Mr. Beliveau: I was supposed to meet Monday with= Harry Ward to come up with a plan to get the grass growing there, but obviously we had to cancel so until the snow melts there's not a whole lot we can do.

= ; &n= bsp; = ; Mr. Porter: We're waiting to close out. Dean did send a note. It says:

= ; &n= bsp; = ; "Upon receipt of Wednesday's Building Committee Meeting Agenda, I see you're look= ing for an update on Polk roof. W= e spoke to Silk <= st1:PlaceType w:st=3D"on">Town at the end of last week, urgi= ng them to finish and close out this project as soon as possible. John from <= st1:PlaceName w:st=3D"on">Silk Town indicated they're waiting for a 2 to 3 day window with temps in the 40's and the flat roofs are clear of snow. (Inaudible) not been feasible. John also indicated he believes th= at he can continue to work in the next few weeks. Therefore as an update please info= rm the Committee that there was no work performed last month. With any luck hopefully I'll have = better news next month. I'll keep you posted regarding the status of completion."

= ; &n= bsp; = ; Mr. Porter: There is a note f= rom Paul Dominov with a progress report stating they met with Granville from Br= ooks Labs anticipating comments and direction from the Building Committee, which= I sent to him. (Inaudible) to finalize the construction documents upon receipt of comments and direction. At that point, the= Chief is here tonight with some sketches.

&nb= sp; = C= hief Black: First I wanted to = tell you that I spoke to Paul Dominov this afternoon and your list that, he went over the list that you sent him with me and they're coming up and working on some of the answers for you. = Most of these, the answers are already there, it's just the details weren't available yet because the plans weren't to that stage, so he's getting that information together for you.

= ; &n= bsp; = ; He also faxed me a copy of the sketch that you have in front of you, which at = your request, regarding an additional entryway from the old building to the new,= and you can see that there, because of headroom problems, if you went in the ot= her direction and wanted to put the stairway in the new part, the headroom woul= d be 6.5 ft. which doesn't meet the code, so they wouldn't be able to go that way. They would have to come through the foundation through the footing, make all the ties into the exis= ting and new work and jackhammer cut into the existing floor and put the stairwa= y up in the old section.

= ; &n= bsp; = ; Just a comment from our committee, we went over this earlier and we still feel t= hat it's not necessary. This is an expensive addition to the project which we're trying to cut corners on. When you consider that most of the= time there may be 3, 4, 5 maybe at the most a few people in the conference room = to respond to an alarm, it's still closer than them being at home. If it takes them an extra 20 or 30 seconds to walk around the corner to get to the base of the stairs, is it really worth the $10,000 or more dollars that this would add to the cost of= the project?

= ; &n= bsp; = ; Mr. Porter: Is that what they pegged it at?

&nb= sp; = C= hief Black: He's estimating be= tween $10,000 and $15,000 somewhere around there, because of the extent of the wo= rk to cut through the foundation and the old floor so that's just our comments on that. The other thing I wante= d to hopefully urge you would be to give them the go ahead tonight to proceed. We know the plans aren't complete, you're not approving the plans by telling them to do that, but you're telli= ng them that the plans you have so far with the exception of the list that you gave them is hopefully okay and it would be great to get the project going again, and time is money, I think unfortunately, and we're all experiencing that, but we urge you guys to consider giving them the okay to proceed with= the plans and keep the project moving.

Mr. Porter: Yankee Gas had propose= d 2 options, they would increase the gas size at Swift if the Town would enter = an agreement for 4 years, and it's a dual fuel system, and the second installa= tion cost was $11,300 and it's Todd's recommendation that we go with the $11,300= as part of the construction budget so they don't get locked into a 4 year contract. Charlie, any comments?

Mr. Porter: What is the Buildings Committee's concerns?= Do you want to go with the $11,300?

= &= nbsp; Mr. Kuegler: Well if this way= they can keep track of one is for heating and one is for kitchen equipment and stuff, that way they can track their heating costs better, and they're not locked in. Now we have dual a= lso there? We gave gas for heatin= g and oil?

Mr. Beliveau: It's a dual system. Currently we don't have a dual sys= tem; it's only gas. What they're lookin= g to do is get us locked into a, their proposal is 4 years, whereas if it's abov= e 25 degrees, say would be the set point, we'd be using gas, once it got down be= low 25 we would switch to oil, which with the market the way it is it could be = cost prohibitive so that's why I think Todd wanted to stay away from that.<= /o:p>

Mr. Kuegler: Right, but you always = have the option too that if gas skyrockets, you can stay on oil, but if you have= the contract you'd be tied in the other way.

&= nbsp; Mr. Porter: The letters were = in your packet, basically it's inviting the 4 firms= in for an interview process. The= re were questions posed to them that they had to answer at the interview process. This morning Gilbane called Ms. Ro= bson and is withdrawing from the interview process. They do not have a project team to= put in place for Swift. The proje= ct they're on presently is going to extend past the start for Swift so they're withdrawing. That leaves 3 fi= rms, Konover, which would be the first night, O & G and Turner on the second night.

= ; Mr. Kuegler: Cause one item I= know is a lot of times they just put outlets where they think they should be, so you might want to review it.

= ; Chief Black: We sat down with t= hem already.

= ; Mr. Kuegler: With exterior ou= tlets, like the wall is on the front, outlet on the front of it, waterproof outlets for your Christmas Trees and all that stuff.

= ; Chief Black: Yea, because the p= lans aren't complete yet, I don't think that's all shown yet, but we have sat do= wn and gone through where all the outlets should be.

= ; Mr. Porter: Did they address = all the items we've sent to them?

= ; Chief Black: He said he's almos= t complete with them and should be back to you within a couple of days on it. Because you're really not approving plans, you're hopefully sending them the okay to continue with the plans, you still have the option to stop everything if= you don't approve of what his recommendations are.

= ; Mr. Porter: Basically that's = what he did with Swift. I told him= to continue but tonight there were still some items.

= ; Chief Black: Right, he said hop= efully within 3 or 4 days work time he should have all the answers back on everyth= ing that you send to him. He just wasn't able to fit it in with everything else he's apparently working on.

= ; Mr. Kuegler: There's a lot of= nice stuff they've got out there now, like 4 lights on the ground on a flagpole,= if you're lighting an item like that.

= ; Chief Black: Yea, all of that w= e've discussed with them but the plans are really 25%, 30% complete what, those 2 sets that they gave us. But w= hat they're looking for is just an approval to continue, they're not looking fo= r an approval of the plans.

= ; Mr. Porter: They're looking to continue with the program side of it.

= ; Mr. Chipko: Well, Larry is sa= ying that the Fire Department doesn't feel they need it, and since we're tight on expenses, do we still want to do this?

= ; Mr. Kuegler: If you guys real= ly put your mind to it and you want to take that hike all the way around, then I don’t have a problem with it, I'm not going to stand in the way.

= ; Mr. Porter: We were just look= ing fro a central way to move people.

= ; Chief Black: And we had these discussions with them several times, over many different meetings, and at f= irst when no money was involved it was simply a headroom thing and having to cut into the foundation on the inside just didn’t seem reasonable, then o= nce we got into financial issues, it really just, we stopped discussing it beca= use we were so tight and so close to where we were at.

= ; Mr. Kuegler: The only comment= I'd like to add to that is 10, 15 years down the pike somebody is going to pay = big bucks if you want to do it then.

&nb= sp; &= nbsp; Mr. Porter: Yes, he's working= with C. Frigon because there's a question about how the front end of the documents are done. Mr. Frigon wasn't happy with them, so they're redoing them.

&= nbsp; F. = Heminway Park School

&= nbsp; &nbs= p; 1. = R.F.P.'s, Spatial Study Needs

&nb= sp; = M= r. Porter: We had the propos= als which were hand delivered to you for the R.F.P. for Spatial Study Needs at Heminway. I'd like to open up= the discussion on your comments on what you saw. There are a couple of factors, the= proposals that were given to us, how they're going to accomplish it. There's a dollar value attached to= each one of the proposals and what I'd like to do tonight is bring it down to sa= y 3 firms so we can interview them, and we'll do the same thing as we did with = the C.M.'s, first a letter stating specifically what you need to address to us = when you come back for the interview. With that said, I'll open the floor up for your comments.

= 2= . = Vote to Choose Short Listed Firms to Interview (will either be mailed separately= or distributed at meeting)

&nb= sp; &= nbsp; Mr. Kuegler: On one of them I noticed they were commenting basically about how much Public Buildings (ina= udible). They were talking a lot about schools. It seems like (inaud= ible) Request For Proposal for architect services for feasibility study at Hemi= nway Park School. They were basically stating its conversion. Did anybody read = that long, that same . . . . .

&nb= sp; = M= r. Porter: Yea, and to go al= ong with that I think some of them didn't bother to, we asked questions like yo= ur experience with the State D.O.E., applying for the paperwork, the percentag= e of reimbursement, if we in fact bring the Board of Ed into the (inaudible), and there was one of them that didn't even address it. I think the R.F.P. was very clear = and concise as to what we were looking for. It seems they just through a brochu= re together and said here, this is what we do. And the other one was . . . . .

&nb= sp; &= nbsp; Mr. Kuegler: (Inaudible) was basically the principles and all their landscape are always jumping up talk= ing about schools, schools, what they've done for schools, which is fine, I think if = they were really to put their heads to this and it's not a school, it’s a = town hall, we would have gotten town hall, town hall, town hall.

&= nbsp; Mr. Porter: Right. But we were specific in saying ren= ovate an existing elementary school to a municipal facility, so that's what we wa= nt to find out from them, what kind of work they've done, what is their past experience? Rey, any comments? Tony? Pete?

= ; &n= bsp; = ; Mr. Dzioba: I think what stru= ck me was the disparity in the pricing.

&nb= sp; &= nbsp; Mr. Porter: Some were in the = front, some in the back, nobody followed the format. I'll break down the pricing for you. I just grabbed the broch= ures and I set them on the table and they're not in particular order. Noyes & Vogt was $36,900, Scho= enhardt was $23,250, Silver Petrucelli was $41,400, Ames & Whittaker was $42,00= 0, Friar was $28,000, Jeter, Cook & Jepsen was $77,000, K.B.A. was $10,500. They addressed p= re-referendum services. Some talked about t= he Board of Ed, or the application to the State reimbursement. Some listed a design team. Friar did not list a design team.<= span style=3D'mso-spacerun:yes'> Current clients on this type of wo= rk, there were 3 of them that didn't. Let's talk about the money - $77,000 is the high one, and then you've got $23,000, $28,000, $36,000, $40,000, $41,000, so those are fairly close,= but Cook & Jepson is $77,000, just kind of shook me a little bit.

&nb= sp; &= nbsp; Mr. Ceniccola: They did a stu= dy for us a few years ago, and they did the same thing.

&nb= sp; = M= r. Porter: I tried to pick 3= , not necessarily only 3 but the 3 that I looked at was K.B.A., Ames & Whitta= ker and Schoenhardt and Silver Petrucelli.&nbs= p; Silver Petrucelli had some municipal work. Those are the ones that I looked a= t before I looked at the dollars.

= ; &n= bsp; &= nbsp; Mr. Kuegler: Schoenhardt looks pretty good to me too.

&nb= sp; &= nbsp; Mr. Porter: They did a police station in Simsbury in 98 or 96. (Tape #1, Side <= span class=3DGramE>A ended - may have missed some.) What is your thought on the number= we should bring back to talk to?

= ; &n= bsp; = ; Mr. Ceniccola: Minimum of 3.<= /p>

&nb= sp; &= nbsp; Mr. Chipko: If you're going t= o do it in 2 nights, you might as well bring 4 back.

&nb= sp; &= nbsp; Mr. Porter: That's fine with = me, I have no problem with that. Pete, any comm= ents?

&nb= sp; = M= r. Dzioba: I'd probably go t= he same way. I'm just curious as= to why Kaestle Boos is so low?

&nb= sp; &= nbsp; Mr. Porter: A couple of theories. The bigger the firm= the more they can spread it around, the less they can take on the front end. The smaller the firm the higher th= ey need because they're outsourcing, that's my thoughts.

&nb= sp; &= nbsp; Mr. Chipko: They also were involved, they know what Heminway has now cause = they had to evaluate it for Swift, so they are already familiar with the buildin= g. So they didn't spend as much time = on it.

= ; &n= bsp; = ; Mr. Dzioba: Maybe we can use = that to our advantage.

&nb= sp; &= nbsp; Mr. Porter: Ames & Whitta= ker have also done many studies for the Town over time on this issue.

&nb= sp; &= nbsp; Mr. Kuegler: They even did one freebie on the campus when he came up with that idea.

&nb= sp; &= nbsp; Mr. Porter: Yea, the Annex, t= he Library, and the Church, all that. Of course Cook was in there too back in 96, so I think their price i= s a prohibitive at this stage of the game. Wi= th that said, why don't we bring the 4 in, interview them, is that okay with t= he committee? Now we need to pic= k a time and date. Keep in mind w= e have a meeting with the Board of Education's Facilities Subcommittee on March 22= nd regarding the interior finishes at Swift, and on March 30th and 31st we have interviews for the construction managers.&= nbsp; It has to be after that because Good Friday and Easter is in there t= oo. How about April 6th and 7th? Some of the questions will be, and= I talked to Ms. Robson about this already and she took down notes, detailed information on how to approach the project, number of anticipated meetings, some stated they would go to so many meetings, some didn't, budgetary figur= es for referendum, D.O.E. reimbursement, clarification of what reimbursable are. If you notice in there o= ne of them had reimbursable, it said yes, reimbursable are part of our fee, but t= hen in the next paragraph it showed what things weren't included as reimbursable. And the clarifi= cation team of experience, whatever team they're providing to us, what's their experience in renovating schools to municipals facilities. There might e some other things to= be added, but that's the gist of it.

&= nbsp; &nbs= p; &= nbsp; Mr. Chipko: With Swift we got= into the issue with what the firm was going to offer in regards to helping to get the referendum passed.

&nb= sp; &= nbsp; Mr. Porter: Yes, that's one of them. Some mentioned web site= s, some mentioned doing brochures, these are the things we want to make sure t= hat everybody is on the same page, that’s critical. Okay, so those will be the four, a= nd we'll send a letter out in the morning.

&nb= sp; &= nbsp; Mr. Kuegler: The only questio= n I have on the whole situation with Heminway Park is that it started out where= the Board of Education said if the referendum passes and we put the addition on Swift, we will give the Town Heminway Park School. When we did Trumbull School they held back on saying = anything about Baldwin or Griffin<= /st1:PlaceName> School. Now by saying that, does that mean= the Town will convert Heminwa= y Park School to a municipal building?

&nb= sp; &= nbsp; Mr. Porter: That's the whole purpose of this.

&nb= sp; &= nbsp; Mr. Kuegler: No, but this is = an assumption all over Town, that that is our new Town Hall, but there was no referendum put to the taxpayers. Do you want to put Heminway<= /st1:PlaceName> Park School as a Town Hall?

&nb= sp; &= nbsp; Mr. Porter: Well step back a little. I can remember the ca= mpus plan, the professional building, Sealy building, cutting the land between t= he existing Town Hall and the green, = Lorraine Gardens, Daveluy's = where Hidden Pond is now.

&nb= sp; = M= r. Ceniccola: Where Rite Aid is. I can go on forever.

&nb= sp; &= nbsp; Mr. Kuegler: No, but what I'm really trying to bring up is that if it goes to referendum, is the referend= um question - shall we make Heminway<= /st1:PlaceName> Park School a Town Hall?

&nb= sp; &= nbsp; Mr. Ceniccola: I don't know if that's what they stated, I think they're just basically stating they're tur= ning the facility over to the Town. Now (inaudible) decide what to do with it.

&nb= sp; &= nbsp; Mr. Kuegler: So what we're do= ing is a feasibility study that when the Town . . . .

&nb= sp; &= nbsp; Mr. Porter: Can we use Heminway Park School as a municipal and Board of Ed . . . . so there'= s like 3 different things here, exactly, what's the cost? Is the existing building big enoug= h to house municipal offices, is it big enough to house the Board of Education offices, and is it big enough to allow us to put an addition on it to bring= the two together, or do we need an addition just to put the municipal offices in there? And we need vault spac= e.

&nb= sp; &= nbsp; Mr. Kuegler: How much is that= all going to cost?

&nb= sp; &= nbsp; Mr. Porter: Well that's what = this study is about. How much per = square foot, and they've got to give us budgetary figures on what it's going to co= st, or estimated costs.

&nb= sp; &= nbsp; Mr. Dzioba: I've heard a lot = of discussion on Heminway being used as a municipal building and one of the questions that always seems to come up is there's not enough parking.

&nb= sp; &= nbsp; Mr. Porter: Parking is part of it. It has to be, cause Planning and Zoning will ask what we're doing th= ere.

&nb= sp; = M= r. Dzioba: That seems to be = in the mind of a lot of people, so if we don’t show that they'll go against = it.

&nb= sp; &= nbsp; Mr. Kuegler: What was the cos= t to bring the pre-study for the fields up on Litchfield Road?

&nb= sp; &= nbsp; Mr. Porter: I don't remember.=

&nb= sp; &= nbsp; Mr. Kuegler: In other words, = the cost of a referendum, and the cost of a pre-study, it's in the thousands of dollars.

&nb= sp; &= nbsp; Mr. Porter: That wasn't charg= ed to us, so I don't know.

&nb= sp; &= nbsp; Mr. Ceniccola: But they are t= wo completely different studies.

&nb= sp; &= nbsp; Mr. Kuegler: Right.

&nb= sp; &= nbsp; Mr. Porter: But unless we do = this study we're never going to know. I don't think any one of us is capable of saying oh yea we can do it, it will= be $62,000,000.

&nb= sp; &= nbsp; Mr. Kuegler: But by the same = token, if we expend this amount of money, say $41,000, then it goes to referendum = and the question is do the taxpayers of the Town of Water= town want to convert Heminway<= /st1:PlaceName> Park School . . . .

&nb= sp; &= nbsp; Mr. Porter: No, the question = would be this is the cost to convert this to a municipal facility, and you vote y= es or no. This is the estimated = cost to do the project. Either you accept it or say no.

&nb= sp; &= nbsp; Mr. Kuegler: So you accept the estimated costs of bringing it to the Town Hall, but then the vote is do we want to do it. If somebody el= se comes in and says we want a brand new building.

&nb= sp; &= nbsp; Mr. Porter: I've been around = this Town long enough to know that nobody wants a brand new = building They've shot down every sin= gle possible concept and every time something was shot down, it was always the = same thing, let's put it in He= minway Park School. We can't put it there because the = Board of Education is using the facility, and until Swift came along, if Swift di= dn't come along, we'd be in the same boat today.

&nb= sp; &= nbsp; Mr. Dzioba: The only question= is going to be how cheap can you get it done.

&nb= sp; = M= r. Porter: That's it.

&nb= sp; &= nbsp; Mr. Chipko: Didn't the Town C= ouncil commission us to do the spatial studies?

&nb= sp; &= nbsp; Mr. Porter: Yes, and come bac= k with cost estimates.

&nb= sp; = M= r. Chipko: So that's all we = can do. We can't recommend a new Town Hall, we just have to deal with this.

&nb= sp; &= nbsp; Mr. Ceniccola: Ultimately wha= t will end up happening is we'll do the spatial study and it will be "x" amount of dollars to convert it, which will be close to building a new town hall, and people are going to say again, well if we're going to spend that = kind of money for an old building, why don't we build a new town hall.

&nb= sp; = M= r. Porter: Second point land= . Where do we put it? And that's the other half of the f= ight.

&nb= sp; &= nbsp; Mr. Ceniccola: Exactly, aroun= d and around we go. But our charge right n= ow is just to do a spatial study. H= ere you are, Town Council, this is what you . . . . . . mak= e a decision.

&nb= sp; &= nbsp; Mr. Porter: You do what you h= ave to do. This time I have a better feeling cause it's always been looking (inaudibl= e).

When we started on the old Town Ha= ll, that's what got the Council moving on the spatial studies, because what do = you do with the 3 offices, the assessor, town clerk, and tax collector. What do we do with them? And the vault?= So before we can make an intellige= nt decision on what to do with the old Town Hall, we need to know if we're goi= ng to have the school, can we combine everybody in there, and that will take those people out of there, and then put up a nice (inaudible) for sale. I mean you know the cost as well as anybody else, to do anything, it's probably $1,5= 00,000 or better. And what have you accomplished? Other than putt= ing a new roof on it, fix the metal work . . . . .

&nb= sp; &= nbsp; Mr. Kuegler: (Inaudible) so y= ou see these things on TV where this little old lady buys a little old bank and co= nverts it to a house, somebody is going to want to do that.

&nb= sp; = M= r. Porter: Ames & Whitta= ker did that in the historic district in Waterbury. They bought it, renovated it, and = it's their offices, across from St. John's Church<= /st1:place>.
