = ; Mr. Caterino: Yea, but in any= case if the walls need to be designed we can design them.

&= nbsp; &nbs= p; Mr. Dupriese: Does that answer your question= ?

Mr. Berger: Yes, just to briefly r= ecap, the last public hearing we received plans at that public hearing to address= my memo of March 11^th. In the intervening time we’ve had an opportunity to review those plans in detail and all the comments are addressed, with the exception of the two th= at Vinnie just mentioned, which again is a detail. Once the final design of the arch = is done and the revised hydraulic analysis demonstrate that it’s adequat= e, which we both believe there will be no problem demonstrating that, and the retaining wall note are the only two items that I have left.
