Ms. Jones: We prepared the site plans for Mr. Lynn and for =
the
benefit of any public that is here, I’ll just give a brief overview of
the project and the impact to the wetlands that we have. The project site is located on the
northern side of Bunker Hill Road.
It’s across the street from Mr. Lynn’s farm and just down
the road from Lynnfield Acres, it’s on the opposite side of the
road. It’s about 34.75 =
acres,
it’s located in an R-70 zone.
We’re proposing =
to
create a 13 lot residential subdivision that will be served by approximately
1,000 linear feet of proposed road.
We have submitted two plans.
The first plan conforms to the standard road design of the Town whic=
h is
a 30 foot wide road, and the second plan, which is an alternate, reduces th=
at
road width to 24 feet wide, which allows us in some areas to eliminate the
curbing and use some drainage and infiltration swales alongside the road.
All of the lots will be
served by on site septic systems and private wells. Under existing conditions the site=
is
currently a part of Mr. Lynn’s cornfield, and there are some grassy
fields and some wetlands on site.
There is approximately 5.7 acres of wetlands total on site. Most of the lots access their home=
s from
Windy Ridge Lane, which is a proposed road to the lots. Lots #12 and #13 will access from =
their
own drives off of Bunker Hill Road.
We analyzed the hydrology under both existing and proposed conditions
and we found that due to the changing over of most of the area from cornfie=
lds
to established lawn, we actually had a decrease in the peak flow rates for =
the
2, 10, 25, 50, and 100 year storm without the use of detention. So what we compensated on was water
quality, essentially. And the=
first
step in that is to use infiltration swales that we’ll be able to use =
if
Planning and Zoning does approve the 24 foot wide road. Secondly we have a storm drainage =
system
in the road. It outlets to a
sediment water quality basin that’s located near Bunker Hill Road on =
Lot
#11. This basis is about 0.06=
acres
of disturbance in the wetlands regulated area due to the construction of th=
is
sediment basin. It consists of
outlet protection for the storm drainage coming into the basin, a rip rap
filter berm which will help trap sediment and silt and prevent it from out
letting into the wetlands, and it’s also planted with native species =
to
provide nutrient updates. All=
of
this will allow the storm water to regenerate and renovate itself before it
discharges into what is the existing farm pond on this property. The farm pond we are not using for
detention, but as it’s right there normally we just discharge into a
nearby wetlands, but as that is a nearby wetlands, we do discharge into the
farm pond which has an outlet structure of its own consisting of an existin=

inch culvert under Bunker Hill Road.

At the last meeting I =
was
asked to determine whether that existing 32 inch culvert was sufficient bec=
ause
there’s been I guess a problem with flooding at certain times of the
year. We inspected it in the =
field
and the first thing we found was that the pipe was partially clogged. The second thing we found was that=
under
existing conditions there’s about 71 cubic fee per second that goes to
this during a 100 year storm and so that is obviously we haven’t had a
100 year storm in quite a while, but with the piping clogged so that only 19
inches of it is available, anything during a heavy storm, or if you get snow
mount, it isn’t sufficient under existing conditions. We have reduced the peak flow rate=
s in
all of the storms, so that will alleviate the problem and also we’ve
proposed to the Commission to allow us to just clean out that pipe and main=
tain
it so that it’s in working condition. I’ll just submit a copy of t=
hese
calculations for the culvert. We
found that it will be sufficient under proposed conditions to convey that w=
ater
under Bunker Hill Road.
I’d also like to=
point
out that all of the roof top leader drains from the houses will be going in=
to
on site infiltration systems for each of the lots. That also helps with storm water r=
unoff. The impacts to the wetlands or reg=
ulated
area, we have 0.06 acres of disturbance in the 50 foot buffer setback for t=
he
sediment basin and there is an additional 175 square feet of temporary area
activity in the 50 foot wetland setback for the installation of a footing d=
rain
on lot #13, there is no direct wetlands impact.
Since we’ve last=
met
there have been a couple of changes, just minor modifications. I received a comment memo from Mary
Barton, the Town Planner. The=
first
thing that we added was sidewalks along the eastern side of the road. We also added a 20,000 gallon fire
cistern which is a Planning and Zoning issue really, and we added an access
strip to our open space which we didn’t currently have. Still under discussion is whether =
we’re
going to keep this open space or designate a fee in lieu of open space and
we’re still discussing that with Planning and Zoning. Basically that summarize the proje=
ct and
I’d be happy to answer any questions the Commission or the public may
have.

and the cornfield is exposed soil, and the nutrients that are in the soils

Where do you get the water for the =

gallon system?
Ms. Jones: =
The applicant has to fill it first =
on the
first fill when they install it.
I’m assuming like from a pool water place.
Mr. Duplissie: =
Does that water just sit?
Ms. Jones: =
Yes.
Mr. Duplissie: =
It just sits in there and if
there’s a fire it’s water that’s been sitting there for 15
years?
Ms. Jones: =
I’m not sure what the procedu=
re is
on that, but I do know that the applicant has to fill it and if it’s
drained by the Town, it will become part of the Town property and as they u=
se
it, which hopefully won’t be often, they will refill it.

So there’s no outlet?

No.
It’s a solid tank.

Mr. Berger: The Fire Department will. What Emily said is correct. The applicant is responsible to fi=

first, the Fire Department will come out and test it before we accept it as
part of the public improvement of the subdivision.

Mr. Berger: I imagine over the course of time
they’ll use it for practice.
I doubt it will sit there for 15 years.

Guernseytown Road, and one on Lynnfield Acres. It’s a new requirement as fa=

Yes.
Actually I think 1 - 4 is to have 10,000 gallons and 4 or more is
20,000. I submitted the plans=
to
Larry Black, the Fire Chief, asking if he thought there was enough water in=
the
existing pond so we could use that, but unfortunately the pond was low when=
he
looked at it and he was afraid he wouldn’t have the 42 inch frost line
that he wanted. When the pond=
is
cleared out I guess the first fill it’s like 7 feet deep but it’=
;s
not really getting more and he was just uncomfortable with that idea so we =
put
in the fire cistern per his request.

So the cistern is in lieu of the dry
hydrant?

That’s correct.

over Lot #4 for that footing drain.
These are minimal amounts of water out of a curtain drain or footing
drain but . . . . .

We haven’t proposed this yet,=

we do in areas where that is a concern we do provide a high level overflow =

into the ground it will have a high level overflow so that it will daylight=

There is storm sewers, yes, but the=
house
roof leader drains are independent of that, they daylight to their own litt=

We did that where we could. Where it (inaudible) allowed. We did connect footing and curtain
drains into the catch basins on the road where we were close enough.

question is (inaudible) some houses right now they discharge right outside =
onto
other people’s property and really if there is a problem, if one of t=
he
things go up and the bottom is hardpan, this will (inaudible) erosion and I
don’t know what the topography is but I would personally like to see
these systems if they overflow connect into the storm sewer so we won’=
;t
have to worry about damaging other people’s property. I don’t know how far they ar=
e, and
if they do discharge towards the street, all the houses, I don’t see a
problem. (Inaudible) what my
concern is?
Ms. Jones: =
Yes.
I understand. These 4 =
houses
all pitch away from the street.
These 2 houses also daylight into the wetlands, so we’re not as
concerned about these lots. T=

That’s true.

y over
there, and in the Winter if this thing overflows, this guy can have ice
problems on his driveway.

We thought we put it far enough bac=
k on
the lot that with the contours it runs along the back of Lot #9 and it is .=

it is shown on the plans, cause that was a request fro the Town Planner tha=

This one is probably 15 feet from L=

to Lot #10, and Lot #8 is probably 10 feet or so. We were trying to keep it 25 feet =

Lot #7 drains will run into the wetlands right on the top of Lot #8 =
so
that shouldn’t be a problem.
We have established a right to drain but it will be nowhere near any=
of
the improvements n Lot #8. Lo=
t #6,
the footing and curtain drains both tie into the storm drainage system in t=
he
road. Lot #5 does daylight ju=
st
above Lot #1, it’s away from the house and driveway and essentially i=
t runs
over the same system that’s on Lot #1, which is the infiltrator and d=
own
over the septic system along the side of Lot #1. It has quite a big distance and
it’s a very gradual slope in that area, so we’re expecting that=
any
runoff that does come out of those pipes will infiltrate quickly because
it’s not a steep slope. Lot
#4 ties into the storm drainage system in the road. Lot #3 ties into the storm drainag=
e system
in the road and Lot #4 daylights to this wetlands right there, that’s=
on
Lot #3.
Mr. Polletta: <=
/b> The one that’s discharging to=
the
wetlands I don’t see a problem, but (inaudible) you should do that.
Ms. Jones: =
Which we have. I think we have.
Mr. Polletta: <=

guy’s property.

Lot #5 is essentially too far from =
the
road in order to get Lot #5 and #1 are too far from the road to get them to
drain into the storm drainage system.
Lot #7, we could look at bringing it down here, but we get kind of c=
lose
to the septic system, but I will look at seeing if we can tie Lot #7 into t=
he
first catch basin on the cul de sac.
Lot #6 already does, Lot #4 already does, and Lot #3 already does.
Mr. Polletta: <= /b> I’m an electrical contractor = and I’m doing some work (inaudible).&nbs= p; The bottom is all hardpan and when it reaches the top, it overflows = onto the other guy’s property and they had erosion all the way down. I saw that and I (inaudible) find = a way to connect it so you can eliminate that, or make it a larger interceptors.<= o:p>

system for the house approved, it’s designed for a 100 year storm.

Yea, and right now we have a standa=
rd 50
linear feet because we have a standard footprint on each lot. When we go in for site plan approv=
al,
for septic approval for each lot, we have an actual footprint, the actual a=
rea
of the rooftop, then we do calculations that Chuck approved to size them for
the 100 year storm and we have excess capacity almost always.
Mr. Duplissie: =
So it could be, Joe, that the ones =
that
they did in Westport just weren’t sized properly.
Mr. Polletta: <=

discharge and they have to discharge into a street storm water system or a =

I’d like to clarify that
we’re not proposing a retention pond on the site due to the fact that=
the
hydrologic analysis showed that it was unnecessary because we’re
decreasing the peak flow rates of all the storms without a retention pond, =
but
we do have the sediment water quality basin and that does have a pipe outle=
t to
the farm pond and it also has an emergency spillage over the berm. The berm is only about 2 feet high =
so it
does have that capability that if for some reason the pipe is clogged and t=
he
water can’t pass through, there is an overflow spillway that also goes
into the pond so it will end up in the existing pond whether it goes through
the pipe or over the emergency spillway.&n=
bsp;
We don’t foresee it going over the emergency spillway;
that’s why it’s called an emergency spillway.
As far as the outlet f=
rom
the existing farm pond, as I discussed we did analyze the capacity of that
outlet structure and it as found to be able to pass the 100 year storm under
proposed conditions so we don’t foresee that as being a problem, we s=
ee
it alleviating some of the issues that are there now.

Basically it’s just like a 6 foot wide rip rap berm that’=

about (inaudible) inches below the actual berm of the sediment basin so tha=
t if
the basin fills up it will overflow into that berm before, that spillway,
before it overtops the berm of the entire basin. If it did overtop the berm of the =
entire
basin, which it will not, it still all would end up in that pond anyway.

This question is based off my last
question regarding storm water runoff and a retention pond, we have to deal
with, I just want to make sure I understand, so that with all the houses th=

are proposed, all the leaders drains are going to go into the, right into t=
he
infiltration instead of septic?
Ms. Jones: =
Not into the septic, but into a sep=
tic
type chamber.

And the footings are then going to =
be
transversed, pipes going to connect out to the storm drainage system in that
road and then all that is going to go to the pond area?
Ms. Jones: =
Yes.
There are some footing drains on the site that do not tie into the s=
torm
drainage system because of topography.&nbs=
p;
Those footing drains either drain right into the wetlands or have a
right to drain over the down gradient property which only occurs right over
here where the grades are very shallow.

That’s an engineered system
that’s gone through your engineering firm?
Ms. Jones: =
Yes.

reviewed by the Town?
