applications for a Special Permit involving the construction or expansion o=
f a
development of more than 50 dwelling units, 100 parking spaces or 20,000 sq=
uare
feet of gross floor area which, in the Commission's judgment, would generate
high levels of traffic, shall be accompanied by a traffic study evaluating =
the
impact of the proposal on streets serving and /or affected by the developme=
nt. <i
style=3D'mso-bidi-font-style:normal'>In addition, the Commission may requir=
e</i>
an evaluation of the economic impact on surrounding property values, taxes,
business and employment within the community.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The <i style=3D'mso-bidi-font-styl=
e:normal'>evaluation</i>
shall require objective business and demographic research on issues related=
 to
the community's current and future economic well being by collecting and
analyzing economic information.<span style=3D'mso-spacerun:yes'>&nbsp; </sp=
an>The
purpose of <i style=3D'mso-bidi-font-style:normal'>this portion of the stud=
y</i> <i
style=3D'mso-bidi-font-style:normal'>would be</i> to predict the effect the
proposed development <i style=3D'mso-bidi-font-style:normal'>would</i> have=
 on
the community. The study shall be conducted by an independent consulting fi=
rm
qualified in traffic engineering, transportation planning and economic
development, to be chosen by the Commission, funded by the applicant <i
style=3D'mso-bidi-font-style:normal'>and paid directly to the consultant.<o=
:p></o:p></i></span></p>

<p class=3DMsoNormal><span style=3D'font-family:Arial;mso-bidi-font-family:=
"Times New Roman"'><o:p>&nbsp;</o:p></span></p>

<p class=3DMsoNormal><span style=3D'font-family:Arial;mso-bidi-font-family:=
"Times New Roman"'>At
a minimum, the study shall include data and information on existing and
projected average daily vehicle trips, peak hour traffic, adequacy of
rights-of-way and travel ways, existing roadway capacity, traffic accidents,
the traffic impact of the proposed development, traffic generation data, the
location of existing roads determined, by the study, to be impacted by the
development.<span style=3D'mso-spacerun:yes'>&nbsp; </span><i style=3D'mso-=
bidi-font-style:
normal'>The traffic analysis of the roadway system shall extend to the point
where the</i> <i style=3D'mso-bidi-font-style:normal'>number of additional
vehicles on town roads resulting from the proposed development, drops below
fifty (50) vehicles per hour or at a number determined by the
Commission&#8217;s traffic engineer.<o:p></o:p></i></span></p>
