Porter: We do have Chris Kuegler from the H=
igh
School and there is some money left from the track account according to the
accounting by Todd which would give us enough money to let them build a free
standing shed for storage of equipment.
Mr.
Kuegler: For about 2 decades the track team=
has
been using a metal storage bin to store their equipment and it had a wood f=
loor
that had eroded over time, and during the construction process it eroded ev=
en
more because it was moved across the field. We store about $15,000 to $20,000 =
worth
of equipment in that bin and it's never really been an ideal solution. There is so much stuff in there th=
at if
you want to take anything out, you have to take everything out so we tried =
to
draw up a plan for a possible shed, it would be a 16 x 24 building which wo=
uld
be the optimal size, we could fit everything in, it wouldn't be overly big =
but
also not overly small so we're not back in the same situation without having
enough room. The building, I =
did a
quick cut sheet there of what we would need to do just the basic 2 x 4
structural with textural (inaudible) siding. My family would donate the time to =
build
this and Charlie and Todd have worked up some quotes for the foundation and=
it
seems that we can bring it in for the balance that exists in the track
project. Do you have any ques=
tions?

LeBlanc: Was there grant money given to reb=
uild
this track and this is the money that was left over from the grant money?

Porter: Yes, this is the, I think it was
$500,000 grant and we did the work at the track, we did the field, we did s=
ome
extra fencing and paving, signage is going up and the balance would be used=
for

LeBlanc: So in other words this was not the
original specification and will we have problems getting this grant money f=

this particular building aside from the rest of the track?

to happen to that if we tell them to go ahead with this, it will go to the =

Board of Education for their approval and that is next Monday. The Facilities Subcommittee of the=

of Education has approved this, but the full Board has to vote on it.

Kuegler: And then we'd have to speak to the=
Fire
District, Planning and Zoning, and the Building Inspector.

Fusco: Is this shed taxable, or does the =
school
exempt?

Porter: No, it's exempt.

Fusco: I asked because if it's a certain =
amount
of square footage, you don't have to pay taxes.

Porter: The exterior is 16 x

Mr. Fusco: I understand, but I think a homeow= ner shed you can build one, I forget whether it's 1,000 square feet or . . . .<= o:p>

be some electrical in there for maybe an alarm system and a light on the
outside.

up just based on the shed itself, the original idea for the shed was to take
just a couple of porcilums, one or two outlets to run a computer for a track
meet. After I showed these to=

we talked about sighting, he saw that there is a light pole as you enter the
track with a panel on it, and he said probably also take advantage of kind =
of
taking down that pole and maybe locating that panel on the building and the
light on the building so we don't have that free standing pole there, so I
don't know how that would affect any of this.

&nb= sp; &= nbsp; Mr. Vetro: You should all hav= e a copy of our report in front of you. We'll go over it. Summ= ary data is the second page. Righ= t now we're showing renovation and additional work as 3% of the project and site = work is about 9% complete versus 5% last month.= If you go down through you'll see that we have no approved change or= ders at this time. The estimated p= ending changes (inaudible) $84,000 to $155,000.&n= bsp; Contingency remains the same. Overall construction funds available have gone down from $1,400,000 = to $1,329,809 after (inaudible) soft costs they remain at $1,329,809. Flip the page over and we'll get t= o the change order by trade contractor and go through the changes that have been = made to the project. That's on pag= e 5.
= § Asbestos abatement, we've added additional asbestos fitting for $8,360. = This is for a tunnel behind the boiler room right now, on the west side of the s= ite. The material evidently in the= re wasn't shown on the basic drawings. We found it when we were crawling around doing plumbing, that sort of thing. I sent it on to Brooks= Labs. They've taken a look at it and adjust the c= hange order somewhat, we still need to work on that number. We don't feel that $8,360 is a reasonable dollar figure.

= § Gym Glass Block Caulk Abatement - when we did this abatement here last week, over in the girls locker room we did it over= a weekend. We tore down part of= the wall and found existing glass inside that wall. It had been covered up with masonry block veneer on the gym side. Evidently the girls locker room must have= been an addition at some point in time and that was an exterior wall, they cover= ed it up. Anyhow we have this ca= ulk that is an asbestos material. I put $4,000 on it just as a placeholder. The contractor came back today with an add of $8,050, again we don't agree with the cost. Brooks is just looking at it today= , it was the first time he saw it, as was mine.
= § Site Work - we have the tree removal for $4,823. This doesn't include = the stump removal, we didn't proceed with the stump removal, we simply took down the tree. Th= ere was a police officer involved so you have to spend a day and there are some other associated costs with that tree removal.
= § Unsuitable soil in the roadway - that change came up, $49,676. We're not agreeable at this point = in time with that dollar amount. That's the one that the contractor has issued to us. K.B.A. and mys= elf will be sitting down with the contractor, and that soil removal at $49,676 = is where we are to date, that doesn't include any future or additional materia= ls that we will probably expect to see in the upper parking lot.
= § General Trades - we've seen the existing (inaudible) we've seen the gym alternate at $29,067. That gym alternate number is now changing. We just got a price= this afternoon for $20,629 for replacing that equipment with new equipment. We also received a price to update= the existing materials and get them back up to a code of some sort. That came out to a little over $15= ,000 and change, however if you went through the alternates, that would actually come down to $13,000 cause there's not a lot of overhead and profit.. There= is about $5,000 difference between renovating that equipment or going to a new product. Would= recommend in the contract, the supplied strongly recommends going= to a new product versus wha= t you have there. You have a lot of operators that are as old as that building is.
= § Gym door repair - we've seen that at the last meeting. I'm still carrying t= hat item.
= § Wall footings - that was where we went ahead= and added the additional footings inside the tech ed= room and that particular area there, tech ed and auxiliary gym, wood shop, corre= ct.
= § Roofing - we encountered sky lights that were not properly flashed prior to so we went ahead and began working on that on= a T & M basis. We've done 4 of them, there are 2 left. There= is no sense on having the contractor out on site until he's actually on site, otherwise you end up paying mobilization, his time and travel, so well wait until he's actually on site to finish the roof.

Right now ev= erything is taken out of contingency because we only have money allocated in the contract with allowances, so we continue to keep the contingency and take t= hat money out because that's what that money is for, to do the repairs.

It's not a closed item but it's st= rongly recommended as a safety feature.

Under cutting of the unsuitable soil (inaudible) is not complete. More undercutting is expected late= r, the upper parking space areas. Ex= cavation for the new addition has started. Storm sewer installation is on-going. Under Phase I you'll see the graph= ic arts and the wood shop, our demolition is complete, underground piping is complete, interior framing is complete, (inaudible), installation ahs start= ed and duct work installation has started as well as our electrical roughing.<= span style=3D'mso-spacerun:yes'> Phase II, home economics wing demo= lition is complete, mechanical/electrical roughings are on-going, interior framing= has started and sheet rock installation has started. It touches briefly on structural integrity, it doesn't address structural integrity and also there is an estimate on roofing repairs. = The Council, although not formally, has asked us to look at that. There is water infiltration into t= he building, the roof is in dire shape, which we've known for the past few yea= rs, so it appears the Council wants to do something with it and they're looking= for kind of direction to this, so I'll let Chuck make his presentation.

Frigon: I don't know that= I have much of a presentation prepared, it seems as though the building has c= ome to a point where we need to immediately address the condition of it, or possibly vacate the building, and with that said, a few weeks ago it was suggested to me that a possible short term solution would be a tarp covering the roof, and I had objected strenuously to that, saying that in my opinion that certainly wasn't a responsible way to go, and I had offered some solut= ions in addition to replacing the slate.
= ; &n= bsp; = ; So you're aware the problems that we're having with the roof today are caused = or influenced by several different conditions. One is back in the late 1800's whe= n the roof was originally installed, it seems as though at least a portion of it = was installed with steel fasteners and they are rusting. We don't know which slate is going= to fall off next. We don't know = if one will fall off next, but they do fall, and when they do we find that it's generally a failure of the steel fasteners that have just corroded and let = go. With that said it's kind of, we don= 't really know what shingle is going to fail next or what section of the roof = is going to fail next. That was = the reason for the scaffolding in the front of the facility.

= ; &n= bsp; = ; The roof also leaks in the valleys of the building. It's been on-going for at least I = want to say 30 years that I know of, it's been patched and patched and repatched. The damage underne= ath those valleys, I don't know what it is but that's presently where most of the leakage is occurring today, is in those valley areas. So that's just another source.
= ; &n= bsp; = ; The third source that I'm aware of is the metal work, there's some dental work along the top and some old steel metal on the hips of the roof and that's pretty well destroyed at this point, it's corroded through, so we have thos= e areas along with the ventilator on the top, that allows pigeon waste and that's creating a problem, so we have a multitude of problems on the roof.
= ; &n= bsp; = ; With that said, I had suggested that rather than going the tarp route, let's fix= it. Coffee shop talk I think has been mostly it's going to cost $1,000,000 or $1,500,000 to fix the roof, and I had suggested it's going to be substantia= lly less than that. So we went up= there with the tower truck with the Fire Department and took another look at it, = and what you have in your packet is a result of that look. One contractor suggesting 3 in that report, since then we have a 4th method of repai= ring that facility.

I'd like to get rid of that ventilator if at all possible, o= r at least replace it with something that's not going to allow the pigeons to co= me through, cause that's a real problem. And the finials, they're $750 apie= ce by this contractor. I had though= t of just putting a piece of plywood over the base where they came from, EPDM roofing or some solution for now, and as we can afford to replace them, rep= lace them.

= ; &n= bsp; = ; Mr. Frigon: Well, true, but I want to stop the = roof, my plan is to address the leaking of the roof responsibly and this is really the only way to do it, is to fix it, replace it.
