Roming: Today they completed putting the b=

net down, that's the urethane layer.
Tomorrow they will be taking off the edges of the pavement, where the
walkway is, and starting the structural spray which is the orange/red
color. They'll be working on =
that
probably tomorrow and Friday.
They'll be back at the beginning of next week to give it the second
coat, and then they have to strip it and they're finished. As far as the track surface, it lo=
oks
real good anyway. I took a lo=
ok at
it and it's good work, they're a good contractor=
. The only thing now, I guess over t=
he weekend
if there is any way the sprinkler system can be turned on for Saturday and
Sunday since the track people aren't going to be here. Mr.
Porter: The track, they did sprinkler trai=
ning school,
Todd, on Monday? Mr.
LoFrese: Yes. Mr.
Porter: It's my understanding that the sys=
tem is
operational, but has been shut off because of the surfacing. Mr.
LoFrese: That's what I've been told. Mr.

people know that the sprinklers will be on over the weekend. Mr.

Porter: Okay, there's a couple of things that I
noted. They raked the rocks o=
ut of
the field, but in the balance of the area there are still rocks there. Mr.
Roming: They still have to come back and do that. Mr.
Porter: Okay, and there's some washouts that have occurred again. Mr.
Roming: They're going to have to repair them until they stabilize it. Just like they have to come in and=
clean
up now, because the paving people went into the lawn area, so that all has =
to
be cleaned up. Mr.
Ceniccola: Is part of the reason why it's eroding =
after
a heavy rainfall is the fact that the drains are still capped? Mr.
Roming: Are you talking about inside the track? Mr.
Ceniccola: Yes, on the inside of the track.

Roming: It's getting runoff that it wouldn't normally get.

that.

Roming: Until they spray it, by next week they'll have that structural spray =
on,
otherwise that stuff is terrible, it gets on anything and you never get if =
off,
wherever it goes it's there, except where it's supposed to be on, it comes =
off
the track eventually but . . . . .

Porter: So by the middle of next week the drain should be open?
Mr.
Roming: I would think so. They =
don't
even have to wait for the line striping, it's just so the, when they spray =
the
polyurethane, cause that spray goes everywhere.

Chipko: I'd like to suggest that we do a walk through when they think they're=
all
set, just for the Buildings Committee, Mr. LoFrese, and maybe the athletic
department, but before we sign off on everything I think it's a good idea so
this way it's all . . . . .

Roming: Are you talking about just the track surface or the whole thing?

Chipko: The whole thing.

Roming: Oh, we planned on that, that's down=

road yet. We need to get a be=

stand of grass in there.

Roming: That's normal anyway, we do have a walk

There's not problem with that because they've done it before in other
tracks. If
there's any particular thing that they have to patch or repair . . . . .

fortunately it doesn't look like anybody's, if anybody does throw anything =

Chipko: What's the earliest that the track would be available for people to w=
alk
on? Not the football field to=
be
used, but just the public using the walking track.

Roming: Here's the situation, this is going to be a decision on the Town's pa=
rt,
because the grass obviously isn't going to be ready, and if you let people =
on
that track, and I'm talking about even for a competition they're going to be
walking in the grass like where your long jump is, your pole vault, there's
grass in between all that, it will never take. It's just like getting on the fiel=
d too
early. If you don't have a go=
od
stand of grass in there, you're just going to wind up with a field that's
similar to the one that you have across the parking lot. It's really got to heal itself in.=
I know people have been asking me =
about
walking on, I see people out there, and they want to walk on it cause they don't like walking on the road, but all I c=
an do
is advise you on it.

answer for them.

to discuss the alternates that have been proposed for the project and we're
proceeding with the work on the findings of the alternates. The abatement drawings are going o=
ut to
bid. We thought they would go=
out
this week, but it looks like they're probably going out early next week.
= ; &n= bsp; = ; A couple of other items, one other item, we've completed an additional walk t= hrough of the school with certain value engineering ideas in mind, one of which is some of the door frames that we have in the school that don't have rated, t= he labels on the door frames. Th= ey look like they're rated doors. There's a way of getting them field certified so what we're going to= do is pursue that because it's probably going to save us more money to get them field certified. If we can't,= then we have to replace those door frames which can amount to a significant amou= nt of dollars because of the fact that you remove the door frames and have to patch the walls, come back in with new door frames and the doors that would= go in those walls, so we're going to get a proposal from a company that does t= he certification. We're anticipa= ting that it's less than a day's worth of work for somebody to come down, walk through the doors, and this would only affect the rated doors. We're anticipating maybe 15 or 20 = doors, so that is something we're going to proceed with as well.

There was one item which was not o= n the list of alternates and I don't know if, I don't remember if Ms. MacNeil put that into the report, some additional rigging for the stage, it's not requi= red, it is suggested by the consultant and since it was not part of the base pro= ject we felt that it would be good to have this rigging in terms of the future u= se of this space and now would be the time to do it if we were going to do it.= It's pa= rt of the services we're getting from him in terms of the design of it so we thou= ght the best way to approach it is to keep it as an alternate. We don't want to obviously add cos= ts to the project, but having it as an alternate gives us the option of implement= ing it should the bids be faithful.

We
finalized the phasing schedule and this is a result of that meeting, it's a
pictorial image and it's basically following the same format that was alrea=
dy
given out by the architect. T=

only thing you will see is area #12, which is the existing administration a=
rea,
that is completing right now scheduled for October 25, 2007, so that still
represents a 27 month constructi6on duration starting around July-ish. I don't know if anybody wants to g=
o over
it or if you just want to take a look at it. I've also prepared two schedules t=
hat
will be issued with the bids. One
will be for an add alternate with adding the gym, and one would be if we we=
re
just to renovate the existing spaces, so those will also go out with the
bids. We will be pushing to g=
o out
to bid early next week. It is=
my
utmost priority so I will be getting it out as soon as possible. I'm just finalizing some requireme=
nts
with Mr. Frigon, he's reviewing the Certificate of Insurance, and I'm still
waiting on revised documents from Brooks Labs which I’m supposed to be
getting tomorrow, so I would expect to go out to bid early next week, and we
were looking to get them in about June 16th. We may try to get them in a week
earlier, it just depends on what kind of questions we get cause
we do have Memorial Day Weekend and we don't want to limit our competition.=

study. I have talked to 8 out=
of
our 9 Council members and they all agreed that I should come here tonight a=

representative of the Council to get an understanding of how the selection =

made. I know that there was o=
ne bid
that was I believe $10,000 or thereabouts, and the one that was chosen was
$42,000 or thereabouts, excuse my numbers, but it is 4 times higher the amo=
unt
of the low bid. So as the fis=

authority of the Town it is really our duty to do this kind of homework bef=
ore
it comes to a vote at the Council level.&n=

So if I might I would ask that maybe you could educate me and I will=

course educate the entire Council on the process and on the selection. Again I appreciate everything you =

that is sincere, but in this case I do need to ask the questions I guess.

that we chose have done work for the Town in the past so we kind of feel
comfortable with their kind of figures and what they presented. Now you talk about the low bid, th=

bidder to me didn't seem like he had all his ducks in a row, and when you s=

asking them other questions about how would you do this or that, they quick=
ly
start off with another figure, at least that's the way I understood it; I d=

know how the rest of the guys feel. =

that we went through in interviewing and reviewing each of the potential
architectural firms that were interested, and I'll speak for myself, based =

my evaluation of their presentations and their prior experience, and our

presentation, and the experiences that we've had as a Town with the

reiterate my earlier point, that I appreciate the kind of work that this
Committee puts in, I think we all do in all our boards an commissions, but =

this gentleman said, not well educated or prepared, so that's where my ques=
tion
comes from. =
