Proposed subdivision involves the following regulated activities:

Hall: With me tonight are= the engineers from Milone & MacBroom, Ted Hardt is the lead, Anthony Ciriel= lo is also an engineer, and Matt Sanford is a Certified Soil Scientist. The subdivision that we are concer= ned about is the hillside that lies to the north of Claxton Avenue and Chestnut Grove Court. It’s shown on this aerial photograph as being outlined in yellow.&nb= sp; You can see the area. = It’s part of a much larger tract which goes all the way up to Butternut Lane and comes out onto Litchfield Turnpike. Basicall= y the area is the area to the south of Steele Brook which comes across Litchfield= Turnpike around here and back down into the center of Town. There are 11 lots proposed and the proposal is for the placement of single family residences and septic systems. Ted, would you care = to elaborate?

Mr. Hardt: I hope you’ll excuse my voice, I have a little bit of laryngitis. I’m here on behalf of Pat Graziano who is proposing an 11 lot subdivision on a 20 acre parcel north of Claxton Avenue and Chestnut Grove.<= span style=3D'mso-spacerun:yes'> As was explained, here’s Che= stnut Grove, here’s Claxto= n Avenue, we’re proposing a subdivision in this big field area and it’s g= oing to wrap around in kind of a “J” shape and come back to Claxton Avenue. The 11 lots are located along this 2,000 feet of road. So there are 11 lots. The lots range in size from .9 acr= es to 1.9 acres. We’re propos= ing 5 acres of open space. We’re al= so proposing a trail in part of that open space and also it goes off site thro= ugh the, I believe it’s the Land Trust land through here, and Tony Ciriel= lo from our office has a kickoff meeting with them tomorrow to begin the construction of that trail.

Generally the land slo= pes away to the north and to the east towards Steele Brook<= span style=3D'mso-spacerun:yes'> The high ground is right al= ong the westerly property line near Claxton Avenue and the land slopes to the east and off= to the north towards Steele Brook. As Atty. Hall said, the Steele Brook basically wraps around the area where we’re planning our development. There’s 2.8 acres of wetlands on site. Go to our site plan now. The light green color, yellowish g= reen color is the 2.8 acres of wetlands on site. We showed a dashed orange line that shows the 50 foot upland review area around the wetlands. We do have some disturbance within= the upland review area for our storm water basins. Since the site walk we had made so= me revisions and I will go through the reductions in the upland review area in= a moment.

The site is served by = public water, on site septic systems. We are working currently with Torrington Area Health, we responded to their co= mments and we will be hopefully getting a letter sometime next week, a letter of approval of our septic systems.

The road again is a 2,= 000 lineal feet, it’s 24 feet wide, which is a reduction in the road width to reduce some of the impervious cover. The storm drainage system designed= for the road discharges in two locations, two storm water basins of drainage co= ming in this direction to this storm water basin, and this drainage system discharges to a second storm water basin, both uphill of a wetland. The storm water detention basins a= re designed for the 2, 10, 25, 50, and 100 year frequency flows. We have designed a storm water man= agement system that conveys the storm water on site. It begins with catch basins with 2= foot sumps to grab some of the larger particulars, some of the sand and sediment, and then we’ve provided Vorcentury units, they are Vortechnic type un= its, they’re made by Vortechnics, but they’re a little bit smaller f= or small drainage systems to trap sediments and floatable material. Then when the storm drainage system discharges to our basins, we’ve created sediment four bays by install= ing rip rap filter berms to settle out and collect the sediment that comes into= the basins. The sediment traps the Vorcentury and sediment 4 bays are basically designed so that they collect sediment in one location where it will be easier to clean and remove from t= he site. A Vorcentury unit is cl= eaned similar to a catch basin with a back truck and both of our Vorcentury units are relatively close to the pavement where they can be cleaned by a back truck. So the detention basin= s are designed to keep the storm water discharges at the existing conditions or slightly below. We are going = to be planting the bottoms of the wetland with wetland vegetation that will filter the runoff and absorb nutrients. They’re not designed to hold water, but they will be a wet soil condition because we are excavating these into the ground, we're not just building up a large berm, so they will be excavated below grade and they wi= ll be a wet condition where wetland seed mixtures will be planted and we will = have a wet soil and wetland vegetation planted in that area.

        &= nbsp;           &nbs= p;   Mr. Zawadzki: So the intent i= s a wet bottom detention pond?

&nb= sp;

        &= nbsp;           &nbs= p;   Mr. Hardt: Not by definition,= not by the storm water management definition.&= nbsp; It will be a wet soil, but we are not designing it to hold water. It won’t be designed to hold water. Frankly the reason for= that is in our last few subdivisions we’ve been getting complaints because= the neighbors are saying that there's stagnant water, there’s mosquitoes,= and we’ve actually had to go back and fill a few in, so we’re desig= ning them now so that there will be some wetland vegetation or wet vegetation, b= ut not standing water, so that’s our design. And that’s how our outlet co= ntrol structures are designed. The = water will pass through the outlet control structures, and then it will discharge= into a concrete gallery system similar to the galleries that are used for septic systems, except these will be partially exposed, the top row of this house along the galleries will be exposed so that water will go into these galler= ies and there will be more infiltration time and then the water will build up a= nd then it will flow evenly out of these concrete galleries they will be set level. It’s a lot easie= r to set these levels than to just pile up rip rap and hope that it spreads out. So there will be a sligh= t decrease in the peak rates of runoff for the larger storms, the 50 and 100 year stor= ms.

        &= nbsp;           &nbs= p;   Also each of the homes swill be, the roof leaders will discharge into infiltrati= on galleries that are designed to hold the first 2 inches of runoff so each ho= me has a separate gallery system that will collect the storm water from the ro= of leaders where generally located away from the septic leaching fields. We've also provided an erosion and sediment control plan. ItR= 17;s got sediment filter prints and state (inaudible) down gradient of all the d= isturbed areas. We're provided constru= ction entrances at the entrances to the site off of Chestnut Grove and off of Claxton Avenue. We provided erosion control blanke= ts on newly created slopes and temporary diversion berms and swales to direct wat= er to temporary sediment traps and sediment basins, and we provided a attach b= asin in the protection to keep the sediment during construction out of the catch basins. As I said before, the= re are 2.8 acres of wetlands on site. We don’t have any direct wetland impacts. We do have impacts or disturbance = in the upland review area, and with that I’d like to go to a letter that I believe I gave to Moosa, and Moosa I think you were copied on our new site plans now?

        &= nbsp;           &nbs= p;   Mr. Rafey: Yes.

        &= nbsp;           &nbs= p;   Mr. Hardt: So we’ve made several changes and the biggest change is we reduced our impacts in the upl= and review area. Regulated Activi= ty #1, was 8,100 square feet, but we reduced it to 6,000 s= quare feet. That’s in this ar= ea.

        &= nbsp;           &nbs= p;   Mr. Duplissie: What lot are y= ou talking about?

&nb= sp;

        &= nbsp;           &nbs= p;   Mr. Hardt: It’s open space between = Lots #5 and #6. Regulated Activity= #2 in roughly the same location . . . . . Regulated Activity #2 is on Lot #6 adjacent to this open space area right here.= That’s been eliminated. We’ve regraded that lot and we’ve eliminated the upland review area of disturbance, and then Regu= lated Activity #3, we’ve reduced from 5,750 to 4,000 square feet, and that’s in this area right here, that’s where this detention bas= in in the open space area. So we= have a total reduction of 5,380 square feet of disturbance in the upland review area, we’re at 35% reduction in our disturbances. And Moosa, I don’t know if y= ou distributed our letter that came with that?

Mr. Rafey: Yes, I did.=

Mr. Hardt: We have another, well = we have a letter that basically goes through a number of relatively minor chan= ges in the site plan, such as adding water service laterals to the houses, chan= ging the location of septic systems on Lots #9 and #10, proposed open space has = been increased to include an area occupied by the proposed trail behind Lot #6 a= nd #7. Before we had the trail g= oing through Lots #6 and #7, revised plan, we have provided a strip of land for = this open space for the trail, and basically the open space areas are now connec= ted, so we have a connection behind Lots #6 and #7 for the two open space areas. And this black line is= the trail. It’s going to he= ad down to the south to the Land Trust land.

Mr. Ciriello: Just to go back one subdivision, that was the Willowbrook Farms Subdivision on Northfield Road, just to make sure we̵= 7;re all on the same page, we approved, and this Commission approved in lieu of sidewalks to build a footpath at the bottom of the Willowbrook Farms Subdiv= ision, that was on the former Christy property, and as the project evolved we agre= ed to extend that across the Land Trust property which is a 5 acre piece which= is just south of the old Christy Farm. This project here picks up on that footpath and extends it northward= for the limit of this subdivision, and previously we offered a floating easement across other land of Mr. Graziano to the north, the former Hopson or Warner Farm which in the future we would propose to extend perhaps to Route 63, perhaps to Butternut, so each piece of this trail is in line with your Plan= of Conservation and Development, creating that Steel Brook foot path if you wi= ll, so again there’s a much bigger plan here that we’re working toward. Ted suggested there&#= 8217;s a meeting tomorrow with the Land Trust.&nb= sp; That is for the layout of the trail that you’ve already approved. We want to walk it = down one more time with Gail Sangree tomorrow and some other people form the Lan= d Trust and talk about the stepping stones, the plank bridges, and things like that. It’s not really a discussion on this project, although we will look at the future extension as well.

Mr. Hardt: With that I’d l= ike to open it up to questions.

Mr. Undercuffler: The trail that’s on the right shown there . . . . .

Mr. Duplissie: On Chestnut.

        &= nbsp;   = ;           Mr. Undercuffler: Right, what= is that, that’s not open space that’s going through?

  &nbs= p;            &= nbsp;        Mr. Ciriello: Let me take one step b= ack again. When you approved the Willowbrook Farms Subdivision and the trail there, the Planning Commission = made it clear that they would rather own that property in fee simple rather than= in an easement, and at the time we didn’t have this subdivision in front= of you yet so we offered a temporary link to the Woolson and Chestnut neighborhoods. Now that tempo= rary link is being formalized by offering an open space connection here. What we want to do is not only pro= vide a foot path, but also give the community a link to that foot path so people c= an get to it. This piece of open= space here is the Wilson/Chestnut/Claxton link to the trail. What you don’t see is the pi= ece that we’re going to be building this coming month. This piece we already gave the Tow= n in fee simple with the Willowbrook Farms Subdivision. This piece not shown here will be constructed next month. Mr. Graziano is going to get started on that, he’s got all of his approva= ls, and this piece and this piece being offered in lieu of sidewalks and the op= en space given in fee simple to the Town.

        &= nbsp;           &nbs= p;   Mr. Duplissie: I have two questions. #1 is I don’t live in that s= ection of Town, and I want to be able to access this walkway, and I know that the = open space that’s off of, I think it’s Wilson Street, there’s = no access to it, you can’t park there, you can’t do anything, so we’re finally having this nice walkway, can’t we have, I don’t know if this is for ours, but since we’re here I’m going to ask the question, over here by Chestnut where you’re starting this trail, can’t we put a couple of parking spaces there even if it’s just parallel parking on the side of the road so that we can acc= ess this trail?

What the issue is is that we're do= ing piece mail here, what’s going to happen when the Hopson piece gets developed, we already discussed it at staff level, there will be some parki= ng access either off of 63 or Butternut, so this is intended for neighborhood access, not for people to park cars here, there will be access off of Litchfield Road with a parking space so people can park 1 or 2 cars and come in, we haven’t finalized it, so their intent here is to provide a neighborhood link, this portion, and then when we develop the further porti= on we’ll be looking for a little parking area off Litchfield Road or may= be even Butternut and then the parcel that the Land Trust owns across Woolson Street you have to cross Steele Brook and maybe in the future there might be something, there’s a lot of flooding issues, it can be very expensive= , it may be an issue where down the Road the Town looks for some funding because= now we have this greenway here that we could possibly do that and get an access= off Woolson, but again that would be a foot path. The other way to do it is to, do you know where the bridge is on Woolson Street? Is to find an access there, so we’re still defining that because this greenway is going to go all the way down to Heminway Pond and we’re still working on how we're going = to get to Heminway Pond via sidewalk or access way so right now this is the start. The intent is to get t= he parking area, it will probably be Butternut Lane, cause the Town owns some property, and more than likely on Litchfield Road, so this is a walking path intended right now not for people to park cars cause there’s not enou= gh right of way for people to park cars there.

        &= nbsp;           &nbs= p;   Mr. Duplissie: My second question was, I̵= 7;m looking at this, it looks like the easterly side of this new road that we’re putting in, when we walked this property, and I’m looking= I think from when we walked the property I think it was from Lot #6, #7, up to the open space, we were right on the border of a beautiful stone wall, and = when we walked the property it looked like the road was going, this new road that’s proposed was going right through the stone wall, which meant t= hat the stone wall was being removed, and the gentleman that was on the site wa= lk with us seemed to think that the stone wall was coming out because the road= was going right through. Is there= some way to save that stone wall without having to take it out?

Mr. Hardt: Yes. We’ve shown the, for some re= ason our aerial photometry picked up the southern portion of the wall, but it extends straight on through to Lot #7, and if you see on Lot #7 on the new plan, there’s a portion of the wall that’s going basically in an east/west direction here, we are going to save that wall in its existing condition almost the entire length. We will rebuild it right in this area where the detention pond is cause there’s grading going on there, so we will= be rebuilding that right through this small section.

Mr. Hardt: No, it will be about 8= 0 to 100 feet that will be rebuilt.

        &= nbsp;   = ;           Mr. Berger: The Department of Public Works was evaluating that particular issue, that problem that Mr. Po= lletta is raising when this subdivision came in.&= nbsp; We have briefly reviewed that with a survey crew and we’ll make sure that that issue gets addressed, and that low spot does not exist, we g= et good drainage as a result of this. <= /span>Our initial review, I’m not sure who was in the room from Milone & MacBroom, but we called the Assistant Town Engineer in to look at what was proposed and he thought that what was proposed will address that low spot, = that ponding that currently occurs, so we will verify to make sure that is taken care of.

        &= nbsp;   = ;           Mr. Todd: I’m the last = house on Chestnut Grove Court, that’s what it’s being called.= My concern is very simply this, I’ve been in the house for 22 years now, I’ve watched the track record w= ith Watertown for being financially capable of taking care of encroachments on the environment. I am concerned that any encroachme= nt on the environment will be such that the Town of Watertown in the future will not be abl= e to maintain. I use for example m= y back yard. The property has been t= here since 1955. Unfortunately mos= t of my back yard now is in Mrs. Fuller’s back yard because my driveway is= the drainage for Chestnut Grov= e Court, the whole road. Those picture= s were sent to you in the year 2000 or 1999. Unfortunately the Town of Watertown couldn’t afford the $.37 stamp, which may have been $.32 at the time,= to send me a letter in 2001 to tell me they were going to consider drainage fo= r Chestnut Grove Court. With that track record I’m v= ery concerned with any new development that with the Inland/Wetlands, and you f= olks do a wonderful job, but that you really take a really hard look at anything that’s done so that we, as a Town, can afford to maintain that proper= ty that has been developed by the gentleman today. Thank you very much.

        &= nbsp;   = ;           Mr. Ciriello: It’s my understanding that any construction that we have is down gradient of Mr. Todd’s property. I susp= ect that at the bottom of the street the water ponds there now because there’s no outlet for it. There’s a berm there and an embankment area. By us extending the existing cul d= e sac we’re actually going to push through that earthen berm and use a bituminous curb here, a lip curb essentially opening up the end of Chestnut= so that water does flow down to Chestnut to our first set of catch basins, and= a number of catch basins that we have on the proposed roadway are designed to handle that flow. So I’= m not so sure we may address a low point that is 2 or 3 houses up the hill, certa= inly we will lessen the impact at the bottom of the hill cause we will now provi= de some relief at the bottom of that cul de sac for water that’s buildin= g up today, (inaudible) actually allowed to flow through now.<= /p>

Hall: I was just going to= say is that I don’t know if we have something that needs to be addressed at = the Commission level, or if we should Close the Hearing tonight. I’m not sure what your pract= ice is in that regard. I'm sure that= the Engineer and the Planner will be willing to talk to our engineers on this plan, I wo= uld think, for things like that, showing that the curb is picking up and raising this question about 1 detention basin instead of 2, so I'm not sure how you, what you prefer in terms of . . . .
