Mr. Ceniccola: Maybe we should talk about the correspondence we received tonight, having to do with the track facilities. Has everybody had= a chance to review this? Any questions?

Mr. Chipko: Are they going to be coming back to= take care of these issues?

Mr. LoFrese: On Monday there was a site visit wi= th the architect, and the contractor was out doing some repairs. In attendance were R. Porter and C. Beliveau. They pointed out so= me low lying areas, especially at the north end of the track, the D section, where there was some water ponding and the soil was still wet, otherwise the enti= re facility was draining very well. In the conversation that I had with Tom Linden of Roming today, he indicated h= e was getting some resistance from Mather to come out and fix this, as far as whe= ther it was an actual issue or not. I think that Mather may be taking the stance that we've had so much rain that this was possibly the cause, however I have been out to the track and the Superintendent has been out to the track on other days well before we had 8 days of rain and we saw some water in the north end area. So in my conversation with Tom Lin= den today, one of the ideas we had come up with was asking the Town's Engineeri= ng Department to go out and do a survey on those areas to determine whether or not the ar= ea is below the drainage, and if so, put it back on Mather to fix.

Mr. Chipko: We still owe them money, correct?

Mr. LoFrese: Yes, I think we owe them around $15,000, if my memory is correct. It's not much work, they just have to come out and spread a little m= ore soil and some seed in those areas, and it will take care of it.

Mr. Chipko: Unfortunately if we start getting s= ome cold weather, the seed is not going to do any good.

Mr. Orsini: If I remember right, isn't there a = slight hump there that had to be taken down in order for the water to drain? I don't know if that was taken car= e of.

Mr. LoFrese: In the north section of the tr= ack in the D area there's a couple of spots that are below the two drains in that area, like 2 or 3 inches, that’s all it has to come up and then the w= ater will flow right into the drains.

Mr. Chipko: Well there was a swale on the far s= ide of the field but I thought they cut that out when we did our walk through, when Mather came back they corrected that swale.

Mr. Chipko: And this track is not to be used un= til next year at this rate? Not the tr= ack so much, but the field.

Mr. LoFrese: The Board of Education is goin= g to take the advice of the Buildings Committee.

Mr. Chipko: My concern is if we let the student= s on that field now, are we going to risk the warranty by Mather? Will they walk away if they start pulling the grass up?

Mr. LoFrese: Bottom lin= e, and I asked our architect this question today, if we use the field, what happens? He said if you use t= he field, you own it.

Mr. Chipko: That's what I thought.

Mr. Ceniccola: The matter at hand right now i= s do we want to have the Engineering Department go out there and survey that area and determine whether or not it's actually lower than the current drain and then bring it back to Mather.

MOTON:         (Mr. Chipko, sec. Mr. Orsini) to have the Town Survey Crew go out and survey the low areas at= the football field and determine if that elevation is lower than the drainage, = and then corrections to be made by Mather Corporation.

Discussion:       Mr. Fusco: Every time we put a drain in it se= ems like it's higher than the elevation that it's supposed to be.

Mr. Ceniccola: Thank you. I didn't notice that in the correspondence, regarding the use of the track for I guess the Thanksgiving Game. Will that be brought to= our attention to discuss?

Mr. LoFrese: I know that the Facilities Committe= e has a meeting scheduled for Monday at 6:00 p.m. at the <= st1:PlaceName w:st=3D"on">John Trumbull Primary School and = an invitation was extended to Bob Porter.&nbs= p; It's one of the items for discussion.

Mr. Ceniccola: Okay so it will probably end up being brought back to the P.B.C. for discussion and vote. We'll wait for that then.

           &nb= sp;            =             M= r. Khericha: The Town has de= cided to go for referendum. In the = mean time we are getting together with O & G and we're still waiting for some numbers on some items. Once w= e have it, we'll forward them to the Committee.

           &nb= sp;            =             M= s. Purcell: The 3 items that= I have to discuss tonight are further on the Agenda, so you might as well just wait to go over them, items #3, #4, and #7.

      = ;            &n= bsp;     3.         = Correspondence from O & G Industries to R. Porter, dated Se= ptember 27, 2005, Re: Insulation of S= team Main Piping (attached).

      = ;            &n= bsp;            = ;     Mr. Ceniccola: That's the re-insulation of the ste= am main piping. Can you go over = that for us?

      = ;            &n= bsp;            = ;     Ms. Purcell: Yes, as part of the Phase II, what = went out to bid, it was part of the HVAC contractor's bid package to go ahead and reinsulate the steam mains that are down in the tunnels that were abated th= is Summer by the asbestos contactor. We foresaw this issue when we were going out to bid, and now since w= e're not awarding this contract right away, we still need to temporarily reinsul= ate the steam mains. He's agreed = to do the work for a credit that we would, it's not really a credit, we're going = to devalue his contract amount, his bid amount, by the same amount, so it's not costing the Town anything, unless it doesn't go forward, but you still need= to reinsulate these mains. We're= doing it on a temporary basis. This= is not by any means something that's permanent. It's just duct insulation, to prot= ect anybody that's down in the tunnel, it's really a personnel protection. And the= idea is it only needs to last for this heating season, cause next year it will be pretty much gutted. So we act= ually awarded a contract for Store Mechanical, who is the apparent low bidder for= the HVAC, for $15,000 to reinsulate the steam mains, and then the number that y= ou see there is with (inaudible) fee of 2.25%, that's how the markup is.

      = ;            &n= bsp;            = ;     Mr. LoFrese: So then if I'm correct, what would = happen is when we go to award the final contract, then this amount would be deduct= ed from that contract.

To be quite honest with= you, with the amount of items that are on here, although I was involved with som= e of this at one of the meetings, I think it would behoove the Committee to revi= ew it in depth and then vote on it. I don't know how the rest of the Committee feels.

      = ;            &n= bsp;            = ;     Mr. Chipko: I haven't had time to go through everything and I'd like more time to understand exactly what the substituti= ons are or what's been eliminated.

           &nb= sp;            =             M= s. Purcell: I believe the fo= rmat that you have, I have since changed the format s= o that I've taken out all the bid packages. I actually have a list of 70 items, 1-70, so it's not repeated. In some cases some of the items we= re repeated because it affected a couple of the bid packages. So I have a new list that should b= e sent out that will be very clear, just 70 items that you can take a look at that= are clear and concise. It's not b= roken down by bid packages.

I'm trying to get all of the dolla= rs and everything settled by the end of November, so that if the referendum passes= , I can just (inaudible) contract numbers, I'm not messing with dollars at that point. And of these 70 items = there are 11 items I need information from the architect on, so we're working tog= ether on that, and I need to get the numbers finalized so I'm just giving you guy= s a heads up, over the next 5 weeks I'd like to get all these dollars so that everybody is comfortable with it, so that when it comes time to issue the contracts, everybody will know where the dollars are, so we're not wasting = time doing that.

      = ;            &n= bsp;     = ;           Ms. Purcell: This is the seco= nd item with the same scenario, where we recognized that there was an issue. We knew they were taking the windo= ws out this Summer, it's in Phase II, that the General = Trades contractor would be coming in and putting insulation and plastic up. If you look on the letter, the bac= k, there is a small credit being offered (inaudible) say small, his number is = $9,929, he's offering a credit of $3,830, the difference being he really needs to m= ake this last for the Winter with nobody being around. If everybody was on site, we would= have done it differently. Right no= w he's really going to have to frame the window wells well, really good. I want to put not only 2 inch, but= 3 inch on top. I want him to put reinforced poly. It really ha= s to last throughout the Winter without anybody being around to maintain it, so we don't want the school having to worry about, s= o we're making it a lot stronger than we would have. That's the reason why there's a difference between what we want him to do now versus what he was carrying in his base bid. If the number s= eems high, we can tell him to proceed on a time and material basis. It's not going to be more than a w= eek, but either way he needs to get paid for it now, and I'll keep any eye on him and negotiate the credit afterwards. I wasn't agreeing to his credit, an= d I have that on the third page, I said "the current value of credit being offered is questionable", so I'm not accepting his credit at this point. I would see what effor= t he puts into it, see what he's going to do, and the= n deal with the credit. It's not the= same situation as the first one, where it was an even swap, but this is work that has to get down anyhow, so we have to pay him anyhow, and what value actual= ly gets written off the bottom line, that's what to me is the difference of negotiation at this point, but we still need to do this work. If you're not accepting the lump s= um, I've got another cost from Bantam Construction, he was the second bidder for General Trades, his number was in the same range, so I don't think there's anything wrong with his number, but if you think it's too high, we can tell= him to proceed on a time and material basis.

      = ;            &n= bsp;     = ;           Ms. Purcell: Again this has t= o be done, and when Phase II moves forward, we will delete some credit, somethin= g (inaudible) than $3,800 from his contract amount.

      = ;            &n= bsp;     = ;           Mr. LoFrese: Right now there = is plywood up that's been duct taped to the steel columns and with the rain we had, water was coming in between the seams of the plywood, so we definitely= need to do something.

      = ;            &n= bsp;     = ;           Ms. Purcell: Yes, he's going = to completely frame it.

      = ;            &n= bsp;     = ;           Ms. Purcell: He's going to put reinforced poly on the outside, really well, and he's going to put on the inside 2 inch and 3 inch insulation so we're really going to button it up good. It has to last through = the Winter and he understands that. He's local anyhow, but he understa= nds that it has to be of such magnitude that the school shouldn't have to worry about it, cause we're not here. It would be different if we were h= ere to keep an eye on stuff.

      = ;            &n= bsp;     = ;           Ms. Purcell: There's 2 openin= gs actually. There's one opening= that 120 feet long and there's another opening in a classroom that's 17.5 feet l= ong.

If you can picture S= wift, you have the lower windows that are clear glass, and then up above what's g= lass block is all the way up to the ceiling.&nb= sp; That whole entire section, from counter height all the way to the ceiling in the Home Ec room, which has high ceilings, is gone. It's just plywood now.

I'm not questioning the $9,900 cause I can look back 20/20 next week and know what it actually took him to do it, I'm only questioning the difference of what he'= s offering us for credit. I mean you can= pay the $9,900 and then I'll just be after a higher credit.

I spoke with the head custodian ove= r the today, he said it was relatively small, maybe a gallon= of water total. Silk Town was out on Monday, they went up on the roof with the custodian, they couldn't find anything noticeable with the membra= ne. Their only thought was that maybe = the water level had gotten up near some flashing. We'll continue to monitor it and if necessary, we'll call Sil= k Town again. It's under warranty.

            =             &nb= sp;           Mr. Orsini: The problem is once you introduce = water below the membrane it will stay there and when it gets hot it will evaporat= e, and before you know it you'll have leaks all over the place.
