= ; &n= bsp; = ; Mr. Porter: Within your packet, before Dean st= arts, there's Punch List #1 included in that.

&nb= sp; = M= r. Petrucelli: Yea, Punch Li= st #1 was produced by our office on the 16th, the day following your last meeting, and it involved obviously the representative from our firm, but also the Firestone Representative which is required by our contract with SilkTown th= at they have this inspected by the Firestone Rep, and it's basically his signo= ff on the roof before he issues his final warranty on the product. As you can see on the Punch List, there's really not a lot of work, there's really about 5 or so items, proba= bly the biggest one is they need to install the walkway pads at those few flat roofs, and we have a key plan on the last of your 3 pages of your punch lis= t, but as you can see with most of the roofs, and we went down the alphabet wi= th all the different roofs, you can see on most roofs there's no work needed t= o be corrected. We found them all = to be complete, but on a few roofs there are a few items that need to be picked up. Some flashing needs to be flashed in still, some what we call fish mouths, is where the membrane didn= 't lay down as smooth as we like and it actually cups up and creates what we c= all a fish mouth. Those just need= to be cut out and repaired. A ladder modification to your hatch on Roof H, and basically general cleanup as those first general comments #1 through #5 say.&= nbsp; The contractor has obviously seen this punch list. He knows, I actually talked to Joh= n Morrissey today, he knows he needs to do this, he's had it for the last 4 weeks, unfortunately the weather just hasn't cooperated with us or with them. They really need about 2 or 3 days= . It doesn't need to be warm for to = them to do this work, but it definitely needs to be dry, and that's what they ha= ven't been able to find, is 3 days in a row that's been dry and been about 25 to = 30 degrees. So we're waiting for= those block of days. John has every= thing in his possession to do the corrective work or to finish up what's on our p= unch list. We're really just waiti= ng for the weather at this point. So= we'll keep our fingers crossed to get weather that cooperates, and hopefully by o= ur next meeting this will be wrapped up.

= ; &n= bsp; = ; Ms. Cohen: I'll run through t= his update very quickly. There's = a few changes. We have received the design/development estimate and we are on budget. The estimate actually= came in maybe $100.00 below what we had budgeted, it was very, very close; I don= 't have the exact number but it's very close, and we'll be distributing that later. We did present the cla= ssroom designs to the faculty of both schools; that went very well, they were very happy with the presentation. = We answered their questions and explaining something about the (inaudible) at least so they'll know where they'll be going.

= ; &n= bsp; = ; As for the wetlands, we expected to receive wetlands approval on January 13th, however, the engineered plans, Chuck Berger had not finished his review, so that was Tabled until February 9th, but our understanding is that the Wetla= nds Commission is happy with the design, so there shouldn't be any problems and we are mee= ting with him on the 24th in the morning to go over all the calculations, so we don't anticipate a problem with that.

= ; &n= bsp; = ; The Public Hearing for Planning and Zoning, we have been moved out another mont= h to March 2nd. We had filed our paperwork in time to be on the January calendar, but the calendar was very = full, so they moved us to February, now they're saying that calendar is very full= so they're moving us to March. T= his isn't a problem if we are approved, and we did meet with Mary Barton and a = few other people to strategize, however if we're not approved, they have proble= ms with the roof top units and our way of concealing them, that's a potential problem because that's very close to the big date.

= ; &n= bsp; = ; PCQ review is still January 1st. = We did meet with the State Building Department on the code mods and we don't have = any code problems; they'll be issuing the mods that we need.

= ; &n= bsp; = ; The phasing, we had come up with a phasing plan that had been reviewed and one = day when I was talking to Marylu Lerz she said that the Superintendent has asked her, wanted to look again at doing the gym the first year as opposed to the second year, so that's still somewhat influx, but this is the type of thing that isn't necessarily worked out this much in advance.

= ; &n= bsp; = ; As for the issue with the tank, there will be no problem getting a waiver on replacing the tank, because it virtually meets the 20 year requirement, we'= ll have 19 years left on a 30 year warranty.&= nbsp; If you were to install it the first year of the project you would st= ill have 19 years left cause you had gotten a 20 year warranty, so I don't see = this as a problem, however, as I said here, the warranty covers the tank. If the tank was not properly insta= lled the warranty will not cover the tank. They'll blame it on the installation. If you have someone go out and tes= t it you can see if it was properly installed.&= nbsp; If there is any leaking or deflection of the tank then you'll know y= ou have a problem, and you can fix the problem under this project and have it reimbursed. We haven’t = seen any signs of a problem, but we don't know, so that's really up to you. When you dig up the tank you'll be= able to see the UL number, then you can get a customized warranty. They can't track it without the UL number on the tank. This is t= he company (inaudible) supplied the tank but didn't install it, so that's completely u= p to you, and I know Todd got a proposal for testing the tank.

= ; &n= bsp; = ; The Middle School project qualifies as a threshold building, according to some = interpretations of the Building Code. It's up= to the Building Code Official to determine if he wants a third party peer revi= ew of the structural design and then theoretically that is paid for by the Building Department. I believe there is something in the soft costs to cover it as well.

= ; &n= bsp; = ; I wrote a letter about the wood floor in the new gymnasium. This was a discussion should it be= the poured rubber, should it be the wood, it went back and forth. I believe you were going to put in= the wood as an add alternate. I d= o want to bring to your attention that since the gymnasium will receive a lot of public use, people will be coming in straight from the street to vote, for = book fairs, for science fairs, other activities, that kind of tracking in will damage the wood floor, so that was another reason for putting in the poured rubber floor in there because it can take this kind of abuse. It's completely up to you, but we = did want to make you aware that people walking in from the street can track in stuff that will damage the floor.

= ; &n= bsp; = ; The auditorium will be a stage instead of a platform. That's not a bid deal because we h= ad to put a stand pipe in there for the stair, so that's now included in the proj= ect and the project is within budget.

= ; &n= bsp; = ; The traffic engineer, his preliminary findings are that no traffic improvements= are required. This will not impact. And he is meeting wit= h Mary Barton next week to go over his findings.&= nbsp; We are urging him to complete his report and send it is for the F.C.= C. approval which is a 2 month process so we want to get that back in time to = go out to bid.

= ; &n= bsp; = ; The only other issues, I have the ED042 which is a form that needs to be signed tonight saying that the drawing is here and the specifications and the esti= mate which are all dated today are the ones that you do want the State to review. It's just authorizing= State review of the documents.

&n= bsp; = ; = Mr. Porter: Where does that stand with the Boa= rd of Education in signing it?

&n= bsp; = ; Ms. Cohen: They're going to s= ign it on the 24th, at their Regular Meeting.

= ; &n= bsp; = ; Mr. Malik: (Inaudible) that the Building Comm= ittee (inaudible) construction documents so when the design development is approv= ed by them, (inaudible) in designing a program (inaudible). So the process now is physically t= he committee (inaudible) sign it off first and then the Board signs it. It's not set in stone, but that re= ally should be the process.

= ; &n= bsp; = ; Mr. Ceniccola: Are these the same documents and d= rawings that we reviewed about a month ago, with the modifications?

= ; &n= bsp; = ; Mr. Malik: (Inaudible) a month or so ago were (inaudible). These are now mu= ch further along in the details. So nothing that the (inaudible) things like that, nothing that the Board of Education would look at, but more of something on a construction perspective people would look at, but the State requires that both the Board of Educati= on and the Buildings Committee sign off on that document (inaudible) for revie= w.

= ; &n= bsp; = ; Ms. Cohen: And it's just a formality.

= ; &n= bsp; = ; Ms. LaForme (Clerk). Mr. Malik needs to come to the podi= um to speak because the tape recorder is not picking up his voice without a microphone.

= ; &n= bsp; = ; Mr. Malik: So if you'd like we can open up the step, the reality from the way we look at it, is we're going to be working = on these drawings all the way through to the date that it goes to the State, f= or the most part I mean just things like fundamentally crossing the t's, dotti= ng the i's, that type of stuff, but it's a requirement from the State that we = get the approval from the Building Committee and the Board as we go forth, it's typical for everybody.

= ; &n= bsp; = ; Ms. Cohen: We haven't changed= the design that you saw. We've ju= st done the details.

= ; &n= bsp; = ; Mr. Porter: Did you incorporate in our comment= s?

= ; &n= bsp; = ; Ms. Cohen: Yes.

&nb= sp; = &nb= sp; Mr. Porter: And the Board of Ed's, Charlie's s= pecial . . . . . there were quite a few comments they had.

= ; &n= bsp; = ; Ms. Cohen: I believe we typed= up the responses so it's in the response, we would discuss how we would incorporate it, and we also met with Charlie and Todd and I believe we reac= hed, we have a total agreement on this. There's nothing outstanding except for maybe the ground cover of the light wells, if it's grass, if it's something else. Grass for the buildings and the fl= oor drains, we reached a consensus on those.

= ; &n= bsp; = ; Mr. Porter: Do you have any problem if we sign= this on the 24th at the Board Meeting, give them a couple of days to look at it,= cause I'd feel more comfortable if we did it that way?

= ; &n= bsp; = ; Mr. Malik: That's fine.

= ; &n= bsp; = ; Mr. Kuegler: One question I had is we had discu= ssed a couple of months ago whether the Board of Education wanted air conditioning= thorough the building. Was that discus= sed with them?

= ; &n= bsp; = ; Ms. Cohen: It was and it's in= one of the meeting reports that that was a requirement of John Ramos, that he brought up after referendum. = It was never budgeted for in the construction costs or the design costs and it was agreed that that would not be included.

= ; &n= bsp; = ; Mr. Kuegler: Not included, no alternate or anyt= hing, no.

= ; &n= bsp; = ; Mr. Malik: Just the areas that were always anticipated being air conditioned like the office spaces . . . . .

= ; &n= bsp; = ; Mr. Kuegler: Was the auditori= um going to be done?

= ; &n= bsp; = ; Mr. Malik: Yes.

= ; &n= bsp; = ; Mr. Killeen: I had a question about the same is= sue and that was on the December 17th notes.&n= bsp; It stated in the response that many of the schools are now doing it,= and certainly that was my understanding. However, what I'm questioning at this time is are there any adjoining areas that could be readily air conditioned without presenting a cost that would be exorbitant?

= ; &n= bsp; = ; Mr. Porter: Can they extend t= he A.C. to any other areas, I guess is what you're asking.

= ; &n= bsp; = ; Mr. Malik: Off the top of my head I couldn't = answer that because that would pertain to some mechanical capacities, but we can g= et you answer to that.

= ; &n= bsp; = ; Mr. Killeen: I think specifically if someone at= the school level were to ask that question, cause they might have a specific ne= ed for a specific room that could be an alternate advantage.

= ; &n= bsp; = ; Mr. Malik: If it's an adjacent space so that = you're not running ductwork to the other end of the building, for instance, then we can check that out in terms of what the capacity is and have an answer for = the 24th.

= ; &n= bsp; = ; Mr. Porter: Wouldn't they have already request= ed areas to be air conditioned prior to tonight?

= ; &n= bsp; = ; Mr. Malik: Yes. Every area that was planned on bei= ng air conditioned in the original scope has been air conditioned, so I think the = only question that would come up if they decide to add a space, and potentially = for the future, as I understand it, let's say 2 years after the project is completed if you want to extend that system, the way I'm understanding is, = what would the capacity be to maybe add a room or 2 rooms, whatever, to the exis= ting system, so that you're not starting with a new system, so this gives you so= me idea of excess capacity if there is any.

= ; &n= bsp; = ; Mr. Porter: So we'll know if we're starting wi= th a marginal system to begin with.

= ; &n= bsp; = ; Mr. Malik: Yes, is the system designed right = to meet only the capacity as designed, or is there room to add a few in? And if there is, is there a way of quantifying that?

= ; &n= bsp; = ; Mr. Ceniccola: Which room was actually added? Was the gymnasium one of the rooms= ?

= ; &n= bsp; = ; Ms. Cohen: No. Auditorium, all the administrative areas, nursing, counseling, media centers, (inaudible). And that's generally what's done in schools that aren't totally air conditioned. Generally it's more cost effective designed for them not to oversize the equipment.

= ; &n= bsp; = ; Mr. Ceniccola: The only concern I would have with= that is the fact that that school is typically used for graduations and that typ= e of thing, and when they have to have it indoors, typically they don't go to the auditorium, they end up going to the gymnasium cause there is more space, a= nd believe me in the Summer months it is not a pleasant sight.

= ; &n= bsp; = ; Ms. Cohen: I mean \if you wan= t us to add air conditioning to the gymnasium that's something you'd have to formally tell us to do and we'll see what it takes to do that.

= ; &n= bsp; = ; Mr. Kuegler: What's the norm throughout the region? We're talking about m= ore affluent areas, or affluent school districts, air condition all the buildin= gs, there was a discussion about that, and the other item also was it might be a good idea because of mold. In recent history we hear a lot about mold in other school districts throughout the State. Now I don't know i= f the geographics of Connecticut, Georgia, or Maine are different. We conclude that they are, but I d= on't really want to go ahead and not air condition a building and somebody comes back and says well why didn't you.

= ; &n= bsp; = ; Mr. Malik: Well some of this discussion took = place right in the beginning when we were trying to put the program and the budget together for the project. If = we were sitting here saying we were under budget, or we had some funds, and th= en we'd be certainly saying let's plan on air conditioning other areas, but because everything is right on the numbers right now and we have to, we've = done a little bit of value engineering with the estimator to get to that point. = We haven't sacrificed any quality in anything that we've discussed with committee, but just in general just to g= et to our targeted budget. So we= 're sitting here really at a point where we don't have money to do it. The only way we can address it is i= n an alternate, and if we go there, which is certainly possible, I think we had a discussion about the engineers would have to add more to their design. I really don't know, the discussio= n had gone from a fully air conditioned building, to we're not talking about some targeted air conditioned areas, so it's a level of how far we want to go wi= th it. We can certainly find out= what it would take to do some other specific areas. If we're talking about every part = of the building, that's a significant issue, not just from a design perspective, b= ut even from a, bringing the ducts over to each of these locations.

= ; &n= bsp; = ; Ms. Cohen: We'd have to ident= ify which area (inaudible) what would it take to air condition the large gym, or the small gym; we can give you an answer.

= ; &n= bsp; = ; Mr. Kuegler: But the Board of Education is sati= sfied with you just air conditioning the administrative areas and the auditorium?=

= ; &n= bsp; = ; Mr. Porter: When the discussions were conducte= d with the Board of Ed and they came up with the decision that they would air condition a portion of the building, that was their final conclusion at that time.

= ; &n= bsp; = ; Mr. Malik: That was the decis= ion on which the budget was established. So I know that after that was all put in place, and after there refe= rendum, the Super said it would be nice to have the entire building air conditioned, and we don’t disagree that it's nice to have it, but the question is = can we afford to do it, and that's really where the (inaudible) is. Had we anticipated that in the ori= ginal scope, then there would be no question.

= ; &n= bsp; = ; Ms. Cohen: But we went (inaudible) to referen= dum by a number and who knows if that referendum would pass. We night have wanted to with the referendum number, we tried to do (inaudible).

Mr. Kuegler: I don’t ha= ve any problems of not air conditioning a complete building, I just want to make s= ure that the Board of Education is very cognizant of what they're getting.

= Ms. Cohen: Well it is in the architect's repo= rt of the meeting we had on the 17th that we're going to design will remain as is. We are putting mechanical= ventilation and better waterproofing at the high end of the site where it's been draini= ng up into the building, so we're addressing moisture issues in any way.

= ; &n= bsp; = ; Mr. Killeen: I had noticed that the request for Medico is a 5 day locking system was noted as being not appropriate, howeve= r is there specifications specific to Medico that we would be able to specify in= the plans?

&n= bsp;

Mr. Malik: There are fitting requirements in terms of the proprietary and you understand that. The other ways of addressing that = issue is to having that as a base bid item and then identifying a couple of alternates manufacturers as well. That's sort of the best we can do, and then it comes down to a finan= cial decision at the end of it. We= can address that at the bid time.

Mr. Ceniccola: Do we want to = pursue looking at air conditioning in specific areas?

Mr. Porter: We can go back an= d look at that. You're going to look= at adjoining areas, capacity of the system, at potential?

&n= bsp;

Ms. Cohen: Right. Generally the areas that are getti= ng air conditioning are somewhat isolated so there isn't necessarily an adjoining area. The auditorium and all = the admin areas and the media center are all in one part of the building. From = the media center we could go to life skills, for example, but there aren’t any other adjoining areas because of where they're located in the building.=

= ; &n= bsp; = ; Mr. Ceniccola: Let me ask you a question, and get= ting back to the air conditioning, the auditorium is pretty much staying where i= t is today, and so is the existing gymnasium.&n= bsp; Would it be possible to, since the auditorium is now going to be air= conditioned, would it be possible to design a system so that we could move that air from= one location to the other?

&n= bsp;

= ; Ms. Cohen: That's a good ques= tion.

&n= bsp;

Mr. Malik: Is it possible? Yes. We've done it on other projects, i= t's called load shifting, based on a Chillrow System. I will ask the engineers what it w= ill take to look at that. I will = warn you that February 1st we have to be at the State, and I'm not sure we'll be able to get that into the State documents but we'll figure out a way. If it's possible we'll figure some= thing out to get ourselves covered on that.

&= nbsp; Ms. Cohen: That would be the space you'd want= us to look at, the gym?

= ; &n= bsp; = ; Mr. Ceniccola: I'm concerned about that, because obviously that's a multipurpose building, especially after hours, and that location will certainly be utilized quite a bit more than any other area, a= nd I think it would be short sighted on our part not to at least look at that.

Mr. Malik: Yea, you're right,= the auditorium doesn't get as much use and especially at the capacity as the gym would, and if the capacity is there, maybe we can look at some things.

&n= bsp;

&= nbsp; Mr. Kuegler: Are the corridor spaces in front of the administrative air conditioned, like the foyer?

&n= bsp;

= ; Mr. Malik: No. There is no real place to stop tha= t.

&n= bsp;

&= nbsp; Mr. Porter: With the Board's agreement, the pl= ans will be at the Annex?

&n= bsp;

Mr. Malik: Yes, I did want to mention on the estimate I don't know how we need to handle that because we don't want to give out detailed information of the estimate for public consumption because we don't want it to get, I mean contractors are going t= o be bidding on this, so there's got to be a way to get that information to you,= as the Committee, so you see it. I don’t know if that needs to be done in Executive Session so it doesn't get made part of the record so that other people can see all the numbers.

= Mr. Porter: We'll discuss that and get back to= you, probably tomorrow.

= Mr. Malik: Fine. We have copies for you but that ne= eds to be resolved before we can hand them out.

Regarding the interior package, the finishes, we just would suggest that between your Committee and the Board o= f Ed a task force is established who will review it, give feedback, and ultimate= ly approve it, so we don’t go way down the road with this thing and then find out that someone has a . . . . .

= Mr. Porter: When is the Board's Facilities Com= mittee going to look at it?

= Ms. Cohen: We haven't put them together yet.<= span style=3D'mso-spacerun:yes'> At this stage we identified with, = it will be carpet, or resilient flooring, or wood flooring, or (inaudible). In the next month we'll be picking= the colors of the paint, picking the actual patterns of the carpet and the colo= rs of the tiles, so we'll have that together, at some point, mid to late Febru= ary is when we would begin meeting on this.

= Mr. Porter: What I would suggest then is when = you have that in place, the Facilities Committee would meet, or the whole Board, I'm not sure who is going to do this, let us know, and we'll hold a Joint Meeting with them, and review it. That way it's all done in one night, or two nights, whatever it takes. But they won't have to meet, then we won't have to meet . . . .

Mr. Killeen: The issue of (in= audible) about mechanicals from the roofs if possible into a space - mine is one of noise control within the building and I want to make sure that we are not sacrificing looks outside for the good of the building inside. Whatever we need to do in terms of= that issue has to be done in a manner which is consistent and balance to both.

Mr. Malik: As you're aware we= 're got some units outside and some units inside. Wherever we could find the space t= o put them inside we have and those spaces are generally well isolated, in mezzan= ine type areas. The ones that are outside we had very little choice about.&n= bsp; We are screening them, and as mentioned we met with members of Plann= ing and Zoning and administrative staff and have reviewed this process with them. Ultimately we'll find o= ut, to me right now the real concern is that they're getting reviewed on, not from= any other perspective but at that point we're starting to change and say no. They're okay with it but it would = be a longer time and more time to make a decision, then it's starting to cut into our bid schedule and I think, I'm hoping that because of all the meetings w= e've had with them, that this office (inaudible) that we would have a positive v= ote.

Mr. Porter: One thing I have,= the testing of the tank, I would think it would be the recommendation of the P.= B.C. that the Board go ahead with the testing of that tank in order to find out = if the installation was correct. We better do it now, than a failure down the road.
