I will be submitting those tonight as well. I'll describe the changes.
This
application is for an 8 lot subdivision, it's for the third phase of Highvi=
ew
Estates. Phase 1 and 2 were
approved last Summer, and they were located off =
of
We
have two regulated activities associated with this development, the first is
associated with a crossing of an intermittent watercourse, I
believe the Commission was able to view that last week, prior to the field
walk. We will be crossing that
intermittent watercourse with two 18 inch pipes,=
those
pipes have been sized using HY8 culvert modeling to attenuate to pass the 1=
00
year storm even with, at least a foot of freeboard. Again those activities will be wit=
hin
the 50 foot upland review area. We
have 10,500 square feet of activity and approximately 2,200 square feet of
direct activity within the wetlands.
The
second activity is associated with the water quality basin that's located
behind

Yesterday
we received comments from Land Tech regarding this application. There are
really only 4 major comments that they wanted us to address in the review
letter. Just to back up, I kn=
ow the
Commission had a concern regarding the potential intermittent watercourse
located on the property. As y=
ou see
in Land Tech's review letter they did note that and they agree that it is n=
ot
an intermittent watercourse.
Mr. Duplissie: Can you point that ou=
t?
Mr. Crawford: <=
/b> That area is located down here, may=
be you
can see the topo kind of shows it in this general area.
Mr. Duplissie:<=
/b> That's the initial crossing to get=
into
the 8 lots?
Mr. Crawford: <=
/b> This is the crossing here, that's t=
he
flagged wetlands and intermittent watercourse. The area of concern that the Commi=
ssion
noted was located just to the south of that.
Mr. Polletta: Are you talking about
during the field trip when we were concerned about what we thought was
wetlands?
Mr. Crawford: <=
/b> Right. Chris Allen from Land Tech went ou=
t to
that specific area with our soil scientist and determined that it was not an
intermittent watercourse, however he did have a =
comment
regarding the potential for surface water to accumulate in that area, and
requested that we propose a drainage system to collect that water, which we
did. I'll just go through his
initial comments.
The
first was regarding the grass swale which we have located behind Lots #47
through #50. He requested tha=
t a
grass swale detail be provided on the site plans which we have done now on
these two, it's just a primitive swale, it's now=
on
the new set that was submitted tonight.
He
then noted that the cutting into the hillside, again behind Lots $47 through
#50 may have the potential to intercept perched water table. We will be addressing that by havi=
ng
drainage systems behind the retaining walls that are behind those lots. That drainage system will tie into=
our
storm water management system in the street and discharge to a water quality
basin then divert it back down to the wetlands.
Mr. Duplissie: That's typical on tha=
t site
because you have that on Pond View, where you have cuts into the hillside l=
ike
that and Graziano had some problems with lots on Pond View after these peop=
le
moved in that there was seepage coming out of that mountain and in the Spri=
ng
their back yards were flooded, so how are you collecting that water from the
back of the yards then?

methods of collecting the water.
First the surface water will be collected by the primitive grass swa=
le
that will be installed at the top of our cut slope, he will help (inaudible)
in, the flow is coming from Highgate up here and then through the woods and=
then
surface. The second will be t=
he
drainage system behind the retaining walls. We have impervious material behind=
the
retaining walls, a curtain drain will be essentially behind these walls and
that water will just be piped directly into our storm drainage system, it w=
on't
be discharged onto anybody's property.
Mr. Duplissie: What type of retaining
walls are they?
Mr. Crawford: <=
/b> We feel modular block or some type =
like
that, it's a tiered wall, it will have to be designed.
Mr. Duplissie: Doing large scale or =
the 4
foot or smaller?
Mr. Crawford: <=
/b> No, it will probably be a smaller,
modular block. There is the t=
ypical
detail on our site plans for those.
Mr. Duplissie: We haven't seen those =
yet.
Mr. Polletta: And there are no wetla=
nds
where you propose to build this wall, right?
Mr. Crawford: What we'll do in this=
area
where there is, the area of discussion by the Commission, we're going to pu=
t a
catch basin off the pavement, it will collect any surface water that does c=
ome
down off the slope, it will tie into our drainage system and then be discha=
rged
and put into our detention basins.
Mr. Zawadzki: <=
/b> Now that crossing there is that the=
same
type thing it's a temporary disruption and then you're going to put it back=
the
way it was. Well of course yo=
u have
the road going over it.
Mr. Crawford: To be honest, the per=
manent
disturbance by the roadway, it will essentially function as it is today the=
water
will be conveyed freely through these pipes to the 100 year storm event.
Mr. Zawadzki: You said there were 2
pipes?
Mr. Crawford: =
2 pipes, twin 18 inch =
pipes,
the reason we went with the smaller pipes was to reduce the amount of the
disturbance to the sides of the roadways.&=
nbsp;
If we went with a larger arched culvert or a larger single pipe we w=
ould
have to grade farther beyond and increase the disturbance.

That actually brings up
another comment that Chris Allen had, he requested a detailed construction
sequence for that crossing which we have provided on our S & E Sheet, S=
E1.
Mr. Polletta: So the answer to the
question that Glenn asked, the house is going to be (inaudible) but you can
construct is what you just said, it will help alleviate all the water behind
the houses?
Mr. Crawford: =
Yes, the water on this=
slope
here, which is why the two methods of collecting the surface water and then
whatever perched water table could be in the gro=
und.
Mr. Polletta: And where does that wa=
ter
end up at?
Mr. Crawford: =
The water that we coll=
ect on
the grass swale will be directed to the intermittent watercourse and then
conveyed through our pipe system and then down into this large wetland pock=
et,
where it's gone for years, and then this other perched water will be collec=
ted
in the pipe system.
Mr. Duplissie: How will it be collect=
ed
though, in what? A
pipe? A
swale?
Mr. Crawford: =
A pipe.
Mr. Duplissie: What size pipe is that=
?
Mr. Crawford: =
Typically a 6 inch pipe
that's behind the wall.
Mr. Duplissie: It won't be enough, if=
you
have the same problem that you had on Pond View, a 6 inch pipe won't be eno=
ugh
to drain that water off of that hillside.
Mr. Crawford: =
Well we had to combine=
them,
we had to go to the other swale that collects all the surface water too, so
it's a combined effort between the two systems, it's a grass lined swale
collecting all the surface water, which I don't think they had any controls
down in here, I'm not sure if they planned for it.
Mr. Duplissie: Well it was a swale up=
on
top of the hill that was supposed to work and it didn't. And they had nothing on the bottom=
, so
their back yards are flooded every Spring.
Mr. Polletta: Behind Burger King th=
ere is
a lot of water coming down, that's not part of this?
Mr. Crawford: No. Back to the aerial, Burger King is
located here, this is the Ford Dealership, our development =
is
significantly far away from there.

came from, it looked like it was direct up above, I mean I'm talking about a
lot of water, maybe Chuck can help me with this, the parking lot was like a
river and I don't know where that water came from, I thought it was coming =
from
straight behind the parking lot. Do
you know where I'm talking about?
Mr. Berger: Yes, and I didn't see
where Ted was pointing the whole time there. A portion of this property does dr=
ain
towards Burger King and the Ford Dealership, because the portion they're
proposing to develop is part of this application.
Mr. Crawford: =
This is the new up blo=
cks. That's Burger King.

/b> Okay, the water was coming right do=

this way, it looks like it's coming right from this (inaudible) this thing =
was
like a river, not a little bit.
Mr. Duplissie: The development hasn't
started yet on that side.
Mr. Crawford: Just to back up actually during the
development of Phases 1 and 2, we happened to address some of this water
problem with the Town Engineer, Chuck Berger, by diverting as much of the w=
ater
that we can to the existing basin that was created down off of Pond View
here. In an attempt to allevi=
ate
some of that pressure, we originally had a basin located in that area behind
those lots, we removed that basin and chose to go with the system that went
down to Pond View in an attempt to help those. In the same fashion some of the wa=
ter
coming down off this slope will be diverted down to that basin as well, the
remaining will go through our water quality basin so we'll be detaining som=
e .

Mr. Polletta: Do you feel you're go=
ing to
correct that problem after you do the development?
Mr. Duplissie: =
Well I don’t think you're goi=
ng to
correct the problem, Joe, because you're still going to have the slope from
the, once they put the development in, between the development and Burger K=
ing
you're still going to have the hillside, so you'll still have some coming d=
own,
but the development will actually cut that hillside in half for you so you =
will
redirect half of the hillside.
Mr. Polletta: Have you ever seen ho=
w much
water?
Mr. Duplissie: I've seen (Tape #2, Si=

ended - may have missed some).
Mr. Crawford: Located to the wester=
n part
of our development directly above up gradient of Burger King and Crestwood =
Ford
so this large wetland area essentially flows in that direction. I do have the soil scientist

large piece, how much area is that?

The whole open space is
about 41 acres. I don't have =
the
exact number on this, I can get that for you.
Mr. Duplissie: That's a hillside, if =
I'm

Mr. Crawford: That's a hillside,
everything on the development slopes potentially east to west.
Mr. Duplissie: So is that a 2:1 slope=
, a
3:1 slope up above?

open space, to be owned by the Town.
(Inaudible) the Town isn't willing to take it, the homeowner's

Mr. Duplissie: You're a surveyor?
Mr. Crawford: Engineer.
Mr. Duplissie: In your opinion, would
that lend itself to putting in a small ball field off the cul de sac?
Mr. Crawford: The topo is pretty
rugged. It's relatively steep=
, it's
more than relatively steep, I don't know the exact percentages, it would require a significant amount of work for a ba=
ll
field probably.
Mr. Duplissie: But it could still be =
done,
right? Could we reserve that =
right
to do that at a future date if it was (inaudible)?

Mr. Berger: We could ask them to =

at that but my recollection is that it's pretty steep through there and the=
re
would be a lot of cuts and fills in an area that is immediately uphill from=
a
whole bunch of wetland areas. I
don't think it's an ideal site for a large ball field.
Mr. Rafey:
Just a question about the swale tha=
t you
are proposing to collect the surface water behind those lots, who is going =
to
maintain that soil there? We have some serious problems with=
3 or
4 locations in Town where we approved those back yard swales, and after the
homeowners moved in, some of them just filled the swales in the back yard a=
nd
then the water had nowhere to go and now there is a problem.
Mr. Crawford: In this case the swal=
e is
actually significantly higher than the homes, it’s not part of the ac=
tive
back yards behind the homes, so the homeowners probably won't have direct
access to it, they could get it by getting up above, and it is part of their
lot, by getting up above the wall. <=
/span>I
would assume we could address that with Chuck regarding potential homeowners agreement to maintain the wall and the swal=
e as a
contiguous piece.
Mr. Rafey:<=

got a swale that is 6, 7 feet wide and a foot and a half deep then they're =
not
going to run up the hill to fill it in.

I don't suggest a swale un the conservation easement area, because how is goin=
g to
maintain it if there is a problem. <=

should be owned by those lot owners but there should be a deed restriction =
that
they know that they are responsible to maintain that and don't fill it.
Mr. Duplissie: So do they mow it or =
do
they cut the brush?
Mr. Rafey: =
They can mow it, yes.

responsible not the Town, that's what you're saying right?

Yes.

project was to connect existing Town open space with our open space. Just as a reference, our site is
centrally located on this map. Our
proposed open space is the darker green and the existing open space that the
Town maintains adjacent to our parcel is indicated in the lighter green, so
we're connecting into existing open space to the south and we're connecting=
all
the way to

we've connected a corridor to the existing open space. Again Bill Root, the soil scientis=

D2. The proposed hillside ste=
eps or
the perched water table, we discussed that regarding the walls. Then the water quality basin locat=
ed
behind Lot #46, Chris had a question regarding the function of it as a wet
bottom basin, the information was provided on the detail sheet, we clarifie=
d it
a little bit, basically that basin (inaudible) there is a high level overfl=
ow,
it will maintain at a maximum 3 feet of standing water that will infiltrate
slowly through the ground, it will create a water quality feature to mainta=
in
the large particles and the sediment.
An access way has been provided between Lots #45 and #46 to allow th=
e Town
to maintain that basin.
Mr. Zawadzki: Did you say that basi=
n in
the setback area or in the wetland itself?
Mr. Crawford: The basin itself is
completely outside of the upland review area, 3 foot boundary, however, to
create the basin we had some activity and some grading and clearing within =
that
50 foot. And the final commen=

regarding a detailed construction sequence to cross this intermittent
watercourse for that roadway and we have provided a detailed crossing for t=
hat
on Sheet S1.

protected #1, and that it's not going to impact my house.

there is a ton of runoff that runs off right now, because I live right smac=
k in
the middle of the hill, the runoff that comes down that road and then in the
back of my houses where there is a brook, is a concern for my neighbor who =
is
directly down the street from me who has put in an in ground pool, and from=
the
runoff from the hill every time we get a heavy storm her pool turns to brown
water and our neighbors across the street from us, their back yards are alm=
ost
always wet from the runoff from the road, and my concern is that that's goi=
ng
to be a problem down the road that becomes worse with the new development g=
oing
in because there are going to be more houses.

I
foresee the and that's supposed to be Pond View it looks like a ghetto when=
you
come into that entrance because the Town doesn't keep it up and the way that
the water flows down there and it does look horrible and it should be a
showplace instead it's a mosquito fest and there's a beaver that lives there
now that's raising the water so there are many concerns around that waterway
right there and I think the Town abandoned the waterway. When they said Pond View our envis=
ion
was something of maybe ice skating and instead it looks horrible and I know
it's probably not your concern because you're concerned with the wetlands, =
but
I think the developer should be responsible to keep it looking nice
aesthetically to the Town decides just maintaining the water and the concer=
ns
of the water cause it does look awful and it only gets worse as the Spring =
goes
on.

done talking, I was at the last meeting that the applicant sponsored and he
explained what the conservation area was and the engineer started talking a=

where the open space was and the corridor behind the straightaway on Belden
Street and I just wanted to reconfirm that what they said at the last meeti=

was still true. He mentioned =
a new
term called a corridor, I was hoping you could explain that and show us whe=

about they were the first ones to talk about, I think the Planning and Zoni=

Commission recommending a street from the subdivision out into Belden Street
and I just wanted to know if that's going to happen, because personally I'm
against that as my property would be right there, that's a pretty dangerous

that was shown the Commission, Straits Turnpike, Route 63 is located along =

southern portion of this map, running essentially west to east. Our development is located to the n=

sac that was approved last summer by the Wetlands Commission that extends o=

making the property open space. The
developer will not be, unless the Town has any future . . . . .

Mr. Crawford: Yes, and our intent =
this
is the third and final phase for this property. To address the runoff off of Pond =
View,
that was a concern that we attempted to address last time during the initial
approval of Phase 2, by removing our originally proposed basins from behind=
the
homes on Pond View and directing our runoff down to the existing basin, we
attempted to work with the Town Engineer to address that by essentially tak=
ing
as much of that water away from this area to help reduce the amount of flow
going behind those homes. We =
do not
have any direct discharges behind pond view, we =
do
have a level spreader outlet up gradient of the large wetland area, off of =
our
new subdivision. Before we ge=
t to
the swale, I would like to address the corridor issue. This map represents existing and p=
roposed
open space in the Town of

wetland delineation on the property.
If you have questions about the wetlands or functions and values or =
anything
contained in those reports, I'd be happy to answer those, but I did want to
talk a little bit about the swale that runs from Belden Street and comes ba=
ck
down, some of the water does come down to Belden Street and the rest of it =
goes
down towards 63. There was a
combination of, I'll show the public and then the Commission, from the sharp
corner on Belden Street, there is an old road bed that accesses the property
and then turns into a very deep ditch which then runs northerly all the way=
up
toward Highview Estates, up again near the curves on Belden Street, and that
ditch, old road bed serves to convey, intercept and convey a lot of the run=
off
that comes from the western open part of the property near the condominium =
or
apartment project and carries it down around the houses that are along Beld=
en
Street. As that ditch turns t=
he
corner, it's flowing southerly and then turns the corner, which mimics the =
sharp
corner on Belden Street, this has grown in as the woman was saying and it's
also collapsed a little bit so that what used to convey a lot of water arou=
nd
the properties on Belden Street now floods over and you see the yellow area
here which is a wetland area that we flagged, that wetland is a result of t=
his
water spilling outside of the ditch and then down overland and then down
actually onto the sharp corner of Belden Street so it doesn't surprise me t=
hat
you get runoff there and it could be very icy I would think in the Winter.<=

ld
keep the water in the, what's become what we find as a watercourse, would b=
e a
public safety issue. Just for=
the
Commission the area that I was talking about, is here down into here, so th=
is
small area here is the wetland that we were talking about that is the resul=
t of
water spilling out of a ditch that was intended to run all the way along th=
is
side of the wetlands, so they're right saying that the water is getting out=
of
what was (inaudible).
