&= nbsp; Mr. LoFrese: There have been = many evenings to get to this evening tonight and it’s encompassed Planning= and Zoning meetings, multiple nights at Planning and Zoning, Zoning Board of Ap= peals, Inland Wetlands, Inland Wetlands Public Hearings, Inland Wetlands Special Meetings, Police Committee meetings, Facilities Committee meetings, Public Buildings Committee meetings, so multiple meetings on multiple nights to get here (inaudible) so a lot of work and time and energy has been invested in = this by school staff, by consultants, and then especially on the part of the community and all the various boards and commissions who volunteer their ti= me to work on these projects on behalf of the Town, so thank you to everyone f= or all of your work and efforts to get to this point this evening. Kaestle Boos is going to take you through a PowerPoint presentation which encompasses the 3 school projects a= nd what will be contained in the construction drawings going to the State Depa= rtment. On Monday we’re meeting wit = the State regarding Watertown High School, Tuesday for Judson Elementary School, and then the following Monday will be for Polk Elementary School.<= /p>

An item of note, last evening at the Planning and Zoning meeting the Planning = and Zoning Commission approved each of the 3 school projects, although with numerous conditions, the 3 projects were approved. Watertown High Scho= ol specific aspects of the plan were not approved, those items were all relate= d to the athletic fields and some additional information that the Planning and Zoning Commission felt they needed before they could make a decision on tho= se specific aspects of the project. I spoke with Mr. David Wedge this morning, Chief of the Bureau of School Facilities, and he told me that this is not an issue, that he would feel comfortable that the Board of Education and the Public Buildings Committee could proceed this evening and vote on these projects, bring them to the St= ate Department, and then after a few weeks when our final approvals are given, = we can update the school facilities unit on those issues at that time. So before I have Kaestle Boos do t= heir presentation, are there any questions in regards to any of these approval processes? Okay, thank you.

&= nbsp; Mr. Khericha: We’re goi= ng to start going from Polk, then Judson, then the High School. We started with the design develop= ment phase. This is just the site = layout, basically the existing site, what improvements we are doing, where we are putting the additions, and making the parking lot changes and the (inaudibl= e) changes (inaudible). This is = just the first view of the site of the existing building, the addition is going = in the front, (inaudible) offices. This is the floor plan of all the areas that we are doing the renovations on.

&= nbsp; Mr. Mangiagli: The renovations include major renovations to the administration area and to the kitchen area. The extensions would be= to the cafeteria and the media center, there would also be a platform stage in= the existing cafeteria. The class= rooms will be renovated, all the corridors renovated, generally the entire buildi= ng will be renovated. There will= be a new computer lab adjacent to the media center and the gymnasium will be get= ting a new floor. Just a program, = more or less just an assembly space, administration and classroom and core facil= ity for a breakdown. Elevations, we’re using the same material, not necessarily trying to do anything different here, matching the brick coursing and the brick type as we have t= he assortment of brick walls. Al= l of the windows will also be replaced with energy efficient units.

&= nbsp; Mr. Khericha: We have shown h= ere some privacy screens for the students, but this is not part of the proposed plans (inaudible) as an alternate, if there is a need for it, then (inaudib= le). This is just a typical furniture layout for the classrooms, it’s a typical layout of the classrooms with the furniture.

&= nbsp; Mr. Mangiagli: Just an exampl= e of what we’re doing here, more or less the case work on the bottom exter= ior walls stays the same. We̵= 7;ll be renovating the corridor case work to provide for handicapped access, for sink and also some work spaces where they occur and each classroom will be having projectors, Loren will speak about that.

&= nbsp; Mr. Grabinski: What I’m= going to go through here at Polk for the classrooms and the technology is pretty consistent for all the schools, so you’re going to see similar slides= as we go through the other 2 schools. All 3 schools have pretty intense technology infrastructure built in that includes class speakers, teacher stations, computer outlets, ceiling projectors, all of the classrooms will be outfitted to meet the minimum Sta= te requirements for technology in all the classrooms. There will be a media retrieval in= all of the classrooms. Going down= the list, live broadcasting from the cafeteria, dedicated channel media retriev= al to broadcast events, there will be a place where you can set up a camera in this cafetorium to broadcast throughout the school. The platform local sound system, p= ublic wireless access points of the public or the Board of Ed or anybody wants to= use that space they’ll have access to the Internet through a wireless connection. Rear type projects installed on the platform. In= the media center we (inaudible) for all the media retrieval, distribution and v= ideo broadcasting for all of the systems throughout the school, public access, a= gain wireless point, flat screen LCD, broadcasting events. That will be a place where if the cafetorium is full, the fallback position or the overflow woul= d be the media center and they would be able to broadcast the same presentation = in the media center for voice and video. The computer lab is similar to a standard classroom with smart board= s, again provisions for future wireless throughout the building, live morning announcements, public address telephone clocks with digital voice over ID, integration with the public address. We’re going to be using a wir= eless clock system throughout the building which is updated through GPS Satellite, program systems, security systems, cameras throughout the entrances and throughout the perimeter of the school, especially in the back at Polk, whe= re there are problems with vandalism, keypad, you’ll be able to record u= p to 30 days of events or time on that VCR or digital recorder to play things ba= ck, (inaudible) contacts and card readers.

&= nbsp; Mr. Killeen: This is digital?

&= nbsp; Mr. Grabinski: Digital. Built Intercom, you’ll be ab= le to lockdown the school and there would be an intercom at the front entry with a small camera similar to what is at Swift so people can call into the office= and identify themselves, and the office staff will be able to let them in the b= uilding. (Inaudible) and this is all a lot = of the nuts and bolts which I don’t want to bore you with at this point.

&= nbsp; Mr. Khericha: This is just a breakdown of what t= he referendum amount was passed, what O & G, the construction manager, estimated costs, and what Leach Consultants estimated costs, just showing y= ou what the differences are and what between the two costs, what the cost over= run is and what the escalation cost is included in it so this is sort of an item that we can use it and construction continues. Unfortunately the breakdown we are giving to you, somehow we had two for Judson so Polk’s breakdown is n= ot in it, so that’s why I didn’t distribute it.

&= nbsp; Mr. Demirs: You do have it on= the summary sheet, don’t you?

&= nbsp; Mr. Khericha: Yea, the summary sheet has just a breakdown, the one you have (inaudible).

&= nbsp; Mr. Lambert: If some of these issues come up wi= th like sidewalks and things like that, these alternates, are they still coming into play at this point?

&= nbsp; Mr. Khericha: We have develop= ed some alternates, which is in the corridors. For example we are going to put VET tile, it’s a rubber tile so that the cost will come down. The roof (inaudible) is an alterna= te, the locker replacement in the existing building is an alternate, and the si= te lighting right now in the basement we’ve got energy efficient lights which cost more but energy wise is a lot cheaper to maintain, but if there = is a cost issue we are changing the lights too.= We will still evaluate other alternates, other options, we will do s= ome value engineering if it’s required, and as far as the other site improvements or changes that the Planning and Zoning Commission has request= ed, we will evaluate it, see what the costs are, and then see where to go from there.

&= nbsp; Mr. LoFrese: I think what Mr. Lambert was sayin= g and what Fred has alluded to, that all of the conditional approvals that the Pl= anning and Zoning Commission has requested as far as the concrete sidewalks, we’re going to have the estimator look at that and then bring that in= formation back to the Board of Education and the Public Buildings Committee and it ma= y be something that based on that value, we again look for a modification to our application which may lead down the road to Zoning Board of Appeals varianc= es. That’s something that everyo= ne feels, we’d rather have asphalt for some of the sidewalks because in = some areas of the school we’d rather have rubber floor tiles and obviously= as we get closer and closer to bid day we’ll have a better idea of exact= ly what the impact of those conditionals approvals were.

&= nbsp; Mr. Lambert: With respect to = Polk, this screening for outside systems that have to be screened (inaudible).

&= nbsp; Mr. Khericha: The rooftop, ye= a.

&= nbsp; Mr. Lambert: Yea, at this point. Des Polk have to have = any of that?

&= nbsp; Mr. Khericha: Maybe 1 or 2.

&= nbsp; Mr. Lambert: Yea, not many, r= ight?

&= nbsp; Mr. Grabinski: Backside of the media center, when you look up from the parking lot, that’s where the screen (inaudible).

&= nbsp; Mr. Lambert: My concern is the roof is already = done so you won’t be able to get in there, or will that be the new section= ?

&= nbsp; Mr. Grabinski: (Inaudible.)

&= nbsp; Mr. Khericha: The new section. And to answer your question, whate= ver Planning and Zoning issues that have come up, we’ll request to Whitman information so there are no misunderstandings, and then they’re going= to analyze line item by line item and this is what you requested, what the cost effect is on all those line items separately, and then we’ll present = it here and then we’ll decide how to deal with it.

&= nbsp; Th= is is on Judson, it’s the same format.&= nbsp; This is again the site plan with the additional parking area. It’s a complete renovation o= f the existing field that we are going to do as an alternate, and basically where= the additions are going with the demolitions on that side, putting a new additi= on on it.

&= nbsp; Mr. Mangiagli: The renovation= s here are a little more extensive in terms of the demolition that Fred alluded to, about 8,000 square feet taken off, about 14,000 put back on. The main entrance to the building = is being renovated, pushed off to the left side which was the existing entry.<= span style=3D'mso-spacerun:yes'> We’ve put the entrance in the center allowing easier access to the 3 assembly areas, media center, cafete= ria, and gymnasium. It also allowe= d the administration to be split with some of the special services, for the psychologist and the teacher’s work area. The additions mainly are Art, Media Center, and this is a little bit of 3^rd grade classroom and also the Mus= ic Room. The connectors adjoining these, the upper level, are also being taken down and renovated to provide client access. Similar to Pol= k the kitchen is being entirely renovated. Elevations here, the same thing being a full window replacement, generally it’s a combination of curtain wall, storefronts, and window systems, and brick to match and there’s basically aluminum trim around the upper portions of the window assemblies.

&= nbsp; Mr. Khericha: The same things= with the roof screens, we are showing it again, that will be an alternate.

&= nbsp; Mr. Mangiagli: (Inaudible) with the classroom, in = this case with Judson, all the case work is being removed and renovated. The perimeter radiation is being replaced with radiant ceiling panels but the general technology infrastruct= ure remains the same as Polk. I don’t know if you have anything different?

&= nbsp; Mr. Grabinski: Everything is pretty much the same= .

&= nbsp; Mr. Khericha: Again we have t= wo estimates, one is from the construction manager and one is from Leach. It shows what the difference is fo= r the budget referendum and what all the breakdowns are. It shows what the contingency amou= nt is and what the escalation is. It’s the same concept as what we did at Polk, we developed a l= ist of alternates and we will be doing additional value engineering, the same t= hing the VET to rubber tiles. The exterior masonry, we are figuring out if there is a cheaper way, like we di= d at Swift, to change from brick to cast stone like we did at Swift and we’= ;re going to do the same thing here as a cost savings, as an alternate item.

&= nbsp; Mr. Mazzamaro: In your experi= ence, how close have you been able to get those numbers, can you get quite a bit closer?

&= nbsp; Mr. Khericha: We will get clo= ser, only impact we don’t know are the issues raised by Planning and Zoning because changing all bituminous to concrete, all curbs to concrete curbs is pretty substantial.

&= nbsp; Mr. Mazzamaro: How about in t= he bidding process, with the slowdown. Do you think there is any impact with the contractors, maybe the bid= ding can come in a little . . . .

&= nbsp; Mr. Khericha: I’ve been talking to the (inaudible) contractors as I come across and ask them their opinion, and the consensus I’m getting is everybody is looking for wo= rk, they are slow, they are looking for work, so hopefully, I’m not the o= ne to make a prediction, but the signs that they are giving to us is that they= are hungry.

&= nbsp; Th= is is Watertown High school, it’s the same f= ormat we had. This is where the maj= or addition is going. This is th= e site which we are doing, this is where the biggest impact is coming for all the = site changes that P & Z is requesting. This is the field that they are saying to put a hold on, these 2 fie= lds they are looking for details, and this is the one here, that we have that h= uge fill that they are looking for so basically these are all the fields that t= hey are troubled by. This just sh= ows what is renovation and what is new additions.

&= nbsp; Mr. Melingonis: The administr= ation portion of the building is going to be completely removed to make way for the new addition. We’re also sh= owing it on this plan (inaudible) second floor.&= nbsp; This shows where the addition is going to be placed, primarily in th= e northern part of the building, centrally masking the front of the building with (ina= udible). Where the administration wing was = going to be, we’re putting the media center, and the administration will mo= ve to the northeastern part of the site, right by the new main entrance. We’re putting new music clas= srooms on the northeastern part and an entrance for students and parent drop off.<= span style=3D'mso-spacerun:yes'> Guidance suite over on this side a= nd the existing media center is going to be the new Art classrooms. We’re providing a new corrid= or to link the southern part of the facility, the front of the cafeteria and the second floor all the science classrooms and greenhouse. This is just a breakdown showing t= he various stages, the diagram shows administration, assembly spaces, auditori= um will be completely renovated and we also have an alternate for alternate auditorium scene for additional seating, the main (inaudible) courtyard and cafeteria. All classrooms (in= audible) completely renovated. The sec= ond floor showing the science layout. This is the lowest level of the school and the locker rooms, the loc= kers will undergo heavy renovation at the lower level academic classroom. Same as the other 3 schools, weR= 17;re looking to match existing materials, brick, we’re also proposing a (i= naudible) metal panel as material and cast stone masonry. Looking to point out the sun shadi= ng devices we’re showing only the western and southern elevations noted = to provide some more efficient use of energy.= Once again, the rooftop screens are shown here.

&= nbsp; Mr. Khericha: We’re showing the screens again. On this thing at the e= nd of the project, they’re going to renovate about 167,000 square feet of renovation and they’re going to have roughly 35,000 square feet of new addition, a total of 202,000 square feet when it’s all completed.

&= nbsp; Mr. Melingonis: Typical classroom layout showing essentially the same thing as the previous schools. All new case work, we’re sho= wing seating for about 24 students and all new windows in all the classrooms. Same for the technology in the classrooms, as Mr. Grabinski touched on.

&= nbsp; Mr. Grabinski: The only thing that I want to ment= ion here on the technology is the lecture hall that is the technology center no= w is being moved to this front area of the building, and we’re providing t= he same overflow capability whereby if there are public meetings in that area, there is the auditorium as a back up and the gymnasium is also a backup, so you’ll have plenty of seating capacity for a large town meeting or whatever event that you might want to have.

&= nbsp; Mr. Demirs: Is the technology center going to be bigger than the one that’s in there now?

&= nbsp; Mr. Khericha: Yes.

&= nbsp; Mr. Grabinksi: Yes, but that’s the only big difference of the technology component is that overflow feature.

&= nbsp; Mr. LoFrese: One other item t= hat I think is informational, in both the technology center and the high school s= tage lighting, our intent is to reuse as much of that equipment as possible. I think everyone is aware that bot= h the technology center and the stage lighting were a donation and we’re looking to use as much of that equipment as possible in these areas of the = building.

&= nbsp; Mr. Mazzamaro: Does that include the desks that w= ere donated and built by the (inaudible)?

&= nbsp; Mr. LoFrese: Yes.

&= nbsp; Mr. Khericha: This is again t= he total cost for the project, breakdown of the construction costs, owner soft costs, the delta between the numbers, and here it shows what the escalation number is, a sort of contingency, and a construction contingency so we have again the list of alternates from this school. The field, which is a multi-purpose field, that’s field #2 and #3, as an alternate, it’s going to b= e a synthetic turf, there is money for it.&nbs= p; The auditorium, the balcony addition is another alternate, these are= VE items that they don’t change, the VET in the corridors and there are = some (inaudible) is going to be changed to VET and as an alternate proportionall= y so the cost will come down (inaudible) see what the numbers are. We will develop other changes as w= e see fit to come up with (inaudible).

&= nbsp; Ms. Pond: In a typical classroom you have 24 seats. That sounds wonderful,= but will there be room to put other seats in there?

&= nbsp; Mr. Melingonis: Yes.

&= nbsp; It is recommended that the Board of Education and the Public Buildings Committ= ee approve of the construction drawings and documents for the additions and renovations of Polk Elementary School, State Project Number 153-0053 EA, and authorize the Chairperson of the Board of Education an the Public Buildings Committee, and the Superintendent, to certify on form ED042 that these final plans and project manual as prepared for bidding and dated February 21, 200= 8, and the professional costs estimate dated February 21, 2008, for this proje= ct have been reviewed and approved for this site.

&= nbsp; A break up of the Public Buildings Committee and the Board of Education will occur to vote on this item separately.
