= ; &n= bsp; = ; Mr. Khericha: Last week befor= e the last meeting (inaudible) to find out what the condition of the soil was so = Gar San did some test holes and we discovered that under the existing foundation half of it is soil and half of it is rock, and the existing footings where = the (inaudible) projecting way out, so we're redesigning it and sending the information to Gar San to review it. Gar San indicated last week if the weather was (inaudible) Monday it= 's going to start, so it's going to start ahead of schedule (inaudible). He is still planning on starting Monday. They gave us a schedu= le of (inaudible) requested to go out to bid.&nb= sp; We have forwarded the comments back corrected and tomorrow after the meeting they are going review it to make sure it's been corrected.

= ; &n= bsp; = ; He also gave us a construction schedule and we have pages of work that he need= s to do before he can start exterior foundation work and he has not indicated on= the schedule so I'll have to (inaudible) that we'd like to see those line items= on the schedule so we know when certain activities are to be completed, for example relocating the (inaudible) temporary facilities to make sure the boilers (inaudible) those are the requirements tat we determined so we are asking (inaudible).

= ; &n= bsp; = ; There was a question raised regarding the presence of asbestos in the walls and we had asked (inaudible) we determined that there was no asbestos, so (inaudib= le).

= ; &n= bsp; Mr. Black: And radios, we've moved all of our communication equipment temporarily during construction and permanently, there's nothing in the contract for that, so that will be done by Northeast= ern Communications who does all of our systems. They've estimated it's going to co= st around $25,000 by the time they're done and that would be from the continge= ncy fund. There is nothing set up= in the contract for it.

= ; &n= bsp; Mr. Porter: Why isn't there anything in the co= ntract for it?

&nb= sp; Mr. Black: I think it was an oversight or miscommunication between us and Kaestle Boos, with Jeff possib= ly, I'm not sure, I know it was mentioned and discussed several times but it ne= ver got into the contract.

&nb= sp; Mr. Porter: Do we have credits coming on the doors?

&nb= sp; Mr. Khericha: We have credits coming of $3,000 plus we have some credit coming because we are eliminating asbestos based on dry walls. = So we have some credits coming in. There's another potential credit hopefully because for the chief's entrance to the building, we had called for sheet piling and the way they a= re working it out is that we may not need it, so that will be another credit.<= /p>

&nb= sp; Mr. Black: That can all be ap= plied towards that. It's getting cl= oser from what we've estimated.

&nb= sp; Mr. Porter: Okay, we'll have = to do it in the form of a change order. When does the work need to be done?=

&nb= sp; Mr. Black: It would be throug= hout the project.

&nb= sp; Mr. Porter: Then work with Fr= eddie in doing the change order.

&nb= sp; Mr. Khericha: This particular= item would be dealt direct (inaudible) with Gar San because the contract basical= ly says that that work would be done by (inaudible).

= ; &n= bsp; Mr. Black: Just so you're up to date, as you'= ve driven by the Firehouse you can see that they've moved the door, the conduit was put in for the generator and the temporary pad where the generator is g= oing to be moved to on a temporary basis until it's installed. Yesterday and today and tomorrow t= hey are going to move the generator (inaudible).

&nb= sp; Mr. Black: The temporary oil = tank is going to go in the bottom of the post out down where the wash sink is, they're going to make a temporary penetration outside for fill and (inaudib= le) etc.

1. = St= atus Report

Mr. Porter: The only thing we have on the track= is Mr. LoFrese passed out tonight a possible layout for the signage; it's requ= ired by the State of Connecticut, to show that it was a grant. = It's a suggestion, it's not (inaudible) we need to necessarily approve, that's up = to the Board to decide what they want for that signage.

Mr. LoFrese: At the very minimum we would need = to erect a sign at the complex that states that it was funded partially by the STEEP Grant, and also to thank the taxpayers of Watertown for the additional funding we need to complete the project and then anything above and beyond = that at the Committee's discretion.

Mr. Kuegler: This is a long list here. I don't like to see it come back j= ust because I say so but certain parties probably should be given notice (inaudible) in= put into it, like the Superintendent of Schools and the Board of Education, possibly the Athletic Director (inaudible).

Mr. Porter: I don't have a problem with that.<= o:p>

Mr. Ceniccola: I don't have any issue with cuttin= g all of that out, just leaving the bottom portion that this is a public recreati= onal facility partially funded by and thanks to the taxpayers and so on.

Mr. Porter: Do you agree?

Mr. Kuegler: Yes.

Mr. LoFrese: Yes. So just withou= t the (inaudible) requirement in the grant and then also thanking the taxpayers?<= /o:p>

&nb= sp; &= nbsp; Mr. Vetro: You all have the handout. With respect to the report, our first monthly progress report, it's going to be the same format= on every meeting. First we have = the title page, then the table of contents, then list of people on site, then t= he summary data. That shows orig= inal completion dates and projected completion dates, hopefully those won't chan= ge. Next is the physical progress repo= rt, it will tell you what the last report we were estimating the progress to be at= and what this report is, and in this care it's showing you at 2% for the renova= tion addition and 5% on site work. Next is the construction financial status. You're looking at the overall budget of $29,000,000, then the next line item down is committed contracts amount of $29,718,000. Value of approved changes, we have= no approved changes as of this moment in time. Estimated pending changes, as of t= his point we're looking at $84,262. Contingency we have $1,400,000.&nbs= p; Projected construction costs, showed it at $28,402,000, that counts = for, that's not spending any contingency. Construction funds available show at $1,401,192. the next bracket is basically what we call the soft costs. We have the approved project budge= t of $33,758,000, the projected construction costs of $28,402,000, owner's cost $3,954,000, projected total project costs of $32,356,000 leaving you with project funds available of $1,401,000.&nbs= p; Any questions?

&nb= sp; = M= r. Vetro: The prints would f= all underneath owner soft costs. = If you flip the page you have what is called the construction manager's monthly co= st control report. I don't use t= his report very often, however to explain it to you, on the left you have the contractors. I'm sorry, it's = broken up into two sections, construction and the owner soft costs. Lower half is owner soft costs, the upper half is the actual construction. So if you're looking at the top, y= ou see asbestos abatement, site work, those are all your contractors. Moving down you'll end up finding = in that same grouping, preconstruction fees, the C.M. reimbursable, the contingency, all of that is considered your construction costs. Further down is the owner soft cos= ts, the survey, the testing, inspections, bonding, printing and mailing, archit= ect fees, and then the next page is also owner soft costs.

= ; &n= bsp; = ; Going back across the front of this page, you have your initial budget, what we initially budgeted for, the final budget, which typically matches, and in t= his case it does, and then your amounts committed where we've issued contracts = and actually committed those costs for that particular contractor. The net column is estimated changes. We run into issues, = I'll put a dollar amount, if I haven’t gotten the cost from the contractor I'll put the dollar I feel it's worth and it sets aside money for that. The nex= t column is pending changes, and that's where I've actually got a cost from a contra= ctor and it's a hard number. The f= inal column is your approved changes, that's where you voted to approve the cost, I issue it into that. Next column is projected costs, an= d what you'll find is the amounts committed plus whatever the estimated pending or approved changes are gets you that number.= Under funds available, that takes the difference between the final budget and the amounts committed and account for the estimated pending and approved changes, so in some cases you'll end up with negative numbers and = some you still have positive numbers. When all of these are added together, at t= he very bottom of this grouping, you'll end up with whatever amount is availab= le, funds for construction if you will. You'll see this as well in the owner soft costs and then if you go a= ll the way to the very bottom of the 2nd page you'll have your project total a= nd under funds available, that column, the $1,401,192 is total funds available= after all costs are accounted for. = Your last column is completed to date, that column indicates based on pay applications that we've issued.

= ; &n= bsp; = ; Now we'll get into the change orders by contractor. This is actually where all your pe= nding costs are, pending and approved. Your estimated pending and approved changes are all reflected in this one report. So under the first item which is asbestos abatement, we have an R.F.P, additio= nal asbestos fittings, we put in the amount of $6,000 just a line item. The next one down would have been = site work, again an R.F.P. where we have unsuitable soils, our estimate was arou= nd $30,000 again these are play folders, not actuals, however into general tra= des where you have P.C.O., a Proposed Change Order, that's where I've got an ac= tual number from the contractor and you'll notice it's a much more accurate figure. In the case of the ex= isting gym divider, it was $14,300, the case of the gym equipment, alternate #13, = it's $29,067. Typically I go through the change order by trade contractor report b= ecause it's more detail, it's every issue that we have on site, cost-wise. So starting at the very top of this page, the asbestos abatement, for the additional asbestos fittings, we loca= ted some additional fittings that were not picked up by the abatement contractor back in the Summer months when he did the abatem= ent in that area. He informed us tha= t that was an extra. We went ahead a= nd I've looked at the drawings and I didn’t agree, however I threw the m= oney into it just as a play folder more as an indication that it's a possibility. I've now actually talked to Brooks Labs and went through it with him and he agrees there shou= ld be no cost to it with respect to this.&nbs= p; The only possible cost, and this I have to check his contract for, is mobilization for having to come out now, he wasn't able to do it in the Sum= mer, in this case he wasn't able to get to it because it's in the chase wall, he would have had to lose a bathroom to do this, so there might be a mobilizat= ion fee. Other than the actual ma= terial was shown on the plan and he needs to account for it, so that will come off= .

= ; &n= bsp; = ; The next one down, site work, where we have the unsuitable soil in the roadway,= we talked about the roadway at the last meeting where we covered all the unsuitable soil materials. Th= is is the bus access drive. (Tape #= 1, Side A ended - may have missed some.) $30,000. We have proceeded on a time and material basis.&nb= sp; We're expecting this actually to come up to closer to $60,000. What we anticipated initially was = based on the probing and the soil and doing some test bits they thought it was go= ing to be about 12 inches coming out, what's happening is more to the effect of= 24 inches, which is considerably more than what we were anticipating.

Where we were anticipating 12 inch= es, and some of that 12 inches was actually going to= be into the contract work, it went out (inaudible) not at all. We're getting to the sub grade asp= ect of it and then from there it is regular construction (inaudible). Any questions = with respect to that?

= ; &n= bsp; = ; Mr. Kuegler: Well just that it's just a big area= , you might want to (inaudible) something away that could be used some place area= to fill.

= ; &n= bsp; = ; Mr. Vetro: You'll find that a lot of this mate= rial is very poor, very damp clay type soils.&n= bsp; The concrete is, chunks of concrete, asphalt, brick, boulders, you n= ame it . . . .

= ; &n= bsp; = ; Mr. Kuegler: (Inaudible.)

= ; &n= bsp; = ; Mr. Vetro: Rubble from the original constructi= on or from previous, I was told actually it was brought in from this site, some of that material. Some of the ma= terial is just simply unsuitable because it's in a marshy, wet area.

= ; &n= bsp; = ; Next down is under General Trades we have an existing gym curtain or divider cur= tain and we have the existing divider panels in the existing main gym. Those panels we found we're suppos= ed to go ahead and modify them so that we can get them to work. We did some exploratory, actually = did some repairs and it cost us $4,895, that's actually the PCL #3 on this cont= ract. After doing that they're telling u= s that it's another $20,000 just to do the repairs to get it to a working state. It was suggested that we look at e= ither replacing the doors altogether or the curtain (inaudible). I'm not sure what we're looking at= to do with the curtain. Do you want= to talk about that?

= ; &n= bsp; = ; Mr. LoFrese: There will be a model drop down cur= tain, a heavy gauge material. It's = in the gym here at John Trumbull. Th= ey're also doing it at other schools and it's a cost effective means to separate = the gym so we can have multiple gym classes going on in the gym at the same time. To replace the dividers= I think we had a number for an alternate of close to $80,000 or $90,000.

= ; &n= bsp; = ; Mr. Vetro: I was also asked to price replacing= the gym backstops for that particular gym given, using that curtain for a (inaudibl= e) curtain. I thought it very (i= naudible).

= ; &n= bsp; = ; Mr. LoFrese: As far as the gym equipment goes, i= n the big gym one of the alternates was to replace the existing backboards and so= me of the other equipment and one of the items we'd like the Committee to cons= ider is having that alternate be accepted at this point for us to replace that equipment as opposed to having the old, original equipment in there. Fred, you may have a little bit mo= re of the financial details on how this is positive given our current state, wher= e we are as far as funding goes, and how we attack the project financials.

= ; &n= bsp; = ; Mr. Khericha: During design phases because we are struggling for money, we had put some money as an allowance for repairs, ab= out $80,000 and we had an alternate that said if we need to put new one out (in= audible) so when we give this $29,000 add, if the Committee wishes, we can take $29,= 000 less $18,000, because $18,000 is already committed, so the net add on the change order would be $11,0-00 because $18,000 the contractor already asked for.

= ; &n= bsp; = ; Mr. Kuegler: Is this for 2 or 6?

= ; &n= bsp; = ; Mr. Khericha: We don't identify $18,206, we suggest $18,000 for repairs, so this $29,000 is for 6.

I've since spoken to Gar San, we're= on line for this coming Wednesday to actually get his pay application, in which case from that point it will be presented to the Committee at the next meet= ing, with the regular contractors.

All of the other contractors know the proceedings, understood the proceedings; = for some reason his office misinterpreted it.

= ; &n= bsp; = ; The only other issues with respect to the project and the construction that we'= ve run across at this point in time, we've got an issue with respect to some existing walls, where we've uncovered, took down tack board that type of th= ing, and we're finding that the walls, finish-wise isn't acceptable to just simp= ly put paint on. A lot of that h= as to do with just the demolition of things. We entered into a couple of bathroom= s, had to take down the tile off of the bathroom and what we found behind that= was simply a metal lathe wall, where the walls were shown to remain and we're n= ot finding actually even a wall per say, so in that case we're going to end up having to build a wall there, and the third item that we had to was with respect to the footings, we found that a couple of areas where we had to add additional footing work in what was the auxiliary gym which is now going to= be the wood shop and the graphic arts, so we had to cut that slab and extend i= t to construct some additional footings, just in the existing foundation if you = will but all of that items have come up just over the last day or two, we haven't had a chance to put it in this report.

We contacted Longo Associates to l= et them know that here's your one last chance, either drop out or we'll have no choice but to turn to Gibson, they elected to drop as opposed to meeting th= eir original contract price, so Gibson is now apparently low bidder based on th= ose numbers.
