purpose of the meeting was to conclude the discussion about a study of the
impact of Route 262 development. The Chairman gave an update on the request=
 for
state assistance.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Chairman Mi=
nnich reported
that Sean Williams, the State Representative, assisted organizing a <span
class=3DGramE>telephone</span> conference with the Planning and Zoning Chai=
rman
and the State of Connecticut Department of Communities and Economic Develop=
ment
(DCED).<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Minnich reported a
telephone conference was conducted on <st1:date Month=3D"2" Day=3D"2" Year=
=3D"2007"
w:st=3D"on">February 2, 2007</st1:date>. He said DCED stated they do not ha=
ve the
resources to fund a study or get involved with local impact studies using t=
heir
staff.</p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'margin-left:.5in'>Chairman Minnich reported t=
hat the
Konover application was received in the Planning and Zoning Office on <st1:=
date
Month=3D"2" Day=3D"21" Year=3D"2007" w:st=3D"on">February 21, 2007</st1:dat=
e>.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He also said that he had spoken to=
 Frank
Fish about the feasibility of completing an economic impact study within a =
30
day period, and this can be done within that time frame provided Konover sh=
ares
their data with the Planning and Zoning Commission.</p>

nsultant
not only review the applicant&#8217;s submittal, but also conduct an
independent study.</p>

the fact
that Konover is proposing a zone change so the Commission should look at the
different impacts of changing the zone.</p>

ould place
the advertisement for the Request for Proposal after the staff provides the
information for the proposal.<span style=3D'mso-spacerun:yes'>&nbsp; </span=
>Chairman
Minnich stated he is only expecting a resume and letter of interest.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The Subcommittee discussed the cri=
teria
for the economic impact and traffic analysis study and services the consult=
ant
needs to provide.</p>
