property through a box culvert under Route 6, flows along the northeast
property line westerly and then flows back off the <st1:Street w:st=3D"on">=
<st1:address
 w:st=3D"on">northwest street</st1:address></st1:Street> line through anoth=
er box
culvert underneath route 6.<span style=3D'mso-spacerun:yes'>&nbsp; </span>T=
he
subdivision for this property had been previously approved in 1990 but the
approval has since expired, since the subdivision map was never filed.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The previous approval was for 19 l=
ots
with a total of 11.5 acres of land to be deeded to the Town as open space.<=
o:p></o:p></span></p>

<p class=3DMsoNormal style=3D'margin-left:1.0in;text-align:justify'><span
style=3D'font-size:12.0pt;mso-bidi-font-size:10.0pt'><o:p>&nbsp;</o:p></spa=

onsists
of a 13 lot residential subdivision with a combined total of 12.07 acres of
open space and conservation easement areas.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>3.52 acres of the proposed protect=
ed
area is upland area.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The prop=
osed
open space is in the same general location as was approved in the previous
subdivision and adjoins existing protected areas to the east from a previous
subdivision.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The proposed open
space and conservation easement area will protect the entire streetscape al=
ong
Route 6 as well as the Atwood Brook from development.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>As indicated in Land Tech&#8217;s =
third
party review, the proposed open space has significant functions and values =
that
include groundwater recharge, discharge, flood flow alteration, fish habita=
t,
sediment toxicant pathogen retention, nutrient removal, production export,
sediment stabilization, wildlife habitat and visual quality aesthetics.<o:p=
></o:p></span></p>

<p class=3DMsoNormal style=3D'margin-left:1.0in;text-align:justify'><span

</span>It is proposed to enter the parcel through the existing town owned s=
trip
of land created by the BCD subdivision in 1988.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The proposed street runs in a
north/south direction and is about 1620 long measured from Route 6.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The proposed road is 24 feet wide =
with a
bituminous concrete lip curb along each gutter, a 5 foot concrete sidewalk =
is
proposed along the east side of the street.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>A cul de sac is proposed for the e=
nd of
the road with a 26 foot circular planted island.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>There is a water crossing proposed=
 at
station 20+10. the proposed crossing in the location of an existing farm
crossing made up of large stones of masonry walls.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The crossing consists of 72 linear=
 feet
of 30 inch reinforced concrete pipe with a flared end inlet and outlet; a
preformed scour hole with modified rip rap is proposed for the outlet end to

evaluated for the crossing including an open bottom culvert and a box culve=
rt

Our
calculations to date indicate that due to the slope of the existing channel,
and the proposed culvert which is about 5.4% use of an open bottom culvert
would require that it be armored with rip rap to prevent scoured mitigation=
 of
(inaudible) downstream.<span style=3D'mso-spacerun:yes'>&nbsp; </span>As a =
rule
of thumb, slopes in excess of 5% are not conducive to turf establishment or=
 a
soil bottom due to erosion during major storm events.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The circular culvert was also sele=
cted
due to its simplicity and the minimal impacts during construction.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The 30 inch pipe could be easily
installed in one day while an open bottom marsh would require cast in place
concrete footings, dewatering during construction since the footing elevati=
on
would be significantly below the water table and would take about 3 to 4 we=
eks
to construct.<o:p></o:p></span></p>

<p class=3DMsoNormal style=3D'margin-left:1.0in;text-align:justify'><span
style=3D'font-size:12.0pt;mso-bidi-font-size:10.0pt'><o:p>&nbsp;</o:p></spa=

ration
in choosing a circular culvert was the need to convey the storm drainage fr=
om
the upper portion of the roadway over the crossing.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The 15 inch concrete pipe conveys =
storms
water from the catch basin up gradient of the culvert to the proposed deten=
tion
pond east of <st1:place w:st=3D"on">Lot</st1:place> #13.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The roadway drainage system was de=
signed
to accommodate a 25 inch storm event.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>The proposed water quality detention pond was designed for 0 increas=
e in
runoff at the 2, 10, 25, 50, and 100 year storm events.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The emergency spillway was also de=
signed
for a 100 year storm event.<span style=3D'mso-spacerun:yes'>&nbsp; </span>R=
unoff
from about 1,150 feet of the proposed road will be collected by catch basins
and directed to the detention basin.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Drainage from the remaining 450 feet of road will be collected by a
closed drainage system and will continue to flow through an existing 18 inch
reinforced concrete pipe under Route 6.<span style=3D'mso-spacerun:yes'>&nb=
sp;
</span>The proposed detention basin is completely outside of the wetlands a=
nd
the only portion within the regulated area is the discharge pipe and the rip
rap apron.<o:p></o:p></span></p>

<p class=3DMsoNormal style=3D'margin-left:1.0in;text-align:justify'><span
style=3D'font-size:12.0pt;mso-bidi-font-size:10.0pt'><o:p>&nbsp;</o:p></spa=

 be
served by on site septic systems and wells.<span

 are
outside of the 75 foot setback required by the Torrington Area Health Distr=
ict.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>All of the proposed houses are also
outside of the 50 foot wetland setback line.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Common driveways are proposed for =
Lots
#6, #7, and #8 which will reduce the number of crossing required to these l=
ots
if separate driveways were proposed. There are existing farm crossings at t=
he
locations of the proposed driveway culverts which consist of 15 inch and 24
inch reinforced concrete pipe culverts.<o:p></o:p></span></p>

we have done some activities in response to issues that were raised in that
report and those are what I&#8217;d like to present this evening and talk a=
bout
the wetlands that are on the property.<o:p></o:p></span></p>

oes
into a fairly good description of the existing wetlands on the property
describing them in the area of the proposed development activities as
groundwater discharge type wetlands with grade and slopes intermingled betw=
een
wetland soil areas and defined intermittent watercourse channels.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The other type of wetland system i=
s a
riparian groundwater table fed wetlands system which is associated with Atw=
ood
Brook along Route 6.<span style=3D'mso-spacerun:yes'>&nbsp; </span>In the
northern portion of the site, the colored portion on this drawing here.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>There is a circular wetland system=
 on
Lots #2 and #3 which is large in special area.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>This area is also with groundwater=
 discharge
type wetlands.<span style=3D'mso-spacerun:yes'>&nbsp; </span>I was out there
again today and looking at the flows in these groundwater through the propo=
sed
roadway crossing in an existing culvert system under the farm access road at
this location and down through a well defined watercourse channel at this
location here.<span style=3D'mso-spacerun:yes'>&nbsp; </span>A vegetative
inventory is described in the Land Tech report so for the sake of brevity I
won&#8217;t go into that, you'll be able to read in that report the
descriptions of that . . . . just to recap in the area of the development, =
these
areas are groundwater discharge features whereby groundwater is either
influenced by the underlying hard pan soil layers or collected surface water
that ha infiltrated and moved to their locations are discharged down gradie=
nt
to a wetland system which is groundwater table fed and also associated with=
 a
riparian wetland watercourse corridor in this portion of the site.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>A large wetland area in Lots #2 an=
d #3
as I described is a groundwater discharge.<span style=3D'mso-spacerun:yes'>=
&nbsp;
</span>It feeds groundwater to surface water flows, passes through an exist=
ing
culvert system under the farm access road at this location and then down
through the defined watercourse system.<o:p></o:p></span></p>

<p class=3DMsoNormal style=3D'margin-left:1.0in;text-align:justify'><span
style=3D'font-size:12.0pt;mso-bidi-font-size:10.0pt'><o:p>&nbsp;</o:p></spa=

wetlands would be described as plustrian upland wooded shrub swamp type wet=
land
systems. The general vegetated inventory as I said is indicated in the Land
Tech report and I won&#8217;t get into detail on that, but you can read the
specific species that are listed there.<span style=3D'mso-spacerun:yes'>&nb=
sp;
</span>Skunk Cabbage is a dominant groundcover vegetation, Red Maple in the
tree canopy and dominant shrubs include Spice Bush, Silky Dogwood, High Bus=
h,
Blueberry, Arrowroot, just to mention a couple.<o:p></o:p></span></p>

Allen made concerning what was identified as an intermittent watercourse in
this general area here where the access road to Lots #7 and #8 and a drivew=
ay
for <st1:place w:st=3D"on">Lot</st1:place> #5 was located.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>It was his opinion that the design=
ation
with a single line of flags as an intermittent watercourse could e expanded
upon to include some areas where he felt were poorly drained soils.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>I went out there, there is an area=
 that
could be described in that manner, about 80 feet long and about 10 feet wide
that has been flagged in the field and will be put onto the site plan drawi=
ngs
and submitted as part of the revised drawing set to the Commission that
we&#8217;ll be talking about at your next session, so that&#8217;s one chan=
ge
we&#8217;ve done in response to Land Tech's review letter.<o:p></o:p></span=
></p>

this location.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The buffering =
and
screening and viability of the associated wetland and watercourse systems c=
an
be enhanced by the plantings of berry producing the wildlife beneficial tre=
es
and shrubs.<span style=3D'mso-spacerun:yes'>&nbsp; </span>We will be prepar=
ing a
planting plan which will call for the planting of trees and shrubs at each =
of
those areas where beneficial enhancement plantings can help the existing
wetlands or watercourses.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Aga=
in
that&#8217;s a response that is in the process of being worked out and we w=
ill
submit it prior to your next meeting.<o:p></o:p></span></p>

concerns the proximity to the wetlands for Lots #2, #3, and #8.<span

lawn areas and the proximity of those to the upland review zone wetland
areas.<span style=3D'mso-spacerun:yes'>&nbsp; </span>What I am looking to d=
o is
incorporate what&#8217;s referred to as low intensity development
practice.<span style=3D'mso-spacerun:yes'>&nbsp; </span>I&#8217;m not sure =
if
this Commission is familiar with that term.<span

ing
or driveway areas where possible will collect that water and infiltrate it
prior to its reaching (inaudible) manner the closest wetland areas.<span

identified areas on Lots #2 and #3 and two separate areas on Lot #8 where r=
ain
gardens will be effective in collecting that surface water runoff from the =
lawn
areas allowing it to infiltrate and be acted upon by the biological mechani=
sms
and the soil and vegetation so that it can move through in collecting those
rain gardens and then the discharge would then continue to have the ability=
 to
pass through what is a relatively flat very densely vegetated upland review
zone, roof cover, ground cover, very good for the filtration of surface wat=
er
runoff that does either pass through the rain garden system or around it, n=
ot

that&#8217;s the measure that we&#8217;re going to be incorporating into the

Zoning Commission an 1843 agreement between the towns of Watertown and Wood=

laying out the road with rods and it also contains a maintenance agreement

it&#8217;s all done in 82 rods which is 1353 feet and so forth and so I gav=
e a
copy to Mary Barton to take a look at, and I know she will be taking a look=

ses
where the owners on the Woodbury side have litigated their ability to go ac=
ross
the BCD Subdivision not this subdivision, which is right where I pointed wh=

our road comes through and the determination was that there was an old pass=
 way
through that piece and the court altered that so that those, at least one of
those owners could use the road that was created through the BCD Subdivision
that we're going to be improving as part of this development.<span

ad and
so forth I thought I ought to just tell you that there are some good record=
s,
and often when we do these old roads, sometimes they&#8217;re just right of
ways and the owners on each side own the fee, and at first we thought maybe

feasible to do an open bottom structure and then have to line it with rip r=

of the
crossing in parallel to the wetland or watercourse system that you&#8217;re
crossing, the size of the pipe needs to be 25% of that length in square

ave a
20 foot wide crossing length, you need to have 5 square feet of opening siz=
e to

and incorporate into this crossing and actually into all of the crossings to
make sure that we meet that in order to comply with that additional regulat=
ory

can be established with natural bed material, Mother Nature will fill it in=
 but
it&#8217;s proposed to do that with the velocities that we have going throu=
gh
the pipe right now, in our opinion it&#8217;s just going to be like a shotg=
un,

</span>If Mother Nature finds that it can establish material in the bottom =

the culvert pipe, then that is a process that we certainly allow to occur b=
