&= nbsp; &nbs= p; Mr. Talcott: With me tonight is Emily Marti= n who is from the engineering firm of Civil One.= She has done the drainage work on this project. I can tell you about the land plan= ning aspects of it and how we designed the site.

&nb= sp;

&= nbsp; &nbs= p; The existing school is up here, sort of on a plateau on a site that’s abo= ut 16 acres, which as we know cascades down the hillside. We’re going to be adding the= 6^th grade from Heminway Park School, and what we’re planning on doing is to renovate the entire school here and build a 3 story addition on the back of the school, and a gymnasium on = the side of the school, and renovate the site.= If anybody has been out here in the morning or in the afternoon, or almost at any time of the day you can tell there’s a circulation prob= lem out here, combined with parking and access to get to the school. In the morning the busses and the parents share the same area and it’s a little confusing out here. Maybe some of you are parents who = have been on this site at that time. There’s a lot happening and a lot of conflicting circulation.<= span style=3D'mso-spacerun:yes'> In designing we wanted to separate= the parent drop-off and the bus drop-off so we’ve designed a new bus loop that comes around from Dav= is Street, goes across the field, and delivers the kids to the new bus entrance at the lower level. That lower level is going to have = the cafeteria and a receiving area so people can come in there and then be dist= ributed to their classrooms. And these major classrooms in this area on the second and third floor are going to be= the 7^th and 8^th graders.= We’ve designed parking along with that.

&= nbsp; &nbs= p; None of these additions goes into any of the regulated areas of the wetlands. The wetlands part of this project = is the reconstruction of the existing circulation along Wattles Brook and the park= ing areas and the bus loop around the back. There are two wetlands on the site.= One is at the foot of the houses o= n Van Orman, a little drainage swale in that area, and then there’s Wattles Brook which traverses the site and comes across Colon= ial and past Davis.

&= nbsp; &nbs= p; We’re proposing to, along the Wattles Brook side, basically just reconstruct the existing parking lot which is really degenerated and help control the water= as it moves along in that area. We’ve designed to help mitigate, there’s no storm water quality structures in here, there’s nothing controlling the storm wat= er quality. Everything just flows right off of, into a drainage, there is some cat= ch basins and some pipes along here, but everything just flushes through and g= ets back into Wattles Brook. We’re planning on trying to take the water, instead of putting= it right into a catch basin, grade it so it flows off the edge and catch it in= a storm water system which has some vegetated swale, with a pipe underneath, = and also there are several catch basins to catch it if it doesn’t flow directly into the perforated pipe in the vegetated swale and treat it by me= ans of vegetation and by going through a stone bed before it gets into Wattles Brook. And also it will be tr= apped into some sumps, some new structures that we install to catch it, so there = will be several ways so the sediment does not go directly into Wattles Brook as = it does now.

&nb= sp;

&= nbsp; &nbs= p; Some of the finer points of the drainage analysis, I think Emily could talk to us about that. The entire school= will be renovated. There are drain= age problems around the school. We’re going to be solving those by building the correct draina= ge measures that were not installed originally. There’s some dampness up in = these upper level classrooms and what we’re going to do reinstall the drainage sy= stem around the school and pipe it back down into Wattles Brook the way it does = now, but it doesn’t function very well right now. I think it’s a good plan bec= ause we’re not making a whole lot more impervious area here. We’re adding I think 3% total impervious area to the site and we’re well below the threshold of the requirements here.

&= nbsp; &nbs= p; We’re also going to be renovating fields. As you know today those fields are barely there. They are in need of renovation and= right now they’re fairly substandard in terms of size, so we’ll be putting a correctly sized soccer field for the middle school and a correctly sized baseball and softball field. There will actually be one less field out there than there is today. We’ve designed p= arking to go around, overflow parking in various areas.

&= nbsp; &nbs= p; Mr. Rafey: Is this the same plan you pres= ented at the last meeting, or is this a revised plan?

&= nbsp; &nbs= p; Mr. Talcott: This is slightly revised. I can tell you the reason why we r= evised it if you’d like. The p= lan that you saw when we walked the site on Saturday is this plan, which is very nearly the same, but we would have more parking here along Wattles Brook and also it takes out some trees along Wattles Brook and we’re staying aw= ay from this wetlands in this area, so we chopped off the parking here and we = had to minimize the parking in this area. The plan that, this is a grading plan that shows you how it works he= re, the updated plan which takes some of your suggestions from the walk and rem= oves a large area of parking along Wattles Brook and it gives us a little bit mo= re space in the fields cause we’ve pushed this 10 feet over. This parking and the bus loop is n= ow 10 feet over towards the edge of the field that exists today and so we’ve added a little bit more room in here. I was at a meeting at Swift School this morning= with all the athletic coordinators and Park and Rec people, and they were just crying out for more fields. We’ve gotten 10 or 15 feet m= ore room on the fields by doing this so they’re happy about that. They’re still not happy abou= t, they want bigger fields, but this is about all we can give them. We’ve shown the overflow par= king in these areas, so we have 50 spaces of overflow parking, 140 spaces of dedicated parking. So when there’s a concert or commencement, you can have more people there. But these places, especially this = one, may be used for practice or recreation as well.

&nb= sp;

&= nbsp; &nbs= p; Mr. Duplissie: The overflow parking is not paved?<= o:p>

&nb= sp;

&= nbsp; &nbs= p; Mr. Talcott: Not paved. Basically a lawn with maybe more stabilization underneath the turf than you would normally have. In this configuration we have much= less disturbance along Wattles Brook, a little more disturbance along this area. I wanted to make sure t= hat we were doing this according to the dictates of the Soil Scientist, so I showed this plan to the Soil Scientist and he has written a letter that I’d = like to read into the record from William Kenney Associates, who is a Soil Scien= tist and Ecological Scientist who marked these wetlands:

&= nbsp; &nbs= p; “Dear Mr. Talcott:

&nb= sp;

&= nbsp; &nbs= p; I’m wiling to provide you with a little bit of description and assessment of the drainage corridor wetlands located along the northern property line on the northeastern portion of the property. This work was based on observations I made while delineating the wet= land boundary in July and August of 2004.

This wetland is primar= ily a drainage channel that was apparently created as a result of past property improvements. The soil and vegetation was disturbed to create the channel, and storm water runoff from= the school and surrounding properties has been directed to it. Over time a community of trees, sh= rubs, and trees which is dominated by invasive species such as multiflora rose has become established in and adjacent to the wetlands. Generally the = wetlands has a low capacity to perform most wetland functions. Although the wetland does provide habitat for local wildlife, the species that use the wetlands are not wetla= nds dependent and are generalist species that are well adapted to living in developed areas with an abundance of human activities. The wetlands s= upports no endangered or threatened species and includes no critical habitat. It is my opinion that the proposed project improvements that include a small area of wetland loss to provide s= ite parking would not adversely affect the wetlands or its ability to perform wetland functions at the level to which it does under exiting conditions. If you have any questions or comme= nts, please do not hesitate to contact me.

&= nbsp; &nbs= p; Emily Martin, Engineer, Civil One<= o:p>

Ms. Martin: We were hired to anal= yze the drainage on the site and propose the storm drainage improvements that w= ould be necessary to facilitate the improvements to the building and the parking areas. Under existing conditi= ons there is a storm drainage system on the site. There is also a small flooding pro= blem especially in this area up here where a lot of the water from uphill streets comes down and kind of collects behind the building. We inspected a lot of the structur= es and pipes on the site and found a lot of them to be in disrepair and not functioning properly. Some of= them were filled with silt, so we proposed a system that would discharge into Wattles Brook at the 3 existing locations, so as to provide the least impac= t to the wetlands as possible.

The first location is = at the headwall, at the beginning of the brook where it comes under Colonial Street. There is an existing 12 inch pipe = that runs into the brook at that location. We’re proposing to tie into that 12 inch pipe if we can. The catch basin that is immediately upstream of the outlet is filled right now and we can’t see exactly w= here that invert is, but our proposal right now is to tie into that existing pip= e.

The second outlet is r= ight along here. It’s an exi= sting 18 inch pipe. We’re also proposing to tie into that existing pipe but we won’t be disturbing a= ny area in the wetlands there.

The third area catches= a great deal of the drainage from the site.&= nbsp; It will catch all of the storm drainage that comes around here, would tie it in around the bus loop and then out here. There are two existing catch basins which are in fairly good condition. The problem is that the pipe that runs into the brook at that locati= on is severely undersized. It= 217;s a 12 inch pipe right now and it’s actually undersized for existing conditions so we are proposing to upgrade it to a 24 inch pipe in order to = accommodate the storm drainage and reduce the flooding problem on site. And that outlets into the headwall= here before the brook crosses D= avis Street. Now what we’re going to have to do is tie into the existing headwall there, but all of the work will be done from behind the headwall a= nd the only work that will be done on the brook side of it is the poor guy that has to put his waders on and get into the brook and grout the pipe in the hole. So also we proposed to = put a drainage swale, as Whitney was talking about, right along here where there’s enough room, in here and here. This swale will catch any of the w= ater that runs off of the parking area, goes through some vegetation. The swale is lined with gravel and= there is a perforated pipe at the bottom that will tie it in to some proposed cat= ch basins at the end of the swale. Between the infiltration swale and the catch basin sumps, we’ve also proposed some of the critical catch basins where it comes close to tyi= ng into the brook to have hooded outlets which allows the catch basins to trap some of the floatables, the oils that may come = into the swales, so that will be filtered out before it goes into the brook. That’s pretty much the summa= ry of the drainage, and we’ll be happy to answer any questions that the pub= lic or the Commission might have.

Mr. Undercuffler: This plan we have he= re I guess has been revised. You’re showing parking on both sides, which has really been eliminated right? You’r= e only going to have parking on one side of that, in front of the school?

Mr. Talcott: There is parking on the Wattles Brook side.=

Mr. Undercuffler: I thought when we were= down there Saturday the parking was going to face into the school and would not = be on the other side.

&= nbsp; &nbs= p; Mr. Talcott: Right as you go in there, that’s completely true. We put the parking up against the building so that the handicapped people don’t have to cross the traffic zone, and that’s along here at = the media center, up against the school, that’s correct, and then down he= re, it exists along Wattles Brook and we’ll still have it there, but there will be less of it.

Mr. Talcott: Yes, this plan shows a much bigger island right there and right here, remember those trees we walked by and said it looks l= ike they’re going to go? Now we’re saving those. See= this was the way it was. It’= s much more along Wattles Brook. They’re calling that “A” and this one would be “B” for (inaudible) tonight.

Mr. Rafey: Is this the “B&#= 8221; that you submitted yesterday?

        &= nbsp;           &nbs= p;   Ms. Martin: No, that was the “A”.<= span style=3D'mso-spacerun:yes'> The “B” alternative wa= s more impact here and less impact here. We are proposing as an alternative tonight to look at, but the submi= tted plan is still . . . .

        &= nbsp;           &nbs= p;   Mr. Talcott: I think, yea, we’re going to = go, we’re starting to push back into the grade and we’re pushing al= so farther into the wetlands, and we didn’t want to impact the neighbors= on the side there. We weren̵= 7;t getting much by going farther in there.

        &= nbsp;   Mr. Duplissie: But your letter states from the soil scientist that it really wasn’t a wetland. This was created by the lots that = were put in up above, the homes that were put in on that hillside, and then by t= he school system itself, the drainage from the school.

        &= nbsp;           &nbs= p;   Mr. Talcott: Right, and also by the way the fields were graded. It’= s not a real habitat of any kind there.

Mr. Duplissie: And you’re going= to eliminate some of that flow that’s going into that by catching it aro= und the existing school where it was supposed to, there was supposed to be drai= nage on the back side of the school that is actually not there?

Is anything being done = with our property on that side? I’m right by that little rectangular outlet you have towards t= he left.

Actually I was kind of surprised to see that property there and when= the surveyors came by we found it. It was actually a fee strip that went up there.

        &= nbsp;   = ;           Mr. Bradley: We’ve trie= d to purchase it several times but got shot down, so I didn’t know what was going on with that strip.

Ms. Stack: Right now our property= is about 20, 25 feet from there. Is anything going to happen there?

We’re not, that, they were actually they were located basically, but no, there will not be any expansi= on of the building out that way because we’re about as close as we can get.=

The main addition is an= other 50 feet into the building. So= we will stay at least the amount that, we’re not going to get any closer than we are. There will be a = wall in here, and also if you look at the planting plan, this is the planting pl= an so the people along Van Orman street might be interested, we will be planting in a row of Evergreen trees to screen and b= uffer the school from the neighbors so it won’t be as much in your face basically and that will be at a higher level so it will be at the level for= the existing topography on your properties.

We’re going to = cut that back so that there’s 40 feet of buffer on the uphill side, and that’s really this area, and in this area, so it’s about anothe= r 10 or 15 feet of cutting for that invasive species so there will be more air a= nd circulation around the school.

T= he more catch basins you have the more it pays to put in a swirl technology and depending on how the alternative analysis works out with the upper wetlands, whether you drain it to the wetland, or if you catch it all in curb and gut= ter and bring it down to the larger drainage areas, is where you ought to concentrate on putting your swirl technology. And maybe the other ones you don&#= 8217;t. They’ll have to look at that= and divide up where the drainage is going to end up going.
