3. &nbs= p; Discuss Route 262 impact study

Chairman Minnich explained = the purpose of the meeting was to conclude the discussion about a study of the impact of Route 262 development. The Chairman gave an update on the request= for state assistance. Chairman Mi= nnich reported that Sean Williams, the State Representative, assisted organizing a telephone conference with the Planning and Zoning Chai= rman and the State of Connecticut Department of Communities and Economic Develop= ment (DCED). Mr. Minnich reported a telephone conference was conducted on February 2, 2007. He said DCED stated they do not ha= ve the resources to fund a study or get involved with local impact studies using t= heir staff.

Chairman Minnich reported t= hat the Konover application was received in the Planning and Zoning Office on February 21, 2007. He also said that he had spoken to= Frank Fish about the feasibility of completing an economic impact study within a = 30 day period, and this can be done within that time frame provided Konover sh= ares their data with the Planning and Zoning Commission.

J. Wick pointed out that th= e study of the economic impact conducted by Konover would address different questio= ns than the economic impact questions the Town wants answered.

M. Masayda suggested the co= nsultant not only review the applicant’s submittal, but also conduct an independent study.

Chairman Minnich discussed = the fact that Konover is proposing a zone change so the Commission should look at the different impacts of changing the zone.

Town Manager, Charles Frigo= n, stated that the request for proposal should address the following:

= 1. = Define the criteria the consultant is to meet

= 2. = Specify the outcome the Commission is looking for in this study.

M. Tedesco presented three different consultants he found after contacting several sources which inclu= ded Brian Miller, Eastern Land Use Analysis, Bruce Hillson, Traffic Engineering Solutions, P.C., and Michael Galante, Frederick Clark Associates

Mr. Frigon stated that he w= ould place the advertisement for the Request for Proposal after the staff provides the information for the proposal. Chairman Minnich stated he is only expecting a resume and letter of interest. The Subcommittee discussed the cri= teria for the economic impact and traffic analysis study and services the consult= ant needs to provide.

First the criteria for the traffic impact analysis was outlined by the subcommittee mem= bers.

1. = Discuss the traffic impact of Konover’s proposal using the point of origin to= include all streets until the drop off rate is no longer significant in the judgmen= t of the consultant.

2. Conduct independent traffic counts when data is not provided by Konover.

3. = Using the worst case scenario of the retail use and size, such as a grocery store= , compare the traffic impact of the proposed commercial development to the traffic im= pact if the current permitted uses in the zone were developed.

4. = Develop the traffic impact analysis to include the percent in traffic if the expans= ion of the proposed use is fully developed.

5. Explore alternative traffic recommendations.

Second, the Subcommittee di= scussed the criteria for the review and study of the economic impact.

= 1. = Study the economic impact on the existing industrial area and Watertown<= /st1:place> community.

= 2. = Study the economic impact on future development near the Konover site.

= 3. = Study the economic impact of the industrial and commercial mix.

= 4. = Study the economic impact on existing commercial use including the potential for sprawl.

= 5. = Recommend proposals for alternative modes of transportation.

= 6. = Review fiscal impacts on tax revenue

= 7. = Analyze the demand on the Town services, such as ambulance, fire, police, public works, zoning and building.

= 8. = Review the demographic data concerning potential customer base for the planned commercial development.

= 9. = Study the impact on employment, additional housing needs and school enrollment.

= 10. = Estimates of development construction costs required from the Town of Watertown.

The Commission discussed t= he requirement for the consultant to attend two Planning and Zoning Commission night meetings.
