p; Mr. Talcott: After the last meeting we took=

direction and altered our plans to reflect the Commission’s ideas on =
how
to develop the (inaudible) with respect to the bus loop and the parking are=
as,
so we’ve submitted new plans that show those changes. Additionally on Monday we received=
a
list of comments from the Town Engineer which have been incorporated into o=
ur
plans. As I mentioned we
incorporated them into our plans and we also submitted the letter from Civil
One which answers all those questions, but I think what we ought to do is
(inaudible) to sit down with the Town Engineer to go through the plans and =
the
comments about the letter one by one and then answering the comments (inaud=
ible). Emily is (inaudible). Kaestle Boos has (inaudible) plans=
which
address the comments. One of =
these
plans is our site information piece with (inaudible) location of the school=
and
it also lists the basic (inaudible) where they are on the plan. That would be the answer to the fi=
rst
comment. We’re going to=
go
back and forth because some of these comments are K.B.A. answers and some of
them are Civil One answers.

one that you gave me before?

Ms. Martin: The e= rosion control checklist was looked over and checked off, I have a copy here somewhere, and we have also added a sheet #7 of the plans, an erosion contr= ol narrative and construction sequence that illustrates the sequence of construction for the site and the silt and erosion control measures that ne= ed to be taken.

A storm water management plan should be developed and provided with
supporting documentation.
Additional storm water quality measures should be evaluated and
incorporated into the site design.
Ms. Martin= : The storm water management plan is outlined in the engineering report on hydrology and hydraulic calculation.<= span style=3D'mso-spacerun:yes'> Additionally a Vortechnics Unit, M= odel 9000, that will remove more than 80% of the total suspended solids per the D.E.P. guidelines has been proposed at the 24 inch outlet to Wattles Brook which is this outlet right here near Davis Street.

p; Ms. Martin: Yea, it would be on sheet #3 I bel=
ieve,
maybe #4. I sized the model
according to the Vortechnic specifications for the flow rate going through =
the
pipe and I designed it as a bypass system, so that if the Vortechnics Unit =
ever
did clog up that the water would still be able to pass through the system a=
nd
exit, something that Vortechnics recommends. We’re still working with, yo=
u know
when it gets time to install the system, Vortechnics will send us some
technical information to help the installer install it properly, but we have
specified inverts and elevations on the plans.
&= nbsp; &nbs= p; 5. = The location of the drainage discharge points from the rooftop has not been finalized, and therefore has not been incorporated into the existing draina= ge reports. The review of the dr= ainage reports will be completed once this is finalized and addressed.
&= nbsp; &nbs= p; 6. = The discharge location of the yard drains within the interior “courtyards” should be identified and incorporated in the analysis. All drainage facili= ties within the building footprint should be identified.

with
another company, the M.E.P., (mechanical electrical plumbing company) worki=
ng
in the school working to identify the location of the rooftop drains and wh=
ere
those interior courtyard drains come out, but in order to work with this
Commission what I did, and you can find it in the back, attached to this
response letter, the very back page, is my calculation showing the capacity=
of
our proposed storm drainage system and the worse case total flow that we wo=
uld
be adding from these rooftop drains and interior courtyards. I used the rational method and if =
you
follow through the calculation where it says rooftop leader drains, I have =
an
area of 2.4 acres of rooftop for the total school, now that’s not wha=
t we
added, it’s the total.
It’s 100% impervious area so I get a flow of 14.47 cubic feet =
per
second. If I do the same
calculation for the interior courtyards, it’s a much smaller area,
Mr. Zawadzki: That doesn’t leave much margin for error.
Ms. Martin: No.
Mr. Duplissie: Fo= ur hundredths of a cubic foot, is that what we’re talking about?
Mr. Talcott: The rational method in this instance is actually kind of overstates, it’s very, very conservative for the flows, so we’re doing our calculations very conservative.

Ms. Martin: No, the 1.5 is if you =
look
at a pipe and say it’s 10 inches in diameter, the headwater is the wa=
ter
coming into the pipe so if your headwater to depth ratio is 1.5, that means
that’s how tall the water is coming into the pipe, so it’s 1.5
times the height of the pipe so it would be 15 inches of water coming into =
a 10
inch pipe. Now in a catch bas=
in
with the cover that we have, we could go higher, so that’s conservati=
ve
and the method itself is conservative so . . . . .
Mr. Talcott: <=

Ms. Martin: Correct, so we have, =
it
shows not that much margin, but the method is conservative, so the conserva=
tism
is built in.
7.&n= bsp; = ; Details should be provided of the overflow parking areas and hay bale check dams. Additional details should be provided for the drainage/infiltration swale at the inter= face between the erosion control blanket, filter fabric and stone filter material. A specification sho= uld be provided for the stone material in the drainage/infiltration swale. If not available as a standard Town detail, D.O.T. specifications should be reference where appropriate.

I added hay bales around the catch basins and I provided a detail of
that. Whitney has a detail of=
the
overflow parking section.
Mr. Talcott: I’ve attached a detail sheet= to the L series and right here, detail #8 is a grass paver detail showing the overflow parking lot, that’s the little plastic rings that are put in= at the top and filled up with topsoil, so it’s actually grass but it has= an additional bearing capacity and it’s over an inch of sand and a proce= ss aggregate so it’s a stable base where you could, which will be grass = but it will also have a capacity of parking cars on it, and that would be in al= l of the areas that are designated for overflow parking. Do you want to take a look at it o= ver here?

tion
swale detail in the plans on Page 6 has also been modified to more clearly
illustrate the interface between the erosion control blanket and the filter
fabric and the stone material to show that the erosion control blanket tucks
down about 6 inches into the stone and overlaps the filter material. A specification from the D.O.T., f=
orm
A14A, section N.01 was also added for the stone material in this swale.
8. =
Consideration should be given to minor grading changes in the prima=
ry
overflow parking area to provide drainage towards the wetland area.
Mr. Talcott: The grading plan (Ta=
pe #1,
Side A ended – may have missed some). As you see we put the parking lot =
now
over towards the wetlands here. We
put a high point almost 2/3 of the way through it so all of that goes that =
way
and then a little bit goes that way, so that gives you a little bit better =
idea
of the grading of the parking lot, which is right here. It’s flowing towards the wet=
lands
and it’s going over the grass area.
9. =
All
erosion and sediment control measures should be in accordance with the 2002
guidelines. The stone size in=
the
construction entrance should be as specified in the guidelines.

nbsp; Mr. Talcott: This information was added in the e=
rosion
control narrative on sheet 7 to specify the stone size of the construction
entrance and also to state that all of these measures should be in accordan=
ce
with the 2002 ENS guidelines.
&= nbsp; &nbs= p; 10. All c= atch basins should incorporate a minimum of a 2 foot sump. Consideration should be given to upgrading all storm water pipes to a minimum of 15 inches consistent with T= own subdivision and roadway standards.

pretty straightforward and the details in the plans indicate that all the c=

basins should have a minimum 2 foot sump.&=

The plans have also been revised to upgrade the storm drainage pipe =
in
the front turnaround area from a 12 inch pipe to a 15 inch pipe to be
consistent with the Town Subdivision and Roadway standards. This also allows for the incorpora=
tion
of the rooftop drains and this does mean that the existing 12 inch pipe that
discharges to Wattles Brook through the headwall will be abandoned and a new
discharge point will be immediately downstream of that location with a flar=
ed
end acting as a headwall and some rip rap around it.

Mr. Duplissie: I was concerned about =

they abandoned the 12 inch, but they’re taking the existing structures
away so we don’t have to worry about little kids falling into them.

deration
should be given to incorporation of a drainage system with the development =
of
the recreational fields.
&= nbsp; &nbs= p; &= nbsp; Mr. Talcott: We would like to consider that, unfortunately the fields are a little bit out of our scope. We’re going to be regarding = the fields and reseeding the fields, and rebuilding where we can the fields, but we’re not unfortunately going to be developing competition fields here. They’ll be probab= ly a lot better than they are currently, but we just don’t have the budget= in the project to finish off the fields and provide an under drain system the = way a competition field would be done. We will be putting in a new drainage system along, there is an exist= ing drainage system through here which is not really functioning real well beca= use it’s an ancient system, some of it is made out of tile, but we will be replacing that system so that there will be new drainage and certainly supe= rior drainage to what’s there now in the athletic field area, but we just don’t have the budget to do a series of drainage pipes like you might want to do in a competition environment.

nbsp; Mr. Duplissie: But you’re not going to be le=
aving
any ponding on the fields?
You’re grading them off?

s so
that the fields should drain a lot better than they do now, cause
they’re not really crowned at this point.

submitting a plan that shows all the areas of clearing. On this plan here, this symbol rig=

here is a clearing, this is mostly brush along t=
he
back of the school. The schoo=
l has
asked us to try and clear back to at least the original clearing line so th=
at
there is some more light and air around the school, cause there’s some
dampness problems up in the upper areas, so we’re going to try and so=
lve
that by clearing around there. Also
it shows along the driveway here some of the major trees, some of which are
dead and some of which are unavoidably in the way of parking lot development
and bus loop development but we also show some here to remain and we show t=
hose
as protected as we go along here, there’s some existing trees in the
front, along Colonial Street, in the middle of the drop-off here and along =
the
parking lot, so we’re going to try and save those. I think when we walked out there we
identified some of those which we wanted to save and we’ve saved thos=
e.
&=
nbsp; 13. Where
appropriate, the details should incorporate the details of the Town standard
street cross section and all standard curbing details.

nbsp; &nbs=
p; Ms. Martin: The plans have been revised to
incorporate the

nbsp; 14. On the
western side of the building there is an area proposed to be graded at a sl=
ope
of 2h to 1v. At that slope, i=
t is
not appropriate as an area to be mowed and is very difficult to walk on.

Talcott: That area is aro=
und in
this area where it actually there is a cut bank there. The extreme is 2:1 but actually
I’ve done some re-grading around here and it does go to a 2-1/2 to a =
3:1
to more than 3:1 as you come around the corner and the reason why we had to=
cut
this back is because we got to provide a little shelf so the water
doesn’t go immediately into the building. We’re going to provide a dra=
inage
system around here and a path so that people can safely walk around the
building and if you have a fire drill, some of the kids will be coming out =
of
these other doors here and so they can come around and safely exit the
building. This bank is really=
not
for use by anybody. The grass=
is
not going to be cut short; it should be cut every once in awhile to keep out
the saplings, but I think we’ve graded it to a point where we donR=
17;t
need any retaining walls, and it’s far enough off the sidewalk, Colon=
ial
Street, that it’s not really a hazard there, so if necessary we certa=
inly
would put a fence to keep people off, but I don’t think much other
treatment is necessary.

been designed along Wattles Brook to flow into that swale and for water qua=

issues and for just getting it off the pavement so there aren’t any a=

parking on the other side there?

curbs. So we’re not goi=

directly into the wetlands in that instance, and we’re catching it in=

where my comment, to switch gears on you a little bit, on that overflow par=

area that’s why I asked for consideration of tipping that towards the
wetlands to help provide some regrowth to the wetlands. And I think my thought process in =

and what you bring up supports that as an option.

we’d said that we would be better off without curbs there, just let t=

water kind of sheet off and run across the ground and then into the low part
and that way you wouldn’t concentrate the flow.

Mr. Duplissie: I can understand where
you’re driving, that you have the curbs there, but on this parking th=
ey
just knock them off and you replace them every year. Or they look like hell.

that little parking area which will help catch some of the water coming down
and also could accommodate that bit of parking that comes that would sheet =
flow
off of there. What sheet are =

deep drainage swale from about a 5 x 10 rip rap pad at the end to kind of
infiltrate . . . . .
Mr. Duplissie: Where is that? So this is the swale in the wetlan=
ds,
drainage swale?

curbed up above it right now?

small 5 x 10 rip rap pad which would slow the water down and allow it to
trickle back into the wetlands.

water to that thing, so that certainly is very doable.

drains into the Vortechnic system, which water will be treated and which

here. And this comes from her=

it comes from these drainage swales here, which pick up this parking, it al=

comes from this bus loop up here and every point from this high point over,
what drains into this swale here comes down into here, wraps around the
building, everything that comes down here, and is tied in down here, that&#=
8217;s
why it’s a 24 inch pipe, it has the most drainage area. The other pipe, the 18 inch pipe t=
hat
comes in about here, has these catch basins and everything from here and th=
en
this 15 inch pipe has this area right here and everything that comes in on =
this
side of this

p; Mr. Rafey: By removing that curb from the
parking area on the north part of the property, you’ll grade some of =
that
area into the wetlands. Is th=

The building is actually less impervious area than the paving. We’re also adding a courtyard
where that will not be impervious so we’re actually subtracting a lit=
tle
bit of area here. Although th=

roof contributing to the system, and that will g=

way, but we are taking a lot of the impervious area that exists now out, and
those impervious areas are really the ones you’ve got to watch out fo=

to develop these parking lots as conforming parking lots. We are also planting some trees, s=

London Plain trees along the side here, and we’re also saving some of=
the

From the disturbed areas on the slope we’re going to be replan=
ting
with a grass in order to help treat the water which is flowing in the swale,
kind of a non-maintenance kind of grass, not expecting to mow it all the ti=
me,
but at this point we don’t have any of the lighting fixtures shown, b=
ut
any lighting fixtures that are put on here, and we probably will put some n=
ew
ones on here, are going to be cut off type fixtures which will only illumin=
ate
the areas which are intended to be illuminated and now if you go out to the=
, I
was out there tonight, you can’t see much tonight, but there are a lo=
t of
fixtures on the building and a lot of those fixtures are wall pack units wh=
ich
don’t have any shielding at all, and the idea is not to put, is to ta=
ke
those wall packs off the building and to have more controlled light rather =
than
just those uncontrolled wall packs.
By the time we get to the Planning and Zoning stage, we will have a
lighting plan showing where the lights are and how the foot candles will sh=
ow.

we’re putting this loop in with drainage and that’s going to be

eliminate a lot of the water that’s coming directly off the fields on=
