Dan Bouchard, Professional Engineer, Civil One

Mr. Bouchard: <= /b> I would like to submit the certifie= d mail receipts concerning the public hearing.&nb= sp; At our last public hearing we presented a road alternate that had the location of the road, gave the Curtiss' existing house a greater distance between the road and a little bit more privacy. The intersection of the road was l= ocated in the wetlands area and had about 3,300 square feet of activity within the wetlands. After discussions w= ith the Commission we agreed to try to work on moving the road closer to the Curtiss' house while still maintaining some privacy. The new road location is about 250= feet east of our last proposal and it shifted about 30- feet west of its original location where we had originally proposed it. Our new location has no wetland ac= tivity for the construction of the road where before it was 3,300 square feet and = the regulated area activity is 2,600 square feet which is about half of our tot= al before. Because the road is slightly west = of its original location it gives the Curtiss' room to plan a nice buffer and howe= ver part of the detention basin berm encroaches on about 1,100 square feet along the edge of the wetlands. This encroachment has no pavement or drainage in it, = it is just a small amount of clean fill for the berm for the detention basin. This is much less direct wetlands = impact moving the road, it's about 1/3 of what it was previously, while still achi= eving what Mr. and Mrs. Curtiss felt they needed for privacy.

The septic system on t= he Curtiss' lot will be relocated and those plans have already been approved by the Torrington Area Health District. We have received a memo from Mr. Berger on August 7th that has some concerns t= hat we need to address. Some of t= he concerns are additional details on the stabilization of the eroded channels coming from Hollow Road and Trolane Road. Looking at an alternate drainage solution for the intersection of the road, we are unsure at this point whet= her it will affect the wetlands so we would like to grant the Commission a 35 d= ay extension, continue this hearing until next month while we work on addressi= ng Mr. Berger's concerns and those are the changes we've made to this point si= nce the last meeting and I'd like to open it up to any questions the Commission has.

Mr. Polletta: <= /b> Some of the comments from our engin= eer, he never had a chance to review, right?

Mr. Zawadzki: <= /b> Right, which is why they already discussed this and agreed to an extension.

Mr. Berger: I provided my comment= s at that one meeting, (inaudible) represented through Civil One earlier this we= ek and we're still in the process of resolving the comments. The ball is in their court so to s= peak right now. I have provided co= mments at the beginning of this week and they're in the process of responding.

Mr. Undercuffler: Well certainly movin= g the road to the east cuts down the wetlands impact, so that's a good thing.

Mr. Zawadzki: <= /b> What did you say the change was in = square feet?

Mr. Bouchard: <= /b> I believe originally it was 3,300 s= quare feet of wetlands impact that we have now completely taken away by moving the road, and that's direct wetlands impact.

Mr. Polletta: <= /b> How far is the road now from the ho= use?

Mr. Bouchard: <= /b> I don't have a scale on me, but it's 30 feet west of where we had originally proposed = it, before we moved it to cross the wetlands.&= nbsp; I could probably get a good estimate for you.

Mr. Rafey: = Probably 80 to 85 feet.<= /span>

Mr. Bouchard: <= /b> Yea, about 80 feet.

Mr. Berger: Do you this Dan?<= /p>

Mr. Bouchard: <= /b> No, it's okay, maybe later.

Mr. Zawadzki: <= /b> Have you seen this memo that Mr. Be= rger issued dated August 8th?

Mr. Bouchard: <= /b> I have personally not seen the memo, however Emily Jones from our office has and is w= orking on addressing the concerns.

Mr. Zawadzki: <= /b> Okay, so let the record show that w= e've been handed a memo from Charles Berger, Town Engineer, dated August 8th sub= ject the Application #557, Bassett Hollow Subdivision, Hollow road, and he's got= a lot of comments here, 12 items for the record that he wanted to get resolve= d, so I guess that's why we need the extension, so you guys can work together = on that, right?

Mr. Bouchard: <= /b> That's correct.

If = anyone has a comment, keeping in mind the hearing will continue to the next schedu= led meeting in September, for Application #557 Bassett Hollow Subdivision on Hollow Road= . Anybody? Okay, any other comments from the Commission?

Mr. Rafey: = You can get an extension for 35 day= s.

Mr. Zawadzki: <= /b> Did he already sign that?

Mr. Rafey: = They're signing now. At the last meeting I asked if it = was feasible to put in drainage swales instead of curbs and catch basins. I don't know if they looked at tha= t or not. Did you get a chance to = look at the feasibility of putting grass swales instead of catch basins and curb= s?

Mr. Bouchard: <= /b> I am not aware if we have looked at= that alternate. I can take notes.<= o:p>

Mr. Rafey: = We did discuss at the last public h= earing if you could look at that.

Mr. Bouchard: <= /b> Absolutely, and we can have someone answer that question for the next meeting.

Mr. Berger: I believe that's underway, they have begun to look at that, there are a couple of small stretches where it is fe= asible, but they're not sure if it makes sense to do it if it's just a couple of sm= all stretches.

Mr. Polletta: <= /b> That's what you're waiting for, all= these answers, what we're talking about now.
